Correspondents of “Chronicles of Turkmenistan” report that on 6 and 7 February, 2021 employees of the house administration arrived in the residential area of Choganly in the southern suburb of Ashgabat to dismantle window bars from privately-owned houses along the motorway.
They failed to provide clear explanations and said they were only following the orders of their superiors.
Let us recall that employees of Ashgabat’s khyakimlik’s office obliged the inhabitants of new cottages built in 2017 to remove all satellite antennae, air conditioners, window shields and boiler house pipes in the yards.
At that time the residents were informed that the President who was scheduled to attend an opening ceremony for newly-built houses had requested that all cottages looked identical.
Residents have started installing window bars because of the increasing number of thefts.
According to a local interlocutor of “Chronicles of Turkmenistan”, the increasing number of thefts is due to widespread unemployment caused by the economic downturn and the closure of borders.
Although window bars protect house owners from burglars, everything is stolen from their backyards including water pumps, wheels and car mirrors, tools and household items.
Some owners install video surveillance cameras, the footage of which is often taken to the police station after a theft, but law enforcement officers do not carry out any investigations. Many are accused of covering up crimes and affiliation to criminals.
We have paid for the house and legalized it as our property but we are not owners here. We had to remove a pipe from the boiler house despite the fact that winter was coming. We were also been obliged to dismantle satellite aerials and air conditioners, – says an indignant Choganly resident.
