President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Gurbanguly Berdimuhamedov convened an extraordinary session of the State Security Council to consider the implementation of urgent tasks faced by the security, defence and law enforcement agencies of the country, and identify priority areas for further modernization of the material and technical base of these departments.
The main items on the agenda included the readiness of the security, defence and law enforcement agencies to maintain security during the Games “Ashgabat 2017”.Opening the meeting, the leader of nation noted that September 17 will mark the beginning of an important event of international importance - the beginning of the 5th Asian Indoor and Martial Arts Games.
During this period, visits of numerous high-ranking guests, the heads of state, representatives of international organizations and other responsible persons are expected.Turkmenistan as the host country of the Games “Ashgabat 2017” must ensure complete security for the Games period.
In this connection, intense working conditions is announced for military and law enforcement agencies in all regions of the country from August 17 to September 27, President Gurbanguly Berdimuhamedov said, signing the relevant Order.
For this period, all the security, defence and law enforcement agencies should work on a round-the-clock basis, the borders are to be closed, visa procedures shall be limited, and customs control shall be strengthened.
Other measures shall be taken to ensure, inter alia, safety of the forthcoming Games.Permissions to enter the country and travel abroad will be given to individuals with regard to the issues of a private and social nature, as well as to participate in previously agreed international events.
In exceptional cases, these issues will be considered by a special commission.All international exhibitions and events to be organized in Ashgabat during this period will be postponed to a later date. “We express our gratitude to the heads of other states for understanding these issues”, the President of Turkmenistan said.
During the session, Secretary of the State Security Council, Minister of Defense Ya.Berdiyev reported on the steps taken as part of the Military Doctrine aimed at strengthening the defense capability of Turkmenistan and strengthening the national army’s potential.
The report included the information on raising qualification of the personnel and training of professional military specialists.A separate topic was the issues of preparation for the Games “Ashgabat 2017”.
Focusing on the main aspects of activities carried out by the Ministry of Defense, President Gurbanguly Berdimuhamedov pointed to the necessity to create all conditions for the successful service and comfortable life of military personnel and members of their families.
Among the most important areas the head of state outlined the patriotic education of young soldiers.Particular emphasis was made on security issues for the period of the 5th Asian Indoor and Martial Arts Games.
Chief of State Border Service B.Gundogdyev reported on the state of affairs in the organizations he is in charge of, in particular, the frontier post buildings and facilities modernization progress.
Stressing the importance of a contribution made by border guards to maintaining peace and tranquility in the Turkmen land, the leader of nation emphasized that, in addition to their main duties of defending the Homeland’s borders, they must pay much attention to ensuring a climate of trust and mutual understanding with the neighboring states.
During the meeting, President Gurbanguly Berdimuhamedov gave a severe reprimand to the Chief of the State Border Service for the relaxation of discipline and order in structural divisions headed by him.
The Supreme Commander-in-Chief of the Armed Forces of the country also signed the Decree on demotion of Major-General B.Gundogdyev to the rank of Colonel.

Director of the State Service of Turkmenistan for Combating Economic Crimes M.Chakyev reported on the work to implement the provisions of the State Anti-Corruption Program.The activities carried out to detect, terminate, solve and investigate crimes that have harmed the State must be conducted in accordance with the provisions contained in the national legislation, the Turkmen leader said, having instructed to intensify work in this area during the Games “Ashgabat 2017” in cooperation with the military and law enforcement agencies.
Minister of Justice B.Muhammedov, in turn, reported on activities of the department headed by him, as well as on concrete steps taken to carry out further reforms in the legislative framework of Turkmenistan.
Emphasizing the importance of the ongoing work, the President of Turkmenistan pointed out that the most crucial tasks faced by this Ministry today include the implementation of world jurisprudence practice and its active study by local lawyers.
