President Gurbanguly berdimuhamedov held the session of the Cabinet of Ministers where the outcomes of social and political campaign that has been recently held in the country the elections of the deputies of the Mejlis of Turkmenistan, members of velayat, etrap and city People’s councils and gengeshys, were reviewed.
In addition, the issues of internal policy of the state and realization of national programmes have been reviewed and number of documents have been adopted.The Head of the State gave floor to chairman of the Central Committee for Elections and Referendums in Turkmenistan G.
Myradov, who reported on the final results of the voting for the Mejlis deputies, members of the People’s Councils and gengeshys that were held in the country on March 25.
Summing up the report, the Head of the State requested the Chairman of the Central Election Committee to express the gratitude on behalf of the Cabinet of Ministers to the people who took part in the preparation and conducting of the election campaign.
The President of Turkmenistan also ordered to analyse thoroughly the work in this direction in to present the proposals for its improvement and bringing to the compliance with international standards, based on which relative amendments and addendums of national legislation are to be reviewed.
Continuing the session, the President expressed the gratitude to all citizens who came to the polling stations and voted for certain candidate.The Head of the State highlighted that the results of the elections are very important for our society.
Free expression of its own opinion and personal view on the subjects of the state importance are laid in the Constitution of Turkmenistan and this is our civic right, President Gurbanguly Berdimuhamedov highlighted.
The head of the State highlighted the necessity of the soonest session of the Mejlis of the sixth convocation in order for the deputies to elect the heads of National Parliament and to start the realization of adopted programmes for future development of the country.
having informed that the session is to be held in the building of non-government organizations, President Gurbanguly Berdimuhamedov also noted the reasonability of conducting the session of the People’s Council traditionally before the Independence Day including the results of work and achieved success to the agenda.
After, the Head of the State listened to the reports of the members of the Government.Deputy chairman of the Cabinet of Ministers O.Gurbannnazarov reported on the situation in the trade sphere, activity of the Union of Industrialists and Entrepreneurs of Turkmenistan and on the realization of the measures for the state support of the development of small and medium business in the country and further steps for the expansion of import substitutive and export oriented facilities.
The Vice-premier also informed on the work of National Industry Exhibition of the Republic of Uzbekistan that was opened in the country.Dozens of companies from neighbouring country specialized in different branches of the economy participate in the exhibition and demonstrate various products.
President Gurbanguly Berdimuhamedov gave instructions to the Vice-premier on the improvement of the mechanisms and forms of international cooperation in the promotion of national products in foreign markets, creation of the conditions for the activation of business and encouragement of private initiative for the improvement of the competiveness of the industrial complex of the country and implementation of advanced practice and innovative technologies in this sphere.
Speaking of the importance of consolidation and development of bilateral relations and of the exhibition of Uzbekistan industry in Ashgabat, the President noted the appropriateness of the organization of similar exhibition of Turkmen goods in neighbouring state, having requested the Vice-premier to work on this matter.
Deputy Chairman of the Cabinet of Ministers G.Myradov reported on the practical measures taken by the structures under his supervision for the fulfilment of priority objectives for the improvement of the activity of financial and economic block.
As it was informed, the Programme of the development of the organization of this system for 2018 2024 and the Action Plan for its realization have been elaborated according to the instructions of the President of Turkmenistan.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov noted the necessity of accurate fulfilment of all works planned in this direction.It is also necessary to pay special importance to the provision of stable growth of the spheres of national economy.
The control of adherence to the set assignments, order, formation, distribution and use of monetary funds remain the main requirements.In this regard, it is necessary to conduct economic analysis of financial and business activities of the facilities and establishments, the President of Turkmenistan highlighted.
Having signed the Resolution on the adoption of the Programme of development of economic, financial and banking systems in 2018 2024 and the Action Plan for its realization, the Leader of the Nation addressed the Vice-premier with number of specific instructions.
After, the Head of the State focused the attention of Vice-premier G.Myradov on the activities of the banks in the country.Having noted that the work of credit departments is not organized on proper level, the Leader of the Nation reprimanded M.
Hajiyev, the Chairman of the State Commercial Bank “Turkmenistan” and M.Arabov, the Chairman of the State Commercial Bank “Halkbank”.Deputy Chairman of the Cabinet of Ministers M.
Babayev reported on the measures for the promotion of number of investment projects aimed at further development of oil and gas complex of the country and improvement of production power of fuel and energy complex, its diversification, increment of the volumes and variety of oil, gas and petrochemical production.
It was also informed on the course of construction of Turkmenistan Afghanistan Pakistan India gas line.Having listened to the report, President Gurbanguly Berdimuhamedov noted that the formation of multidimensional system of energy resources supply to the world markets and provision of the reliability and protection of international routes are the key aspects of the energy policy of Turkmenistan.
This is reflected in foreign policy initiatives of our country on the formation of new foundation of global energy security, realization of large-scale international energy projects including the TAPI.
In this regard, the Head of the State noted the necessity of further works at Galkynysh gas field, improvement of the activity of oil and gas sphere to the world standards, particularly by the scientific development of the industry.
In addition, the Leader of the Nation highlighted that the attraction of foreign investments is an important measure in solution of the set objectives.There are all conditions made for this in the country.
Having focused on the importance of coordinated work in this direction, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of assignments for the expansion of efficient cooperation with leading oil and gas companies that have advanced practice, technical and technological capabilities.
After, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the seasonal works at the fields of the country including the cotton sowing.It was reported on the measures taken for organized sowing campaign in optimum agrotechnical period, establishment of unstoppable work of agricultural equipment and provision of the farmers with high quality seeds.
At the same time, the winter crops are taken care of including vegetation irrigation of the fileds under the wheat and their mineral fertilization.Having listened to the report, the President of Turkmenistan gave number of the assignments to the Vice-premier on the increment of the rates of the field works and equipment and facilities provision of the farmers.
Turkmen leader pointed out the necessity of urgent activation of the preparation to the harvest season and gave number of specific assignments of this account.The Head of the State requested to hold under permanent control the issues of the increment of the volumes of production of fruits, vegetables and other crops in all velayats as well as the seedlings, which were planted during recent campaign.
After, Deputy Chairman of the Cabinet of Ministers K.Durdymyradov reported on the situation in the sectors of industrial sphere under his supervision and on the measures for the development of the fish farming in the country under the realization of the Programme of the President of Turkmenistan on social and economic development of the country in 2018 2024.
The companies of the State Fishery Committee caught 555 tons of fish from the beginning of the year, which exceeds the index of the same period of the last year.
The Vice-premier also reported on the joint work with scientific and research institutes of the Academy of Sciences of Turkmenistan on the study of the world practice of artificial fish growing in internal water reserves and in Caspian Sea in special nets and on the development of new types of the fish forage under these conditions.
It was also informed on the measures for the support of the entrepreneurship in growing of fish in artificial conditions, particularly in the issue of 21relevant licenses to the number of the facilities and the realization of 25 tons of young fish for this purpose.
In addition, the report contained the information on the announcement of international tender on the construction of the complex for artificial growing of the sturgeon and fish production in Guvlymayak settlement of Balkan Velayat as well as fish canned product workshop in Balkanbalyk State Business Entity.
The Vice-premier also reported that it is planned to start issuing specialized magazine “Turkmenistan Industry” for the popularization of the achievements of the country in industrial spheres, textile and carpet items, construction materials and chemical products as well as success in fishery.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that the utmost attention is paid to the improvement of the food production segment of national economy including fishing industry, which is financed by big investments.
Recently, owing to renovation and provision of branch business entities and establishment of large industrial facilities based on innovative technologies, the volumes of fish catch are systematically growing as well as the efficiency of the measures aimed at the growing of fish in the ponds and at quality fish production, the Head of the State highlighted.
Having focused on the necessity of active involvement of national entrepreneurs in this field, the President gave specific instructions on the construction of new fishery facilities to the Vic-premier.
Speaking of the necessity of comprehensive awareness of Turkmen and the world community and all interested people on successes and achievements of our country in industrial complex, on establishment of close partners relations with foreign business circles in this sphere, President Gurbanguly Berdimuhamedov approved the issue of new specialized magazine “Turkmenistan Industry”.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the work for the construction of living estate planned to be built in Berkararlyk etrap of Ashgabat.
The Vice-premier informed that new living estate is planned to be built in the southern part of Gurbansoltan-eje Avenue on the territory of 27.2 hectares.According to the project, 30 four-storey 24-apartment buildings for 480 families, the kindergarten for 160 kids, the school for 720 children, two multi-level car parking and seven shopping centres will be built there, the project is planned to be completed within 5 years.
The model of new living state, which construction is planned to be completed by the state central capital investments and investments of the citizens participating in sharing construction and the members of the Union of Industrialists and Entrepreneurs, has been demonstrated to the head of the State.
Having highlighted that every project is to be finished within set period as well as having pointed out the necessity to provide high quality of construction, the President of the country requested to hold under permanent control the measures undertaken in this direction.
During the session, the President of Turkmenistan signed the Resolution on Development of national calculation and regulatory base and the improvement of the system of pricing in construction and gave specific instructions on the strict control of its fulfilment to the Vice-premier.
After, Deputy Chairman of the Cabinet of Ministers B.Annameredov reported on the work in the transport and communication sectors and on the realization of the measures for the improvement of the activity of the facilities of all types of transport in accordance with modern requirements, consolidation and modernization of equipment and facilities base of the industry.
Summing up the report, President Gurbanguly Berdimuhamedov pointed out the necessity of the improvement of work for the development of transport sector, having made special emphasis on automobile and railway communication.
The Head of the State also requested the Vice-premier to provide the attraction of foreign investments to the spheres of transport and communication and to carry out proper works for the increment of cargo traffic.
Deputy Chairperson of the Cabinet of Ministers B.Abdiyeva reported on the preparation to the number of cultural events in April including national holidays and remarkable events as well as the opening of new social and cultural facilities.
Artistic meetings, contests, scientific and practical conferences, theatre performances, exhibitions and concerts are to be held in the museums, libraries, high educational and secondary specialized institutes and the Academy of Science, State Circus, concert halls under the events dedicated to the slogan of the year “Turkmenistan is the Heart of the Great Silk Road”.
Numerous sport, cultural and health improving events will mark the World Health Day.Various sport competitions, climbing along the Path of Health, bicycle raid and track and field run along the Great Silk Road are planned under the IX National Olympic “Turkmenistan is the Country of Health and Inspiration” and student games.
Joint concert of Turkmen and German musicians and International Scientific Conference and Festival “Ancient Sources of Music and Singing Art” are among international events of the month.Big events are dedicated to the Day of Turkmen Horse, which are to be marked with equestrian marathon of March 25 29, show jumping contest in the open arena of Ashgabat Equestrian Complex, final round of International Competition “Best Ahalteke Horse of the Year” and the contest on the best imaging of the horse in visual, decorative and applied arts and mass media.
Contests of junior jockeys, the VIII session of International Ahalteke Equestrian Association, annual International Exhibition “Turkmen Horse and World Equestrian Art” and performances of art and cultural masters are to be held in the capital in the days of celebrations.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that all cultural and mass events in the country as well as international art activities are to represent the variety of national art and rich cultural heritage of our nations and to support its popularization.
Deputy Chairman of the Cabinet of Ministers P.Agamyradov reported on the activity for the development of health protection system, sport sphere, realization of the youth affairs and national programmes in education and science including the provision of educational institutes of the country with high-speed internet according to the instructions of the Head of the State.
The Vice-premier presented the proposals on the connection of educational institutes of the country to high-speed internet for the review by the Head of the State.Having listened to the report, President Gurbanguly Berdimuhamedov noted that the access to high-speed internet would open new perspectives for the implementation of advanced education technologies and would allow enhancing the level of education system.
After, Secretary of the State Security Council, Defence Minister Ya.Berdiyev reported on the work in military and law enforcement departments including the measures on the consolidation of their equipment and facilities base.
Having listened to the report, the Head of the State noted that successful Military doctrine that is exclusively of defensive character is the guarantee of peace and prosperity.All conditions for steadfast social and economic development of the country are made.
The Head of the State noted that the improvement of equipment and facilities base d military and law enforcement departments on modern level is an important factor for the solution of our objectives and requested to continue the control of the works in this direction.
