President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers with participation of the members of the State Security Council, hyakims of the velayats and Ashgabat where issues of home and foreign policy of the state have been reviewed.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev.The Vice-premier started his report with news on successful fulfilment of contractual obligations for delivery of cotton by the cotton producers of the country.
It was also reported about the course of reforms in agricultural complex and seasonal field works in the regions.Information about preparation to the events on occasion of the Harvest Festival, which is observed on the second Sunday of November, has been presented.
Having listened to the report, the President congratulated cotton producers and all agricultural personnel on successful fulfilment of contractual obligations.Having announced the decision to confer state awards to the best personnel of the sphere, the President signed relative Resolution.
Addressing Vice-premier E.Orazgeldiyev, the Head of the State noted that big attention is paid to the ecology in home and foreign policy of Turkmenistan.In this context, President Gurbanguly Berdimuhamedov ordered to organize an important ecological campaign on November 9 nation-wide events for plantation of tress, which support turning of the country into blooming oasis.
Outlining number of the utmost objectives, the Head of the State focused on the necessity to accelerate reforms in agricultural complex.At present time, work for preparation of land to the next year sowing has started and it is necessary to complete all agro technical activities on time.
The President ordered to pay special attention to water management, provision of profitability of hothouse farms and activate works for realization of ecological projects in Karakum Desert.The events on occasion of the Harvest Festival have to be conducted on high organizational level, to award agrarians, who achieved high results, the President highlighted.
The Head of the State ordered Speaker of the Mejlis G.Mammedova to organize the award ceremony of the best personnel in the Centre of Public Organizations.Deputy Chairman of the Cabinet of Ministers G.
Myradov reported on the situation in the sphere under his supervision as well as on the measures for development of non-governmental section of national economy.According to the Law of Turkmenistan on Entrepreneurship Activity, it is planned to adopt the regulation on state registration of physical persons individual entrepreneurs, which are engaged in entrepreneurship activity without forming up legal entity.
The Vice-premier informed that in this regard, the Ministry of Finances and Economics developed relative draft document.Development of regulatory act is aimed at the regulation of entrepreneurship activity and improvement of tax legal relations.
Summing up the report, President Gurbanguly Berdimuhamedov noted that measures for stimulation of small and medium business are aimed at making of conditions for free entrepreneurship and competition.In general, having approved presented proposal, the Head of the State requested the Vice-premier to send draft document for approval to relative structures.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported on work for improvement of activity of oil and gas sphere taking into account the world practice, promotion of big investment projects aimed at expansion of production potential and diversification of fuel and energy complex, increment of volumes of petrochemical production and expansion of its variety.
Information about the plans for further development of cooperation with Haldor Torsoe has been presented.It was mentioned that this company is a partner of our country in the sphere of modernization of national oil and gas complex, introduction of advanced methods, innovations and technologies to production.
Draft Memorandum of Understanding between Türkmengaz State Concern and Haldor Topsoe has been presented to the Head of the State for review.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that activation of beneficial cooperation with different state and business circles of the world is an important aspect of energy strategy of Turkmenistan.
In the context, potential of natural gas and other mineral resources processing sphere has been noted.Having focused on the necessity to continue coordinated work in this direction, the Head of the State addressed the Vice-premier with specific assignments on activation of partnership with leading oil and gas companies, which has advanced practices.
Deputy Chairman of the Cabinet of Ministers B.Ovezov reported on measures for opening of new flights.The Vice-premier informed the Head of the State about work carried out for expansion of geography of international flights including to Jeddah (the Kingdom of Saudi Arabia) and Kuala Lumpur (Malaysia), having informed that flight to these direction would start from February 2020.
Having listened to the report and found out about the situation in aviation sphere, President Gurbanguly Berdimuhamedov outlined number of measures, which have to provide high profitability of civil aviation of the country.
This industry received strong impulse for development recently modern airports meeting high world standards have been built, the fleet of aircrafts is supplemented with new models.Speaking of the objectives of development of national aviation, the President has focused on invariable requirements of training of personnel flight crews and ground services.
Aviation sphere belongs to the most dynamically developing spheres.We have to match it not only in technical provision but also in training specialists, the Head of the State noted.
From geographic and economic points of view, airports of the country has exclusively favourable location for transit flights as well as for technical landings and relative service of aircraft, which provides their role as important links of international system of transport communications connecting states and continents.
The Head of the State highlighted that it is necessary to use all available capabilities to assert the status of Turkmenistan as one of the biggest international transport centres.
Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the situation in the spheres under his supervision as well as on production and social big facilities, which are under construction in the country and planned to be commissioned in 2020.
Summing up the report, the President of Turkmenistan instructed the Vice-premier to hold under permanent control the realization of large-scale urban construction programme expanded in Turkmenistan, course of construction of social and living facilities in cities and villages of the country as well as measures for stimulation of investment activity in this sphere.
The Head of the State highlighted that it is necessary to consider all subject of development of architectural and construction projects including ecological planning, engineering and technological analysis and design of the facilities on integrated base.
Continuing the subject, it was noted that wide programme of construction and commissioning of facilities is planned for the next year on occasion of celebration of the 25th anniversary of neutrality of the country.
Having highlighted that Turkmen capital has to be a sample and give rate in realization of reformation programmes in the regions according to its high status, the President of Turkmenistan ordered the Vice-premier to provide quality and timely completion of construction of facilities built in Ashgabat.
Deputy Chairman of the Cabinet of Minister Ch.Gylyjov reported on activity of structures under his supervision and preparation to participation of Turkmenistan in the world exhibition EXPO 2020.
The Vice-premier informed that at present time, specific measures are taken for provision of high level of organization of exhibition hall representing our country in global forum.As of present, number of documents has been agreed with authorised structures and construction and installation works have been started.
It is expected that all conditions would be provided in two-storey building for visual demonstration of not only achievements of the country in social and economic sphere but also for rich historical and cultural heritage of Turkmen nation.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that National exposition has to be decorated taking into account the main slogan of international exhibition forum, to reflect traditional and modern symbols of our country.

Abdiyeva reported to the President Gurbanguly Berdimuhamedov about preparation of events on occasion of the Harvest Festival.The main celebrations would take place in Ashgabat Equestrian Complex.Art collectives of the capital and velayats, artists of theatres would present song, choreographic and folklore compositions.
Traditional exhibition, which would present achievements in seed production, growing of vegetables, textile and souvenir production, works of masters of decorative and applied art, picture of young artists is under preparation.
Celebration programme includes demonstration of children sport and national games, introduction of traditions of livestock and land farming, cooking of different national dishes.Conferences, thematic art sessions, exhibition and other events will also be organized.

Proper work is carried out in children recreation centres in Gyokdere anf velayats at present time.Performance of art collectives, masters of theatre and circus art with participation of permanent characters of this celebration Ayazbaba and Garpamyk, will be organized for young tourists on occasion of New Year celebration.
Children will also be able to visit New Year events at the main New Year Tree of the country, which traditionally will be placed on the square in front of Alem Cultural and Entertainment Centre.
At the same time, different educational tours are planned for children in the capital and regions.Having highlighted that care of growing generation is priority of the government policy of Turkmenistan, the President noted the necessity to make all conditions for rest, interesting and useful holidays of young citizens of the country during winter holidays.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the results of official visit of President of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Italy, which supported bringing of traditionally friendly and constructive interstate dialog to new level.
It was mentioned that wide spectrum of subjects of cooperation in political, trade and economic, cultural and humanitarian spheres has been reviewed during the talks of Turkmen leader with the Prime Minister and the President of Italy in Rome.
At the same time, importance of activation of contacts between foreign departments and strengthening of inter-parliamentarian relations have been noted.The Head of Turkmenistan made proposal on establishment of Business Council and Joint Working Group for economic affairs for expansion of beneficial Turkmen Italian partnership and optimum realisation of its potential.
Oil and gas complex and transport have been outlined among the main vectors of cooperation.Industrial sector, infrastructure, agriculture as well as advanced technologies and space sphere, which is provided by Turkmenistan course toward digitization of the economy, have been defined as perspective direction of bilateral cooperation.
Special attention at the talks has been paid to Turkmen Italian cultural and humanitarian dialog.Big potential is also present in education sphere.In this regard, the Head of the Stata made proposal on study of Italian language in Dovletmammet Azadi Turkmen National Institute of World Languages as well as in secondary schools of the country.
Number of relative documents is to support expansion of close bilateral contacts in scientific and educational sphere and on university level.Opportunities of development and diversification of productive Turkmen Italian cooperation were discussed at joint business forum in Milano on November 6, which confirmed the intent of business circles of Italy to expand their presence in perspective Turkmen market.
Continuing the report, the Vice, the Head of Foreign Ministry reported on preparation to international high-level events dedicated to realization of the UN Special Programme for Economies of Central Asian countries (SPECA), which Turkmenistan chairs in 2019.
It was highlighted that development of fruitful cooperation with competent international organizations where important role is given to joint programmes and projects is one priority of foreign course of the country.
It is necessary to mention the SPECA Programme among them, which is effectively implemented together with Central Asian countries, Azerbaijan, Afghanistan a well as with the UN Economic Commission for Europe (UNECE), the UN Economic and Social Commission for Asian and Pacific region (ESCAP) throughout 21 years.
International high-level events (the Days of SPECA) will be held in Ashgabat on November 18 21 under the chairing of Turkmenistan in the SPECA.It includes the Forum for trade policy of member countries of the SPECA Programme, initiated by our country, sessions of working group of the SPECA Programme for sustainable transport and trade as well as Economic Forum SPECA 2019, by which outcomes it is planned to adopt the Ashgabat Initiative document. 14th session of the Board of the SPECA Programme will be held on November 21.
Relative joint work with the UN ECE and ESCAP is carried out for implementation of this documents, which are planned to be adopted at the above-mentioned events.Having listened to the report and stopped at the subject of Turkmen Italian relations and outcomes of bilateral high-level talks , President Gurbanguly Berdimuhamedov highlighted the necessity of optimum involvement of existing potential of cooperation.
Having highlighted that Turkmenistan and Italy demonstrate high level of understanding in current issues of regional and global agenda, President Gurbanguly Berdimuhamedov also pointed out the necessity of continuation of constructive cooperation under international organizations.
Speaking of the subjects of preparation to the vents dedicated to realization of the UN Special Programme for Economies of Central Asia (SPECA), the Head of the State noted that our country approach cooperation with the UN with full responsibility.
Speaking of this, President Gurbanguly Berdimuhamedov gave specific instructions for organization and conduct of the Days of the SPECA, which are to serve further development of fruitful partnership meeting interests of prosperity and progress in regional and global scale, in Ashgabat on high organizational level.
Necessity of provision of high level of preparation to International Conference dedicated to International Neutrality Day and other coming important events has been highlighted, In this context, the Head of the State addressed the Vice-premier, the Head of Foreign Ministry with number of relative assignments including the development of plan of celebration of the 25th anniversary on neutrality of Turkmenistan with other Deputy Chairmen, which has to be presented to the Cabinet of Ministers for review.
Speaker of the Mejlis G.Mammedova informed the Head of the State about activity of the Parliament.It was informed that number of new bills, based on proposals from ministries and departments, are under development, legal acts , which require amendments and addendums, are analysed.
At the same time, deputies of the Parliament carry out an active work for explanation of goals and objectives of the state policy on sites and in mass media.
Having noted an important role of national Parliament in democratization of social and political life, realization of social and economic reforms, President Gurbanguly Berdimuhamedov directed the deputies of the Mejlis on further steadfast work for legal provision of reformation processes in all spheres of life of the state and society.
Reports of the heads of administrations of the capital and region about large-scale activity for social and economic development of Ashgabat and velayats of the country, steadfast works for maintenance and development, organization of seasonal agricultural works have been listened to at the extended session of the Cabinet of Ministers.
The haykims have also reported on preparation to coming remarkable events, especially to the Harvest Festival celebrated on the second Sunday of November.Having highlighted the importance of giving of efficiency to reforms in national agricultural complex, in particular seasonal agricultural works, the Head of the State ordered to approach the collection of cotton remained in the fields as well as organized conduct of other agricultural works on integrated base.
Speaking of organization of celebration events in honour of the Harvest Festival, which is widely observed in our country, Turkmen leader ordered to conduct them on high organizational level.
President Gurbanguly Berdimuhamedov signed relative document on construction of the first stage of new administration centre of Ahal Velayat, having ordered to hold all subjects related to provision of high quality level of works and timely commissioning of the facilities under control.
Continuing extended session of the Cabinet of Ministers, heads of military and law enforcement agencies reported on the situation in the structures under their command.Having listened to the reports, President Gurbanguly Berdimuhamedov highlighted that according to the provision of Military Doctrine of Turkmenistan, which has exclusively defensive character, it is necessary to continue effective work for provision of national security and support of power of all forces.
Having focused on priority objectives of the security forces, the Head of the State ordered to hold under control all subjects of provision of special equipment and strengthening of personnel potential.
During the session, the President of Turkmenistan signed the Resolution on reprimand of Minister of Justice B.Muhammedov for unsatisfactory fulfilment of his duties and failure admitted in his work.
Finishing the session of the Cabinet of Ministers, the Head of the state wished all participants good health, family wealth and big success in work.
