President of Turkmenistan Gurbanguly Berdimuhamedov held joint session of the Cabinet of Ministers and the State Security Council where Hyakims of the velayats and Ashgabat city have also been invited.
Preparation to New Year celebrations and number of priority issues of domestic policy have been reviewed.Having announced the agenda, the Head of the State gave floor for report to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.
Meredov.The Vice-premier, the Head of the MFA highlighted that according to the initiatives of Turkmen leader on December 20, 2017 at the 74th session of the 72nd UN General Assembly, all members of the United Nations unanimously adopted the Resolution on Strengthening the Links between all modes of transport to achieve the Sustainable Development Goals.
Addressing Turkmenistan citizens and the members of the session, Head of the State Gurbanguly Berdimuhamedov highlighted the importance of the adoption of the Resolution on Strengthening the Links between all modes of transport to achieve the Sustainable Development at the 72nd session of the UN General Assembly.
The document expresses the support of the efforts of the Government of Turkmenistan for organization of the first UN Global Sustainable Transport Conference and notes with delight Ashgabat Statement on obligations and recommendations on political matters of this world forum.
Ashgabat Declaration that became the final document of High-level International Conference “Role of Transit and Transport Corridors in Provision of International Cooperation and Sustainable Development” held in Turkmen capital in 2014 has also been mentioned.
In this regard, the President expressed sincere gratitude to the states who acted as the co-sponsors of the above-mentioned Resolution as well as to other UN members who supported it.
Continuing the subject, the Head of the State noted that this was not the first Resolution of the UN General Assembly on transport subject.This fact as well as election of our country as the Chairman of the Energy Charter Conference in 2017 indicate comprehensive support and high evaluation of the policy of independent neutral Turkmenistan by the world community.
After, addressing the participants of the session, the Head of the State requested Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov to make proposals on the next Global Sustainable Transport Conference in Ashgabat or Avaza National Tourist zone based on the Resolution of the UN General Assembly.
Speaking to Chairperson of the Mejlis A.Nurberdiyeva, the President noted that following the above-mentioned Resolution, it is necessary to analyse related legislation and make appropriate amendments related to the proposals of the UN General Assembly on regional and interregional integration and development of the cooperation.
It is also important to improve the planning of transport infrastructure and stipulate the increment and improvement of optimality of transport communication, the Head of the State said.After, Deputy Chairman of the cabinet of Ministers G.
Myradov reported on the development of the Draft Resolution on Transfer of Accounting and Financial Reporting to International Standards and Draft Resolution on Guaranteed Payment to Contractors for Construction and Reconstruction of the Buildings and Facilities.
The Vice-premier informed that these documents were made under realization of the provisions of legal and regulatory acts.All related subjects were studied in details and coordinated in set order with number of the ministries and departments.
The information about financing of the construction project of gas turbine power station in Charjow etrap, Lebap Velayat, about practical measures taken under fulfilment of the activities outlined in the State Programme for privatization of government enterprises and facilities, about the salary payment in the ministries and departments, which are sponsored by the State Budget, and self-sustained enterprises has been presented.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that it is necessary to continue the work for improvement of one of the most important complex of national economy, the financial, economic and banking sphere, for further comprehensive development.
Having signed the above-mentioned Resolutions, the Head of Turkmenistan requested the Vice-premier to hold under control timely fulfilment of the activities outlined in these documents.Deputy Chairman of the Cabinet of Ministers O.
Gurbannazarov reported on the activity of trade complex of the country, support of food abundance and on the work carried out by the Union of Industrialists and Entrepreneurs for the development of production infrastructure.
Further increase of the role of private sector in national economy is defined as one of the key directions of the Programme of Social and Economic Development of Turkmenistan in 2018 2024.
This Programme defines to entrust the construction, reconstruction and increase of production power of 56 industrial, agricultural and trade facilities and service sphere enterprises to the members of the UIET.
President Gurbanguly Berdimuhamedov noted that the entrepreneurship is given with leading role in transition to the market system of the management, in initiation of new forms of economic activity and hence, it is important to make favourable conditions for the operation and development of small and medium business in the country and for support of the initiative of talented and enterprising people.
In his turn, Deputy Chairman of the Cabinet of Ministers M.Babayev reported on the situation in different sectors of fuel and energy complex and on the measures taken for further improvement of the activity of the branches under his supervision, on the work for high-level organization of ceremonial events on implementation on international projects in energy, transport and communications spheres with the participation of Turkmenistan and Afghanistan.
The information on uninterrupted supply of gas to domestic consumers in winter period was also presented.It was noted that relative conditions was made for that owing to the commissioning of East West gas line that united different region in single gas transport system.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted important role of fuel and energy complex in national economy, having pointed out the significance of the increment of production and processing of oil and gas, production of various petrochemical items required in the country and the world markets as well as expansion of its variety.
During the session, the Head of the State signed the Decree on the appointment of Ya.Kakayv as the Advisor of the President of Turkmenistan on Oil and Gas Affairs.
Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev reporting on the situation in industrial sector informed on the measures for the development of fishery as well as on the provision of chemical industry with necessary materials for production of mineral fertilizers.
It was noted that relative measures for the consolidation of equipment and facilities base of fishery are taken for the support of food abundance on domestic market of the country, stable provision of the population with fish products as well as for protection and reproduction of fish resources.
The Vice-premier also reported on the work carried out by the State Concern Turkmenhimiya for procurement of new catalysts for the facilities producing nitrite fertilizers Maryazot Production Association, Marykarbamid and Tejenkarbamid plants, for efficient use of their production capabilities.
Having listened to the report, the Head of the State noted that special attention is paid in Turkmenistan to the development of processing branches and production of high quality food products including fish production.
Having emphasized the importance of full satisfaction of the population requirements in fresh fish and other production, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of directions on this account.
Strategic role in the increment of the volumes of various and competitive production including mineral fertilizers, which are on high demand both in internal and foreign markets, is given to chemical industry, the Head of Turkmenistan highlighted.
Having noted that it is necessary to continue developing and expanding local production of high-quality fertilizers and other chemical products for successful development of domestic agricultural complex, the President gave related instructions to the Vice-premier.
Reporting on the situation in the spheres under his supervisor, Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the preparation to New Year celebration in Ashgabat.
In addition, the information about the work for the uninterrupted supply of the living houses and enterprises of the capital was given.Summing up the report, President Gurbanguly Berdimuhamedov highlighted that the state energy policy is aimed at the satisfaction of the requirements of industrial complex, agriculture and social sector of Turkmenistan as well as on the increment of the export volumes of electricity to other countries.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev who reported on seasonal agricultural works.It was mentioned that at present time, the first vegetation irrigation of the springs, mineral and organic fertilizing are carried out on the fields under wheat crops in accordance with agrotechnical standards.
The President demanded to increase the rates of implementation of certain direction of the development programmes of agricultural complex aimed at the increment of production volumes of various agricultural goods and at support of food abundance and increase of the export potential of the complex.
Having focused on the issues of further development of national horse breeding, the Head of the State pointed out the necessity to intensify the work for the increment of the livestock of ahalteke horse and training of high-qualified specialists in this branch.
Deputy Chairman of the Cabinet of Ministers B.Annamerdov reported on the work in the branches under his supervision to Head of the State Gurbanguly Berdimuhamedov as well as on the preparation of transport and communication spheres to New Year celebrrations.
The information on receiving the approval on putting into operation of Yutong ZK6729 D buses and Toyota Hiace minivans was given.In his report, the Vice-premier also reported on the work for launching of new trains in the schedule for Ashgabat Kerki Ashgabat, Ashgabat Turkmenbashy Ashgabat and Ashgabat - Dashoguz Ashgabat directions for satisfaction of the population demand and improvement of the quality of service of passengers.
Number of domestic and international flights of Turkmenhowayollary Service will be increased during holidays.It is planned to open new flight Ashgabat Erevan Frankfurt Erevan Ashgabat.Public transport movement in the capital and intercity directions will also be increased during New Year celebrations.
In addition, it was reported on the measures for organization of duties of all services providing entire vital activity of the cities and villages of our country in celebration days.
The President requested to hold under control coordinated and uninterrupted operation of all transport and communication systems during New Year celebration.Being the Deputy Chairman of the State Committee of Emergency Situation, Vice-premier received number of instructions on making of all conditions for comfort rest of Turkmenistan citizens during the holidays.
Turkmen leader also pointed out the necessity to organize proper work of relative services.Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on the preparation of Draft Programme of the events and activities related with the slogan of the next year “Turkmenistan - the Herat of the Great Silk Road” as well as with the symbol of 2018.
The Programme stipulates the conferences, creative meetings, musical performances and exhibition of historical values, which are to be held in the state historical and cultural reserves and in the places directly related to the history of the legendary route, the information on which was reflected in the work of the Leader of the Nation “Turkmenistan the Heart of the Great Silk Road”.
The Vice-premier presented the samples of the symbols of 2018 to President Gurbanguly Berdimuhamedov, in which the richest national heritage and achievements of modern Turkmenistan toward the peace, progress and spiritual development of the nation have been reflected.
Having listened to the report and approved relative programme and symbols, the Head of the State highlighted the importance of systematic work on careful protection and wide popularization of historical and cultural heritage of the nation.
Deputy Chairman of the Cabinet of Ministers S.Toyliyev presented the Draft Resolution on the approval of the Concept of the improvement of study of foreign languages in Turkmenistan for review to the Head of the State.
The first phase of the project stipulates the study of the world practice in methodological provision, improvement of state standards and existing educational plans and programmes in 2018.The systems of education and upgrading of teachers’ qualification, education and methodological base in this field will be improved and monitoring of the efficiency of this Concept will be launched on the second phase in 2019 2020.
The third stage, in 2021 2024, stipulates the creation of gradual and interrelated system of teaching foreign languages.Having signed the Resolution and approved the plan, President Gurbanguly Berdimuhamedov noted that implementation of modern computer internet technologies and multimedia in education process opens large opportunities in teaching of foreign languages including in distant format.
All of these require the development of new teaching methods, training of qualified teachers.It is important to pay attention to the motivation of the students starting from early ages, the Head of the State said.
Chairperson of the Mejlis A.Nurberdiyeva informed on current law-making activity of National Parliament.It was mentioned that the Mejlis working groups together with the specialists and representatives of different departments continue work on number of bills including on the development of the Law of Turkmenistan on Transport Security, the Law of Turkmenistan on Pledge and Mortgage, the Law of Turkmenistan on television and Radio Broadcasting, the Law of Turkmenistan on Legal Status of Scientific Personnel and other.
National Parliament works with the Central Committee on Elections and Referendums in Turkmenistan for the organization of the elections of the Mejlis deputies, velayat, etrap and city halk maslahaty as well as Gengeshy members.
Cooperating with the structural representatives of the UN in our country, the deputies participate in their activates.Information work in mass media and on sites is actively carried out.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted exclusive importance of the modernization of national legislation taking into account modern realities of Turkmenistan development.Secretary of the State Security Council, Defence Minister Ya.
Berdieyv reported on the fulfilment of the assignments given earlier by the President of Turkmenistan, the Supreme Commander of the Armed Forces and on preparation to New Year.Having noted the importance of the provision of public order in coming days, the Head of the State focused the attention on preparation New Year celebration in all parts of the country.
After, President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov received the reports of the heads of military and law enforcement agencies who informed on the situation in their departments.
The President of Turkmenistan gave orders to the personnel of law enforcement agencies to provide the safety and high organizational level of New Year events, having given number of specific instructions in this context.
Later in the session, the reports of the hyakims of the velayats and the capital was presented.President Gurbanguly Berdimuhamedov mentioned the importance of work in the velayats in the context of steadfast social and economic development of Turkmenistan, accumulation of production infrastructure and provision of food abundance on the country’s markets.
