President Gurbanguly Berdimuhamedov Held a Working Meeting

Yesterday President Gurbanguly Berdimuhamedov held a working meeting with some Deputy Chairmen of the Cabinet of Ministers, heads of structures of the oil and gas complex, as well as with the participation of representatives of the Tatneft Public Joint Stock Company of the Republic of Tatarstan of the Russian Federation, who arrived in our country to participate in the 26th International Conference “Oil and Gas of Turkmenistan-2021”.

During the meeting, issues of further development of the oil and gas industry, increasing oil production at the country’s fields were discussed, and prospects for increasing cooperation with Tatneft PJSC were identified.

Within the framework of the meeting, it was held a presentation of a joint infrastructure project aimed at diversifying the domestic fuel and energy sector, and strengthening Turkmenistan’s positions in the world energy markets.

Opening the meeting, the nation’s leader noted that in our country, which is among the leading energy states of the world, along with other sectors of the economy, special importance is attached to the development of the oil and gas industry.

In this regard, having created the appropriate conditions, cooperation in the provision of services has been established between the Turkmennebit State Concern and the Tatneft Public Joint Stock Company of the Republic of Tatarstan of the Russian Federation, the head of Turkmenistan said.

In continuation, President Gurbanguly Berdimuhamedov focused on the aspects of the long-term partnership with Tatneft PJSC and on the indicators demonstrating the performance of their planned work.Then President Gurbanguly Berdimuhamedov focused on the main topic of the meeting.

As the leader of the nation noted, today it will be discussed issues of oil production at Turkmen fields, as well as the possibility of further expansion of cooperation with Tatneft PJSC in order to increase oil production in our country.

Further, the Chairman of the Turkmennebit State Concern G.Baigeldiev reported on the work carried out, and also having applied slides presented information about the practical steps being taken to modernize the Goturdepe and Altyguiy fields located in the Balkan velayat.

As a result of the complex geology and numerous splits, the Goturdepe deposit has been divided into four parts: Central, Western, Eastern and Northern.The head of the State Concern gave a number of figures on recoverable oil reserves at this field, as well as on productive horizons.

Having reported that in recent years, the rich experience of foreign companies in the overhaul of wells for the efficient extraction of oil reserves has been studied, the head of the State Concern tabled for President Gurbanguly Berdimuhamedov’s consideration a proposal prepared jointly with the Tatneft Public Joint Stock Company.

In particular, it was reported that the current contract stipulates the conclusion of an Additional Agreement for the repair and commissioning of at least 300 idle and scheduled for closure wells.

According to the results of seismic exploration, a unified database was created, a three-dimensional model of the Goturdepe field was built and in total 52 exploration wells were laid.

Within the framework of cooperation with Tatneft PJSC, it is planned to carry out appropriate work at the Altyguyi field.Having heard the report, President Gurbanguly Berdimuhamedov focused on the priority tasks facing the institutions of the Turkmennebit State Concern.

It was emphasized the importance of further improving the activities of the State Concern.In this context, there were given specific instructions on the discovery of new oil fields and their effective development.

Then the President of Turkmenistan gave the floor to the General Director of the Tatneft Public Joint Stock Company Nail Maganov.Expressing gratitude for the time devoted to the meeting, the head of the largest Russian company conveyed cordial greetings from the President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov, who addressed sincere wishes of happiness and success to the Turkmen leader on the way to achieving the lofty goals of modernity.

The head of Tatneft PJSC informed President Gurbanguly Berdimuhamedov about the work carried out in accordance with the contracts concluded with the Turkmennebit State Concern on a number of fields in Western Turkmenistan.

In the presentation submitted by the company, there were outlined specific works, the implementation of which in the future will double the volume of oil production in the fields of Turkmenistan.

The tables and diagrams demonstrate plans for the implementation of geological and technical measures at the Goturdepe field, prospects for the development of service oilfield equipment to improve the efficiency of oil production and import substitution.

There was also information about the planned investments of the operator in the Goturdepe field, and there were given approximate indicators of the contribution to Turkmenistan’s GDP from its development.

Thanking the representatives of Tatneft PJSC for a responsible, constructive approach to issues of interaction, the nation’s leader emphasized that, taking into account the long-term development plans, the most favorable conditions have been created in Turkmenistan for expanding fruitful cooperation.

During the meeting, President Gurbanguly Berdimuhamedov focused on the priority areas of development of the oil industry.Addressing the Vice Prime Minister Sh.Abdrakhmanov and the head of the Turkmennebit State Concern G.Baigeldiyev, the head of Turkmenistan focused on promising tasks to increase the volume of crude oil production and the implementation of approved plans.

First of all, the President of the country underlined, that it is necessary to accelerate the pace of work on the effective attraction of foreign investments to the oil and gas industry, to make more active use of the international experience and new methods available in this area in the interests of the Turkmen side, to conclude new contracts for the provision of services.

At the same time, it was emphasized the need to increase the pace of work on the overhaul of existing wells.Focusing on the proposals presented by the company and the State Concern aimed at continuing the provision of services in oil fields, as well as the construction of hydrodynamic models of fields, President Gurbanguly Berdimuhamedov highlighted that specialized experts should analyze and fully study their compliance with the legislation of Turkmenistan and the interests of the parties from a technical, economic and commercial point of view.

The head of state emphasized that our country is aimed at further modernization of the material and technical base of the fuel and energy complex, the diversification of which will accelerate in the context of the large-scale tasks outlined by the Program of Socio-Economic Development of Turkmenistan for 2019-2025.

In this regard, it is relevant to search and identify areas of cooperation and effective use of the opportunities of Turkmenistan and Tatarstan business communities with an emphasis on the innovative component, the leader of the nation said.

Having conveyed his best wishes to President Rustam Minnikhanov, President Gurbanguly Berdimuhamedov expressed his confidence in further strengthening of bilateral relations.Concluding the working session, the head of Turkmenistan wished its participants success in joint activities destined to serve for the benefit of the peoples of Turkmenistan and the Republic of Tatarstan of the Russian Federation.
