The opening ceremony of recreation infrastructure facilities, which have been built on the bank of the lake located in Bagiyarlyk etrap, Ashgabat, took place with participation of President Gurbanguly Berdimuhamedov. Therefore, new recreation zone has started its work, having welcomed the first guests.
Putting of new facilities, which are designate for active leisure, into operation is another step toward the formation of developed resort, sport, health improving and entertainment centres in the country.
For the short period, this place with picturesque lake in northern part of Ashgabat has changed beyond recognition and literally received new life, having given an excellent opportunity to residents and guests of the capital to spend their free time with interest.
On occasion of remarkable event, the Speaker of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, heads of ministries and departments, military and law enforcement agencies, public organizations, mass media, Hyakim of Ashgabat, youth and children have gathered in this place in the morning.
Everybody welcomed President Gurbanguly Berdimuhamedov who has also come to the ceremony. The Head of the State went to new recreation zone, which is represented by originally designed place with all conditions for comfortable and pleasant recreation.
Having looked around the territory surrounding the lake, the President of Turkmenistan went to the tent where members of the Government and official have gathered. Displays with projects prepared for further development of recreation zone were presented in the tent.
The projects provide conceptual vision of this area as a big massif of separate cottage estates, social infrastructure facilities united by the idea of creation of attractive environment for the citizens with the focus of active leisure on the bank of the lake, water amusements as well as protection of favourable environment of this place.
Options of planning solutions and architectural proposals were presented by the Ashgabat city hall, industrial and construction complex and Union of Industrialists and Entrepeneurs.
Addressing the participants of the event, Head of the State Gurbanguly Berdimuhamedov congratulated everybody on the opening of recreation centre and informed on decision to name the lake Altyn köl.
Human being is declared as the highest value of the society and state in our country. in this regard, we strengthen the health of the citizens, take permanent care of improvement of recreation conditions, build and open new sanatoriums and health improving centres, the President of Turkmenistan continued.
Large-scale work for environment protection is carried out, big territories have turned into forest zones and blooming gardens, the nature becomes better and more beautiful every year. This is the main condition of high level of ecological situation all over the country, Turkmen leader highlighted.
Having noted that opening of modern recreation zone on the bank of the lake, which decorates the northern outskirts of Ashgabat owing to big work carried out in this place for short period, is just the beginning of colossal changes, President Gurbanguly Berdimuhamedov expressed confidence that this place would be very popular among Ashgabat residents and guests of the capital.
All conditions have to made at the bank of the lake for recreation of the population, especially for children, regular public transport, work of trade industry facilities, catering, medical outlets and sport ground have to be organized properly, sanitary standards have to be strictly complied, the President of Turkmenistan said.
Having wished success in coming work for strengthening of the health of the population and proper organization of the recreation to personnel of new complex, the Head of the State signed the Resolution on naming of this lake as Altyn köl.
After, President Gurbanguly Berdimuhamedov gave floor for report to Deputy Chairman of the Cabinet of Ministers Sh. Durdliyev.
The Vice-premier reported that land plots have been given to Ashgabat city hall, industrial and construction complex, oil and gas industry and law enforcement agencies for construction of facilities.
At present, works for development of the area have been expanded, namely beach zone is developed, roads coming to the lake are under renovation. Cleaning of the territory surrounding the lake has been made.
There are several options of Administrative buildings, cottages, shopping centres, yacht club, hotels, fitness centres, open and indoor swimming pools, restaurants, children play grounds, sport facilities, open car parking, aqua parks, places for cultural events, bicycle rental outlets, parks, health centres, boat jetty and other among presented projects.
First stage of construction of modern facilties designated for recreation of citizens and interesting time spending of children was initiated by the President of Turkmenistan on May 28 during working tour around the capital.
At present moment, the construction of children sport grounds, recreation rooms, medical aid outlets, rescue monitoring points, grocery and other stores, accommodations for personnel, ambulance and other vehicle parking and other auxiliary facilities has been accomplished.
Undoubtedly that built complex will be favourite recreation place of the residents and guests of the capital, especially children, soon. People will have opportunity to restore their energy from surrounding nature, recreate health and physical strength.
President Gurbanguly Berdimuhamedov requested persons in charge of the events to have a briefing for mass media for detailed highlighting of opening of new recreation zone and all matters related to operation of the place in mass media.
Vice-premier Sh.Durdiliyev was requested to make detailed models of entire complex, certain buildings and facilities based on the projects of the next phase of development of the lake that have been presented.
It would be reviewed in September and once approved, relative decision of further expansion of recreation zone would be taken, the Head of the State said.
Minister of Health Protection and Medical Industry N. Amannepesov made a report next. He noted that sanatoriums and health improvement centres, in which our citizens are able to have good holiday and to restore their health, are built in the country together with improvement of life level of Turkmenistan citizens.
Ecological condition of the lake complies with set requirements, the Minister noted. Provision of medical services has been arranged for children and adults . Medical aid facility opened at the request of President Gurbanguly Berdimuhamedov is fully provided with medicine and necessary medial appliances. Duty shift of ambulance vehicles and experienced emergency medical personnel has been arranged.
Citizens willing to visit the lake are able to have a medical test and obtain relative reports, which is valid for 14 days, from Student Health centre while foreign citizens from International Centre of head and neck diseases of the capital.
Disinfecting works have been carried out all around the territory of the complex and such activity would be made on regular basis, the Minister said.
The tourists have to present medical reports at two entry points to recreation zone, which were organized by the Ministry of Interior. The swimming in the lake is allowed from 0900 to 1900.
The Head of the State noted that all information about it have to widely covered by mass media, in particular in newspapers and magazines, and gave instructions to relative officials.
Having noted that matters related to health protection of people, provision of harmonic development of children would always be under attention of the Government, President Gurbanguly Berdimuhamedov highlighted the necessity of application of modern methods and latest technologies in this activity.
Turkmen leader has given certain directions for medical provision of the recreation zone at the bank of Altyn köl Lake.
In his turn, Minister of Trade and Foreign Economic Affairs O.Gurbannazarov reported on organization of shopping, provision of wide variety of food and other products required in similar places.
Having highlighted that high level of shopping services has to be provided for tourists at the lake, the President noted the necessity of active application of advance practice in this direction and gave relative instructions to the Minister.
Head of Türkmenawtoulaglary Agency O.Sukhanov informed the numbers of public transport routes, which would make regular shuttle trips to Altyn köl Lake; these are passenger urban buses No. 11, 7 and 82.
Having noted importance of organization of passenger transport service on proper level, the Head of the State ordered to make optimal bus schedule to the lake in summer season when the number of people willing to spend their free time near water would be big.
The movement of buses and taxis has to be arranged according to the requirements of recreation zone and set order. information about passenger transport routes has to be highlighted in mass media for awareness of the citizens.
Chairman of the Union of Industrialists and Entrepreneurs of the country D. Hudayberdiyev reported on construction works carried out by private companies and services, which would be provided to the campers by small and medium private companies.
The President of Turkmenistan noted that provision of high quality of construction of social and other facilities, their commissioning as per schedule as well as their provision are important requirements.
Minister of Education M. Geldiniyzov informed that Education Department of Ashgabat would issue relative documents to the children who wish to spend their holidays in this place. It is important in order to determine the number of the tourist and definition of their stay in recreation zone.
The Head of the State has focused on organization of these measures according to general Provision of the recreation zone and modern international practice in order to provide high level of work in summer season.
Minister of Interior M. Chakiyev reported on the programme developed for arrangement of rescue services on the lake and its banks, provision of fire safety and rental of boats and other watercrafts.
President Gurbanguly Berdimuhamedov highlighted the necessity of provision of safety in swimming season and ordered to approach the organization of rescue services in recreation zone as well as other measures of order monitoring with full responsibility. Relative ministries have to implement regular monitoring of this activity.
Turkmen leader noted the relevance of establishment of relative Department for improvement of activity of the recreation zone on Altyn köl Lake and informed that he decided to appoint B. Suleymanov as the Head of this structure.
President Gurbanguly Berdimuhamedov made special mention of importance of regular inspections of water in the lake.It is necessary to take water samples for laboratory analysis every morning and to open the recreation zone for visit and swimming only if positive results are received.
These and other issues have to be reviewed at the working sessions with participation of heads of all services and departments made in new recreation zone.
In the future, number of staff will be increased as this big project would stimulate the development of this area and would turn into independent administrative and territorial unit of the capital the Altyn etrap with the time, the Head of the State said, having wished success in solution of set objectives to new official.
In the meantime, it is necessary to open the branch of Bagtiyarlyk etrap administration in this place, the Head of the State noted.
The official opening ceremony of the complex was continued with bright music composition with participation of young artists. After, the Head of the State went to the arch, which has been installed on occasion of the opening ceremony, where he cut symbolical ribbon. Turkmen leader went to the territory of the complex looking around its arrangements.
The complex has cosy terraces, well-equipped children play and sport grounds, football, volleyball and basketball fields. It has 10 shelter house for recreation f young visitors, accommodations for service personnel, medical facility and ambulance service.
It has changing cabins and jetty near the beach. There are also two observation towers for rescue service and safety control during summer swimming season, shopping outlet and parking for 160 vehicles.
Having looked around summer tea houses, grocery store, sport and play grounds in the first sector of the complex at the lake and conditions for organization of active leisure, the Head of the State watched swimming children. Young campers, who were exploring now recreation zone with joy and interest, have greeted President Gurbanguly Berdimuhamedov.
Care of children, their wealth, health and harmonic development is one of the important directions of the government policy. Cultural and recreation centres, sport and health improving complexes opened recently different parts of the country provide all conditions for opening of potential of young Turkmenistan citizens.
Recreation zone at Altyn köl Lake will support the formation of healthy life style. It would be comfortable for everyone big active companies and families with small children. Motor boats, catamarans and jet skies are at the service of water sports.
During inspection of coastal zone, the President has watched the children playing beach sport games with interest at one of the sport grounds.Having expressed the interest in opportunities made for active recreation of younger generation, the Head of the State gave number of instructions to relative leaders on expansion of list of sports, which can be engaged in at the bank, as well as on the list of water amusements.
Further, President Gurbanguly Berdimuhamedov went to the third section of the recreation zone, which is under supervision of the Ministry of Industry and Construction Production. At the place, the Head of the State has also looked around the gazebos, decoration of rooms, conditions for recreation and relaxations, having paid special attention to ecological factors.
At the same time, the necessity of further study of advanced world practice in the sphere of organization of beach recreation and tourism industry in order to bring all the best to the development of these spheres in our country has been highlighted.
The children who were spending their time there have read poems to the Head of the State and shared their impression without hiding their delight.Turkmen leader presented gifts to the children as a memory of the current event.
Performance of young artists and accordion players has also been expanded in this place.Having accomplished looking around the recreation centre, the Head of the State congratulated again the participants on the opening of new facilities and left the place of event.
So, recreation infrastructure of the city has been supplemented with new complex with poetic name Altyn köl. the Ministry of Interior of the country and fuel and energy sector also participate in creation of comfortable resort at the bank of the Golden Lake.
In future, other ministries and departments will joint this remarkable social projects as it was during the formation of Avaza National tourist zone, which has grown up to the size of the city with the time. This is another evidence of integrated character of the reforms aimed at improvement of life level of people.
Ashgabat is a visual symbol of unprecedented changes expanded in Turkmenistan. Current opening of new recreation zone at Altyn köl Lake has written another bright page in the chronicle of the capital.
