25.11.2017 | The laws adopted by the Mejlis reflect the priorities of the state policy of Turkmenistan

The draft Law of Turkmenistan "On Combating Terrorism" was submitted to the Turkmen parliamentarians for consideration during the twenty-fifth session of the Mejlis.Those speaking during the meeting emphasized that strengthening of peace, stability and security was an important aspect of the foreign policy, consistently implemented by President Gurbanguly Berdimuhamedov.

The new Law of Turkmenistan defines the legal and organizational basis to combat terrorism, the powers and responsibilities of public authorities, public associations, other organizations, officials, as well as establishes the guarantees for the legal and social protection of citizens in connection with their participation in countering terrorism.

The main principles of the terrorism counteraction are the provision and protection of the fundamental rights and freedoms of a person and a citizen; legality; the priority of measures to prevent terrorism and protect the rights and legitimate interests of persons exposed to terrorist danger, as well as the inevitability of punishment for the execution of terrorist activities.

Then the parliamentarians discussed the draft Law of Turkmenistan "On narcotic drugs, psychotropic substances, precursors and countering illegal drug trafficking".Exchanging the views, the parliamentarians underlined that our country had taken the steady and principled stand to struggle against illicit drug trafficking - the dangerous social evil, which poses a real threat to mankind.

In this field, Turkmenistan consistently cooperates with the United Nations and its specialized structures, being an active participant in the international conventions on combating illicit trafficking in narcotic and psychotropic substances, regional and international projects and programmes of the United Nations Office on Drugs and Crime (UNODC), the European Union.

The State Coordination Commission on Drug Abuse under the Cabinet of Ministers of Turkmenistan effectively operates.The regular measures to prevent drug abuse, which involve all structures, including medical and educational institutions, public organizations, as well as the clergy and the media give positive results.

Another important step in this direction will be the adoption of the new Law that will define the legal basis for the state policy to ensure the control over the illicit trafficking in narcotic drugs, psychotropic substances, precursors in order to protect the people's health, the state and public security.

Considering the draft Law "On the Status of Servicemen," the parliamentarians noted that in accordance with the peacekeeping policy of Turkmenistan and the Military Doctrine adopted in our country, consistent work is going on in Turkmenistan to strengthen the material and technical base of the Armed Forces.

The law defines the status of servicemen, as well as the foundations of the state policy to guarantee the legal and social protection of servicemen, former members of the armed forces and members of their families.

Commenting on the draft Law of Turkmenistan "On the State Land Cadastre'', the parliamentarians emphasized that the agriculture stood as one of the key sectors of the national economy, the dynamic development of which is of paramount importance.

The key principles of the State Land Cadastre include the unity of the system of managing the State Land Cadastre on the territory of Turkmenistan, the coverage of all lands on the territory of Turkmenistan, the truthfulness and accessibility of the State Land Cadastre data on land for all those interested, the regular revision of the State Land Cadastre with regard to the variable characteristics of land plots, the compulsory update of the State Land Cadastre on the objects of the land fund of Turkmenistan, the comparability and compatibility of the information provided by the State Land Cadastre and cadastres, registers and information sources on the state and sectoral natural resources, as well as the information about landed property.

In this context, the Law, which establishes the legal, economic and organizational basis for the activities in the field of the State Land Cadastre, is of particular importance.The data systematized in the land cadastre is of great economic significance and is widely applied to ensure the rational use of land resources.

The information helps to improve the soil fertility, land reclamation, and ensure their effective use, given the local climatic and economic conditions.The Mejlis deputies also considered the draft Laws "On Amendments to the Legislative Acts of Turkmenistan", "On Amendments to the Law of Turkmenistan "On Protection of Citizens' Health", "On Amendments to the Law of Turkmenistan "On State Pension Insurance, On the Draft Law of Turkmenistan "On Amendments to Certain Legislative Acts of Turkmenistan", "On Amendments to the Law of Turkmenistan "On the Protection, Export and Import of Movable Property of the National Historical and Cultural Heritage", "On Amendments to the Law of Turkmenistan "On legal regulation of the Internet and the provision of Internet services in Turkmenistan", "On Amendments to the Law of Turkmenistan "On Space Activities", "On Amendments to the Law of Turkmenistan "On Volunteering", "On Amendments to the Law of Turkmenistan "On Protection of National Historical and Cultural Heritage", "On Amendments to the Law of Turkmenistan "On publishing industry", "On Amendments to the Law of Turkmenistan "On Copyright and Related Rights", "On Amendments to the Code of Turkmenistan "On Land", "On Amendments to the Electoral Code of Turkmenistan".

Moreover, the deputies considered draft resolutions of the Mejlis of Turkmenistan "On ratification of the Strategic Partnership Agreement between Turkmenistan and the Russian Federation", "On ratification of the Treaty on the area of the junction between the state borders of the three states between Turkmenistan, the Republic of Kazakhstan and the Republic of Uzbekistan", "On ratification of the Agreement on the strategic partnership between Turkmenistan and the Republic of Tajikistan", "On ratification of the Agreement on transit and transport cooperation (Agreement on the Lapis Lazuli ), "On the establishment of interparliamentary friendship groups of the Mejlis of Turkmenistan with the parliaments of foreign states", "On amendments to the Decrees of the Mejlis of Turkmenistan", "On the administrative and territorial division of the Lebap velayat".

The meeting agenda also included the Resolution "On the elections of the deputies of the Mejlis of Turkmenistan of the sixth convocation, the members of Velayat, Etrap and City Halk Maslahaty of the fourth convocation, the members of the Gengesh of the eighth convocation", according to which a single voting day is determined.

During the regular session of the Mejlis of Turkmenistan of the fifth convocation, parliamentarians approved and unanimously adopted the new draft laws.
