President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council where reports of the heads of military and law enforcement agencies on the outcomes of work for 10 months of the year have been presented.
Secretary of the State Security Council, Minister of National Security Ya.Berdiyev reported on the activity of the structure under his command as well as on the measures for improvement of its work and professional level of personnel.
Having listened to the report, the Head of Turkmenistan named the strengthening of sovereignty, constitutional order, territorial integrity, economic potential of the country, prevention of global threats among topical directions of the activity of the Ministry of National Security.
Successfully implementing Military doctrine, which is exclusively defensive, our independent neutral state would continue paying great attention to consolidation of equipment and facilities base of all forces, the Supreme Commander of Armed Forces of the country said.
Minister of Interior I.Mulikov reported on the results of work of the divisions under his command for 10 months of the year as well as on practical measures for support of public order and prevention of crimes including the prevention of road transport accidents.
The Ministry has big role in provision of stability, protection of legal rights and freedoms of the citizens, the President of Turkmenistan said, having ordered to hold under control the situation in his structures.
After, the floor was given to Minister of Defence B.Gundogdiyev who reported on the work in military divisions from the beginning of the year.The information on autumn enrolment of the citizens for compulsory military services has been presented.
Speaking of the importance of further improvement of the activity of this department, the President noted that rearmament of the Armed Forces with latest types of specialized and military equipment is among topical objectives in the sphere of national defence.
In this regard, the attention was focused on the necessity of improvement of combat skills of military personnel.It is necessary to combine political and education, scientific and technical works in profile academic institutes, the Head of the State highlighted.
Chairman of the Supreme Court G.Halliyev reported on the results of activity of the structure under his supervision for 10 months of the year as well as on specific measures for provision of the supremacy of law during examination of cases and court actions.
Personnel of this sphere have big responsibility, the Supreme Commander of Armed forces noted, having focused on the importance of strict compliance of legal interests of the citizens during examination of every case.
Judicial process has to be carried out taking into account time requirements and in strict compliance with existing standards of international law, President Gurbanguly Berdimuhamedov highlighted.During the session, the Head of the State signed the Decree on Appointment and Release of judges of the courts of Turkmenistan.
Prosecutor General B.Atdayev reported on the outcomes of work for January October on control of the ministries and departments, compliance of law and public order in the country.
Personnel of the system are entrusted with important mission to protect the law, strengthen the order, protect rights of the citizens and enhance their legal culture and awareness, the President said, having addressed the head of the General Prosecution authority with number of specific assignments.
Head of the State Border Guard Service Sh.Durdiyev reported on the measures for protection of the borders of the country, course of modernization of building and facilities of border guard outposts for January October.
Having focused on the necessity of further improvement of conditions for service and life of border guard personnel, improvement of professional level, the President ordered to hold under control the fulfilment of set objectives.
Chairman of the State Custom Service A.Osmanov reported on the work for integrated modernization of the infrastructure of the department and creation of proper conditions for fruitful activity of personnel and comfort life of their families for ten months of the year.
According with the reforms made in the last years, the activity of the structure acquires new importance, the President highlighted.This authority has such functions as support of the expansion of foreign trade relations, provision of economic security of the country, compliance with law in this sphere, the Head of the State noted, having addressed the Head of the Service with number of certain assignments.
Minister of Justice B.Muhammedov reported on the work from the beginning of the year on further comprehensive development of the legislation.Having listened to the report, President Gurbanguly Berdimuhamedov focused on the necessity to supplement national legal base with new laws meeting time requirements, which detailed development has to be carried out in close cooperation with the Mejlis and other structure.
It was highlighted that training of legal experts and improvement of their qualification, improvement of jurisprudence and development of scientifically based recommendations aimed at the improvement of the efficiency of the reforms are actual aspects of the modernization of legal system.
Chairman of the State Migration Service M.Gurdov reported on the measures for provision of efficient work of his structure for the period under review.Having listened to the report, the Supreme Commander of the Armed Forces of the country noted that coordination of the activity of government authorities and other legal entities for regulation of migration issues, provision of national interests of Turkmenistan in this sphere are among priority directions.
The Service has important and responsible objectives for further improvement of the methods of work and training of high qualified personnel, the President noted.Director of State Service of Turkmenistan for Combating Economic Crimes M.
Hudaykuliyev reported on practical measures taken in January October for successful fulfilment of relative anti- corruption programme.Having noted the importance of timely realization of all planned activities for prevention of illegal actions that make financial harm to the citizens and the state, the Supreme Commander of the Armed Forces highlighted that work for detection and investigation of lucrative crimes require the cooperation with other specialized structures.
Summing up the outcomes of the session, the President noted that the State would continue taking care of further improvement of service condition and life of military personnel and their families, having demanded to hold these subjects under control.
