President Gurbanguly Berdimuhamedov had a meeting with his Tajik colleague on the second day of his official visit to Tajikistan.Presidents Gurbanguly Berdimuhamedov and Emomali Rahmon had a walk in Varzob Gorge.
During the conversation, the leaders of two countries paid attention to ecological matters, solution of common issues of natural protection in the region, rational water consumption and climate safety.
It was highlighted that these issues are impossible to be solved alone and for the last decades, integration processes in the Central Asia including different spheres of the relations between the states were activated.
As is known the Amudarya River, the most water-bearing artery of the Central Asia, starts in the mountains of Tajikistan, at the junction of Pyanj and Vahsh rivers and forms the largest river system of this country.
Pollution protection of Amudarya is one of the important objectives of the construction of Altyn Asyr Lake in Turkmenistan.This important ecological project presents the formation of unified system of water collectors for targeted collection of drainage waters from arable lands from all velayats of the country and delivering it to huge natural depression Karashor in the centre of the Karakum Desert.
Stoppage of discharge of drainage waters to the largest transboundary river of the Central Asia, the Amudarya, meets the spirit and requirements of the UN EEC Helsinki Convention on Protection and Use of Transboundary Waterways and International Lakes and the Protocol on Water Issues and Human Health Issues.
Thus is huge contribution of Turkmenistan to global process and regional development.Having joined the basic United Nation Convention on natural protection, Turkmenistan actively participates in joint projects performed by international community for global ecology issues, problems of protection and rehabilitation of water and other natural sources, combat desertification, recovery of agricultural lands and climate change.
Our country closely cooperates with neighbouring countries as well as with competent international organizations to solve this issue.This subject has also been highlighted during Turkmen Tajik talks where President Gurbanguly Berdimuhamedov highlighted the intent for further consolidation of the partnership and for coordination of the measures under cooperation with the UN, OSCE and regional associations where Turkmenistan and Tajikistan are involved.
Our country also initiates new regional processes under the chairmanship in International Fund for Saving of Aral Sea in 2017 2019.Executive Committee of this organization started working in June of this year in Ashgabat.
Turkmenistan will put all efforts for improvement of international authority of the Fund and its importance in combating global natural catastrophes, the Head of the country stated, having highlighted the attention on the fact that the IFAS is able to become good platform for the development of the partnership in the region for the achievement of the Goals of Sustainable Development.
Particularly, it is recommended the following for work of the ICASD: provision of the presence and rational use of water resources and sanitary for all; availability of cheap and reliable sources of energy; responsible consumption and production; combating climate change and its consequence; protection of marine ecosystems; restoration of land ecosystems; partnership for sustainable development.
Besides, there are several directions of the activity including renewable sources of energy, transport and trade where regional cooperation is able to make considerable input to successful solution of the objectives set by the Global Development Agenda until 2030 in September 2015.
Turkmenistan also proposed the initiative on the opening of the UN Office for Partnership in sustainable development in Ashgabat.It is planned to be opened next year.Joint work in ecology and climate change will be its most important activity.
Further in the conversation, Presidents Gurbanguly Berdimuhamedov and Emomali Rahmon touched upon the subject if industrialization of national economy, which is topical for both states.Turkmen leader informed on the main directions of large work carried out in this sphere in our country.
Thus, it is not only the enterprises and plants that are built in the regions but entire complexes and industrial zones, which production is based on modern technologies and methods, science intensive equipment and automated systems.
Intensive development of transport sphere as well as expansion of cooperation in this sphere on global level became important factor of the industrialization of the country.Implementing large projects of regional level, our state is proposing number of international initiatives on actual issues of the modernity in this direction.
In December 2015, the United Nations General Assembly has unanimously adopted the second Resolution on transport range of problems proposed by Turkmenistan.In November of the last year, the first Global Conference on Sustainable Transport system took place in Ashgabat.
Tajikistan supports Turkmenistan initiatives what is indicated by joint project of the construction of the railroad Turkmenistan Afghanistan Tajikistan.The completion of this project will make large profits not only to participating countries but to entire region.
With regards to diversification of fuel and energy complex of our country, comprehensive processing of raw materials, expansion of the variety of competitive goods required in the world markets, implementation of the most advanced methods and technologies are the most important thing in this field.
Electrical energy is another key sector of Turkmen economy.There, Turkmenistan, owing to steadfast modernization of the branch, increases its production output and export every year.We are willing to deliver the energy to Tajikistan by transit via Afghanistan in autumn and winter period when the demand for energy grows, President Gurbanguly Berdimuhamedov said.
During the conversation, the heads of the states discussed the ways of joint state and national development.Speaking of the subject how our country managed to reach such impressive rates of economic growth, the President of Turkmenistan said that the meaning of reformation of economic system is in change of the emphasis from oil and gas complex and raw material market to balanced development of all branches and establishment of import substitutive production and increase of the export of ready-made goods.
Private sector plays important role in this process.It is attached with the great importance in opening of social and economic potential of the country, Turkmen leader said.
Today, the Union of Industrialists and Entrepreneurs of Turkmenistan is a leading power in the development of non-involved resources and formation of new branches.With the Government support, private enterprises of the country reached high level of professionalism in many directions including the construction.
They build large industrial facilities, living estates and villages.At present, large living estates with all social, living, road and transport infrastructure necessary for comfort living, are opened in Turkmenistan.
The companies of the UIET have built and continue the construction of many facilities in Avaza National tourist zone, Head of Turkmenistan Gurbanguly Berdimuhamedov continued, having highlighted that the state would make all conditions for successful work of private sectors.
New Law on free economic zones adopted in the country, which opens new stimulus and perspectives for private business initiative, is aimed at this.Turkmen entrepreneurs have also entered foreign markets.
Turkmenistan Trade Representatives are opened, kindergartens and schools are built in different countries under aegis of the UIET as it was in Astrakhan region and Moldova for example.Capabilities of non-governmental sector of the economy were also presented at Turkmen Tajik business forum held on the threshold of current high-level talks.
The Heads of the states also spoke about large importance of sports in the development of the society.In this context, the significance of V Asian Indoor and Martial Arts Games held in Turkmen capital in September where national team took the first place in total medal count has been highlighted.
Turkmen leader highlighted that it was the result of colossal targeted work that was expanded in the country long time before the decision on conducting of 2017 Asian Games in Ashgabat was made.
During the conversation, the leaders of two countries again highly appreciated previous negotiations and expressed the confidence that interstate relations would be brought to new level resting on friendly and fraternal relations that united the nations of both countries from old times and mutual good will.
At the same time, the Head of friendly state noted that Tajikistan attach great importance to the development of full-scale cooperation with Turkmenistan, which gave fraternal support to Tajik nation several times proving the commitment to good neighbourliness and mutual help.
Having expressed the gratitude for good wards and warm welcome, President Gurbanguly Berdimuhamedov said that Turkmenistan also intends to develop fruitful dialog with Tajikistan and support further intensification and improvement of efficient cooperation in all directions.
The heads of the states shared the visions on actual aspects of Turkmen Tajik cooperation in the context of realization of the agreements reached at high-level and modern realities opening big opportunities for intensification of long beneficial partnership.
The sides highlighted that they would continue successful practice of mutual support in the United Nations that indicates the proximity of the approaches of both states to important subjects of modern global development, particularly in such spheres as provision of peace and security, sustainable energy, transport, ecology and climate change.
Situation in neighbouring Afghanistan has also been discussed.The issues of cooperation in consolidation of the efforts of many countries aimed at support of the country in stabilization of the situation and restoration of social and economic infrastructure have been reviewed.
In this regard, the significance of the establishment of peaceful dialog between the Government of Afghanistan and all responsible and constructive afghan powers has been highlighted.At the same time, it was noted that such large projects as Turkmenistan Afghanistan Pakistan India gas line, Turkmenistan Afghanistan Tajikistan railroad, willingness of Turkmenistan to increase the volumes of energy to Afghanistan, regular humanitarian aid and number of specific practical measures taken by Turkmenistan are the evidence of efficient support of Afghan people in this hard time.
In this context, the appropriateness of the VII session of the Conference of Regional and Economic Cooperation for Afghanistan on November 14 15 in Ashgabat has been mentioned.Discussing region range of subjects, the Heads of Turkmenistan and Tajikistan stated the necessity of the development of different forms of cooperation between the Central Asian countries in broad spectrum of directions.
The Presidents of Turkmenistan and the Republic of Tajikistan arrived to Dushanbe International Airport and said warm goodbye, having confirmed invariable commitment of the sides to traditionally friendly interstate dialog and having expressed the confidence that the relations between two fraternal countries would be successfully developed and have new content.
Having completed the visit to the Republic of Tajikistan, Turkmen leader flew to Ashgabat.Head of the State Gurbanguly Berdimuhamedov was met by the officials at International Airport of Turkmen capital.
