President Gurbanguly Berdimuhamedov has held extended session of the Cabinet of Ministers where outcomes of work of the branches for nine months of the year have been summed up, fulfilment of the programs of social and economic development of the country have been discussed, personnel issues have been reviewed and priority objectives of the coming period have been outlined.

Representatives of the Mejlis, heads of the regions and Ashgabat administration, directors of high educational institutes, editors of news and magazines and other officials have been invited to the session of the Government.

Having announced the agenda, Turkmen leader reviewed personnel issues. Addressing the participants of the session, the Head of the State has announced that he releases D. Durdiliyev from the post of the Chairman of the Supreme Control Chamber for serious deficiencies admitted in his work.

Deputy Chairman of this organization R. Charyguliyev has been assigned as the Acting Head of the Supreme Control Chamber.

Further, President Gurbanguly Berdimuhamedov has given floor to Prosecutor General B. Atdayev who reported on the results of inspection of activity of facilities of cultural and educational sphere.

In particular, it was found out during inspections conducted by relevant services that G. Seyitnepesov, who used to be the Head of Ashgabat Cultural Department of the Ministry of Culture for a long time, has abused his duties and made serious violations against interests of the state.

By the outcomes of the investigation, G. Seyitepesov has been prosecuted and sentenced by the court decision.

In addition, by the results of inspection conducted in the Ministry of Education it was found out that M. Govshudov, who worked as the Deputy Minister for school and pre-school facilities, used his post in self-interest purposes and took big bribes abusing his position.

Thus, being in charge of education department of Ashgabat, K.Mammedov used to give him bribes for support in his work.Acting Head of education department of Ahal Region O.

Allaberdiyev, Head of education department of Turkmenbashy, Balkan Region, Actign Head of education department of Dovletly district, Lebap Region N.Klychev, Head of education department of Dyanev District, Lebap Region A.

Movlamberdiyev, Head of education department of Bayramaly District, Mary Region K.Begnepesov were abusing their posts and received bribes.

During investigation, illegal financial resources, which were received by the accused in illegal way, were confiscated as a material evidence and motor vehicles belonging to them were arrested. All of them were prosecuted and sentenced to imprisonment by the court decision.

Working as Director of Turkmen State Institute of the Economics and Management from April 2015 to April 2020, S. Atayeva has deliberately made actions beyond her service duties. Having abused her post, S. Atayeva has paid additional money to her subordinates, which led to untargeted expenses of financial resources.

During investigation, four apartments, two offices, two cafes, 11 shopping outlets, 13 warehouses, 1 hot house farm and three vehicles have been confiscated from S. Atayeva to the favor of the state. By the outcomes of the investigation, she was prosecuted and sentenced to imprisonment by the court decision.

Having listened to the report, the President stated that unfortunately, Deputy Chairman of the Cabinet of Ministers P.Agamyradov has failed to manage the sphere entrusted to him.

Numerous bribery cases have been discovered in the system of the Ministry of Education.In this regard, the President has terminated the Vice-premier from his post for serious deficiencies admitted in his work.

Addressing the participants and having noted that heads of almost all ministries and profile departments, organization participate in the session of the Cabinet of Ministers, Turkmen leader highlighted that despite the positions, such illegal actions by government officials would be strictly punished.

Speaking of this, the Head of Turkmenistan has warned again that all who is involved in bribery and corruption will be responsible by law.

Turkmen leader has appointed M. Geldiniyazov as the Deputy Chairman of the Cabinet of Ministers, who is in charge of education, health protection and science spheres, having released him from the post of the department head of the Cabinet of Ministers.

Addressing new Vice-Premier M. Geldiniyzov, President Gurbanguly Berdimuhamedov noted that major changes are carried out these days in the country. The process of industrialization of our independent state is continued, electronic industry is established, market economy and entrepreneurship, legal system and science are developed.

Specialists knowing these spheres are required for fulfilment of these works on proper level. In addition to training of international experts in law sphere, it is necessary to pay big attention to development of educational programs in such required directions as finances, agriculture, industry and electronic industry in order to keep up with time.

The President noted that these programs have to include mandatory training by introduction of modern methodology of online theoretical and practical education as well as practical work.

For this purpose, it is necessary to study and master advanced national and foreign practice. Having established cooperation between educational facilities, employers and labor market, it is necessary to attract scientific institutes to this work, President Gurbanguly Berdimuhamedov ordered.

Taking into account current situation related to the pandemic of coronavirus, it is important to continue improving national health protection system in accordance with time realities, implement achievements of medical science widely, the Head of the State requested.

Turkmen leader has also specified study and use of modern preventive methods, detection and treatment of various diseases, especially infectious diseases, among the utmost objectives. In this regard, the necessity of strengthening the contacts with foreign partners for exchange of positive practice in this sphere has been mentioned.

The President continued that sports is a priority sphere, having highlighted that development of physical culture and health improving movement and sports of the highest achievements, various sport events of international and national significance are strategic aspects of home policy.

Having specified further works of establishments under the Vice-premier, President Gurbanguly Berdimuhamedov ordered to report on the fulfilment of this work.

After, President Gurbanguly Berdimuhamedov has given floor to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on macroeconomic indicators for nine months, which demonstrate stable development of branches of national economy.

The growth rate of the GDP for the period under review has increased by 5.8 percent. According to the analysis of indicators of the ministries and profile departments, the volume of production has grown by 4.2 percent in January September comparing with the same period of the last year.

Comparing with the same period of the last year, the volume of retail trade is 19.4 percent higher.

Salary wage in big and medium facilities is 10.4 percent higher by the outcomes of nine months of the year comparing with similar period of 2019. The volume of developed investments from all sources of financing has reached 22.2 billion manats.

16 facilities have been built, 163 are under construction and installation works and the rest are under preparation out of 259 facilities planned to be built and reconstructed under the Program of the President of Turkmenistan for social and economic development of the country in 2019 2025.

The result of preliminary calculations of financial and business activity of ministries and profile departments for increment of salary wages, pensions, allowances and student scholarships from January 1, 2021 has been presented.

The resources for this purpose will be provided by efficient use of production capacities, increment of labor efficiency, increment of work and service volumes, expansion of list of export oriented and import substitutive production as well as other internal resources.

Reporting on the outcomes of development of national economy for the period under review, Minister of Finances and Economy M. Serdarov has informed that revenue of the State budget has been fulfilled by 109.4 percent while the expenditure part by 91.2 percent as of October 1 this year.

Execution of the local budget revenue has reached 109.2 percent and expenditure part 97.5 percent for January September 2020. 83 sessions of the balance commissions including 68 regional sessions have been held for the period under review.

53 state-owned facilities have been privatized for nine months of the year and 126.1 million manats was transferred to the state budget, 122 million manats have been received for the lease of the state-owned property.

Ratio of investment volume used for development of national economy to the GDP was 21.3 percent by the outcomes of three quarters of the year.

2020 Investment program has been executed by 63.5 percent for the period under review. 54.2 percent of developed investments have been used for construction of production complexes and 45.8 percent for construction of social and cultural facilities for nine months.

Further, Chairman of the State Statistic Committee S. Velbegov has reported to the Head of the State about economic indicators of ministries and profile departments of the country in January September this year. Comparing with 2019, growth of production volumes has been observed in many spheres.

Further, Chairman of the Central Bank M. Annadurdiyev has reported on work carried out by the establishments under his supervision for January September 2020, practical measures undertaken for improvement of their activity as well as on fulfilment of instructions of the President of Turkmenistan.

It was informed that comparing with 2019, total volume of credits given to business entities by banks of the country has increased by 15.3 percent, by 20.5 percent in non-government sector, by 41.9 percent in agricultural sphere. Volume of credits given to support individual entrepreneurs has increased by 3.9 percent.

Information about the measures undertaken for expansion of range of non-cash payments has been presented. For the period under review, electronic trade has increased by 2.86 times comparing with the same period of 2019.

The Head of the Central Bank has reported on fulfilment of the plan of foreign currency income to the accounts of ministries and profile departments for export of goods and services.

Addressing Vice-premier G. Mushikov and other vice-premiers, President Gurbanguly Berdimuhamedov has focused on priority directions of work in coming period.

It was mentioned that despite complications caused by the pandemic, it is necessary to accelerate realization of planned major reforms aimed at improvement of investment climate, to bring financial system to modern condition and to form up market economy according to the Constitution of Turkmenistan.

It is necessary to continue started work for liberalization of the economy (including energy resource market), development of competiveness, activation of business, reduction of the share of government branches of national economy, the Head of Turkmenistan highlighted.

Successful fulfilment of planned objectives would allow achieving stable increment of capital investments to the country in middle terms, the President of Turkmenistan said, having requested to develop specific proposals on the above-mentioned current directions.

Further, Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on results of work in the spheres under his supervision under implementation of the Program of development of oil and gas industry until 2030.

The Vice-premier has reported that for the period under review, the plan of oil and gas condensate production has been executed by 101.7 percent, oil refinery by 102.6 percent, gasoline production by 106.8 percent, diesel fuel by 106.9 percent.

The growth rate of liquefied gas comparing with the same period of the last year was 123.6 percent.

Addressing the Vice-premier and heads of oil and gas complex, the president of the country has pointed out the deficiencies in oil fuel and energy complex.There is no growth rate of oil production, half of which goes for export.

Capabilities of processing facilities are not used in full capacity.They are used only by 40 percent for a long time, the Head of Turkmenistan said.

It was highlighted that it is necessary to take practical measures for attraction of investments to this sphere, development of deposits in Turkmen part of the Caspian Sea, increment of volumes of processing of material resources and expansion of related production infrastructure by construction of new plants.

Having highlighted the subject of diversification of export of national energy carriers, the Head of the State noted that it is necessary to accelerate the rate of construction of transnational Turkmenistan Afghanistan Pakistan India gas line.

Summing up what was said, President Gurbanguly Berdimuhamedov has ordered the Vice-premier and heads of the branch to analyze the situation in fuel and energy complex and taje proper measures for correction of the situation.

The Head of the State has reprimanded Deputy Chairman of the Cabinet of Ministers M. Meredov for unsatisfactory fulfilment of his duties admitted in his work.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on outcmes of activity of the branches under his supervision for nine months of the year. The production plan of transport and communication complex has been fulfilled by 117 percent in January September.

The growth rate of Türkmenawtoulaglary Agency was 103.4 percent, Türkmendemirýollary Agency by 116.3 percent, Türkmendeňizderýaýollary agency by 111.7 percent. Relative works have been carried out in Türkmenhowaýollary Agency.

The plan of cargo and passenger traffic in motor, railway, air and maritime transport have been executed by 109.8 and 100.1 percent respectively. Cargo traffic has increased by 115.3 percent. The growth rate of works of Türkmenaragatnaşyk has reached 108.7 percent.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that transit to digital system was specified as one of the main vectors of the government policy.Having pointed out law rates of performed works, the Head of the State ordered the Vice-premier to activate implementation of the projects of digitization, having paid special attention to the formation of relative infrastructure.

Having highlighted the importance of introduction of high-speed and affordable internet connection in all regions, the President requested Vice-Premier B. Ovezov and other Deputy Chairmen of the Cabinet of Ministers to prepare information about specific volumes of works in this direction and timeline of their fulfilment.

President Gurbanguly Berdimuhamedov has reprimanded Vice-premier B. Ovezov for unsatisfactory performance of his duties and deficiencies admitted in his work.

Further, Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the results of work in the structures under his supervision, in particular in trade and textile spheres as well as in entrepreneurship sector.

Total volume of trade of the Ministry of Trade and Foreign Economic Relations was 113.8 percent comparing with the same period of the last year and the growth rate of production 108.8 percent.

Volume of production made by the facilities of the Ministry of Textile Industry including cotton yarn and fabrics was equal to 102.6 and 100.9 percent respectively, sewing and knitted items 116.9 percent, leather products 106 percent.

The plan of carpet production of the State Association Türkmenhaly has been performed by 113.4 percent. The State Commodity and Raw Material Exchange has held 105 trade sessions and signed 20,226 contracts for the past nine months.

Growth rate of work performed by the Trade and Industrial Chamber was 120.4 percent. 5 exhibitions and 22 conferences have been organized for the period under review. Volume of industrial production by the Union of Industrialists and Entrepreneurs in January September was equal to 117.5 percent, agricultural and food production 131.2 percent.

Addressing the Vice-premier and heads of trade complex, President Gurbanguly Berdimuhamedov has stated that volumes of imported production has been reduced recently. It is necessary to hold implementation of the adopted program for reduction of import under strict control, the Head of the State pointed out, having requested to report on its execution monthly.

Having stated law rates of works for opening of big joint stock ventures, which are able to fiancé and solve the issues of development of certain branches, the President of the country addressed the Vice-premier with specific instructions.

Continuing the session, the President of Turkmenistan has reprimanded Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov for unsatisfactory performance of his duties and deficiencies admitted in his work.

Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported to Head of the State Gurbanguly Berdimuhamedov about outcomes of branches under his supervision for January September this year.

It was mentioned that production and service plan in construction and industrial complex has been executed by 116.1 percent with the growth rate of 124 percent for the period under review.

The plan of works carried out from the beginning of the year by the Ministry of Construction and Architecture has been performed by 110.4 percent with the growth rate of 108.8 percent.

The production and work plan of the Ministry of Industry and Construction Production has been executed by 103.7 percent with the growth rate of 107.1 percent for nine months of the year.

The growth rate of production, works and services of the Ministry of Energy has reached 129.7 percent. The plan has been fulfilled by 118 percent. The production and service plan of the State Concern Türkmenhimiýa has been executed by 131.4 percent. The growth rate has reached 159.9 percent.

The administration of Ashgabat has performed the plan of works and services by 115.3 percent in January September this year. The growth rate was 100.2 percent.

Having listened to the report, the President focused attention of the Vice-premier and heads of construction complex on the necessity to analyze the condition of construction in the country, having expressed discontent with work in this direction. It was mentioned that despite the measures for construction of big facilities, the majority of them are not taken.

Having focused on large-scale perspective plans of construction of new cities and settlements, the Head of Turkmenistan highlighted that there all capabilities like finances, raw materials and qualified personnel are available for their execution.

However, production of construction materials is not organized in necessary volumes, the Leader of the Nation stated, having requested the Vice-premier to analyze current work and to review the program of development of ministries and profile departments.

It is necessary to pay special attention to the formation of modern construction base and to develop construction industry more actively and open new facilities and workshops. It is necessary to increase capacities of construction production for provision of the requirements of this complex, the Head of the State summed up.

The President has expressed some concern to the address of the Ministry of Construction and Architecture and its head, Minister R. Gandymov. It was mentioned that despite assignments given previously, construction norms have not been brought into compliance with international standards and there is no proper control of quality of works.

President Gurbanguly Berdimuhamedov has requested to prepare the investment program for coming 2021 and accelerate the rates of construction of living houses, settlements and especially administrative center of Ahal Region.

Despite the complication caused by external factors, it is necessary to continue construction of energy circle inside the country and Turkmenistan Afghanistan Pakistan power line.

Having focused on importance of search for new investments for development of construction and industrial branches, the Head of the State addressed the Vice-premier with certain assignments.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on results of activity of the sphere under her supervision for nine months of the year.

It was informed that various cultural actions, exhibitions, art contests have been held, relative work has been carried out for organization of events timed to the state holidays as well as coverage of major achievements of the country in different spheres and reforms for the period under review.

The process of digitization of activity of the cultural facilities is continued. Single electronic base of museum values has been established, official internet portals of big museums of the country has been established.

The first video under the project of virtual museum has been made in two exhibition halls of the State Museum of the State Cultural Center and organization works for implementation of the project are carried out. Transit of books in electronic format is carried out in the State Library of the State Cultural Center.

From the beginning of the year, Turkmen State Publishing Service has performed the plan of book production by 105 percent. Production of several movies has been accomplished in Oguzkhan Türkmenfilm Association.

In the result of cooperation between the State Committee of Turkmenistan for Television, Radio Broadcasting and Cinematography and Asian Pacific TV and Radio Broadcasting Union, the news of the country are highlighted in internet network of informational field of this structure by TV channels of the state members of the organization.

Summing up the report, President Gurbanguly Berdimuhamedov has focused on importance of activation of preparation of professional specialists for cultural sphere and mass media, improvement of quality of national journalism, production of interesting and artistic TV and radio programs, search for new forms of information presentation.

Further, the reports of the managers of agricultural complex and heads of regional administrations have been listened.

In his turn, reporting to President Gurbanguly Berdimuhamedov on outcomes of activity of the branches under his supervision for nine months of the year, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev noted that the growth rate of production, works and services in agricultural complex was 108.3 percent comparing with the same period of the last year.

At the same time, the indicator of the Ministry of Agriculture and Natural Protection has reached 108.4 percent, the State Water Management Committee 107.8 percent, the State Association Türkmen atlary 105.2 percent. The plan of investment development has been executed by 141.2 percent. At present time, seasonal agricultural works are continued in the regions.

Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier E. Orazgeldiyev and heads of the regions. Having stated with delight that good yield of cotton has been produced at the fields this year, the Head of the State ordered to take all measures for collection of the cotton without any loss.

Development of livestock farming and increment of livestock remain the main objectives, the President of the country continued, having pointed out all available deficiencies in cultivation of agricultural crops.

At the same time, law rates of privatization of the livestock facilities of the Ministry of Agriculture and Natural Protection have been observed.Thus only 2 out of 35 farms have been privatized as of today, the Head of the State said.

It is necessary to increase the control of work and fulfilment of contractual obligations by private persons who took land in long-term lease.The Vice-premier has also been requested to take proper measures for improvement of quality of wheat and cotton seeds.

Speaking of importance of prevention of salinization of lands, the President gave order to build collecting and drainage networks and clean existing facilities.

Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on outcomes of activity of the Ministry in January September under implementation of foreign course of neutral Turkmenistan and solution of set objectives and assignments given by the Head of the State.

Summing up the report and having highlighted the importance to be aware of the situation in the world, the Head of the State requested the Vice-premier, Foreign Minister to give proposals on organization of various international events with participation of Turkmenistan.

Speaking of the subject of celebration of the 25th anniversary of the country’s neutrality, Turkmen leader noted the necessity to provide high organizational level of events in honor of glorious date.

Taking into account the fact that coming 2021 is announced as International year of Peace and Trust, President Gurbanguly Berdimuhamedov ordered to make a plan of events and to prepare properly to these events.

Chairperson of the Mejlis G. Mammedova has informed about outcomes of activity of national Parliament for nine months of the year for further improvement of legislation.

Continuing the session, Turkmen leader has noted that outcomes of work for 9 months of the year have been summed up at the current session of the Government. Same as before, foreign strategy of our independent states has been carried out based on the principles of neutrality, peace-loving, good neighborliness and beneficial cooperation.

Our home policy is implemented according to approved programs of the country’s development, the Head of Turkmenistan said, having highlighted that huge resources are invested to solution of social and living issues, construction of new and modernization of existing facilities. Major international and national projects are implemented.

The President has brought some indicators as visual examples. Thus, 21 big facilities have been put into operation for the period under review. These are living houses with total area of more than 1 million square meters, hotels and entertainment complexes, medical centers, secondary schools, kindergartens and other facilities.

At present time, construction of 2,500 facilities to total amount of around 38 billion US dollars including developed oil and gas deposits, main gas lines, sport complexes, airports, roads and bridges, social facilities is continued. Construction of TAPI gas line is carried out at high rates. Other international projects are under implementation.

Having noted significant input of national entrepreneurs to development of the economy, President Gurbanguly Berdimuhamedov highlighted that working in different spheres, they implement complex and big projects, which does not yield foreign companies by quality.

Speaking of successful reforms in education, science and health protection spheres, the Head of Turkmen state said that results of nine months of the year indicate stable development of the country, despite negative situation in the world economy. This is indicated by the growth the GDP, which is remained on 5.8 percent level.

Having highlighted priority objectives for coming period, the Head of the State noted that due to the fact that the United Nations has supported Turkmenistan’s initiative and announced 2021 as Year of Peace and Trust, it is necessary to organize number of activities of the state and international level.

Contest for the best emblem of new year have to be announced by the end of the year.

Addressing Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov and other vice-premiers and officials, the Head of Turkmenistan has ordered to develop the program of events for 2021, which would be reviewed and approved at one of the sessions of the Cabinet of Ministers.

Vice-premier G. Mushikov has been requested to hold a session with other vice-premier and discuss fulfilment of assignments given at the session of the People’s Council as well as for development of the State budget for coming year. In addition, it was ordered to develop and approve 2021 Investment Program.

Vice-premier G.Mushikov and other vice-premiers have also been ordered to carry out work for further development and improvement of financial condition together with leaders of the structure under their supervision.

Having requested to review profile programs, the President of Turkmenistan noted that unfortunately, there are issues, which solution depends directly on the managers, in certain sections of the economy.

Having requested to activate realization of the program of import substitutive production and increment of export oriented goods, the Head of the State ordered to use all available reserves efficiently.

Day of Health Protection and Medical Industry Personnel would be widely observed on October 10, Turkmen leader continued. Work of medical personnel, especially in these complicated time, deserves huge respect, President Gurbanguly Berdimuhamedov said.

Having signed the Order on State Award of distinguished medical personnel, the Head of Turkmenistan has cordially congratulated them on this wonderful holiday, having wished them strong health, longevity and big success in their noble and responsible work. The Speaker of the Mejlis G. Mammedova has been requested to present award to medical personnel in solemn atmosphere.

Addressing the participants of the session, the Head of the State informed that he has finished work on the 12th volume of fundamental work “Herbal Plants of Turkmenistan” to the Day of Health Protection and Medical Industry Personnel.

Finishing extended session of the Cabinet of Ministers, President of Turkmenistan Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work to all participants.
