Large-scale work is carried out in Turkmenistan for health protection of people. The outcomes of 2017 indicate steadfast development of national system of health protection, which entered the level of the world standards.
Integrated measures aimed at the provision of wealthy life of children including medical and social protection of every child, full disclosure of intellectual potential of growing generation, making of the conditions for upbringing and comprehensive education of the youth are carried out in the country.
This is supported by the resources of children health improving centres in the velayats and Avaza National tourism zone where the specialists of health protection system make monitoring of the children.
All day around medical service are organized in medical facilities of children health improving centres that are equipped with all necessary things.Special commission of profile doctors carry out proactive measures for the prevention of such diseases as obesity and excess weight, dental, eye, otolaryngology and other disorders.
330 propaganda campaigns on prevention of various diseases and introduction of healthy life style principles have been held for successful solution of the objectives set out for Multidisciplinary Interdepartmental commission for health protection under coordination of information centre of the Ministry of Health Protection and Medical Industry together with other ministries and departments. 1371 shows was organized on TV including 160 scientific and popular broadcasts “The Health of Nation is the wealth of the country”.
Activity for the vaccination against human papilloma virus has been carried out throughout the last year. Number of vaccines against the influenza that are procured and applied for preventive vaccination in the risk groups is growing every year. This work is continued at present.
Measures for medical inspection of the citizens coming to the country and going abroad, for control and sanitary and quarantine stations on the border crossing have been carried out for control of the spread of seasonal diseases on the territory of Turkmenistan by sanitary and epidemiological stations.
Steadfast interdepartmental work is carried for the fulfilment of the Resolutions on Salt Iodisation and Flour Iron Enrichment and on Production of Flour Fortified with Folic Acid and Iron. As the result of systematic activity on provision of safety and quality of food products, not a single case of food poisoning has been registered in the country.
According to the Resolution of the President of Turkmenistan on Improvement of Medical Service to the Population of October 5, 2017, new edition of the Provision on order of Contract on voluntary medical insurance as well as regulatory legal documentation on the state guarantee of health protection of the citizens and provision of special groups of population with free medical services have been elaborated and adopted.
According to National legislation, the amount of the state voluntary medical service is set as three percent of salary wage, scholarship, pension, state allowances and incomes and for the citizens without regular income, it is set out to the amount from the basic sum of the fee on state voluntary medical insurance.
This service allows the citizens of the country and their children up to 18 years old buying medicines and medical items from the state pharmacies with 50 percent discount and receiving all types of medical services in medical facilities with 50 percent discount.
Besides, once a year, they are able to undergo recovery treatment in the ministerial sanatoriums with 50 percent discount.After setting out the fee of the state voluntary medical insurance to the amount of three percent, the number of insured citizens, who are entitled to use all set medical benefits, is constantly growing.
Big work has been carried out last year for the improvement of the activity of medical facilities. 8 thousand low-traumatic endoscopic surgery interventions have been made in medical facilities in 2017 what reduced the time that the patient stays in up to 3.5 day meanwhile the time stayed in the hospital after surgeries made by traditional methods is around 7 days.
It allowed reducing the index of using of in-patient fund to 50 percent.
The work for introduction and improvement of this method is continued. Early detection of the disorders in craniocerebral blood vessels by angiographic studies as well as intravascular surgical treatment (endovascular operations) have been arranged in such direction as neurology, neurosurgery and otolaryngology.
Successful works for introduction of endoscopic methods of treatment of ear, throat and nose disorders, for use of advance world technologies in ophthalmology, for tooth implanting operations are carried out. 3-D X-ray imaging of maxillofacial organs has been introduced to the stomatology.
Early diagnostics of such heavy pathologies that lead to the loss of vision of underweight new-borns as retinopathy of premature babies and eye neoplasia as well as dynamic monitoring and analysis of treatment efficiency have been arranged using the system including innovative ophthalmology technologies. Low-traumatic methods of surgery eye treatment are made by laser-automated methods.
Assessment method of infants development according to international standards has been introduced to mother and child health protection. Particularly, the indicator of baby breast feeding has grown in the country under the fulfilment of relative programme and made 92.8 percent.
Last year, neonatal screening for the diagnostics of birth defects and their efficient treatment has been arranged in maternity departments of medical facilities of Turkmenistan.Exchange of practices with foreign specialists took place in the sphere of early development and rehabilitation of children by new methods that are used in physical and ergotherapeutic directions.
The manual on nutrition of girls, pregnant and breast feeding women has been made.
Education sessions and meetings in the sphere of women malignant neoplasms prevention have been held together with Women Association of the country, youth organizations, Trade Unions Centre and profile doctors in the capital and velayats. They were aimed at the prevention and treatment of these diseases and their early detection.
New approaches in treatment of burns are established in immediate care service including using the materials made of medicinal plants that have antiseptic, aseptic and regeneration effect. Application of Berzengi mineral water has been introduced to practical medicine for the improvement of regeneration and epithelization of long-lasting wounds.
24-hour telephone service of experienced doctors has been organized for the consultation of the population in ambulance service. Specialized on-call teams operate in such directions as cardiology, reanimation, paediatrics, psychiatry, surgery and traumatology.
Hip and knee joint endoprosthetics surgeries have been arranged in treatment sections of not only International Traumatology Centre but also in traumatology departments of regional hospitals.Arthroscopy the minimum-invasive surgical manipulation, made for diagnostics and treatment of internal part of joint, has been introduced in this sphere.
The method of treatment of skeletal osteomyelitis by effective antibacterial medication has been developed.
Various operations are made in cardio surgery according to the world criteria, coronary artery bypass grafting, stent of cardiac vessels are successfully performed.
Efficient work is carried out in Scientific and Diagnostic and Methodology department; full preparation for scientific and study works related to sports called “Importance of medical, pedagogic and genetic comprehensive test for selection of talented sportsmen”has been carried out in molecular and genetic direction.
Such equipment as high-accuracy cytological test machine for early detection and prevention of women neoplasms, apparatus allowing simultaneous reading of several billions DNA-molecules by sequencing is actively used in the Research Centre. This unit allows accurate diagnostics of hereditary diseases dangerous neoplasms, autism, problems of reproductive health and infectious diseases.
Doctors of different profiles are able to work with robotic simulator at training sessions. This modern technology allows reproducing physical reactions similar to human. All of these supports the improvement of qualification of the student. In addition, the machine allowing accurate diagnostics of allergic processes raised by more than 700 allergens and autoimmune diseases has been commissioned.
Genetic and molecular laboratory for identification of genome, DNA analysis and other was established in the department of material evidence of Central Forensic Centre of the Ministry of Health Protection and Medical Industry.
According to the requirements of the World Health Organization, national model for prevention and treatment of non-infectious diseases has been formed; explanatory work among the population including by mass media are regularly held under coordination of information centre.
All hospitals have health schools; the algorithms of prevention and efficient treatment of non-infectious diseases have been developed and implemented.
The following have been developed and adopted: regulatory documentation for evaluation of medical services and treatment and diagnostic capabilities of treatment and prevention centres, Single register of medical services according to the level of hospitals, etc.
Modern clinical protocols of diagnostics and treatment of diseases on different directions of medicine have been developed with the participation of the specialists of Turkmen State Medical University according to the requirements of the WHO.
Intensive computerization of treatment and diagnostic practice based on innovative technologies became leading tendency in the process of development of national health protection in the age of might and happiness.
After implementation of the system of electronic documentation to the work of the Ministry of Health Protection and Medical Industry, all medical facilities of Turkmenistan have been connected between each other with fibre optic communication line.
It gave new opportunities for automatization of cooperation of profile facilities and their departments, establishment of unified base of medical information and fast access to all medical data.
Wideband communication system was made for introduction of telemedicine technologies in the structure of the Ministry of health Protection and Medical Industry.Video conference communication for sharing of information between Turkmen and foreign specialists is successfully used.
In 2017, scientific and practical forums, conference and seminars were held between advanced foreign hospitals, international scientific centres and other medical facilities by TV bridge.
International exhibition and scientific conference “Health 2017” was held on occasion of the Day of Health Protection and Medical Industry personnel of Turkmenistan in the building of Trade and Industrial Chamber on July 21 of the last year.
The exhibition and conference were organized with the participation of the representatives of medical and scientific institutions of the country, leading specialists producing equipment, medicines and other medical materials.
The review has gathered 305 representatives of 245 companies from more than 40 countries while 44 scientists and professors of 12 countries took part in the conference.
International Sport Congress “Asian Games 2017: International sport cooperation for peace and progress” was held in Avaza National tourism zone with the participation of President Gurbanguly Berdimuhamedov on April 7.
On the day before, the Centre of Public Health and Nutrition of the State Sanitary and Epidemiology Service held conference “Asian Games 2017: Sport Nutrition and physical activity is the guarantee of healthy life style” with the participation of international organizations.
For propaganda of healthy life style among the population, the ministries and departments of the country together with international and non-governmental organizations held tobacco-free month in May including the complex of events on occasion of the World No Tobacco Day.
The objectives set out in National programme of the implementation of the WHO Framework Convention on Tobacco Control in 2017 2021 were also steadily and successfully solved.
In accordance with the objectives aimed in National Programme of Safe Road Traffic in Turkmenistan in 2015 2017, the month of safe road traffic, which fell on Ashgabat 2017 Games, was held on September 1 30, 2017.
Local and foreign specialists observed high-quality medical service during V Asian Indoor and Martial Arts Games.It fullcomplied with the requirements of the Olympic Committee of Asia.
Rehabilitation Centre providing medical services to our team and foreign athletes was working during the Games all day around.
First medical aid stations were organized in all sport complexes used by the sportsmen and spectators. Immediate care, first and specialized medical aid have been rendered and in some cases the patients were placed to our reference clinics where they received quality medical services.
Owing to attention and support of President Gurbanguly Berdimuhamedov, international cooperation in health protection spheres has been actively developed. More than 15 Agreements and Memorandums were signed with foreign medical facilities on departmental level.
Large joint work has been carried out with the United Nations structures namely with the World Health Organization, Population Fund, Children Fund, Development Programme, cooperation was carried out in such subjects as prevention and control of infectious and non-infectious diseases, tobacco smoking, provision of safe road traffic, healthy nutrition, improvement of health protection system, preparation to V Asian Games and their medical support, conduct of scientific and practical conferences and seminars on the achievement of the Goals of Millennium, organization of round table meetings on actual health protection issues and other.
Improvement of professional education was continued, new impulse was given to scientific and educational work. In 2016 2017 academic years, 323 students graduated Turkmenistan State Medical University including 20 young qualified specialists of sport medicine department.
For study of the world practice, 58 working trips have been organized under the partnership with the UN structures for the participation in different conference and training seminars in almost 30 foreign countries. 145 specialists participated in these journeys.
Last year, 90 professors and leading doctors from Germany including 30 specialists of the Senior Expert Service have visited our country for sharing of the experience.Cooperation with this organization became one of the forms of fruitful cooperation of the Ministry of Health Protection and Medical Industry of Turkmenistan with German colleagues.
Joint interdepartmental working committee including the representatives of leading clinics of Germany, representative of the ministries of health protection and medical industry, education, specialists of the State Medical university and I. Gandi Medical College has been established for study of the establishment of physiotherapeutic specialized secondary education institute.
Practical conference with the participation of German Siemens engineers who spoke of the suing of their equipment for diagnostics and treatment of diseases was also held in 2017.Special committee has been formed for study of biomedical engineering including such subjects as biology, medicine, biophysics, chemistry and mathematics and supporting introduction of innovative technologies to medical practice during diagnostics and treatment of the diseases.
It is also engaged in service and setup of medical equipment.The decision to form similar committees in different medical branches has been take at the session of the Cabinet of Ministries of Turkmenistan to fulfil the assignments of President Gurbanguly Berdimuhamedov.
The objectives of these structures will include study and analysis of advanced achievements of the world medicine, innovative methods of the diagnostics and treatment, scientific discoveries, coordination and organizational support of experience exchange, improvement of doctors’ qualification and other. Specialists and heads of Ashgabat and regional health protection departments and central medical organizations will take part in this work.
Scientific and practical conference and training sessions on health protection of mother and child have been held with the support of the experts from advanced clinics of Germany. Change of the practice on obstetrics and care of premature babies born with critical low weight was held.
As the result of the improvement of medical service of mother and child, almost all medical facilities, which successfully mastered the practice of infants’ breast-feeding, were awarded with the title of the Hospital of good child care instituted by the WHO.
Medical services of mothers and children was considerably improved. The programmes adopted in cooperation with international organizations were widely implemented in practical medicine of Turkmenistan. At present time, more than 20 plans and programmes are successfully realized in this direction.
Large-scale works aimed at efficient use of production powers of medical industry and its diversification in innovative way are carried out under the leadership of President Gurbanguly Berdimuhamedov.
From July 1 last year, sale of wide spectrum of antibiotics based on doctor’s prescription has been arranged in the government pharmacies. Owing to this, the conditions for reduction of the diseases resistant to medicine, for correct use of medicine by the citizens only after consultation with the doctor and according to the prescription will be made.
The facilities of the Ministry of Health Protection and Medical Industry produce the medicine and medical items from local material.The issues of quality control of the medicine and medical items imported to the country, reduction of import by increasing of the production of local medical goods are successfully solved under relative programme.
The production of plants and facilities of Turkmendermansenagat was exported to the total amount of more than 7 million manats.
Important role in large-scale complex work for implementation of the State Health Programme belongs to Interdepartmental Coordination Commission, which sessions are held with the participation of the representatives of the mission accredited in Turkmenistan by the WHO, children Fund, Population Fund as well as Mejlis, MFA, Ministry of Health Protection and Medical Industry, other ministries and departments.
Owing to such close versatile cooperation, considerable results were achieved in the realization of Ashgabat Declaration on prevention and control of infectious diseases, National Programme of road traffic safety in Turkmenistan in 2015 2017, National Programme of health nutrition of the population of Turkmenistan in 2013 2017.
Scientific and clinical centre of eye diseases and Training Dental Centre of the State Medical University, internal disease hospitals in Mary, three polyclinics with advanced equipment in the capital were built in the country in 2017. International Endocrinology and Surgery Centre for 300 patients was also opened in Ashgabat.
New facilities of health protection industry of Turkmenistan are to form modern model of medical service that has advanced scientific and practical arsenal of methods and means.
At present, the construction of children hospital for 120 patients in Mary, Avaza sanatorium for 200 guests as well as multi profile hospital in Turkmenabat are carried out rapidly under National Rural Programme as well as reconstruction of the hospitals in Mary and Dashoguz Velayats are ongoing.
In addition, the construction and equipment of the Centre of Mother and Child health Protection with modern hardware is carried out in Balkan Velayat.Modern sanatoriums in Bagabat settlement of Ak Buhday etrap, Ahal Velayat and Garlyk settlement of Koytendag etrap, Leebap Velayat next to natural spring Gaynar Baba and International Burn Centre in Ashgabat are under construction.
