On December 30, President Gurbanguly Berdimuhamedov has held last in this year joint session of the Cabinet of Ministers and State Security Council in the Ruhiyet Palace. Heads of the regions and Ashgabat have also been invited to the session.
First, the floor was given to Speaker of the Mejlis G.Mammedova who has informed on fulfilment of the request of the Head of the State for definition of the slogan and emblem of the next year, on announcement of “Turkmenistan Home of Peace and Trust” as a slogan of 2021 and presented the project of the emblem of the year to the Leader of the Nation for review.
After, the President of Turkmenistan has addressed the participants of the session, having summed up the outcomes of work performed this year in brief.
2020, which has entered the history of the country as a year of the 25th anniversary of permanent neutrality of our sovereign state, is coming to the end. It was a hard and difficult year for us, the Head of the State highlighted.
At the same time, it was noted that despite the coronavirus pandemic, which has spread all over the world, Turkmenistan has kept its foreign and economic activity.
International visits have taken place in the expiring year. Thus, the President of Turkmenistan has paid an official visit to the Republic of Azerbaijan. The Prime Minister of the Republic of Kazakhstan came to our country on working visit.
The President of Turkmenistan has made a speech in video conference format at the 75th session of the United Nations General Assembly and International Forum of Northern Economic Cooperation. The Head of the State had video conference meeting with the General Director of the World Health Organization.
President Gurbanguly Berdimuhamedov continued that our constructive proposals, which are aimed at solution of important international issues, have been unanimously supported by big competent organizations.
Thus, the Resolution of the role of the policy of neutrality for supporting and strengthening of global peace, security and sustainable development in the region of the Islamic Cooperation Organization and in the world has been unanimously adopted at the 47th session of the Council of the Foreign Ministers of the country members of the Islamic Cooperation Organization.
The Resolution of the role and importance of the policy of neutrality for supporting and strengthening global peace, security and sustainable development has been adopted at the initiative of Turkmenistan and under unanimous support of state members of the UN at the 75th session of the United Nations General Assembly on December 7, 2020.
Implementing social and economic projects in Afghanistan, we have been carrying out fruitful work for comprehensive support of this country, Head of the State Gurbanguly Berdimuhamedov noted.
In general, 20 meetings and 40 telephone conversations have been held between the President of Turkmenistan and official representatives of foreign states including with the heads of the states and governments, leaders of diplomatic missions accredited in our country, top managers of various international corporations and companies.
Addressing the members of the Cabinet of Ministers, State Security Council and heads of the regions and Ashgabat, the President of Turkmenistan has stated with delight that fruitful work has been carried out for fulfilment of the state programs of economic development.
Special attention has been paid to expansion of trade and economic relations with foreign partners in the conditions of the coronavirus pandemic and limitations introduced by many countries.
Having developed and implemented joint investment projects in different industrial branches, we outlined new vectors of development of cooperation, the Head of Turkmenistan said.
It was highlighted that timely measures have been taken in healthcare sphere as well. In addition to undertaken measures, equipment and facility base of this sphere has been significantly improved to prevent the entry of the infection to our country and this work is continued.
49 sessions of the Cabinet of Ministers, 13 sessions of the State Security Council and 57 various government level sessions have been held this year.
The Leader of the Nation highlighted that rates of the reforms have been accelerated in such spheres as the government administration, internal and foreign financial and trade systems as well as labor and commodity markets. It allowed us significantly increasing the production volumes in middle-term period.
Head of the State Gurbanguly Berdimuhamedov has summed up that in this result despite complicated conditions, we have managed to carry out big work and solve urgent objectives. Further modernization of representative and legislative body of the power is carried out in the country at present time.
International events have been held on high level. Glorious anniversary of our sovereign Motherland has been widely celebrated. Almost all 2020 plans have been successfully fulfilled.
The Leader of the Nation that good State budget has been approved for the next year. Salary wages, pensions and allowances have been increased by 10 percent again.
Speaking of the successes of 2020, President Gurbanguly Berdimuhamedov has noted that 1,476,000 tons of wheat has been harvested this year, which provided food abundance of the country. 1,280,000 tons of raw cotton has been produced.
In addition, construction of around 2.5 thousand production and social facilities to total amount of more than 37 billion US dollars is continued at present time.
Large-scale works, which we carry out, are significant contribution to the development of the economy of the country in the coming years, Leader of the Nation Gurbanguly Berdimuhamedov highlighted, having noted that 45 major facilities to total amount of 7 billion manats have been put into operation this year.
Facilities for production of building materials from local resources, which are provided with modern equipment and technologies, have been put into operation and are under construction under implementation of the programs of increment of import substitutive and export oriented production in the country.
2 million square meters of living including high comfort apartments, kindergartens, schools, medical and other social facilities have been put into operation in the country this year.
Construction of transnational Turkmenistan Afghanistan Pakistan India gas pipeline and implementation of other international projects are continued.
In general, 2020, which is distinguished with numerous negative occurrences in politics and economy, was difficult for all. Nevertheless, we expect a goof growth the GDP, 5.9 percent to be more specific.
Summing up the outcomes of expiring year, Leader of the Nation Gurbanguly Berdimuhamedov has said that despite the difficulties, the year was quite good for the country.
These words of the Head of Turkmenistan was welcomed with load applauses of the participants.
I believe that future generations will appreciate the work we have done. Having covered all difficulties and gone through hard ordeals, we set high targets and objectives. The next year will be the year of achievement of high levels, the President of the country said.
We will celebrate the 30th anniversary of sacred independence of the Motherland in 2021.This anniversary year will be the time of summarization of what has been achieved when we have to look back and see the way we have gone.
We will observe this this remarkable date for our nation with specific deeds and realization of new projects, Turkmen leader highlighted.
Speaking of the future plans, Head of the State Gurbanguly Berdimuhamedov has noted that steadfast modernization of political system of the country would be continued.
Elections to the National Council of Turkmenistan will be another important event. I am confident that the election will a sample of high civic activity and political maturity of the society, the Leader of the Nation highlighted.
We will continue undertaking major measures in the economy, social and ecological spheres. Serious attention will be paid to the requirements and wishes of all layers of the population.
Gradually strengthening the potential and capabilities of national healthcare system and in case if it is necessary, the state will allocate additional resources for strengthening and modernization of equipment and facility base of national system of health protection, President Gurbanguly Berdimuhamedov noted.
Solidarity of the nation in order that every citizen of the country would protect sacred independence of the Motherland as the apple of the eye.
We will continue pursuing foreign course aimed at strengthening of international security system supporting the growth of role of the United Nations Organization and its structures.
Protecting national interests, we would continue implementing weighted foreign policy, which has demonstrated its efficiency in this multipolar world, Turkmen leader said.
Addressing the participants, the Head of the State has reminded that according to the tradition, some slogan is selected for each year, which helps to follow the way of adopted programs with confidence.
In this regard, President Gurbanguly Berdimuhamedov has approved the slogan and emblem of the next year, which were prepared in the result of wide discussions between deputies and people and presented at the current session by the Speaker of the Mejlis.
Under applauses of the participants, the Leader of the Nation has announced “Turkmenistan Home of Neutrality and Trust” as a slogan of the next year.
In this regard, all events in the next year, including opening ceremonies and putting of the facilities into operation, have to be dedicated to the 30th anniversary of independence of beloved Motherland, the Head of the State highlighted.
Head of National Parliament and Deputy Chairman of the Cabinet of Ministers M. Mammedova were instructed to place the slogan and emblem of the next year in periodic press and on TV channels.
Taking into account that New Year celebration falls on Friday this year, the Head of the State has informed about the decision to announce January 2, 2021 as a day off and signed relative Resolution for the conditions for celebration of New Year and good rest of the citizens.
Deputy Chairman of the State Emergency Response Commission of Turkmenistan B. Ovezov has been requested to organize the duty of emergency response services all over the country in celebration days and Vice-premier M. Geldiniyazov to provide assistance in this work.
All Vice-premiers have been requested to hold sessions with officials of their ministries and departments, during which schedule of shift duty in the above-mentioned structures have to be reviewed. Names and telephone numbers of duty personnel have to be mentioned in duty rosters. The same is applicable for the heads of the regions and cities.
The duty has also be arranged in each administration, ministry and department, the Head of the State continued, having pointed out the necessity to provide uninterrupted supply of electricity and water, work of municipal services, hospitals, passenger transport and shops.
President Gurbanguly Berdimuhamedov has reprimanded Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev and Minister of Energy CH. Purchekov for interruption of electrical supply, which occurred within several night hours on December 29.
Vice-premier B. Ovezov has been instructed to provide overall control of proper organization of duties in celebration days.
Heads of law enforcement agencies have been ordered to provide public order in celebration days in order for the citizens of the country would be able to celebrate New Year properly.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on current works in the branches under his supervision, improvement of equipment and facility base of transport and communication complex, measures for further digitization of the sphere.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the situation in the education, health protection, science and sport spheres under his supervision. Special attention has been paid to fulfilment of instruction of Head of the State Gurbanguly Berdimuhamedov on transit to digital system and active use of advanced technologies.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on works in the spheres under his supervision, in particular on construction of some social, cultural and production facilities planned to be opened on occasion of remarkable date of national calebdar next year the 30th anniversary of independence of Turkmenistan.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the activity in the trade and textile industries under his supervision as well as in entrepreneurship sector.
Further, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on regional seasonal field works, preparation of land and agricultural equipment to spring sowing campaign.
Further, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the situation in different branches of fuel and energy complex and measures undertaken for strengthening of production potential and resource base of the industry.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported to Leader of the Nation Gurbanguly Berdimuhamedov on activity of the sphere under her supervision, preparation of the program of event on occasion of the 30th anniversary of Turkmenistan’s independence in 2021.
Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on work carried out by the structures under his supervision, plan of activities related to the 30th anniversary of sacred independence of the Motherland in 2021 and fulfilment of assignments given by the Leader of the Nation.
Further, the floor was given to the heads of Ashgabat and regional administrations who were nvited to the joint session of the Cabinet of Ministers and State Security Council.
The heads of administrations have made reports on the situation and multidimensional work carried out in the regions and measures for celebration of New Year in the capital and all parts of the country as well as on the next year plans.
Further, the heads of security forces have reported on work performed by their structures for realization of objective of large-scale military reform initiated by the President of Turkmenistan.
The rapporteurs have also reported to Head of the State Gurbanguly Berdimuhamedov on the measures for strengthening of unity and solidarity in the society and stability in the country, provision of reliability and integrity of the sacred borders of the Motherland, training of qualified military manpower and strengthening of equipment and facility base of thse structures.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has reported on the situation of the structures under his supervision, fulfilment of objectives given by the Head of the State. The information about future plans in honor of the 30th anniversary of the Motherland’s independence has been presented.
Further, the floor was given to Deputy Chairman of the Cabinet of Ministers, Foreign Minister of Turkmenistan R.Meredov.In the beginning of his speech, the Head of the Foreign Ministry has cordially congratulated the Leader of the Nation on New Year 2021 on behalf of the participants of the session, having wished him long life and big success in his versatile activity.
It was mentioned that 2020, which is held under slogan “Turkmenistan Home of Neutrality”, has been marked with important events. Big success has been achieved in politics, social and economic sphere and international relations in the year of the 25th anniversary of permanent neutrality of the Motherland.
The Vice-premier noted that necessary works for strengthening of economic power of the country, improvement of social and life level of people have been carried out on the government level under the leadership of President Gurbanguly Berdimuhamedov.
The relations established with other states and international organizations, which show their interest in foreign policy of Turkmenistan, have entered new level.
The Resolution on the role and importance of the policy of neutrality in supporting and strengthening universal peace, security and sustainable development, which was adopted at the session of the UN General Assembly on December 7, has become a reliable legal foundation of practical implementation of the principles of neutrality in the system of international relations.
This document as well as establishment of Neutrality Friend Group by the initiative of Turkmen leader are the evidence of international recognition of the proposals of President Gurbanguly Berdimuhamedov and improvement of the authority of Turkmenistan in the world arena.
