26.06.2019 | Priorities of home and foreign policy are discussed at the session of the Government of Turkmenistan

President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where current issues of the state life have been reviewed.Highlighting the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G.

Myradov who reported about the participation in regular session of the Economic Council of the Commonwealth of Independent States, which was held in Minsk (The Republic of Belarus) on June 21 under the chairing of Turkmenistan in the CIS.

The reports about the main target macroeconomic indicators of the economies of the CIS countries have been presented, number of organizational and other current issues of cooperation has been discussed and relative decisions have been made during the session, which was held in narrow and extended formats.

Next session of the Council will be held in Ashgabat on September 13.The Vice-premier has also reported on the subject of the compulsory state personal insurance of personnel working at high risk facilities related to personal injuries and occupational health diseases.

Relative Provision has been developed for improvement of the measures taken in this direction and following the Labour and Civil Codes and the Law of Turkmenistan on Insurance and other legal acts.

In this regard, the Draft Resolution has been presented to the Head of the State for review.Speaking of an important role of the CIS Economic Council in efficient coordination of joint efforts and development of proposals, which are to expand the spectrum of traditional partnership and to give new motivations and content, President Gurbanguly Berdimuhamedov ordered to provide high organizational level of preparation to coming session of the Council in Ashgabat.

Further, speaking of the improvement of national system of insurance and having highlighted that comprehensive care of prosperity and health of the citizens is the main priority of the state policy of Turkmenistan, the Head of the State signed the Resolution, having requested to hold the fulfilment of it under proper control.

Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the situation in the sphere under his supervision and the course of the Programme of development of oil and gas industry of Turkmenistan until 2030.

Information about the measures for strengthening of equipment and facility base of the State Concern Türkmennebit and promotion of some projects aimed at the increment of production of hydrocarbon material has been presented.

Having noted the importance of the objectives of national fuel and energy complex, President Gurbanguly Berdimuhamedov focused on the strengthening of export potential of the industry, opening of modern facilities for deep processing of oil and gas, increment of petroleum and petrochemical production and expansion of international cooperation in this sphere.

Standing for the activation of business contacts, our country takes actual measures in this direction, which provides growing interest of the world business circles in perspective Turkmen market.Deputy Chairman of the Cabinet of Ministers Ch.

Purchekov reported on the activity of the Ministry of Energy on the increment of export volumes of power energy to foreign states.At present, the work on further supplies of electricity to Afghanistan is carried out.

It was informed that the contract on supply of electricity is expired on December 31, 2019.In this regard, Turkmen delegation has visited Herat to discuss the opportunity of further export of energy to neighbouring country.

The visit has resulted in signing of the Protocol, according to which the export of energy is extended until December 2020.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that steadily implementing foreign course, which is based in the principles of positive neutrality and wide international cooperation, our country pays special attention to the development of fruitful relations with Afghanistan and to the establishment of peace and harmony.

Turkmenistan has rich reserves of energy resources and constantly increase the investments to this perspective industry.Expansion of potential of the branch will support further growth of export of Turkmen power energy especially to the Islamic Republic of Afghanistan.

Having noted that Turkmenistan would continue rendering comprehensive support to Afghanistan, the President addressed the Vice-premier with relative assignments.Deputy Chairman of the Cabinet of Ministers M.

Chakiyev reported on the work for provision of control of the flights safety according to the plan of the International Civil Aviation Organization as well as on the preparation to Ashgabat Tokyo Ashgabat flights.

In this regard, it is worth mentioning that personnel of different spheres of national economy, tourists and representatives of mass media were among the passengers of the first direct flight.

In particular, the trip of members of the Union of Industrialists and Entrepreneurs of the country by this flight indicates the expansion of business relations between two states.The Vice-premier informed that monitoring of compliance of aviation legislation, organization of activity of civil aviation, flight monitoring and operational readiness of aircrafts and other activities are carried out under the agreement between Turkmenistan and ICAO along with the flight safety control.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that national aviation has an important role in development of national economy and expansion of cooperation with other states.National civil aviation represents independent Turkmenistan integrating to the world service market.

The Head of the State highlighted that further development of multidimensional cooperation with Japan is one of the priority vectors in the context of strengthening of constructive dialog with the countries of Asian Pacific region.

Large-scale investment programmes in Turkmenistan, which includes the programmes of development of industrial section of national economy and increment of wide spectrum of competitive production in the country, are aimed at active introduction of modern scientific and technical developments, advanced methods of management and marketing.

It opens wide field for productive cooperation with leading representatives of business and financial circels of Japan, the President highlighted.Having noted that tourism seems as perspective sphere of cooperation, which is enhanced by numerous factors including increased interest in Turkmenistan of the tourists from all over the world as well as unique natural, historical and cultural monuments in our country, the Head of the State pointed out the importance of modernizationn of this sphere.

Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the work for provision of internal market with fruit and vegetable production.Owing to the state support of private sector and reforms in agricultural complex, the production in plant cultivation sphere of the country is growing.

Total capacity of special refrigerating units is brought up to 30,000 tons by this time for provision of storage of this production and further sale of fresh production to the population.

The works for additional storage facilities are carried out.The members of the Union of Industrialists and Entrepreneurs have developed number of projects for construction of specialized warehouse complexes with total capacity of 153,000 tons of fruits and vegetables, which would be provided with high technological equipment.

At the same time, it is planned to open relative facilities for processing of agricultural production.The Head of the State has focused on the subject of strict control of quality and safety of food products, stimulation of private initiative in agricultural production, having given the instructions on improvement of competiveness of production of national manufacturers in local and foreign markets.

Deputy Chairman of the Cabinet of Ministers P.Agamyradov reported on organized summer holidays of children and fulfilment of assignments on preparation to new educational year.Summing up the report, the President requested to hold under control the subjects of further improvement of education process making all conditions for younger generation would be able to master modern knowledge and increase an intellectual potential.

The Head of the State ordered to organize and hold all events timed to the Day of Health Protection and Medical Industry Personnel including an international exhibition and scientific conference Health 2019 on high level.

Deputy Chairman of the Cabinet of Ministers B.Abdiyeva reported on coming cultural events and opening ceremonies of social and cultural facilities in July.The Programme includes the events of the state and international level, cultural meetings, conferences, exhibitions, musical performances and other activities.

Having summed up the report, President Gurbanguly Berdimuhamedov paid attention to the importance of cultural and public events, which are planned in July and aimed at the activation of humanitarian dialog between Turkmenistan and foreign countries.

The Head of the State has also given the instructions on organizations of cultural events and opening of new facilities in coming time.In his turn, Deputy Chairman of the Cabinet of Ministers E.

Orazgeldiyev reported on the course of agricultural reports and seasonal field works.Draft Resolutions on Granting of credits to the Ministry of Agriculture and Natural Protection of Turkmenistan and the State Water Management Committee of Turkmenistan and on Procurement of chemicals for agricultural crops have been presented to the Head of the State for review.

Having listened to the report, the President highlighted that systematic work for improvement of crops productivity, rational use of lands and water resources, efficient operation of agricultural equipment are the bases for success in national grain production sphere.

The Head of the State ordered to increase the rates of preparation of lands for coming sowing of winter crops as well as to provide proper care of the cotton.

Having signed presented documents, the President gave number of assignments on implementation of these documents to the Vice-premier.Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.

Meredov reported on the outcomes of working visit of the Government delegation of Turkmenistan led by the President to the Republic of Tatarstan, Russian Federation.This visit has opened new stage of Turkmen Tatar cooperation, which is successfully developed under friendly dialog with Russian Federation.

Talks between the Presidents of Turkmenistan and the Republic of Tatarstan, Russian Federation, which agenda included priority subjects and perspectives of bilateral partnership in wide spectrum of directions, have been held under the visit.

Number of documents, which are aimed at further activation of productive cooperation in education sphere on university level, in chemical industry, fuel and energy sector as well as at continuation of old cooperation in supply of KAMAZ vehicles, has been signed.

The Vice-premier, Head of Foreign Ministry informed that following the orders of the Head of the State it is planned to work on the opening of the Consulate General of Turkmenistan in Kazan.

Cooperation with Zelenodalsk Shipyard and Kazan Helicopter Plant are also studied.Having highlighted that traditional partnership meets long-term interests of peoples of Turkmenistan and the Republic of Tatarstan and meet the goals of constructive interstate dialog with the Russian Federation, the President gave specific assignments on practical realization of the agreements achieved during the visit to the Vice-premier, the Head of the Foreign Ministry.

After, Secretary of the State Security Council, Minister of National Security, who was invited to the session of the Cabinet of Ministers, reported on the situation in security forces and fulfilment of the assignments.

Having outlined priority directions of work of this structure, the Head of the State gave orders for further improvement of activity of military and law enforcement agencies, strengthening of public order, modernization of equipment and facility base, enforcemrtn of control of fire safety rules.

Finishing the session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished success in work to all participants.
