Fulfilment of Turkmenistan’s obligations in the sphere of human rights is reviewed

The Institute of State, Law and Democracy hosted regular session of the Interdepartmental Commission for provision of fulfilment of international obligations of Turkmenistan in human rights and international humanitarian law spheres.

The agenda included the outcomes of the activity of this structure for the first half of the year, projects of National Action Plan of Turkmenistan for combating of human trafficking for 2019 2021 and National Strategy of Turkmenistan for early child development for 2019 2024, report on participation of the Government delegation of our country in the 108th session of International Labour Organization and in the events dedicated to the 100th anniversary of the ILO, which were organized in Geneva (Switzerland) as well as number of other subjects.

Discussing the results of work from the beginning of the year, the participants noted that protection of legal interests of the citizens in accordance with universal standards of law are priority vectors of the state policy of President Gurbanguly Berdimuhamedov.

National Action Plan in Human Rights Sphere in Turkmenistan for 2016 2020 is one of visual evidence of this.Monitoring of legal base and preparation of proposals on its harmonization with existing standards in the world legal practice are one of the main functions of the Commission.

In this regard, complex of activities was aimed at the solution of the objectives for improvement of legal system and practical implementation of international obligations of our country in the sphere of human rights and freedoms.

Being an active member of the United Nations, Turkmenistan takes an active part in solution of current problems of the present in regional and global scale.Resting on rich experience gained for the past years, bilateral partnership with the United Nations Organization received new content and quality.

This is indicated by the work of Representative Offices of the UN specialized agencies accredited in Ashgabat, Permanent Representative Offices of Turkmenistan at the UN Headquarters in New York, Vienna and Geneva, by the membership of our country in 10 structural divisions of the UN, ratification of international conventions and treaties.

The election of Turkmenistan as a member of the Executive Council of the World Food Programme in 2020 2022, the UN Commission for Population and Development in 2020 2024 and the UN Commission for Narcotic Drugs in 2020 2023 is among visual examples.

It was mentioned in the final report that diversification of the economy, provision of high living standards are revealed in the light of the strategy of development of Turkmenistan elaborated by President Gurbanguly Berdimuhamedov, clearly formulated political slogan “The State for Human!”.

The success is visually demonstrated in movement of our country to democratic society and legal state, provision of constitutional rights and freedoms of the citizens.In this context, the participants discussed the subjects of realization of National Action Plan for Human Rights in Turkmenistan in 2016 2020, National Action Plan for Provision of Gender Equality in Turkmenistan in 2015 2020 as well as National Action Plan for Implementation of Children Rights in 2019 2022, which were approved byt eh Resolutions of the Head of the State.

It was highlighted during the exchange of opinions that according to the key priorities of the above-mentioned documents, Interdepartmental Commission has paid big attention to the enhancement of the level of legal awareness of the population and expansion of the access to relative information.

Provision of preparation of National Reports (NR) and submission of the reports to the UN committees are among the main objectives of this structure.It has been mentioned in the speeches that proposals for National Reports on fulfilment of number of the conventions and implementation of the Sustainable Development Goals have been prepared for the period under review.

At the same time, special emphasis has been laid upon the achievements of Turkmenistan in human and humanitarian rights, which are invariably connected with scientifically grounded, comprehensively thought creative policy of the Head of the State.

It was mentioned during the discussion of the Draft National Plan for Combating of Human Traffic in Turkmenistan in 2019 2021that our country has positive practice of cooperation with International Migration Organization.

Special working group operates since 2014 and National Action Plan of Turkmenistan for Combating of Human Traffic in 2016 2018 has been successfully implemented under the partnership with this competent structure.

Speaking of the importance of new document , which outlines specific measures in this direction, the participants expressed an unanimous opinion that implementation of its provisions would support the provision of human rights and care, strengthening of social and legal protection of the population.

Draft National Strategy for Early Child Development in our country in 2019 2024, which main objectives are the provision of prosperity of younger generation, education of young Turkmenistan citizens based on national and universal moral values, which is the priority of the policy of President Gurbanguly Berdimuhamedov, was one of the subjects of the session.

Having joined the World Declaration on Provision of Life, Protection and Development of Children and the UN Convention on Child Rights, our state strengthen an international cooperation in this field.

In this context, fruitful character of bilateral partnership with the UN Children Fund (UNICEF), which is indicated by significant projects implemented in this sphere as well as the election of our country the Executive Council of the UN Children Fund in 2018 2020, has been highlighted.

In addition, successful completion of National Programme of Turkmenistan for Early Development and Preparation of Child to School in 2011 2015and General Programme of Turkmenistan for Development of Juvenile Justice as well as implementation of international Child Friendly School Initiative to the system of educational complex are bright examples of practical implementation of fundamental documents in this sphere.

As it was mentioned above, the agenda included the outcomes of the participation of Turkmenistan delegation in the 108th session of International Labour Organization and the events dedicated to the 100th anniversary of the ILO, which were held in Geneva.

Achievements of our country in the sphere of working relations have been mentioned in the report presented at this representative forum.In particular, delegates of regular session of International Labour Organization were informed in details on large-scale work in this direction in Turkmenistan.

Special mention has been made of the fact of the compliance of modern provisions of national legislation with universal standards.At the same time, it was noted that practical measures are aimed at the creation of necessary guarantees for the realization of constitutional rights of the citizens for work, selection of profession and work place, implementation of any activity, safe conditions of work, development of social partnership between the sides of working relations.

Continuing the subject, the importance of the Programme of improvement of the sphere of working occupancy and opening of new working places in Turkmenistan in 2015 2020 has been highlighted.

At the same time, the importance of the Programme of adaptation of the youth to labour market and improvement of youth employment in Turkmenistan and the Plan of its implementation has been noted.

In general, fulfilment of the objectives provided by these documents is to support the creation of widen opportunities and conditions for provision of the protection of the citizens rights for work, improvement of level of occupation of the population and development of production capacities of the country.

The participants of the session have also noted that adoption of the Law of Turkmenistan on Three-side Commission for regulation of social and working relations and the Resolution on joining to the Convention of International Labour Organization No. 144, 1976 on Three-side consultations for support of application of international labour standards by the Mejlis of Turkmenistan became the evidence of the commitment of our country to the strengthening of cooperation with one of leading UN structures.

Discussing further measures for fulfilment of the objectives of the Commission, the participants noted that number of seminars, working meetings, consultations with the participations of international experts are planned for study of the best world practice in the sphere of human rights.
