“Azatlyk” reports restrictions as dual nationals submit applications for international travel passports

Radio “Azatlyk” reported that Turkmenistan’s Migration Office is accepting documents to issue international travel passports for a restricted number of Turkmen-Russian dual nationals.

Only those dual citizens who has at least one of the parents with Russian citizenship is entitled to submit applications.

Moreover, it is reported that the documents are also accepted from family members of dual nationals.

My spouse has applied for a Turkmen passport based on the husband’s citizenship.We have been married for a long time with two kids.We submitted the documents for the wife and the children.

This option has not been previously available and my wife applied for the visa in the spring, the media outlet quotes one of its interlocutors.

According to the Radio, the documents for international travel passports are not accepted from those dual nationals who had been granted Russian citizenship after May 2015 as “The agreement on regulating the issues of dual citizenship” between Turkmenistan and Russia ceased to have effect on 18 May 2015.

All restrictions apply exclusively to those who obtained Russian citizenship after April 2003 after Turkmenistan had unilaterally rescinded the dual citizenship agreement with Russia.

Let us recall that on 5 July “Azatlyk”, with reference to its sources in Ashgabat and Moscow, reported that Turkmenistan’s Migration Office started accepting documents to issue international travel passports to dual nationals who had obtained citizenship of the Russian Federation after June 2003.

Later this information was confirmed by Russia-based news outlets “Nezavisimaya Gazeta” and “Kommersant”.

At the same time, according to correspondents of “Chronicles of Turkmenistan”, who contacted the offices of Turkmenistan’s Migration Office in Ashgabat and Dashoguz, no changes pertaining to the document acceptance procedure for international travel passports had been recorded.
