At the Security Council meeting S. Berdymukhammedov issues two reprimands and appoints Prosecutor General

On 5 July President Serdar Berdymukhammedov hosted the session of Turkmenistan’s State Security Council to sum up the performance of the military and law enforcement agencies for the past six months, the state information agency TDH reports.

Minister of Defense Begench Gundogdyev presented the resolution “On approving the program for the 2022-2028 development of Turkmenistan’s armed forces”, as well as decrees on appointing and dismissing executives of the military agencies and the resolution on approving the plan for admissions to military and law enforcement higher educational and secondary vocational educational establishments for 2022.

The head of state charged the official with enrolling dignified young people to military universities, improving the level of teaching in law enforcement educational establishments and preventing criminal offence among those who are serving in the military or law enforcement agencies. The President then reprimanded Begench Gungogdyev for “improper fulfillment of work-related responsibilities and shortcomings”.

In January, 2020, in the course of the session of Turkmenistan’s Security Council to summarize the 2019 performance, former President Gurbanguly Berdymukhammedov issued a severe reprimand to the Minister of Defense Begench Gundogdyev with the final warning for “undue execution of job-related responsibilities and shortcomings at work”.

Acting Prosecutor Begmyrat Begmyratov presented the resolution “On approving the 2022-2028 program for the development of Turkmenistan’s prosecution authorities”.

Following the progress report the President relieved Begmyradov of his post and “upon agreement with the Halk Maslakhaty and Milli Gengesh” appointed junior counselor of justice Serdar Myalikgulyev the Prosecutor General relieving him of the post of Ashgabat’s Prosecutor.

Former Prosecutor General Batyr Atdayev has been occupying the post of Deputy Prime Minister overseeing trade since 4 June.

Turkmenistan’s Interior Minister Mukhammet Khydyrov gave a progress report on ensuring public order, complying with fire regulations and ensuring order in children’s recreational centres. He also presented the resolution on approving the program for the development of law enforcement authorities for the upcoming period.

Serdar Berdymukhammedov called for undertaking measures to prevent road accidents and ensure public order in the national recreational zone “Avaza”, as well as ensuring road traffic safety and complying with fire safety regulations.

Сhairperson of the Supreme Court Guvanchmyrat Ussanepesov presented the resolution “on approving the 2022-2028 program for the development of Turkmenistan’s judicial system”. The President charged him with undertaking specific measures to select and hire judges and regularly improve their qualifications.

National Security Minister Gurbamyrat Annayev presented the resolution “on approving the 2022-2028 program for the development of Turkmenistan’s national security agencies”. The head of state charged him with implementing state-of-the-art technologies and then issued him a reprimand for “improper execution of work-related responsibilities”.

Chairperson of Turkmenistan’s State Migration Office Yazgeldi Nuryev presented the document “on approving the 2022-2028 program for the development of Turkmenistan’s border forces”.

The Minister of Justice Merettagan Taganov reported on the draft of the document on further modernization of the justice system. Serdar Berdymukhammedov instructed that civil registration be handed over from the jurisdiction of khyakimlik’s offices to the Ministry of Justice.

Chairperson of Turkmenistan’s State Customs Office Maksat Khudaikulyev presented the resolution “on approving the 2022-2028 program for the development of Turkmenistan’s customs authorities”.

The President charged him with documenting the customs procedures to supply domestic products abroad in a due manner as well as strictly control over the required documentation for imported goods.

Chairperson of Turkmenistan’s State Migration Office Nazar Atagarayev gave a progress report on preparing the draft of the document on further improvement of the migration system.

Serdar Berdymukhammedov reminded that the previously imposed entry and exit regulations for Turkmen nationals were being lifted and air service between some countries had been resumed and charged the official with tightening control over the performance of subordinate agencies.
