On 27-29 March, forms for telegram messages were distributed to residents in front of the building of the Central Office of the cell phone provider “Altyn Asyr”.
However, residents were not informed what kind of complaints could be submitted and who would review them.Nevertheless, according to correspondents of “Chronicles of Turkmenistan”, over a thousand Ashgabat residents queued to obtain a form because they believed that the newly-elected President was trying to learn about the urgent problems of Turkmen residents.
According to some eye witnesses, a fee of 2 manats was charged for a form. It is likely that this was a fee photocopying rather than for a complaint form.
After filling in the forms and stating their problems, residents took them back to the Central office of “Altyn Asyr”.However, staff of the mobile communications provider advised them to contact the Ashgabat khyakimlik’s office.
In its turn, those who have contacted the municipal administration were sent to the local administrations of the capital, which also failed to provide any explanations.For instance, employees of the Berkararlyk khyakimlik’s office informed the visitors that they had no instructions in this regard and asked them to come in a few days.
As regards complaints, you can submit them in line with a standard procedure, – a staff member of the khyakimlik’s office said.
There is still no information who initiated the campaign and what its purpose was.Nevertheless, it can be concluded that the residents of the capital are experiencing numerous problems which they cannot solve or do not know how to address standard issues, for instance, with the help of judicial procedures.
