Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, in which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to modernize the legislative framework of the country, was the first to take a floor at the meeting.
As she informed, at present, on the basis of the proposals arriving from corresponding ministries and sectoral departments, preparation of drafts of laws of Turkmenistan On establishment of the anniversary medal Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja","On state registration of the rights to real estate is carried out and additions and amendments are made to the Customs code of Turkmenistan, a number of other legal acts, and corresponding work is carried out to provide a legal aid to join our state international documents.
With a view of development of mutually beneficial cooperation with foreign countries and international organisations, popularisation of the peaceful humane policy of Turkmenistan peaceful, humane policy by means of parliamentary diplomacy, representatives of the Mejlis took part in the 152nd Assembly of the Inter-parliamentary Union and forums, which were held in its frameworks and meetings, in Istanbul (Republic of Türkiye).
At the same time, she informed on participation in the first session of the Dialogue of women-leaders of states of Central Asia. During the event, the exchange of opinions on the role of women in society and maintenance of their social guarantees took place. Achievements in this sphere were also highlighted.
Summing up the information, President Serdar Berdimuhamedov pointed out that effective work is implemented to prepare new bills. In this connection, the head of the state focused attention on the significance of further perfection of the legislative framework of the country.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on realised practical steps to ensure state support to home producers of agricultural production.
As he informed, according to the wise policy of the President of Turkmenistan, a large-scale work is realized for dynamical development of all regions of the country, modernisation of agriculture, industrial sector and sphere of services in velayats, improvement of living conditions and employment of urban and rural population.
Having reported on adopted measures on financing investment projects connected with development of animal industries and poultry farming, manufacture and agricultural products processing, and rendering of services, the Deputy-Chairman of the Cabinet submitted a proposal for consideration of the head of the state for encouragement of agriculturalists.
Having heard the report, President Serdar Berdimuhamedov noticed that in the country a proper work is implemented to develop velayats and increase standards of living of people. Having approved the proposal on rendering financial support to manufacturers of agricultural production, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on the work carried out by "Türkmennebit" State Concern to improve the activity of Seydi oil refining factory.
As he informed, at present, at the enterprises of the State Concern, in particular, at the Seydi oil refining factory, due measures aimed at increase of its capacity, deep oil refining, modernisation of corresponding objects are realized. The qualitative fulfilment of these works will allow equipping industrial shops with the modern technologies and improving productions.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that purposeful activity is implemented to develop the national oil and gas industry at the modern level. Having approved the proposal on modernisation of industrial objects of Seydi oil refining factory, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of agricultural sector, course of seasonal campaigns in velayats and preparation for the national holiday of Turkmen horse.
As he informed, in regions the cotton sowing proceeds, and in particular, due work on effective involvement of agricultural machinery and equipment and vegetative watering and the first interrow cultivation of the sown areas is carried out.
With a view of the further strengthening of food abundance in the country, proper care is taken of the wheat fields, including application of mineral fertilizers and watering. Within the forthcoming grain-harvesting campaign due preparation goes on in reception points, elevators and harvesting combines.
At present, silkworm growers provide due care of silkworm eggs according to agro-technical standards.
The Deputy-Chairman of the Cabinet also reported on preparation according to the plan of the festive actions devoted to the national holiday of Turkmen horse.Thanks to the conditions created by the President of Turkmenistan and Hero-Arkadag, it is widely marked to honour Akhal-teke horses which have been bred on the Turkmen land throughout centuries and are a national property and pride of our people.
Having heard the report, the head of the state emphasised the importance of the further complex development of agriculture, conduction and completion of the cotton sowing within target dates in velayats and ensuring of proper care of wheat according to agro-technical standards.
The Deputy-Chairman of the Cabinet was also instructed to prepare and provide properly a high level of solemn actions on the occasion of the national holiday of Turkmen horse.
Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation conducted in the capital for the national holiday of Turkmen horse.
As he informed, necessary measures were taken for transformation of Ashgabat into a blossoming garden, creation of favourable conditions for cultural leisure of residents and guests of the central city as well as for appropriate preparation for festive events and maintenance of their organization at high level.
In that regard, he reported on the course of accomplishment of territories of social and cultural objects, parks and green zones.
Having heard the report, President Serdar Berdimuhamedov underlined that in the country, including in Ashgabat, the national holiday of Turkmen horse is widely celebrated. The head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work on decoration and accomplishment of the capital and properly prepare for the forthcoming holiday.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on realised practical steps on further modernisation of textile industry.
As he reported, necessary measures are taken at present with a view of manufacture of various kinds of high-quality wool yarns from local raw materials, which are in great demand on the foreign markets. It is urged to promote satisfaction of the demand of home market and increase of export potential of Turkmenistan.
In that connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noticed that in the country the textile industry effectively develops, at the modern textile enterprises high-quality production is made.The head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out corresponding work to commission a new enterprise of the textile complex in the city of Bayramaly of Mary velayat into operation.
Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the program of main events and opening of social and cultural projects planned for May of the current year.
As she informed, the forthcoming month will witness various celebrations on the occasion of the motto of 2026 Independent neutral Turkmenistan - the homeland of purposeful winged racers, 35th anniversary of sacred independence of our fatherland, Victory Day, Day of the Constitution and National Flag of Turkmenistan, City Day of Ashgabat, the holiday of Turkmen carpet.
At the same time, it is planned to hold final rounds of the competition Çalsana, bagşy! in Ashgabat and Arkadag cities and in Akhal and Balkan velayats.
Within the cultural-humanitarian interaction with the International organisation of Turkic culture, it is expected to organise a concert in honour of Days of opera of TURKSOY.
On the occasion of Day of the Constitution and National flag of Turkmenistan, a flower laying ceremony at the Monument to the Constitution and national flag as well as a festive concert in the song and music centre "Aşgabat" are planned.

Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of appropriate preparation for the events planned to hold in May of the current year on the occasion of Victory Day, Day of the Constitution and national flag of Turkmenistan, City Day of Ashgabat and the holiday of Turkmen carpet.
The head of the state also instructed the Deputy-Chairwoman of the Cabinet to prepare properly for opening ceremonies of social and cultural projects and to provide their high level.
Deputy-Chairman of the Cabinet B.Mammedov reported on the actions planned in honour of the 81st anniversary of Victory in the Great Patriotic War.
As he informed, all over the country cultural and public events will be held on the occasion of this date as a sign of high honour of heroism of our compatriots.
In particular, the scientific-practical conferences devoted to the significance of admonishments of the President of Turkmenistan on peace, friendship, patriotism, conversations about heroic pages of military years, song and music events, exhibitions, flower laying ceremonies at the Memorial complex Halk hakydasy in Ashgabat, and in velayats at the monuments, which have become sacred places of fighting glory, as well as ceremony of presentation of veterans of war and labour with festive gifts are planned to hold.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov pointed out that in our country all conditions are created for veterans of war and labour, who showed a high example of heroism.
The head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to hand memorable gifts to veterans of war and mothers who self-denyingly worked in days of war, on the occasion of Victory Day and to carry out corresponding work to that end.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on cooperation of Turkmenistan with countries of the Asian-Pacific region.
As he marked, the deepening of partnership with the Asian-Pacific region states acts among key vectors of foreign policy of President Serdar Berdimuhamedov.
In the given context, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag throughout many years carried out a great deal of work on establishment and deepening of mutual relations with countries of this region.
At present, under the leadership of the President of Turkmenistan interaction with the states of the Asian-Pacific region is increased.In particular, with the People’s Republic of China, Japan, Republic of Korea and Malaysia on a constant basis activity for complex expansion and strengthening of interstate cooperation in political-diplomatic, trade and economic and cultural-humanitarian spheres is carried out.
In that regard, a number of the proposals considering a significant role of countries of the Asian-Pacific region in modern world politics, relations of our state with them and the wide experience of partnership, which has been saved for years of independence, were presented.
Considering the fact that one of the important goals of foreign policy, realized by President Serdar Berdimuhamedov is the further development of cooperation with countries of the Asian-Pacific region, and with a view of expansion of diplomatic representatives of our state in these countries it was proposed to appoint ambassadors of Turkmenistan in the Republic of India and Malaysia simultaneously to act as ambassadors in the Maldivian Republic and in the country of Brunei-Darussalam, accordingly.
Having heard the report, President Serdar Berdimuhamedov noticed that our fatherland consistently develops diplomatic relations with world states, including with countries of the Asian-Pacific region.Having approved the presented proposals on the further strengthening of cooperation with these countries, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work.
Then, Deputy-Chairman of the Cabinet B.Annayev reported on adopted measures on preparation of highly skilled specialists for the communication sphere.
As he informed, at present, in this field an effective interaction with the International Union of Telecommunication that has a huge significance in the context of introduction of innovative technologies in the branch, work in the field of artificial intelligence and information-telecommunication systems, and in realisation of advanced solutions, is carried out.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in the country a purposeful activity is implemented to develop digital economy and introduce innovative technologies.Thus, the special attention is given to training of highly qualified specialists.
Having approved the proposal to organize a professional seminar together with the International Union of Telecommunication, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out proper work to that end.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that the country widely marks the national holiday of Turkmen horse.
Akhal-teke horses are a national pride and property of our people, the head of the state said and stated that the work on development of horse breeding and popularisation of Turkmen horses in the world will be continued.
Taking an opportunity, President Serdar Berdimuhamedov warmly congratulated participants of the meeting and people of our country with the national holiday of Turkmen horse.
Participants of the meeting warmly congratulated the head of the state and Hero-Arkadag with the forthcoming holiday as well.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
