20.03.2019 | President Gurbanguly Berdimuhamedov sets objectives to the members of the Government delegation to Tokyo

President Gurbanguly Berdimuhamedov held working video conference session where priority objectives on expansion of bilateral cooperation of the members of the Government delegation, which is being sent to Tokyo, have been outlined.

Opening the session, the President called Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov, Deputy Chairman of the Cabinet of Ministers M.Meredov who supervises oil and gas complex as well as the State Minister, Chairman of the State Concern Turkmengaz M.

Archayev.President Gurbanguly Berdimuhamedov highlighted that activation of the dialog with Japan, with which close relations in many branches of the economy are supported, is the main subject of current session.

In this context, the Head of Turkmenistan noted the specification of the subjects and beneficial proposals, which are to be reviewed at the meeting with the management of different departments and companies of Japan.

First, the President has listened to the report of the State Minister, Chairman of the State Concern Turkmengaz M.Archayev on the preparation to working trip to Japan.

It was informed that the programme of the visit provides the discussion of commissioning works at petrochemical gasoline plant, which was built in Ahal Velayat, including organizational issues of the opening ceremony of this facility.

According to the Framework Agreement between the State Concern Turkmengaz and Consortium of Kawasaki Heavy Industries, Ltd.and Sojitz Corporation, it is planned to specify the details of project design and construction of the second train of this complex.

In addition, the agenda of the talks will include the issues of financing of the agreement on delivery of pipes and other production for development of Galkynysh gas field by Sumitomo Corporation, participation of representatives and other business circles of Japan in investment projects of petroleum sphere of Turkmenistan.

Summing up the report, President Gurbanguly Berdimuhamedov addressed the Chairman of the State Concern Turkmengaz with the assignment to have meetings with the officials of the Ministry of Economy, Trade and Industry of Japan, management of Kawasaki Heavy Industries Co.

Ltd, Mitsubishi Corporation, Toyo Engineering Co.Ltd., Sojitz as well with Nippon Export and Investment Insurance (NEXI), Japanese Bank for International Cooperation and Turkmen Japanese Committee for economic cooperation.

Continuing, the Head of the State noted huge importance of active participation of leading business structures in modernization of national oil refining industry, construction of new high technology petrochemical facilities.

In this context, it was instructed to discuss the opportunity of intensification of business contacts with Japanese partners in Tokyo.Cooperation with financial structures and companies of Japan seems to be perspective field in the implementation of the TAPI gas line.

Speaking of the main vectors of bilateral relations, the Head of the State outlined the trade, finances and investments among priority spheres.It was highlighted that Turkmenistan has special interest in attraction of practice and technologies of Japanese corporations to the implementation of new projects in petrochemical sphere.

Continuing the session, Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the preparation to the X International Turkmenistan Gas Congress planned to be held in Avaza National tourist zone on May 21 22 this year.

Summing up the report, the President of the country noted that this traditional specialized forum is aimed at further development of beneficial cooperation with all interested foreign partners in fuel and energy sector.

Speaking of this, the Head of Turkmenistan instructed to provide high organizational level of the X International Gas Congress, which is to be an efficient ground or exchange of advanced practice, activation of productive relations with leading world financial and petroleum companies.

Further, President Gurbanguly Berdimuhamedov called Deputy Chairman of the Cabinet of Ministers M.Chakiyev and Chairman of the State Concern Türkmenhimiýa N.Niyazliyev who reported on the preparation of the working visit to Japan.

Having listened to the report, the Head of the State noted that our country relies on wide implementation of advanced technologies and best international practice.At the same time, chemical industry is one the main vectors, the President said, having ordered the Chairman of the State Concern Türkmenhimiýa to have meetings with representatives of Japanese companies as well as with competent financial and banking structures.

It was mentioned that at present time, number of major projects in petrochemical industry, including ammonia and carbamide plant complex in Mary, which was opened in 2014, polyethylene and polypropylene petrochemical complex in Kiyanly, which was commissioned in October last year, has been implemented with the participation of Japanese partners.

There are big opportunities for productive cooperation in construction of new facilities of chemical industry including for production ammonia, carbamide and phosphate fertilizers.Orientation to diversification of production branches is a distinguishing feature of investment programme in the country.

Having listened to the report, the Head of the State highlighted that it is necessary to review wide range of subjects of development of full-scale partnership during the meeting with representatives of business circles of Japan.

Speaking of the necessity to consider the opportunities of procurement of new motor vehicles, the President highlighted that they have to meet high requirements of safety, reliability and environmental compliance.

The Head of the State ordered to visit the plant of Toyota and study the organization of production, different models of modern, environmentally friendly, hybrid motor vehicles for the expansion of the cooperation with this corporation.

In this context, it was requested to elaborate on the subject of supply of new models of vehicles to Turkmenistan.After, Chairman of Turkemnhowaollary Agency D.Saburov reported on the measures for improvement of activity of his organization, enhancement of the quality of services and strengthening of equipment and facility base of the structures.

The Head of the Agency highlighted that it provides favourable conditions for development of cooperation in air transport sphere, opening of new international flights.In this regard, working trip to Japan is taken, during which it is planned to have talks on opening of direct flights with the countries of Asian Pacific region.

During the last years, this region demonstrate dynamic economic growth, scientific, technological and industrial progress, the President continued, having mentioned the People’s Republic of China, Japan and the Republic of Korea among important partners.

It is planned to take intergraded measures for activation of political dialog, partnership in trade and economic sphere, transport sector, humanitarian field for intensification of the cooperation with these states.

Big prospects are opening for further expansion of productive relations with Asian Pacific countries, their business and financial structures, for enhancement of investment activity, entry to new major project, the President said.

The head of Agency was requested to have negotiations on the opening of direct flight between Turkmenistan and Asian Pacific countries.After, the President called Deputy Chairman of the Cabinet of Ministers E.

Orazgeldiyev and Chairman of the State Water Management Committee A.Yazmyradov.The Chairman of the State Water Management Committee reported on the preparation to working trip to Japan, during which it is planned to discuss the expansion of bilateral cooperation, particularly in the implementation of modern technologies to water management sphere in our country.

Having listened to the report, Head of the State Gurbanguly Berdimuhamedov ordered to have talks with the officials of number of the government structures and management of big Japanese corporations including the Ministry of Economy, Trade and Industry, companies, financial and banking institutions.

Rational use of natural resources, improvement of soil fertility as an important conditions of harmonic development of agricultural production are our main strategic goals, the Head of the State highlighted.

In this regard, President Gurbanguly Berdimuhamedov ordered the Chairman of the State Committee to study water saving and treatment technologies of Japanese partners as well as to discuss the opportunities of beneficial cooperation with companies producing the equipment for agriculture and water management sphere.

Having continued the conversation about the creation of water reserves in the country, the President focused the attention of the official on the importance of exchange of opinions with Japanese colleagues on the expansion of capabilities of Garaşsyzlyk water reserve in Lebap Velayat.

International cooperation in this sphere is one of priority vectors of successful implementation of water diplomacy initiated by Turkmenistan.Having noted the importance of highlighting of the subjects of scientific clarification of the expansion of the water reserve and its refilling, implementation of innovative technologies and advanced methods, the Head of the State ordered to reach an agreement on this case with Japan.

After, Head of Turkmenistan Gurbanguly Berdimuhamedov called Deputy Chairman of the Cabinet of Ministers G.Myradov and Chairman of the State bank for Foreign Economic Affairs R.Jepbarov.

The Vice-premier reported on the outcomes of the 81st session of the Economic Council of the CIS under the chairing of Turkmenistan.The agenda included priority directions of cooperation between the CIS countries.

Having listened to the report, the President of the country noted that comprehensive intensification of productive dialog under the Commonwealth is one of priorities of foreign policy of Turkmenistan, which demonstrates constructive approach to the establishment of wide multidimensional partnership in the CIS.

After, the Chairman of the State Bank for Foreign Economic Affairs R.Jepbarov reported about the work under the expansion of productive relations with competent financial institutes as well as with leading banks of different countries.

The President pointed out the presence of favourable conditions for development of beneficial partnership, implementation of its versatile potential, stimulation of investment activity, establishment of fruitful relations between business structures.

In this context, the Head of the Bank was requested to have meetings with the officials of the Ministry of Economy, Trade and Industry of Japan, Nippon Export and Investment Insurance company, Japanese Bank for Economic Cooperation, Turkmen Japanese Committee for economic cooperation and different companies for discussion of the subjects of investment of new major projects planned to be carried out in the country.

After, President Gurbanguly Berdimuhamedov called Deputy Chairman of the Cabinet of Ministers P.Agamyradov and Minister of Sports and Youth Affairs D.Gulgeldiyev.The Vice-premier reported on the preparation to working trip to Japan of the Minster of Sports and Youth Affairs and President of Turkmen Agricultural University D.

Myradov on March 26 April 1.The information about the draft agreement on cooperation planned to be signed between the above mentioned university with Japanese university of Hirosaki.

After, the Minister of Sports and Youth Affairs reported on the preparation of national team to the XXXII Summer Olympic Games.It is planned to held number of meeting with Japanese colleagues for discussion of organizational issues.

Addressing the Minister, the Head of the State noted that it is necessary to include the specialists who have the experience of organization of V Asian Indoor and Martial Arts Games to the delegation.

After, addressing Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs, Chairman of Turkmen Japanese Committee for economic cooperation R.Meredov, President Gurbanguly Berdimuhamedov ordered to provide high organizational level of working visit of Turkmenistan delegation to Japan, cooperation with which comprehensively meets the priorities of foreign strategy of neutral Turkmenistan.

Important agreements reached on high level, which considerably improved legal and regulatory base of bilateral relations, as well as reforming programmes in our country opened new horizons for expansion of fruitful cooperation in different directions.

President Gurbanguly Berdimuhamedov highlighted the presence of big opportunities for activation of trade and economic cooperation, stimulation of investment activity, expansion of contacts between business structures.This is directly supported by regular business meetings and talks, sessions of Turkmen Japanese and Japanese Turkmen Committees for economic cooperation, business forums and significant practice of old cooperation.

At the same time, great importance is attached to bilateral contacts in humanitarian sphere, Turkmenistan and Japan have richest and original historical and cultural heritage, the head of the State said.

Subjects of cooperation in scientific and educational spheres, strengthening of the links between the universities of two countries are very current.Summing up what was said before, President Gurbanguly Berdimuhamedov addressed the vice-premier, the Head of the Foreign Ministry with specific assignments n further development of close multidimensional partnership with Japan.

After, the Head of the State listened to report of Defence Minister B.Gundogdiyev who reported on the situation in the structures under his command.The information on the preparation to the dismissal of personnel who completed their duties from military service, spring enrolment to the military service.

Having signed the Order on Dismissal to Reserve from the Armed and other Forces of Turkmenistan of the Military Personnel Serving the Compulsory Duty and Regular Enrolment of the Citizens of Turkmenistan to Military Service and the Resolution on Fulfilment of the Order on Order on Dismissal to Reserve from the Armed and other Forces of Turkmenistan of the Military Personnel Serving the Compulsory Duty and Regular Enrolment of the Citizens of Turkmenistan to Military Service, the President ordered to hold coming events on high organizational level.

Further, the Head of the State reprimanded Minister of Defence B.Gundogdiyev for unsatisfactory fulfilment of duties, late measures for organization of necessary works related to the prevention of the mud stream.

Deputy Minister of Defence, Head of the General Department of Civil Defence and Rescue Works D.Durdidiey was also reprimanded for unsatisfactory fulfilment of duties, late measures for organization of necessary works related to the prevention of the mud stream.

Continuing working session, the President sign the Decree on pardoning of 2,028 citizens on occasion of National Spring Holiday International Nowruz Day.The President of Turkmenistan ordered the Prosecutor General and the heads of law enforcement agencies to take necessary measures to release all pardoned people from imprisonment.

Hyakims of the velayats, cities and towns and other relative officials were ordered to take care of the employment of pardoned citizens.Finishing working session, President Gurbanguly Berdimuhamedov wished all participants strong health, family prosperity and success in work.
