2019, which was held under slogan “Turkmenistan Home of Prosperity!”, has come to the end.After few moments, we will see off 2019 and welcome New Year of 2020.
This year was one of the most favourable.We see of the year, which was full with success and labour victories.In these moments, when we address each other with the best wishes, I cordially congratulate you all on coming New Year 2020!

According to Turkmen calendar, 2020 is a year of Mice, which is distinguished with its hard-work, energy, does not fear of constraints, is resolute and the main thing, it is tireless in work. Generous yields are expected the Year of Mice.
We had major reforms in 2019, have started many grandiose projects.We have put into operation the only in the world plant for production of eco-friendly gasoline from natural gas in Ahal Velayat in the year held under slogan “Turkmenistan Home of Prosperity!.
New schools, kindergartens, street and many other facilities have been opened in the capital and regions.Thousands of happy families celebrate new home-warming parties, having received keys from new comfortable apartments.
Water purifying stations, hothouse farms and other facilities have been opened, thousands of working places have been created.
2019 will remain in the memory as a year of large-scale works. We have started the construction of Ashgabat Turkmenabat highway, have laid a foundation of new administration centre of Ahal Velayat. We have started the construction of infrastructural complex of social and production direction near Ak Yayla water reserve next to Altyn Asyr Turkmen Lake.
At the second session of the People’s Council of Turkmenistan, we outlined the objectives related to improvement of activity of representative body of legislative power.We approved the main directions of social and economic development of the country in 2020.
We will discuss important subject of the state activity at the session of the People’s Council in new year.
Today, deep reforms are carried out in agricultural complex. Our farmers produced generous yields of agricultural crops this year, having delivered more than 1,651,000 tons of wheat and more than 1,060,000 tons of raw cotton, having successfully completed undertaken contractual obligations. Generous yields of fruits, vegetables and cucurbitaceous crops have been produced.

Medical facilities are built in the capital and regions under slogan “The State for Human Being!” as the health of the nation is the main treasure of our state. Therefore, we pay great attention to development of physical culture, sports and Olympic movement.
Ashgabat has the Olympic village, which hosted V Asian Games in 2017 and the World Weightlifting Championship in 2018. We will have the Asian Futsal Championship, International Tennis Davis Cup Tournament and the World Sambo Championship in the same place next year.
We pay great attention to development of education sphere, upbringing of physical fit and spiritually developed youth with wide world outlook.
Development of our independent state, prosperity of the nation are closely connected with science. Being dynamically developed state, our Motherland confidently integrates into the world scientific space.
We have clearly outlined the main objectives of foreign policy of our neutral state. We set the target to strengthen the role of our independent country in the world, to bring relations with other states and international organizations to new level.
The policy of our country is supported by the United Nations Organization.this is indicated by the fact of election of Turkmenistan to numerous UN structure this year.
By our initiative, the United Nations has adopted the Resolution on Cooperation between the United Nations Organization and International Fund for Saving of Aral Sea on May 28 and on declaration of 2021 as International Year of Peace and Trust.
Cooperation with this Organization is a strategic course of our foreign policy and it will remain to be the same.
In 2019, Turkmenistan has chaired in the Commonwealth of Independent States. In this period, the events, which improved the authority of Turkmenistan in the countries of the Commonwealth, has been held on organized level in this period according to our goals for provision of peace, security and sustainable development.
We had the first Caspian Economic Forum as well as International Exhibition of Caspian Innovative Technologies and International Motor Review Türkmen sährasy-2019 under the forum in August. These important events were the main activities for further strengthening of cooperation between Caspian states.
We will continue working in close partnership with international organizations, steadily expanding relations with the states of the world strengthening our positions and authority of independent Turkmenistan in the world arena.

It is 25 years in 2020 since the adoption of the Resolution on Permanent Neutrality of Turkmenistan by the United Nations.Neutral and legal status of our state, which was recognized two times by this competent structure, is our pride and great achievement, our doctrine, which calls for the triumph of peace, friendship, humanity, cooperation for the sake of progress achievement.
The world community highly appreciates our neutral policy. In 2017, the United Nations General Assembly adopted the Resolution on declaration of December 12 as International Neutrality Day. It has become another convincing evidence of big support to our foreign policy. We have all reasons to celebrate the 25th anniversary of permanent neutrality of our sovereign state in 2020.
My Dear Compatriots!
Big work for development of national culture, protection and popularization of our heritage has been made in 2019.Inclusion of national carpet art to the UNESCO List of Intangible Human Heritage was one of bright evidences in this direction.
This pleasant event has also taken place in 2019.We will continue developing national culture as our spiritual treasure with all attention.
We declared “Turkmenistan Home of Neutrality” as a slogan of 2020.
My Dear Friends!
We make 10 percent increment of salary wages for all personnel of budgetary and self-sustained structures, public organizations, pensions and state allowances, student scholarships from January 1, 2020 for improvement of wellbeing of people, enhancement of social and living conditions. We pursue this policy every year.
