Gulsenem Taganova, a resident of Ashgabat, has recorded her third video address to President of Turkmenistan Gurbanguly Berdymukhammedov where she brought to his attention that the pressure was exerted on her by the NSM officers and complained about yet another refusal to provide her with an apartment to which she is entitled .
After “Chronicles of Turkmenistan” had posted Gulsenem’s previous appeal in August 2020, she was summoned to the municipal khyakimlik’s office where the staff of the National Security Ministry tried to threaten her with “consequences”, including imprisonment.
I am not scared, you can do what you want! the desperate retiree replied.
Because the threats did have any result, officers of the special security services changed their tactics and promised Gulsenem with assistance in obtaining accommodation if she stopped contacting Soltan Achilova and recording her video appeals.
Taganova’s son Maksat works as a foreman in one of the house administrations in Berkarar etrap of Ashgabat.He has found that there is an apartment which has been vacant for many years.
It was previously owned by a peacekeeping soldier who had left the country with his family long ago.Because war veterans are exempt from paying gas, water and electricity bills and the previous owner did not terminate his residence registration, staff of the house administration were not aware that the apartment was vacant.
The Taganovs informed the NSM officers about the apartment and asked for help with documents as they had promised.The latter agreed.Taganova submitted the application and the house administration organized a commission which made some enquiries and, pursuant to the law, drew up a report certifying that the apartment was vacant.
The commission opened the apartment and allowed Taganova to replace the lock.
However, after this this the NSM, the khyakimlik’s office and house administration stopped answering Taganova’s calls who was trying to obtain the permit to move in.
Meanwhile, according to the house administration, the khyakim of Berkarar etrap Gyshkov decided to sell the apartment. The indignant retiree recorded yet another video address asking for President Berdymukhammedov’s assistance in the matter.
Gulsenem Taganova, a former gardener from the closed joint stock company “Khyzmat” and part of “Turkmenneft” holding, has been unable for 13 years to get the accommodation to which she is entitled.
Accommodation is provided to employees at a 50% reduction.During all these years those who were on the waiting list ahead of her as well as after her have been provided with accommodation.
