President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where the outcomes of work of the branches of national economy for eight months of the year have been summed up, realization of the programme of social and economic development of the country has been analysed and results of activity of the Government and certain departments have been reviewed.
Members of the State Security Council, heads of the Mejlis, regional administrations, directors of educational institutes, mass media and other took part in the session.Taking into account that seasonal agricultural campaigns the sowing of winter crops and cotton harvesting, have been started in the country, hyakims of the etraps were invited to current session.
Highlighting the subjects of the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G.Myradov who reported on the outcomes of development of national economy for January August this year.
It was informed that high macroeconomic indicators for the period under review visually proves stable dynamics in all branches of national economy.In general, the production of all ministries and profile departments has grown by 6.8 percent comparing with the same period of the last year.
High production indicators have been reached practically in all branches.The volume of retail trade has increased by 19.1 percent comparing with the same period of 2018 while foreign trade by 1.2 percent.
Comparing with the same period of the last year, the amount of average monthly salary wage in big and medium facilities has been increased by 9.6 percent.Summing up the report, the President drew the attention of the Vice-premier on the importance of the measures for rapid transit to digital economy and implementation of relative Concept in the regions.
The Head of the State outlined further improvement of works in banking sphere, enforcement of control of realization of important programmes by the Ministry of Finances and Economics among the utmost objectives.
Continuing the subject, Turkmen leader has focused on the necessity of proposals for increment of volumes of production of construction materials.Development of Draft State Budget for the next year is among current directions of work.
In this context, President focused on the importance of strict control of the fulfilment of adopted programme and planned activities and addressed the Vice-premier with certain assignments.Deputy Chairman of the Cabinet of Ministers M.
Meredov reported on the outcomes of work of the branches under his supervision for eight months of the year.The information about technical and economic indicators achieved in production of oil, condensate, natural and associated gas as well as export of gas has been presented.
The plan of oil refining was executed by 103.7 percent, production of gasoline by 100 percent, diesel fuel by 105 percent, lubricating oil by 100 percent, liquefied gas by 104.7 percent for the period under review.
Addressing the Vice-premier and top managers of oil and gas complex, the President of Turkmenistan outlined number of the utmost objectives for further development of the industry.The Head of the State pointed out that it is necessary to continue work for implementation of the projects for modernization of fuel and energy complex including in exploration and development of new oil and gas deposits, processing of hydrocarbon material and production of petroleum products.
Certain assignments have been given for further increment of the volumes of production and export of liquefied gas.In his turn, Deputy Chairman of the Cabinet of Ministers E/ Orazgeldiyev reported on the activity of the branches under his supervision for eight months of the year and seasonal agricultural works in the regions.
In general, the growth rate of production, work and service volumes of the agricultural complex was 113.5 percent.The indicator of Ministry of Agriculture and Natural Protection has reached 113.8 percent, the State Water Management Committee 112.2 percent, the State Association Türkmen atlary 105.7 percent.
The plan of investment development has been executed by 108.3 percent.Summing up the report, the President of Turkmenistan gave number of specific assignments regarding further realization of the programme of development of agriculture to Vice-premier E.
Orazgeldiyev and the leader of agricultural complex.The Head of the State has also pointed out that it is necessary to implement modern water saving technologies.Special attention has to be paid to the fulfilment of the General Programme of provision of the population with pure drinking water.
After, President Gurbanguly Berdimuhamedov has listened to the report of Chairman of the State Water Management Committee A.Yazmyradov.Having noted that it is necessary to approach the improvement of water provision for the field under crops on scientific and comprehensive base, the Head of the State highlighted that use of the world practice is an important requirement in this case.
Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported to President Gurbanguly Berdimuhamedov on the outcomes of activity of construction and energy complex, structures of municipality and capital administration for the past eight months.
For the period under review, Ashgabat administration fulfilled the plan of works and services by 101.8 percent with the growth rate of 116.7 percent.The plan of works and services of the Ministry of Construction and Architecture for eight months of the year was executed by 100.2 percent with the growth rate of 105.6 percent.
The Ministry of Energy fulfilled the production, work and service plan on the level of 101.4 percent.Summing up the report, the President ordered the Vice-premier to increase the rates of work at the facilities under construction.
At the same time, it is necessary to increase the works related to energy projects inside the country, the Head of the State highlighted.In addition, it is necessary to complete the work for development of the programme of construction for 2020, where special attention has to be paid to the construction of facilities, residential buildings, schools, kindergartens and other social facilities.
In this regard, the Head of the State ordered the Vice-premier to present investment programme for 2020 for review, having provided all planned expenses in the State Budget for the next year, and to approach the solution of this assignment with full responsibility.
Deputy Chairman of the Cabinet of Ministers M.Chakiyev made report on macroeconomic indicators of the ministries and departments of industrial and communication complexes of Turkmenistan for January August.
They have executed the plan by 117.6 percent with the growth rate of 119.6 percent for the period under review.The production growth rate of the Ministry of Textile Industry has reached the plan by 150.3 percent.
For the period under review, the growth rate of production of mineral fertilizers by the facilities of the State Concern Türkmenhimiýa was 167.7 percent, the plan of production of technical iodine was fulfilled by 113 percent.
The growth rate of production and service of the Minsitry of Industry and Communication is equal to 107.1 percent.The same indicators of Türkmensenagat Agency was 103.1 percent, Türkmenawtoulaglary Agency 125.7 percent, Türkmendemirýollary Agency 101.1 percent, Türkmenhowaýollary Agency 103.6 percent, Türkmendeňizderýaýollary 180.2 percent, Türkmenaragatnaşyk Agency 106.7 percent.
Having listened to the report, President Gurbanguly Berdimuhamedov ordered the Bice-premier to accelerate the process of privatization of the facilities under control and to transit them to the jurisdiction of the Union of Industrialists of the country.
The Head of the State has also pointed out the importance of immediate measures for provision of efficient work of communication especially cellular networks, wide spread of the Internet and implementation of new technologies.
Reporting on the outcomes of activity of the spheres under his supervision in January August 2019, Deputy Chairman of the Cabinet of Ministers P.Agamyradov noted that the work for realization of the Concept of transit to 12-year school education, development of digital education system, improvement of foreign language training has been carried out for the period under review.
Relative measures have been taken for modernization of methodological base of this sphere and improvement of professional qualification of teachers.Having successfully participated in subject and project contests, our school students won 136 medals (33 gold, 31 silver and 72 bronze medals), 108 medals (52 gold, 22 silver and 34 bronze medals) at the Internet contests.
University students representing Turkmenistan at international subject contests won 29 medals (5 gold, 10 silver and 14 bronze) and 23 diplomas, 153 medals (30 gold, 64 silver and 59 bronze medals) and 67 diplomas at the Internet contests. 9,063 students were accepted to secondary professional schools in new academic year while 12,242 students to high education institutes.
Five secondary schools for 2,800 students were opened (two in Ahal Velayat, one in Lebap Velayat and two in Mary Velayat) as well as one kindergarten in Ashgabat.
The growth rate of finances from the State Voluntary Medical Insurance was 108 percent, from production and services in the health protection sphere 117 percent, from sanatorium services 119 percent.
Training of national teams to XXXII Summer Olympic Games in Tokyo in 2020, the World Sambo and Track Cycling Championships, Asian Futsal Championship in Ashgabat is continued.For the period under review, Turkmen sportsmen took part in 121 international competitions of different level, having won totally 186 medals (68 gold, 57 silver and 61 bronze).

It has been mentioned that it is important to continue the work for strengthening of humanitarian contacts with the states of the region and the world, finding talented representatives of cultural sphere who are able to represent Turkmenistan in international arena, for development of friendly relations between cultural personnel from different countries.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the outcomes of activity of the Ministry for the past eight months in the context of realization of the Concept of foreign course of neutral Turkmenistan in 201 2023 and fulfilment of the assignments given by the Head of the State.
Our country steadily implements the development of friendship, goodwill and beneficial cooperation in interstate format as well as constructive dialog under competent internatioanl and regional organizations.In this aspect, key role is given to the high-level visits and talks.
Visits of heads of number of foreign states as well as visits of Turkmen leader to the Republic of Tatarstan, Russian Federation and to the Republic of Singapore were held this year.
Important agreements reached by the outcomes of the visits and signed documents gave new impulse to development of efficient partnership meeting common interests.Session of the Council of the heads of the CIS governments was held in Ashgabat last May under chairing of Turkmenistan in the Commonwealth of Independent States.
Different level foreign organizations have visited our country via the Foreign Ministry for the period under review. 201 international documents have been signed.Consultations between foreign departments are held on regular basis.
Summing up the report, the President noted that number of big international events as well as foreign visits of the government delegations of other states to our country are planned in the nearest future.
In this regard, the President gave specific assignments to the Vice-premier, the Foreign Minister.Chairperson of the Mejlis G.Mammedova informed about the activity of the Parliament for eight months of the year and on preparation to regular session of the People’s Council.
Two sessions of National Parliament have been held for the period under review, during which 31 Laws of Turkmenistan and 24 Resolutions of the Mejlis have been adopted.The work for development of bills aimed at legal provision of the Programme of social and economic development of Turkmenistan in 2019 2025 and other national programmes as well as international initiatives of Turkmen leader has been carried out.
Meetings with diplomats and delegations from number of foreign states were held for development of inter-Parliamentary relations and study of the world law-making practice.Deputies and specialists of the Mejlis took active part in international events and seminars in our and foreign countries.

Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the result of activity of trade complex for January August comparing with the same period of the last year and on the work in non-governmental sector of the economy.
Total growth rate of trade volume for the first eight months by the Ministry of Trade and Foreign Economic Relations was 23.8 percent.At the same time, retail trade has increased by 13 percent while the whole sale trade by 32.4 percent.
The volume of production of the facilities of the department has grown by 11.3 percent.The State Commodity and Raw Material Exchange of Turkmenistan had 167 trade session where 20,666 contracts have been signed for the period under review.
Volumes of services of the Trade and Industrial Chamber have increased by 46.2 percent in monetary equivalent.Facilities of the union of Industrialists and Entrepreneurs made 10.2 percent more of industrial production, agricultural and food production on 11.2 percent more.
Due to the government support of private sector, its export potential is growing the volume of export of food products made by private section has increased for 8 months.
Having listened to the report, President Gurbanguly Berdimuhamedov drew the attention of the Vice-premier on the issues of further provision of population with quality goods, having given relative assignment for cooperation with the leaders of the ministry and profile departments.
We would continue our policy of comprehensive support of the entrepreneurship, the Head of the State said, having noted that at present time members of the UIET implements construction projects worth of millions.
Addressing head of the organization A.Dadayev, the President highlighted the goals of the Union is to justify the trust, to provide high quality of new facilities and their timely commissioning as well as to carry out such projects not only in our country but also abroad.
Prosecutor General B.Atdayev reported on the fulfilment of assignments given by the Head of the State, in particular, inspections held in different structures.It was mentioned that our society fights relentlessly against crime, especially against bribery.
Law enforcement agencies of the country carried out coordinated work, during which illegal activity has been disclosed.It is sad that there are some who work in mosques and take bribes from people who go for haj to Saudi Arabia.
Rovshen Allaberdiyev who occupied the post of the leading specialist of the Department of the Mufti of Turkmenistan, Muhammetmyrat Gurbangeldiyev, the Senior Specialist of Human resource department and Gurbangeldy Nursahedov, the Specialist of Religious Organizations Department under the Cabinet of Ministers of the country have abused their duties in lucrative purposes.
From September 2018 to June 2019, they have received big bribes from some citizens who were supposed to go as pilgrims to Mecca and Medina.During investigation, R.
Allaberdiyev, M.Gurbangeldiyev and G.Nursahedov have been prosecuted and their property has been arrested.Continuing the speech, the Prosecutor General informed about private entrepreneur Ch.
Kulov who supervised commercial organizations and made a criminal society.Together with Acting Head of Exchange Trade department of the State Commodity and Raw Material Exchange of Turkmenistan B.
Aydogdiyev, General Director of Turkmenbashy Refinery Complex YA.Muhammetmyradov, they have agreed on steeling of the state property to big amount of money and on spending of this money.
The Prosecutor General noted that former General Director Ya.Muhammetmyradov formed criminal group with Department Head of Textile Industry of the Cabinet of Ministers.They received bribes from foreign companies for helping to buy jet fuel.
B.Aydogdiyev, who worked as the Exchange Trade Department Head of the State Commodity and Raw Material Exchange used to take bribes for assistance to procure petroleum products at the exchange trades.
Former Minister of Trade and Foreign Economic Relations A.Ishanov, abusing his duties, gave job to his relatives and friends to leading positions in the ministries, helped them to buy comfortable apartments, which were supposed to be for personnel of the exchange, via long-term credits.
In addition, by the request of Ch.Kulov, while occupying the post of the Chairman of the State Commodity and Raw Material Exchange, A.Ishanov rendered assistance to certain companies, which are registered in foreign countries, to buy petroleum products by reduced price and on further sale at unprofitable for the country terms.
Criminal proceedings have been instituted against all criminals who made illegal activity by the results of the inspections.The property, vehicles and houses of A.Ishanov, Ya.
Muhammetmyradov, B.Aydogsiyev, M.Begelov involved in criminal activity, which were procured from illegal activity, has been arrested.Foreign currency assets of foreign companies have also been arrested in regard to illegal sale of oil and petrochemical products made at Turkmenbashy Refinery Complex and the State Concern Turkmenhimiya.
The Prosecutor General informed that all criminals received deserved prison sentence according to the severity of the crime.Having listened to the report, President Gurbanguly Berdimuhamedov reprimanded Deputy Chairman of the Cabinet of Ministers Ch.
Gylyjov for improper fulfilment of his duties, loss of control of the activity of the ministry and profile departments under his supervision and signed relative document.The Head of the State said that the fact of negative situations related with haj is of special sadness.
The Department of the Mufti of Turkmenistan and the Foreign Ministry were requested to carry out relative work among the clergy and to organize the haj for 380pilgrims rather than 160 as well as to organize the flights for other who wish to visit Saudi Arabia.

Having noted that not much time left until new year, the Head of the State also highlighted the importance of the session of the People’s Council, Independence Day as well as all planned international events on high level.
Addressing the participants, the Head of the State also informed that he finished working on his another book dedicated to alabays.New work opens the character and importance of this breed of dogs, which used to accompany Turkmens throughout thousands of year.
At the end of the session, the participants would be able to have this book.Other important issues of the state life, on which relative decisions have been made, were reviewed at the session.
