President Gurbanguly Berdimuhamedov held extended video conference session of the Cabinet of Ministers where members of the State Security Council, heads of the regions and Ashgabat have been invited.
Drafts of the State budget 2021 and some other documents aimed at development of various branches of the economy have been brought up for review at the session. In addition, discussion of fulfilment of the President’s and other programs of social and economic development of the country has been discussed.
Coming over to the agenda of the session, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers M.Meredov.The Vice-premier has reported on work for strengthening of equipment and facility base of fuel and energy complex in the context of solution of objectives specified in the Program of social and economic development of the country in 2019 2025 and Program of development of oil and gas industry until 2030.
In this regard, it was reported on measures for modernization of engineering and technical infrastructure of Turkmenbashy Refinery Complex, in particular on reconstruction of number of profile facilities.
Having listened to the report, President Gurbanguly Berdimuhamedov focused on issues of development of fuel and energy complex including its processing sector, principles of diversification and innovative base.
New important objectives have been set for industrial facilities of fuel and energy complex. It includes steadfast modernization of production infrastructure, provision of productive work of profile technological facilities, expansion of range of produced competitive commodities demanded on local and foreign markets, the Head of the State noted, having addressed the Vice-premier with certain instructions.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on activity of the structures under his supervision as well as on practical measures taken for further improvement of agricultural complex and increment of volumes of agricultural production.
Work for cultivation of agricultural crops, development of livestock farming, reduction of import of food product and improvement of food provision is carried out under execution of instructions given by the President of Turkmenistan at the working session on October 22.
Reporting to the Head of the State about seasonal campaigns in the regions, the Vice-premier has informed about measures for completion of the wheat sowing. At present time, the cotton harvest campaign is continued.
Care of agricultural crops, which were planted in autumn, is taken in all regions for successful solution of the utmost objectives of agricultural complex for provision of food abundance and provision of the population with products of local make. Proper measures are taken for improvement of activity of livestock farming.
Summing up the report, President Gurbanguly Berdimuhamedov has noted the importance of fundamental reforms aimed at the formation of market relations in agricultural complex, improvement of level of technical provision of the industry, stable increment of volumes of agricultural production made in the country.
Further, heads of the regions have reported on the situation in their regions, measures for acceleration of rates of agricultural campaigns, in particular sowing of wheat and cotton harvest, as well as on works in livestock farms.
Having listened to the reports, the President focused on importance of proper care of the grain fields.At the same time, heads of the regions have received instructions for improvement of agricultural lands productivity including making of relative agricultural technical and economic conditions for increment of production of fruit and vegetable crops and improvement of forage base of livestock industry.
Continuing the session, the Vice-premier has reported on national action of tree planting planned soon, in particular on work for provision of necessary amount of tree seedlings and preparation of land.
Summing up the report, the Head of the State has noted big importance of national event for planting of trees in the aspect of improvement of ecology and work education of younger generation. Addressing the Vice-premier and heads of the regions, the President has requested to approach tree planting campaign with full responsibility on integrated and organized base.
Relative instructions have been given to Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov and heads of military and law enforcement agencies.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on work in industrial, construction, energy and chemical spheres as well as on construction of number of social, cultural and production facilities in different parts of the country.
Reporting on condition of works at the facilities planned to be opened on occasion of coming 25th anniversary of Turkmenistan’s neutrality, the Vice-premier has informed that together with construction, measures for development of the capital’s infrastructure, development of residential estates, streets, squares and parks are taken.
Having noted that new facilities are visual evidence of successfully developed socially oriented policy of the state, the President gave specific assignments to the Vice-premier, having requested to provide strict control of quality of construction works and their completion in set timeline.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on preparation to opening of the complex of motor transport facilities along Ashgabat Dashoguz highway as well as on the Draft Resolution, which provides procurement, installation and launch of radio transmitting FM equipment, which is required for expansion of radio broadcasting in Turkmenistan for Türkmenaragatnaşyk Agency.
The Vice-premier has reported that all construction works have been accomplished according to the Resolution of President of Turkmenistan Gurbanguly Berdimuhamedov on Construction of Training Center, Complex of Transport Facilities and Driving School Association from April 11, 2018.
It is planned to accommodate Ashgabat Passenger Transport Facility, driving school and Awtomobil ulag hyzmaty Open Joint Stock Venture in the building of new modern complex.
Awtoulag kärhanalar birleşigi Open Joint Stock Venture has been opened for coordination of work of the complex with shared participation of the above-mentioned parties. New driving school is provided with necessary equipment and motor vehicles.
Having focused on work of Türkmenawtoulaglary Agency, President Gurbanguly Berdimuhamedov highlighted the importance of strengthening of equipment and facility base of this sphere, having addressed the Vice-premier with specific instructions for organization of the opening ceremony on high level.
Further, the Vice-premier has reported on measures taken for solution of objectives outlined in the Concept of development of digital economy in Turkmenistan in 2019 2025.
Summing up the report, the Head of the State has highlighted that at present time, Türkmenaragatnaşyk Agency does important work for promotion of digitization and provision of operation of intellectual networks.
It is necessary to continue studying advanced experience and progressive practice targeting on the formation of digital model based not only on import of ready solution but also on own scientific and technological potential.
Having signed the Resolution, President Gurbanguly Berdimuhamedov sent it to the Vice-premier by electronic document management system, having requested to hold under control the fulfilment of objectives outlined in the document.
Further, Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on work for the opening of Trade Representative Office of Turkmenistan abroad as well as on the Draft Resolution on procurement of modern equipment by the Ministry of Textile Industry.
It was reported on the measures for further development of beneficial trade and economic relations. It was mentioned that high-quality goods made in the country are on high and stable demand in foreign markets. In this regard, it is planned to open Trade House of Turkmenistan in Kazan, the Republic of Tatarstan, Russian Federation.
Continuing the report, the Vice-premier has informed about work for fulfilment of objectives for modernization of textile industry, rational use of local materials and increment of production volumes by specialists of the Ministry of Textile Industry.
Having listened to the report, the President highlighted that fruitful contacts between Turkmenistan and the Republic of Tatarstan are examples of efficient business partnership in the context of traditional trade and economic, humanitarian and cultural relations of our country with Russian Federation.
Turkmenistan and Tatarstan have strong industrial potential. We have many projects ahead, which implementation is aimed at improvement of wealth of our people, the Head of the State noted.
It was highlighted that special importance is paid to cooperation with Tatarstan taking into account existing perspectives of the partnership as well as historical relations between fraternal nations. In this context, the Head of the State supported the proposal on opening of Turkmenistan Trade House in Kazan, having given relative instructions to the Vice-premier.
Speaking on the importance of the programs of industrialization and digitization of the country, production of import substitutive and export oriented commodities, opening of new work places, the Head of the State has highlighted that production of national manufacturers has to meet all quality and ecological standards.
For this purpose, textile facilities have to be provided with advanced high technological equipment, the President noted.
Having signed relative Resolution, Turkmen leader has sent it to the Vice-premier by electronic document management system, having requested to put all efforts for implementation of all plans.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on work for popularization and coverage of events in honor of the 25th anniversary of permanent neutrality of Turkmenistan in mass media.
It was mentioned that various events are held in our country and abroad.Booklets with information about branches of national economy in Turkmen, English and Russian languages have been published.
Articles about role and importance of international legal status of Turkmenistan’s neutrality are placed on websites and pages of big international agencies, the partners of States News Agency (TDH).
In addition, preparation to online meetings of composers and musical scientists of Turkic speaking countries as well as presentation of videos, in which talented song and choreographic bands of these countries perform kushtdepdy sample of Turkmen national singing and dancing art, which is included in the UNESCO Representative List of Intangible Cultural Heritage, is carried out.
Having listened to the report, the Head of the State has focused on the necessity of realization of current grandiose changes, wide propaganda of importance of neutral status in modern achievements of sovereign Turkmenistan abroad.
Having highlighted the importance of humanitarian contacts for support of friendly dialog with the countries of the world, significance of international actions dedicated to the 25th anniversary of Turkmenistan’s neutrality, the Head of the State ordered to provide high level of all planned events, having given specific instruction to the Vice-premier.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the situation in the spheres under his supervision, having focused on work for popularization of the principles of healthy life style and various sports especially among the youth.
It was mentioned that necessary preparation works out for organization of the World Track Cycling Championship 2021 are carried in Turkmenistan, which has become a center of various level sport competitions.
In this regard, composition of organization committee has been established and approved.The utmost objectives of preparation and conduct of coming competitions on high level have been discussed at the session.
Proposal on development of the draft Resolution on conduct of the World Track Cycling Championship in Ashgabat in 2021 has been made for coordinated activity of relative ministries and profile departments.
This big completion is planned to be held track cycling complex of the Olympic village of the country in Ashgabat on October 13 17, 2021 according to the provisions of International Cycling Union.
Having approved presented proposals on preparation to coming World Track Cycling Championship next year, the Head of the State requested to start active work in this direction.
Development of sport and physical and health improving movement, which plays important role in support of health of our people, is one of priority directions of the government policy.
All conditions are made for going in for various sport and active leisure in the capital and regions of the country.Modern multifunctional stadiums, sport schools, equestrian complexes, outdoor sport grounds have been built.
Speaking of this, the Head of the State has brought the attention of the heads of the regions to necessity of efficient use of capabilities of each region of the country for assertion of the principles of healthy life style.
The President has requested to hold various sport competitions among personnel of military and law enforcement structures of the country, to make all conditions for military personnel, soldiers and other workers to participate in national and international tournaments, having addressed relative officials with certain instructions.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on measures for further development of cooperation between Turkmenistan and international mass media.
It was mentioned that relative work is carried out with foreign departments and profile specialized structures of different countries, which resulted in development of specific proposals on priority vectors of partnership in media sphere.
Steadfast measures are taken for strengthening of contractual and legal base of cooperation between national and foreign mass media. In this context, work on drafts of some international documents is carried out. Measures are taken for intensification of contacts with mass media of foreign and other states of the world, increment of number of foreign media accredited in Turkmenistan.
Organization of online media forums, press briefings and other events using digital technologies together with specialized international structures and foreign countries is an important direction of informational and news activity.
It is proposed to develop the Road Map for 2021 together with Asian Pacific Broadcasting Union for organization of important events in mass media sphere on national, regional and world levels on systematic and regular basis.
At the same time, work for expansion of geography of activity of national mass media is carried out. In this regard, it was noted that electronic library of the President of Turkmenistan online exhibition dedicated to the 25th anniversary of neutrality, internet portal International News have been opened.
The Foreign Minister has made proposal on opening of official website of the Government of Turkmenistan, where it is proposed to highlight speeches of the Head of the State, national programs, international initiatives of our country, to place other important information.
At the same time, it was reported on the Plan of celebration and events on occasion of the 25th anniversary of neutrality of the country as well as on the Plan of physical training and sport actions timed to this date in Turkmenistan and abroad.
Summing up the report, President Gurbanguly Berdimuhamedov has noted the importance of measures for integration of our country to international informational space.Having highlighted that our neutral country has to be represented deservingly in the world media space, the President approved presented proposals in general, having addressed the Vice-premier, Foreign Minister with relative instructions.
Speaking of the celebration of the 25th anniversary of neutral status of Turkmenistan, President Gurbanguly Berdimuhamedov has ordered to provide high organizational level of events planned on occasion of this date as well as physical training and sport actions timed to this date, which have to cover the capital and all regions of the country.
Speaker of the Mejlis G. Mammedova has informed about work for improvement of national legislation and issues to be reviewed at the next session of the Parliament.
Informing about the development of international cooperation, the Head of National Parliament has said that deputies of the Mejlis have taken part in thematic events organized by representative offices of the Organization for Security and Cooperation in Europe, the UN Food and Agriculture Program, the UN Population Fund and the UN Children Fund in Turkmenistan.
Together with big public organizations, the members of the Mejlis carry out awareness work on adopted legal documents as well as the main aspects of home and foreign policy of our state in their electoral pools.
Having focused on the agenda of coming session of the Mejlis, the Head of the State noted the importance of comprehensive discussion of bills adopted for implementation of constitutional reforms, which are aimed at promotion of reforms in social and other spheres.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov as well as heads of security forces invited to extended session of the Government have reported on work in the structures under their supervision.
It was informed that targeted measures for strengthening of unity and solidarity in society and stability in the country are taken under implementation of large-scale military reform initiated by President of Turkmenistan Gurbanguly Berdimuhamedov.
Summing up the report, the President has noted that it is necessary to approach implementation of the reforms expanded in accordance with the Military Doctrine, which has exclusively defensive character, with full responsibility.

Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on preparation of the drafts of the State budget, the Main Directions of social and economic development of the country and Investment program for 2021.
The presented documents have been developed taking into account the utmost objectives outlined in the Program of social and economic development of the country in 2019 2025. Following current situation in global economy, real opportunities and expected forecasts, number of indicators of the branches planned in the Program of the President in 2021 has been corrected.
The Vice-premier has given detailed report to Head of the State Gurbanguly Berdimuhamedov on the main articles of the main financial document of the country for coming year including on expected forecasts of the growth rate of the GDP in current and comparable prices.
Forecast of total volume of revenue and expenditure of the State budget 2021 has been made by the outcome of analysis of data received from ministries and profile departments.
Significant part of resources is planned to be sent for development of social sphere, in particular education, health protection, cultural spheres, system of the state social provision, municipal and government services. According to relative Order of the President of Turkmenistan, it is planned to increase salary wages, pensions, state allowances, student scholarships by 10 percent next year.
Certain volumes of capital investments will be used for construction of buildings and production, social and cultural facilities. In 2021, the main investments are planned to be sent for diversification of the economy, establishment of production on innovative base, development of branches with high added value in the structure, social sphere and improvement of live level of the population.
The Vice-premier has also reported that the State budget for the next year provided investments for construction and opening of important facilities, new villages and settlements in the regions.
Further, President Gurbanguly Berdimuhamedov has addressed the participants of extended session of the Cabinet of Ministers of Turkmenistan with the speech, in which he focused on priority aspects of the government policy.
It was mentioned that it is necessary to develop drafts of the main direction of social and economic development of the country, the State budget and Investment program for 2021.
Having provided intensive social and economic development, we have to continue implementation of socially oriented economic policy on introduction of modern methods of market economy, the President said.Having set the objectives to bring the rates of the GDP to 6.2 percent, the President of Turkmenistan has noted that all mentioned works have to be provided by dynamic development of all branches of national economy.
Head of the State Gurbanguly Berdimuhamedov has highlighted that in addition to this, it is important to plan measures for reduction of negative impact of complications in global economy on national economy in order to provide its further steadfast and dynamic development.
Turkmen leader has pointed out the necessity of significant increment of volumes of investments used for development of the economy and improvement of social and life level of the population, to provide sufficient volumes of financial resources for further continuation of construction of production, social and cultural facilities.
It is necessary to continue special attention to implementation of the program of increment of volumes of production of import substitute commodities, export oriented goods and establishment of electronic industry.
Following the principles of social orientation of national economy, President Gurbanguly Berdimuhamedov has ordered to send more than 70 percent of all expenditures of the State budget to development of social sphere.
It was requested to send 28.5 percent to financing of education, 10 percent to health protection and 24.8 percent to provision system from these resources.
Measures for 10 percent increment of salary wages, payment to those who works in national economy, pensions and state allowances, student scholarships will be continued.
It is necessary to provide prosperous life of our nation in the State Budget of Turkmenistan for 2021, the President highlighted, having noted that all these works provide social protection of the population, provision with work and deserving conditions for work and life.
Having signed the document on sending of the Draft State Budget 2021 to be reviewed by the Mejlis, the Head of the State sent it by electronic document management system, having requested to review the main financial plan of the country at the next session of National Parliament.
Other important subjects of the state life, on which relative decisions have been made, were reviewed at the session.
Finishing extended session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health, family wealth and success in work to all participants.
