President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where outcomes of activity of the branches of national economy for ten months of 2018 have been summed up.
Relevant reports have been presented and assessment of completed work has been made during the session where the members of the State Security Council, hyakims of Ashgabat and velayats were invited.
Turning to the agenda of the session of the Government, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev.The Vice-premier reported on seasonal field works in the velayats, outcomes of activity of the branches under his supervision for 10 months of the year, reforms in agricultural sphere as well as on the plan of celebration events on occasion of Harvest Festival.
Addressing Vice-premier E.Orazgeldiyev, the Head of the State ordered to speed up the reforms in agricultural sector.The Head of the State highlighted that it is necessary to carry out all agrotechnical activities in the fields on time and with high quality to receive good harvest of agricultural crops next year.
It is necessary to pay special attention to rational use of water resources as well as to speed up the tender on construction of new desalination facilities.The President requested to hold the events of the Harvest Festival as well as award ceremony of farmers on high organizational level.
Deputy Chairman of the Cabinet of Ministers G.Myradov reported on development of the drafts of the State Budget, the Main Directions of social and economic development of Turkmenistan and Investment Programme for 2019.
Having listened to the report, the President noted that economic indicators for 10 months of the year are satisfactory in general.Having highlighted that it is necessary to take proper measures for achievement of higher results, efficient operation of all sectors of the economy, rational use of available capabilities, improvement of personnel potential, the Head of the State addressed the Vice-premier with number of specific instructions.
The President of Turkmenistan outlined the transition to digital economy among topical directions of future work.In this regard, the Head of the State ordered to organize the training of specialists and if it is necessary to invite the experts from the countries taking leading positions in this sphere.
The Head of the State outlined the acceleration of the development of the Programme of social and economic development of the country in the next 7 years, which was reviewed at the first session of the People’s Council, as one of perspective objectives.

Having listened to the report and focused on the preparation to the International Neutrality Day and New Year, President Gurbanguly Berdimuhamedov gave specific assignments to the Vice-premier on high-level organization of celebration cultural events in the capital, velayat centres, etraps and villages.

It is necessary to continue paying attention to arrangement of the exchange of books and other printing media via international library network, increment number of readers, activating the work with children libraries as well as with youth, students and scientific personnel.
Role of libraries in propaganda of the reforms in the country is very important and in this regard, it is necessary to pay attention to the work on the explanation of the meaning and importance of the reforms in the branches of the economy especially in agriculture, efficient use of land and water resources, Turkmen leader noted.
Head of the State Gurbanguly Berdimuhamedov highlighted that at present, we have responsible objective to turn our independent neutral country into industrially developed advanced state with digital economy, developed science and education.
In this context, the President of the country proposed to declare one day of the week as library day.The Head of the State also ordered the Vice-premier to analyse the activity of tourist sphere.

The Vice-premier also reported on the course of construction of Turkmenistan Afghanistan Pakistan India gas line, which is carried out according to the schedule.Summing up the report, President Gurbanguly Berdimuhamedov focused on the key aspects of implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030.
The Head of the State also addressed the Vice-premier with number of specific assignments related to gradual increment of oil and gas production, active attraction of foreign investments.
The President ordered to hold under control the construction of TAPI transnational gas pipeline and other projects, which are to support the realization of huge energy potential of our country.
Deputy Chairman of the Cabinet of Ministers K.Durdymyradov reported on the outcomes of activity of the structures under his supervision for the period under review and practical measures for timely fulfilment of planned objectives by the facilities of industrial sector.
Summing up the report, President Gurbanguly Berdimuhamedov noted that it is necessary to increase production capacities of the facilities of national industry, to implement advanced technologies and progressive methods of management for successful solution of the objectives in the sphere.
Saturation of the market with quality goods of local make, increment of competitive import production are priority vectors of work of industrial sector, the head of the State highlighted, having requested the Vice-premier to study the opportunities of construction of new cement plants in Balkan and Lebap Velayats.
It is important to increase the variety of glass production, the Head of the State continued, having ordered to carry out relevant works at the facilities of Türkmen aýna önümleri.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev made report on the work carried out in the branches under his supervision for 10 months, particular for further development of energy sphere and measures on urban planning of Ashgabat and acceleration of the rates of construction.
The President highlighted that it is necessary to hold under control the issues of urban planning of the capital, integrated modernization of its infrastructure, uninterrupted operation of urban engineering and technical systems, provision of coordinated work of municipal services.

Chairperson of the Mejlis G.Mammedova informed on the activity of National Parliament from the beginning of the year for improvement of the legislation of the country as well as on the fulfilment of the assignments given by the President of Turkmenistan at the session in Gyoktepe etrap, Ahal Velayat.
Informing about the work carried out according to the request of the Head of the State given during working visit to Gyoktepe etrap, Ahal Velayat, the Speaker of National Parliament informed that the residents of the velayat comprehensively support the initiative on creation of new exemplary administration centre of the region.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted the importance of continuation of work for modernization of national legislation base of Turkmenistan and democratic processes in the country.
Having noted that activity of the Mejlis is efficient instrument of successful implementation of socially oriented government policy, the Head of the State focused on the activation of work aimed at improvement of social and living level of the population.
Speaking of the subjects related to creation of new exemplary administration centre of Ahal Velayat, the Head of the State noted the necessity to start the development of selected location according to elaborated projects in the nearest future.
In this regard, the President of the country requested to speed up the announcement of international tender on construction of the facilities of velayat centre, having given specific instructions to relative officials.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the activity of the Ministry for 10 months of the year and outcomes of working visit of Turkmenistan delegation to the Islamic Republic of Afghanistan.
It was informed that in Kabul, Turkmen delegation was received by President Mohammad Ashraf Ghani who confirmed invariable commitment of Afghanistan to traditional interstate dialog, which fixed with strong friendship and goodwill relations.
Discussion of the issues related to implementation of the projects of construction of TAPI gas line, Turkmenistan Afghanistan Pakistan power line (TAP) and railroad initiated by our country was held with the participation of the Leader of Afghanistan and Chief executive of neighbouring country Abdullah Abdullah.
According to the previous agreements, the subjects related to the implementation humanitarian and economically beneficial projects have been reviewed.Turkmen Afghan foreign department consultations took place during the visit, during which the sides exchanged the opinions on key directions of interstate cooperation.
Session of the Joint Commission for cooperation in security has also been held and resulted in the signing of relative Protocol.President Gurbanguly Berdimuhamedov highlighted that Turkmenistan pays unremitting attention to the relations with fraternal Afghanistan giving comprehensive support in peaceful revival and social and economic development.
Number of social facilities, in particular of medical and educational profile, have been built in Afghanistan under relative programme.Volumes of Turkmen energy supplied to Afghanistan are growing.
Based on high humanistic traditions of glorious ancestors, friendly and fraternal Turkmen Afghan dialog, the Head of the State signed the Resolution on construction of the mosque in Akina settlement, Andhoy etrap, Faryab Province of the Islamic Republic of Afghanistan.
We would continue providing comprehensive actual help to neighbouring country, President Gurbanguly Berdimuhamedov highlighted, having addressed the Vice-premier, the Head of the Foreign Ministry with number of specific assignments on implementation of this humanitarian project as well as for further development of interstate relations.
After, the floor was given to Secretary of the State Security Council, Minister of National Secuirty Ya.Berdiyev who reported on general situation in security forces and fulfilment of the assignments given by the Supreme Commander as well as on practical measures for modernization of equipment and facilities base of relative divisions.
Having listened to the reports, the President of the country highlighted that work of security forces has to be carried out according to the provisions of the Military doctrine of Turkmenistan, which has exclusively defensive character.
Having focused on the importance of fundamental changes under large-scale military reform, the President pointed out the significance of taking actual measures for improvement of personnel potential.After, Hyakims of the velayats reported on large-scale activity on social and economic development of the country, successful fulfilment of the objectives of National rural programme as well as on completion of seasonal agricultural works according to the standards and time requirements at the session of the Cabinet of Ministers dedicated to the outcomes of work for 10 months of the year.
Having listened to the reports, the President of Turkmenistan noted that large-scale activity expanded n all parts of the country has to be aimed at the provision of goods abundance, steadfast improvement of the wellbeing of the population.
Addressing the participants of the session, Head of the State Gurbanguly Berdimuhamedov characterized the outcomes of work for the past ten months and outlined key objective for the nearest future.
The Head of the State noted that outcomes of work of the branches of the economy show that internal and foreign policy of the state is based invariably on the principles of neutrality, peace-loving, goodwill and beneficial cooperation.
High development rates are kept in the economy.Indicators of production volume growth ae provided within set objectives practically in all branches of national economy.Salaries, pensions and allowances were increased.
Numerous social and production facilities have been built and put into operation.The President of the country said that two months left until the end of the year and we have to solve many issues to enter New Year of 2019 confidently and with good results, having highlighted that outcomes of development of the branches of national economy would be reviewed again in details at the next session of the Government.
Finishing extended session of the Cabinet of Ministers, Head of the State Gurbanguly Berdimuhamedov wished strong health and great success in work to all participants.
