Amendments to the Russian Law on International Road Transport

On December 8, 2020, amendments to the Federal Law of July 24, 1998 No. 127-FZ “On state control over the implementation of international road transport and on liability for violation of the procedure for their implementation” came into force, the Russian Embassy in Turkmenistan said in its press release.

The amended Law provides for the need to pay an administrative fine for violation of traffic rules or to eliminate the violation in other ways provided for by Russian legislation in order to be able to continue further movement on the territory of the Russian Federation.

In case of violation of these requirements are not met, the following measures are applied:

Upon entering the territory of Russia. Within three hours from the moment of the arrival of the vehicle at the checkpoint across the State Border of Russia, the foreign carrier takes the necessary steps to leave the vehicle from the territory of the Russian Federation.

Upon leaving the territory of Russia. A vehicle belonging to a foreign carrier, with the use of which an administrative offense was committed, shall be detained until the reason for the detention is eliminated and the administrative fine is paid.
