President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers where priority issues of the state life have been reviewed.

Coming over to review of the subjects of the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on the situation in the structures under his supervision as well as on the measures for improvement of the role of entrepreneurship in agricultural complex.

According to the Strategic Agreement on Understanding between the Ministry of Finances and Economy and John Deere Walldorf Gmbh & Co.KG signed in 2019 under the First Caspian Economic Forum and relative Resolution of the President of Turkmenistan from January 31 this year, it was permitted to procure the first shipment of agricultural equipment and accessories for 107 individuals at the credit account.

The part of the equipment has already come, significant part to be delivered by the end of the year and some of the equipment is planned to be shipped by April of coming year.

According to the Strategic Agreement, the Ministry of Finances and Economy together with the Union of Industrialists and Entrepreneurs has made a list of tractors and other agricultural equipment and accessories, which is proposed for procurement for individuals.

Having listened to the report, President Gurbanguly Berdimuhamedov noted the role of entrepreneurship in development of the economy of the country.Share of participation of representatives of private sector in production spheres of national economy including in agricultural complex in the last years.

Due to strengthening of their positions in national economy, new working places are opened, variety and volumes of competitive products are increased.

Speaking of importance of further stimulation of small and medium business, the Head of Turkmenistan has focused on the utmost objectives in this direction. Having highlighted the necessity of making all conditions for active attraction of national business structures to agricultural production, the Head of the State addressed the Vice-premier with number of specific assignments.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the situation in the structures of fuel and energy complex and on the measures for uninterrupted and reliable supply of gas to local consumers in autumn and winter season.

It was mentioned that all settlements of the country are fully supplied with gas at present time. Control of technical condition and fulfillment of operational requirements of profile, in particular heating equipment at sites, is carried out on regular basis.

Having highlighted the necessity to hold under control stable gas provision of living and municipal facilities, medical facilities, schools and kindergartens, President Gurbanguly Berdimuhamedov focused again on importance of careful and rational use of rich hydrocarbon resources of the country.

In this context, improvement of energy efficiency by further modernization of profile infrastructure and introduction of advanced energy saving technologies are priority objectives, the Head of the State said.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on seasonal field works in the regions of the country, in particular on sowing of wheat and cotton harvesting.

The Head of the State has highlighted that it is necessary to conduct the cotton harvest campaign in optimum timeline, to provide coordinated work for proper care of the wheat fields in order to pick good yield next year.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the situation in the sphere under his supervision, practical measures for successful solution of current objectives for improvement of production potential of the country including in construction industry and power energy.

The Vice-premier has also reported on work of the Ministry of Industry and Construction Production for development of electronic industry and expansion of import substitutive production. For this purpose, Aýdyň gijeler business entity, which is specialized in production of various electronics, has been established for this purpose.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that provision of rapid development of super modern industrial complexes, transfer to the model of innovative economy are the utmost objectives of national industry, investment attractiveness of scientifically based branches is mainly defined by the market condition of high technology facilities, the Head of the State continued.

It is necessary to pay special attention to steadfast increment of production capacity of construction industry, which is provide the requirements of local market with qualitative and competitive production and to arrange export, the President highlighted, having addressed the Vice-premier with certain instructions.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on work for definition of fees paid by owners of vehicle trailers, which arrived to Turkmenistan or cross the territory of Turkmenistan in transit according to Lapis Lazuli Agreement and Ashgabat Agreement.

The Vice-premier has continued that Interdepartmental Commission for analysis of fees and payments paid by the owners of vehicles and motorcycles of foreign states arriving in Turkmenistan or crossing the country in transit has been established for efficient use of potential of international transport and transit corridors, increment of volumes of transit cargos.

It was proposed at the session of International Commission to introduce single tariff for motor vehicles coming to the country as well as to synchronize the fees paid by the owners of vehicle trailers and semi-trailers.

Having listened to the report, President Gurbanguly Berdimuhamedov outlined integration of Turkmenistan to the world transport system and further expansion of the infrastructure on the main roads, connecting routes and hubs in the East West and North South directions among the main objectives.

Noting the currency of the projects in this sphere including the construction of the Modal highway for Central Asia with entry to Turkey, formation and activation of Afghanistan Turkmenistan Azerbaijan Georgia Turkey and Europe Caucasus Asia (TRACECA) transport corridors, the President highlighted that these directions are the main factors of restoration of the great Silk Road.

The Vice-premier has been addressed with assignments on increment of volumes and expansion of geography of transit and transport of cargo and passengers.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on measures for strengthening of equipment and facility base of textile facilities by attraction of foreign investments.

The Vice-premier has reported that steadfast work for implementation of agreements and contracts reached under official visit of President of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Italy as well as during the first Caspian Economic Forum.

It includes the Memorandum on Cooperation in textile industry signed between the Ministry of Textile Industry and Italian Cormatex Srl Company. According to the document, it si proposed to open number of facilities on the base of Bayramaly Textile Complex and Dashoguz Cotton Gin Factory.

Turkmen specialists have modernized profile facilities and Cormatex Srl would provide equipment for new facilities for implementation of plans.

Continuing the report, the Vice-premier has informed that eco-friendly production of national textile industry is on high demand of local consumers and at foreign markets. Specialists of profile Ministry work on national brands.

Having informed that new models of children and adult clothes for autumn season have been made for satisfaction of growing demand, the Vice-premier has demonstrated samples of clothes.

Summing up the report, President Gurbanguly Berdimuhamedov has highlighted that special attention has to be paid to compliance of local textile with international quality and ecological safety standards.Studying local market demands and following seasonal requirements of the population, Turkmen specialists have to develop and launch new clothes lines and other garments, the Head of the State said, having addressed specific assignments to the Vice-premier.

The President of the country has also noted that relative advertisement and information support is important for more active promotion of textile production abroad.

Continuing the session, the Head of the State has informed that he signed the Resolution on Permission to the Ministry of Textile Industry of Turkmenistan to participate in establishment of open joint stock venture “Mary deri-aýakgap” as a founder and gave relative assignments for objectives following from the Resolution.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on development of the draft Resolution of announcement of the contest for the Prize of the President of Turkmenistan Türkmeniň Altyn asyry among cultural, art and literary personnel.

Under the contest, it is planned to hold and complete the Ýaňlan, Diýarym!TV contest of young singers and Garaşsyzlygyň merjen däneleri talented children contest in August September 2021.

It is planned to sum up the results of the contest for the Prize of the President of Turkmenistan in honour of the 30th anniversary of the country’s independence.

Having signed relative Resolution, the Head of the State has sent it to the Vice-premier by electronic document management system.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov has reported on work aimed at health protection of the population and prevention of diseases as well as popularization and strengthening of the principles of healthy life style.

It was reported that Draft Resolution on Approval of special and enforced additional controls of the situations, which have a potential to make mass harm to the health of the population, at control checkpoints of the State border has been developed according to the instructions of the Head of the State Article 221 of the Law of Turkmenistan on the State Border of Turkmenistan.

Draft document provides the above-mentioned controls at control checkpoints, sanitary and disinfection works at motor and railroad transport as well as fumigation against insects according to the results of initiative inspection of goods, which are subject to mandatory quarantine.

Periodic procurement of vaccine and other immune medicine, which are important in prevention of various diseases in the country, was another important subjects of the report.

It was mentioned that close cooperation is carried out in this direction with international organizations, in particular with the UNICEF. Success of Turkmenistan in prevention of infectious diseases and support of high level of immunization of the population have received international recognition.

Based on the Memorandum of Understanding between the Government of Turkmenistan and the United Nations Children Fund (UNICEF) in 2016-2020, vaccine and immunization medicine are periodically procured. Practice of use of new vaccines, efficient response measures to various infectious diseases are studied, advanced innovative methods are introduced under old and fruitful cooperation.

The Vice-premier has also informed that draft Plan of procurement of vaccines and equipment for immunization for 2021-2025 has been developed taking into account the expiration of the above-mentioned Memorandum and Addition Agreement to this as well as for improvement of immune and preventive activity in the country.

Having listened to the report, President Gurbanguly Berdimuhamedov has stated with delight large-scale work that has been carried out for health protection of the population and prevention of diseases.

Big role in this activity is given to cooperation with competent international organizations. Thus, Turkmenistan regularly buys immune biological products certified by WHO with support of the UN Children Fund.

Highlighting the importance of work carried out in this direction, the President has pointed out the necessity of study of the best world practice in health protection sphere and further development of productive cooperation with interested foreign partners like international organizations and profile medical structures.

Having signed the above-mentioned Resolutions, the head of the State sent the documents to the Vice-premier by electronic document management system and gave relative instructions on their account.

Deputy Chairman of the Cabinet of Ministers, Foreign Ministers R. Meredov has reported on the measures for further development of multidimensional cooperation between Turkmenistan and European Union.

It was mentioned that strengthening of constructive cooperation with the EU, diplomatic relations with which have been established in February 1993, is one of the main directions of foreign course of our country.

The first official visit of President Gurbanguly Berdimuhamedov to Brussels, where the headquarter of the European Union is located, in November 2007 has given strong impulse to development of bilateral partnership supporting its entry to new level.

Chairman of the European Commission, delegations and high-rank representatives of the EU have visited our country in the following period. Turkmenistan’s delegations have also been sent to Brussels repeatedly.

Number of events including regular session of Turkmenistan European Union Joint Committee have been held in 2020 in the context of continuation of efficient cooperation with the EU.

Proposals have been prepared in such priority vectors of cooperation as energy, sustainable transport, trade and economy for expansion of fruitful relations with the EU and implementation of reached agreements.

At the same time, special attention is paid to cooperation in humanitarian sphere including the development of new projects in educational spheres as well as in health protection where Turkmenistan’s action plan proposed for implementation has been developed based on the EU and WHO regional project for combating dangerous infectious diseases.

It is planned to organize relative bilateral meetings in all above-mentioned directions. At present time, the opportunities of regular talks on security between the EU and Central Asian states on the level of deputy foreign ministers in October this year and the meeting under Turkmenistan European Union Inter-parliamentarian dialog in November.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that our country aims to continue developing and expanding beneficial cooperation with European Union, which is dynamically developed both in bilateral and multilateral formats.

Speaking of this, the Head of the State has noted that European Union is one of the main partners of our country in trade and investment sphere.Today, new perspectives are opened for expansion of productive cooperation in relation with major reform programs expanded in Turkmenistan, which are aimed at diversification, industrialization and digitization of national economy and improvement of social sphere.

There are good opportunities for intensification of traditional humanitarian and cultural contacts, particularly in education and science, active introduction of advance technologies.

In this context, Head of the State Gurbanguly Berdimuhamedov has ordered the Vice-premier, the Foreign Minister to elaborate the proposals for cooperation with the European Union based on integrated approach to solution of all relative, including organizational issues.

Speaker of the Mejlis G.Mammedova has informed about work carried out by the Parliament followed from objectives set by the Head of the State as the session of the People’s Council and followed from adopted Constitutional Law on Amendments and Addendums of the Constitution of Turkmenistan as well as related to transit of legislative body to two-chamber system.

In this context, Draft Law on National Council of Turkmenistan, which defines legal bases of activity of the People’s Council and Parliament of National Council of the country, has been sent to the ministries and departments.

Work for amendments and addendums of the Election Code and the Law of Turkmenistan on Local Executive Authorities is carried out.Development of drafts of Administrative and Procedure Code, new editions of Civil and Arbitration Procedure Code of Turkmenistan, draft Laws on Amendments and Addendums of the Code of administrative Violations of Turkmenistan, on Prevention and Response to Emergency Situations is continued.

The Speaker of the Mejlis has informed that the Mejlis’s deputies have represented out country in umber of online events with participation of international structures including for execution of National Human Rights Action for 2016 2020, financing of the health protection system of Turkmenistan, cooperation among women members of the parliaments, strengthening of peace and stability in the region, on management of water resources, etc., this month.

Having focused on the amendments and addendums, which were introduced to the Constitution of Turkmenistan, President Gurbanguly Berdimuhamedov noted the necessity of their explanation on sites, regions, districts, cities and villages of the country for the awareness of the population.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov has reported on practical measures taken by the structures under his supervision for successful fulfillment of instructions given by the President of Turkmenistan as well as on retirement of military personnel who served their military duty and on preparation to regular recruitment of the citizens of the country to military service.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that it is necessary to take relative measures for further improvement of activity of security forces, especially by active development of the best world practice in this sphere, training of high-class professionals and responsible specialists.

Following the utmost objectives outlined in defense military doctrine, our country would continue strengthening of equipment and facility base of military and law enforcement agencies, taking care of personnel, making the best conditions for solution of social issues, the President of Turkmenistan said, having addressed the Vice-premier, the Secretary of the State Security Council with specific instructions.

Summing up the session, Turkmen leader has focused again the importance of reviewed subjects and their considered integrated solutions.

Speaking of the 25th anniversary of neutrality of the country, President Gurbanguly Berdimuhamedov noted that it is necessary to hold under strict control quality and completion of works at the facilities, which opening is planned on remarkable date, and to provide high organizational level of preparation of celebration events.

The President has also highlighted the importance of steadfast implementation of the Concept of development of digital economy in Turkmenistan, which is aimed at dynamic growth of all branches by introduction of advanced technologies, improvement of methods of the government administration and at comprehensive progress of the country and its integration to the world economy in general.

Other issues of the state life, on which relative decisions have been taken, were reviewed at the session.

Finishing video conference session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work to all participants.
