Yesterday, President Gurbanguly Berdimuhamedov has held the first online meeting of the Cabinet of Ministers in the new year to discuss priority issues of state life as well as to consider drafts of a number of documents.
Turning to the agenda of the meeting, the head of Turkmenistan gave the floor to Chairwoman of the Mejlis of the Milli Gengesh who informed on the activity carried out to improve further the national legislation and strengthen the legal and democratic bases of the state.
In accordance with the tasks proceeding from state programs, the working plan of the Mejlis for 2022 has been developed.Deputies work to popularize the home and foreign policy of the state and motto of 2022 Epoch of people with Arkadag and to explain the essence and contents of the laws adopted.
Further, Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev reported on the complex work carried out jointly with the Mejlis as well as ministries and sectoral departments, specialists of industrial enterprises and research institutes to improve a legal basis of the country with a view of further development of all sectors of national economy, successful realization of the socially-oriented state policy.
Then, Deputy-Chairman of the Cabinet Serdar Berdimuhamedov reported on the state of affairs in the sector under his supervision, in particular, on the measures to approve working plans of sectors of economy, finance and banking of Turkmenistan for 2022.
Besides it, in accordance with the Regulations approved by the Resolution of the President of Turkmenistan of March 12, 2021, the draft of the working plan of the Supreme Control Chamber for 2022, which was submitted for consideration of the heads of the state, has been developed.
Making an emphasis on the working plan of the Supreme Control Chamber for 2022, the President of Turkmenistan noted importance of practical measures for achievement of the goals set in this direction and gave related instructions to the Deputy-Chairman.
Deputy-Chairman of the Cabinet of Ministers Sh.Abdrahmanov reported on the state of affairs in the fuel and energy sector he supervises, in particular, on the work for production of new types of petrochemical goods at Turkmenbashi oil refineries complex.
As was informed, at present, raw oil is processed and internationally competitive high quality goods are manufactured here.The production of new type of petrol grade А-98 meeting related quality standards of EURO-6 and differing with its higher ecological cleanness has started here.
The Deputy-Chairman also reported that as a result of researches, carried out in the laboratory of company Saybolt of the Kingdom of the Netherlands, this product has been granted with the certificate of standards of ecological requirements of K5 and EURO-6 standards.
At present, the work to include the gasoline grade A-98 in the state register by the Main State Service Türkmenstandartlary as a new type of petrochemical product and preparation of the certificate of conformity is carried out.
In his turn, Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the measures taken to implement the goals envisaged in accordance with the adopted state programs to grow agricultural crops and to strengthen food supply.
According to the Law of Turkmenistan On plant protection, the draft of the state program for protection of plants for 2022-2025 has been developed and within its framework, it is planned to improve use of agro-technical, chemical and biological methods of protection of plants, conduction of tests and registration of means of protection of plants on a scientifically approved basis.
Deputy-Chairman of the Cabinet Ch.Purchekov reported on the measures taken to adjust production of import replacing goods, in particular that of glass fiber reinforced polymer rebar in the country.
So, Open End Joint Stock Company Senagattehnologiýalary, established jointly with individual enterprise Algap member of the Union of Industrialists and Entrepreneurs has carried out production of the pilot batch of the glass fiber reinforced polymer rebar from glass fibers.
The certificates of quality, conformity and safety from a number of state institutions have been obtained.Deputy-Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the activity to adjust cross-border trade between Turkmenistan and the Republic of Uzbekistan.
In this connection, it was informed that with a view of implementation of the Agreement on cross-border trade centre, mutual trade and investments signed during the official visit of the President of Turkmenistan to the Republic of Uzbekistan on October 5, 2021, the Ministry of Trade and Foreign Economic Relations of the country jointly with its subordinate departments carries out the related work.
It concerns determination of the area and location of the cross-border trade zone and related projects, preparation for their charts and drawings, development of drafts of the Regulations of the intentional and regional wholesale trade, transit and control of goods in accordance with the national legislation and others.
Then, Deputy-Chairwoman of the Cabinet M.Mammedova reported on the work carried out to research national designs in which the image of Turkmen alabay has found its reflection.
As was noted, the book by President Gurbanguly Berdimuhamedov “Turkmen alabay” has served a great impulse for further research of the history and national cultural traditions and customs connected with this breed of the dog.
By display of slides, the Deputy-Chairwoman of the Cabinet presented several ornaments dating to the 7th -5th BC.They included such design as It ýatak, which as the shape of the orderly arranged teeth of the saw, which as scientists think, symbolizes small doghouses.
The oldest wall painting of the alabay was found at the site of Pessejik-depe of the Stone Age located in the suburbs of Gokdepe village of Gokdepe district, was discovered.
Today, this ancient design is known as Älem nagşy and is used in weaving carpets in Akhal.Another ancient design glorifying the Turkmen alabay is Güjük yzy.As a result of archaeological excavations carried out in Baharden district of Akhal region, at the brick-laid monuments of Shahrislam dating to the 9th -14th centuries, there have been unearthed images of claws of Turkmen alabay.
According to the ancient beliefs, this design serves as charm protecting the home, cattle and health of the man.Therefore, one can find it on carpets placed from the inside of the entry of the building Ak öyi.
One of the traditional ancient designs of Turkmen carpets, rugs, felts and other handmade works is Tazy guýruk.It is found on the fringes of the carpets and surround the central ornament of articles placed from the inside of doors.
Our ancestors considered it as amulet to keep from the evil eye.At the site of Shahrihaybar, which is located in the territory of Gokdepe district of Akhal region and dates to the 9th -14th centuries, Turkmen scholars could discover a fragment of a bowl with the image of the tale of the borzoi (tazy).
The given fact supports the hypothesis on cultivation of the Turkmen alabay and hunting tazy in this region since the olden days.The leader of the nation commissioned her to include this area of study of applied art in the curriculum of higher educational establishments, particularly in those, which study the humanities and attract both scholars and members of the Milli Gengesh to the work on protection of this heritage.
Deputy-Chairman of the Cabinet S.Toyliev reported on the issues on preparation and participation of the national teams of Turkmenistan in the XXXIII Summer Olympic Games and XVII Paralympic Games to be held in Paris (French Republic) in 2024.
Deputy-Chairman of the Cabinet, Minster of Foreign Affairs R.Meredov reported on the measures taken to develop further cooperation between Turkmenistan and International Telecommunication Union.So, taking into account a special significance given to the issues of cybersecurity, it is proposed to develop drafts of the National Strategy of Cybersecurity of Turkmenistan and Actions plan for its realization.
In this connection, in the first half of this year it is planned to adjust regular consultations between ITU and related state institutions of our country on issues of improvement of their work and to organize local training courses and take part in regional trainings on cybersecurity and held explanatory campaign among the population on cybersecurity issues that will help raise the position of our country in the Global Cybersecurity Index made by the International Telecommunication Union.
Having approved proposals made on further development of mutually beneficial cooperation with the International Telecommunication Union, the leader of the nation gave a number of concrete instructions to this end.
The head of the state also signed the Order to send a state delegation of Turkmenistan to the Islamic Republic of Iran for January 8-9 and sent the document to the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs online and gave related authorities concrete instructions to hold constructive talks on political and economic issues in place.
Deputy-Chairman of the Cabinet, Secretary of the State Security Council Ch.Amanov who spoke further, reported on the activities of institutions of justice to further improve the national legislation.
At present, the Service for State Registration of Real Estate Rights and Transactions of the Ministry of Adalat of Turkmenistan has launched the official website.The electron program has been developed and introduced to provide a number of legal services by the State Service online and carry out online payment for them.
Director General of the Transport and Communications Agency at the Cabinet of Ministers M.Chakyev reported on the draft of the Resolution On approval of the Regulations for licencing aviation activity.
Having heard the report, President Gurbanguly Berdimuhamedov made an emphasis on the issues of introducing of modern methods and management widely in the aviation sector that are stipulated with realities of the time and are an inseparable part of the factor of further development of activities of state institutions taking into account the tasks set before them.
In this connection, the leader of the nation signed the submitted document and sent it online to the head of the Agency.For the inadequate performance of his duties and serious shortcomings made in his work, the head of the state gave a strict reprimand to head of Türkmenaragatnaşyk Agency Kh.Khudayguliyev, signed the related Order and sent the document to M.Chakyev online.
In this connection, the President of the country informed on the decision to appoint Deputy-Chairman of the Cabinet Ch.Gylyjov, who supervises Akhal region, head of the related commission and Deputy-Chairman of the Cabinet Serdar Berdimuhamedov and Deputy Chairman of the Cabinet Ch.
Purchekov who relatively take responsibility for financial affairs and construction activities as its members.Having informed on his intention to visit other regions of the country in the near future, President Gurbanguly Berdimuhamedov underlined that all conditions are created and will be created for development of huge hydrocarbon reserves of our independent neutral fatherland for the benefit of our people.
Addressing Deputy-Chairman of the Cabinet Sh.Abdrahmanov, the head of the state stated that for several years now, in the region of Darwaza a huge amount of gas has been burning and the given circumstance tells negatively on both ecology and health of people living nearby.
Further, President Gurbanguly Berdimuhamedov made an emphasis on the expediency of work on another grandiose program.The leader of the nation stated that I will just tell one thing that in spite of the complex period after obtaining independence and all difficulties overcome, we could create and improve the democratic, legal and secular state structure.
As the President of the country further stated, for that time an efficient structure of state power has been established.Relying upon the experience gained in the course of many years state institutions have been improved.
The national economy is gradually modernized and the position of independent Turkmenistan in the world community is strengthened.In this connection, the leader of the nation proposed to hold an extraordinary meeting of the Khalk Maslakhaty in early February to consider and approve the program of development of the country for the next 30 years and sum up the outcome of work for 2021 and mark goals for the current year.
The President of Turkmenistan commissioned Deputy-Chairman of the Cabinet Serdar Berdimuhamedov, Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova and Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev to ensure general coordination of all the work connected with the holding of the extraordinary meeting of the Khalk Maslakhaty.
The leader of the nation also commissioned all members of the Government to prepare well for the upcoming meeting of the Khalk Maslakhaty.Other important issues of state life were also considered and related decisions were adopted at the meeting.
