President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers with the participation of the members of the State Security Council, Hyakims of the velayats and Ashgabat.The session was held in “Ruh” hall of the Ruhiyet Palace.
The agenda of the session included preparation to the session of the People’s Council and celebration of the 27th anniversary of Independence of Turkmenistan as well as fulfilment of the programmes of social and economic development of the country.
Opening the session, the President gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov who reported on the work on granting of Turkmenistan citizenship to the individuals with citizenship and on development of the draft of relative Resolution.
It was mentioned that humanitarian direction, which has big importance, is one of the main components of the state course.Regular measures for protection and guarantee of the rights, freedoms and interests of all people living in our country are taken under the leadership of President Gurbanguly Berdimuhamedov based on national legislation and universal international standards.
According to the decrees of the Head of the State, 8,145 received Turkmenistan citizenship in 2011 2017.These decisions, which visually indicate successful and invariable fulfilment of its obligations to the UN by the country followed from the Conventions on humanitarian matters and other multilateral international documents, have been highly appreciated and recognized by the United Nations.
The Foreign Ministry and other authorised government institutes completed proper work for granting of Turkmenistan citizenship to 735 people based on relevant applications by these individuals who live permanently in our country and represent various nationalities.
Having listened to the report, the President of the country highlighted that being the member of the United Nations, our state invariably follows undertaken obligations.After signing of this document, more than 700 people who lost their citizenship by some reasons receive support and assistance according to the Constitution of Turkmenistan and various UN Conventions on refugees and human rights.
Having signed the Decree, Turkmen leader requested Secretary of the State Security Council, Minister of National Security Ya.Berdiyev, Minister of Interior I.Mulikov and Chairman of the State Migration Service M.
Gurdov to issue Turkmenistan passports to these citizens within one month.President Gurbanguly Berdimuhamedov addressed the order to hyakims of the velayat and Ashgabat to organize the ceremonies of issuing the passport to the individuals who received the citizenship of our country and shall it deemed necessary to assist them with employment and housing.
Chairperson of the Mejlis G.Mammedova informed about the activity for modernization of legal framework of the country and organizational issues of the first session of the People’s Council on September 25.
Deputies of the Mejlis prepared relative documents, which has been proposed for discussion by the participants of the first session of the People’s Council of Turkmenistan as well as took measures for solution of organizational issues.
The Head of Turkmenistan highlighted that national forum has to be held on the highest level, having reflected the unity and solidarity of the nation.Deputy Chairman of the Cabinet of Ministers G.
Myradov reported on the measures for expansion of banking services rendered to the population, particularly in non-cash payments.Information about the project of construction of modern villages in Gyoktepe, Kaahka and Ak Bugday etraps, Ahal Velayat has also been presented.
It is planned to build number of social and living facilities as well as relevant infrastructural objects.Having listened to the report, President Gurbanguly Berdimuhamedov noted that improvement of banking sphere is one of priority directions of the strategy of development of national economy of the country.
Great attention is paid to the creation of modern system of non-cash payment using latest technologies, to the increment of variety and number of operations using bank cards, to improvement of electronic payment system and its protection.
Speaking of the construction of modern villages in some etraps of Ahal velayat, the Head of the State noted that implementation of the programme of transformation of the regions aimed at improvement of social and economic level, demographic and ecological indicators, life quality of the population in rural areas are integral part of the reforms.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the situation in the spheres under his supervision as well as on commissioning works at automated railway platform of Kenar Oil Terminal of Turkmenbashy Refinery Complex.
Throughput capacity of the facility is 3,850,000 tons of product per year.Summing up the report, President Gurbanguly Berdimuhamedov highlighted the importance of steadfast development of fuel and energy complex, improvement and strengthening of the potential of the industry and modernization of relative infrastructure.
Having demanded to hold the subjects of steadfast implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030 under permanent control, the Head of the State addressed the Vice-premier with number of assignments regarding putting of new oil and gas facilties into operation.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldieyv reported on seasonal field campaigns in the country.Proposals made by the members of the State Commission and the Commission on land affairs of the velayats and Ashgabat on allocation of the land plots to the ministries, departments, organisations, members of the Union of Industrialists and Entrepreneurs for implementation of relative projects has been presented to the Head of the State for review.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that it is necessary to activate large-scale reforms, which are aimed at the provision of food abundance, increment of export potential of national economy and comprehensive development of the regions, in agrarian sector.
Deputy Chairman of the Cabinet of Ministers K.Durdymyradov reported oon the situation in the sphere under his supervision and measures for the increment of production potential of textile facilities based on local resources.
Having focused on key aspects of improvement of the activity of this branch of national economy and bringing of it to advanced positions in the conditions of high market competition, President Gurbanguly Berdimuhamedov pointed out the necessity to continue using local resource materials and introducing the innovations.
Increment of production capacities would allow improving profitability of the facilities and providing local market with various production and increasing significantly export capabilities at the same time by making of new types of Turkmen textile, the Head of the State said.
Deputy Chairman of the Cabinet of Ministers D.Amangeldieyv reported on integrated works for infrastructural development of the capital, modernization of its road and transport network and urban planning.
Giving instructions on systematic solution of the subjects of further development of Ashagabt, President Gurbanguly Berdimuhamedov noted that urban planning and greening are important directions of work of the city municipality.
Proper conditions, which provides high level of life of the population, comfort and good environment, are created due to the efficient work in this sphere, the Head of the State said, having demanded to use an integrated approach to the subjects of ecological wealth and architectural image of the capital.
Deputy Chairman of the Cabinet of Ministers CH.Gylyjov reported on practical measures for fulfilment of the assignments on improvement of the efficiency of work of the structures under his supervision as well as on development of entrepreneurship.
Summing up the report, the Head of the State highlighted important role of trade sphere in national economy and in improvement of cooperation with foreign countries.In this context, the President focused on the issues of improvement of activity of Trade and Industrial Chamber, having noted the necessity of high-level organization of work of this sector and introduction advanced international practice.
Reporting on work in transport and communication complex,Deputy Chairman of the Cabinet of Ministers M.Chakiyev informed in the preparation to events planned for October 9 12.
It includes the 53rd session of the Council of the Heads of Administration of Regional Cooperation in Communication and the 24th session of Coordination Council under the RCC with the participation of the heads and representatives of the branch from the CIS countries, number of other states and competent organizations including the International Telecommunication Union (ITU).
In addition, it was reported about the preparation to coming XI International Exhibition and Scientific Conference “Turkmentel 2018”.It is expected that this year, more than 80 companies from 21 countries will present their development and technologies at traditional review.
The forum “Turkmenistan and World Information and Communication Ssytems” will bring together scientists, specialists, businessmen representing the ITU and different states.In this context, President Gurbanguly Berdimuhamedov requested to provide high organizational level of coming international meetings and forums.
The Head of turkmensitan highlighted that today, wide opportunities for intensification of efficient partnership in telecommunication sphere are opened and they have to be involved for entering new perspective directions of cooperation meeting common interests.
Deputy Chairman of the Cabinet of Ministers B.Abdiyeva reported on cultural events planned for the 27th anniversary of Turkmenistan Independence as well as on preparation to XII International Exhibition Fair of Printing products and scientific conference “Book the Way to Cooperation and Progress” in Ashgabat on October 2 3.
The Vice-premier also reported in the preparation to the 55th session of the General Assembly of Asian Pacific Broadcasting Union with the participation of the delegates from many countries.
The draft Resolution has been presented to the Head of the State.President Gurbanguly Berdimuhamedov ordered the Vice-premier to provide high organizational level of cultural events on occasion of the 27th anniversary of independence.
Highlighting the importance of international book forum in support of friendly and trustful dialog with the world countries, popularization of national spiritual heritage, modern achievements as well as exchange of practices in publishing sphere, the Head of the State gave specific assignments for organization of the forum to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers P.Agamyradov reorted on activity for development of science and educational systems, health protection and sport spheres and realization of youth affairs.
Giving instructions to the Vice-premier on creation of conditions for formation of intellectual, physical fit and spiritually developed generation and contribution of science to rapid diversification and progress of the economy of the country, President Gurbanguly Berdimuhamedov highlighted that development of branches of social sphere is the leading mechanism for improvement of human potential and quality of life of Turkmenistan citizens.
Secretary of the State Security Council, Minister of National Security Ya.Berdiyev reported on the situation in security forces as well as on the preparation to celebration events on occasion of the 27th anniversary of independence.
Summing up the report, the Supreme Commander of the Armed Forces of the country focused on the utmost objectives of military and law enforcement agencies.Having highlighted the subjects of preparation to Independence Day of Turkmenistan, under which important state events are planned, President Gurbanguly Berdimuhamedov ordered to take proper measures for the provision of high organizational level of all events.
Prosecutor General, Chairman of the Commission on Proposals for Citizenship and Pardoning under the President of Turkmenistan B.Atdayev reported on the results of work of this structure.
Draft Decree on pardoning of the sentenced personas on occasion of the 27th anniversary of independence has been presented to the Head of the State for review.Addressing Prosecutor General B.
Atdayev, the Supreme Commander of the Armed Forces of the country ordered him together with other heads of military and law enforcement agencies to take all measures for pardoned people to be released from the prison and returned to their families as soon as possible.
Hyakims of the velayats and Ashgabat reported on realization of the programmes of social and economic development of the capital and regions, integrated preparation to the Independence Day and planned cultural events.
Information about the situation on agricultural fields of the regions, organized sowing of winter crops and cotton harvest, measures for completion of these important campaign in set time has been presented as well.
Subjects of successful fulfilment of the objectives followed from National programme of improvement of social and living conditions of rural areas until 2020 were separate theme of the reports.
It was mentioned that cultural events, which programme includes performance of art masters and collectives, various sport competitions and other, are expanded on occasion of the 27th anniversary of Independence.
Having listened to the reports, the President of Turkmenistan noted that it is necessary to take necessary measures for steadfast improvement of the rates of cotton harvest and winter crops sowing.
The President of the country also requested to provide high organizational level of events planned on occasion of the main government holiday.Other objectives of the state life, on which relevant decisions were taken, have been reviewed at the session.
Finishing extended session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health, family wealth and great success in work to all participants.
