President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov held the session of the State Security Council where the outcomes of work of military and law enforcement agencies for five months of the year have been reviewed as well as the objectives of further improvement of the activity of these structure has been outlined.
Having announced the agenda, Turkmen leader gave floor to Secretary of the State Security Council, Defence Minister Ya.Berdiyev who reported on the work for realization of national military doctrine for the period under review, on the measures for further modernization of equipment and facilities base of the Army, improvement of the professionalism of the officers and all military personnel in general.
Having focused on the provision of defensive capability of the country, President Gurbanguly Berdimuhamedov highlighted that the state would continue paying unremitting attention to the strengthening of the potential of the Armed Forces, which are the guarantee of peaceful and wealthy life of the nations and prosperity of independent neutral Turkmenistan.
Having noted that together with the improvement of theory and practical combat training of military personnel, special attention shall be paid to their patriotic education and physical training, improvement of service and life conditions as well as other priority aspects of the military reform, the Head of the State gave number of relative assignments to the Minister.
During the session, the President of Turkmenistan, Supreme Commander of the Armed Forces signed the Resolution on appointment of Colonel D.Durdiyev to the post of the Deputy Defence Minister, the Head of the General Department of Civil Defence and Salvage Works of the Ministry of Defence, having released him from the post of the Deputy Defence Minister, the Head of the General Department of Procurement and Logistics of the Ministry of Defence.
Head of the State Gurbanguly Berdimuhamedov also appointed Colonel B.Nazarov as the Deputy Defence Minister, the Head of the General Department of Procurement and Logistics of the Ministry of Defence, having released him from the post of the Deputy Head of the General Department of Procurement and Logistics of the Ministry of Defence.
Head of the State Border Guard Service B.Gundogdiyev reported on the measures for the provision of the integrity of the borders of the country, consolidation of the status of the State Border of Turkmenistan as the border of peace and friendship.
The Supreme Commander of the Armed Forces of the country highlighted that steadfast work on technical provision of border guard forces with latest equipment and vehicles, creation of proper conditions for service and life of the personnel would be continued.
Minister of Internal Affairs I.Mulikov reported on the work carried out by the structures under his command for five months of the year on support of law and order and prevention of crimes and road and traffic accident as well as on the provision of fire safety.
Having highlighted important role of law enforcement agencies, which make considerable contribution to successful solution of the objectives of social and economic development of Turkmenistan, the Head of the State ordered to hold the activity of all divisions of the Ministry under unremitting control.
The President ordered to provide high level of traffic safety on the roads.Speaking of the prevention of traffic accidents, the Head of the State pointed out the importance of strict compliance with traffic regulation by drivers and pedestrians, organization of relative explanatory work among the population.
Chairman of Supreme Court G.Halliyev reported on practical measures taken for the period under review for modernization of national judicial system and procedures taking into account modern requirements and in accordance with existing standards of international law.
Having noted that activity of judicial bodies has to meet the main priorities of the State policy, the President requested to hold under control timely solution of set objectives including on the improvement of professional qualification of the judges.
Continuing the session, President Gurbanguly Berdimuhamedov signed the Resolution on appointment and release of the judges of the Court of Turkmenistan and on conferring of qualifications to them.Prosecutor General of Turkmenista B.
Atadayev made report on the work since the beginning of the year.Having highlighted that personnel of prosecution agencies are to provide the supremacy of Law, President Gurbanguly Berdimuhamedov noted that their activity has to be aimed at the observance and protection of the rights and interests of each citizens and meet high standards of justice and gave relative instructions.
Minister of National Security D.Bayramov reported on the activity of his Ministry for the period under review and the measures for support of favourable social climate in the country.
The Head of Turkmenistan made special mention that political stability, unshakable unity and solidarity of the nations, its peaceful and creative work are determining factors of successful progress of the country on the way of fundamental reforms, having ordered to continue relative work in this direction.
President of Turkmenistan, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov reprimanded Minister of National Security D.Bayramov with the last warning on correction of admitted shortfalls for improper fulfilment of his duties and admitted failures in the selection and assignment of the core personnel.
Chairman of the State Custom Service A.Osmanov reported on the situation in the structure under his supervision and on the results of its activity for the period under review.
Highlighting the main objectives of the Service, the Head of the State outlined the provision of thorough inspection of the cargoes crossing the border and coordinated work of all custom terminals among the utmost tasks.
Today, Turkmen custom personnel have modern equipment and technologies at their disposal, President Gurbanguly Berdimuhamedov said, having requested also to pay the attention to the training of professional personnel of this structure.
Minister of Justice B.Muhamedov reported on the outcomes of work for further development of national legislation framework taking into account modern requirements and realities.Having mentioned the importance of the reforms in this sphere, Turkmen leader pointed out the significance of thorough study of the best world practice for its further implementation during elaboration of new laws and amendments and addendums of existing legal acts.
The Head of the State also focused on the necessity of provision of professional legal assistance to the citizens.Chairman of the State Migration Service M.Gurdov reported on the steadfast measures taken for the period under review for the improvement of work of the Service, consolidation and expansion of friendship and constructive cooperation with all interested foreign partners.
Having listened to the report, the President ordered to intensify the work for improvement of the activity of all departments of the Service, which is not only to provide proper registration of foreign visitors coming to Turkmenistan but also to support the growth of international authority of the country.
Having signed relative Resolution, the President, Supreme Commander of the Armed Forces of the country reprimanded Chairman of the State Migration Service M.Gurdov for improper fulfilment of his duties and admitted shortfalls in work.
Director of the State Anti-Economic Crime Service of Turkmenistan M.Hudaykuliyev reported on practical measures for five months of the year for steadfast realization of anti-corruption programme.
Having said that our country would continue fighting the corruption, bribery and abuse of official position, President Gurbanguly Berdimuhamedov pointed out the importance of actual measures for elimination of the sources of negative occurrences.
Having noted that work in this directions has to be carried out in strict compliance with national legislation and universal standards of international law, the Head of the State addressed the Head of the Service with specific assignments.
Summing up the session, the Head of the State focused again on the importance of coordinated work of security forces, which main duty is to protect the interest of people and the state.
It requires maximum output of heads of military and law enforcement agencies, honest and responsible approach to the assignments, loyalty to professional and patriotic duty.We would continue targeted work for further strengthening of national security and improvement of defensive capability of the Armed Forces, support of peace, law and order in the country, which are integral conditions of progressive development, establishment of proper conditions for service and life of military personnel, Turkmen leader said.
