Russian Ministry of Transport: Passengers who miss their flight will retain the right to use a return ticket

The Russian Ministry of Transport is making significant changes to the rules of air transportation. From September 1, 2025, passengers who are late for their flight will be able to retain the right to use a return ticket.

Previously, airlines had the right to cancel the entire order if a passenger was late for the first flight, RIA Novosti reports.

Besides, additional fees for late arrivals are waived. However, you will still have to pay for the actual costs of the carrier.

In accordance with the order of the Ministry of Transport, airlines are required to prepare documentation disclosing pricing mechanisms to ensure greater transparency of air transportation tariffs.

The order comes into force on September 1, 2025 and will be valid until September 1, 2031.
