01.03.2019 | Priorities of the country development are discussed at the session of the Government of Turkmenistan

President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where current subjects of the state life have been reviewed.Turning to the agenda, the Head of the State called Deputy Chairman of the Cabinet of Ministers G.

Myradov who reported on the work for improvement of the partnership and international and regional financial structures including with the Islamic Corporation for the Development of the Private Sector (ICD).

The Vice-premier informed that the ICD demonstrates the interest in investment of the projects of Turkmen entrepreneurs.In this context, organization work by the State Bank for Foreign Economic Activity is planned.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that development of entrepreneurship is the most productive way to improve the competiveness and efficiency of national economy.In this aspect, support and stimulation of private sector including by attraction of investments of leading financial organizations is very important.

Having approved presented proposal, the President addressed the Vice-premier with number of specific instructions.The session was continued by the report of Deputy Chairman of the Cabinet of Ministers M.

Meredov who informed about the situation in structural division of fuel and energy complex and on the measures for the implementation of the Programme of development of il and gas industry of the country until 2030.

The Draft Resolution providing the expansion of variety of production of Turkmenbashy Refinery Complex has been presented to the Head of the State.For this purpose, it is planned to buy different size reservoirs designated for storage of gasoline and diesel fuel at Kenar Oil Storage and Shipping Terminal as well as the terminal of Seydi Refinery in Kerky.

President Gurbanguly Berdimuhamedov addressed the Vice-premier with specific assignments for further modernization of production infrastructure of oil refining facilities.After, the President called Deputy Chairman of the Cabinet of Ministers E.

Orazgeldiyev who reported on seasonal agricultural works in the regions.The Draft Resolution on nation-wide green campaign has been presented to the President for review.It was mentioned that 1.5 million trees would be planted in Bahereden and Ak Bugday etrap, Ahal Velayat and the same amount of seedlings of deciduous, evergreen, fruit and wine trees would be planted in the regions in 2019.

It will include 600,000 fruit and wine as well as 300,000 mulberry trees in the country in general.Organization of these works is given to the ministries and departments, administrations of the capital and velayats.

Having signed the Resolution on national green campaign on March 21, the Head of the State gave number of specific assignments for preparation to this event and further implementation of National Forest Programme.

Speaking of current agricultural works, the President of Turkmenistan ordered to prepare the readiness of the equipment for coming sowing season.Deputy Chairman of the Cabinet of Ministers M.

Chakiyev made a report on the situation in the structures under his supervision and on fulfilment of the assignments.The Head of the State highlighted that improvement of efficiency of integrated work in industrial, transport and communication spheres is the priority of social and economic development of the country.

Further, Deputy Chairman of the Cabinet of Ministers D.Amangedliyev reported on the work for procurement of spare parts, equipment, material and chemicals for Mary State Power Station as well as on the outcomes of working trip to Lebap Velayat on February 25 27.

The Vice-premier informed the Head of the State that maintenance of old gas turbines is required after commissioning of combined cycle power station on the territory of Mary State Power Station.

In this regard, the Ministry of Energy has announced International Tender where 7 foreign companies have participated.By the outcomes of the tender, all planned works for modernization of turbines of Mary State Power Station and procurement of necessary spare parts were entrusted to Çalık Enerji Sanayi ve Ticaret A.Ş.

It was informed that production output of the power station would increase from 650 to 1,000 1,200 Megawatt, which would allow increasing export capabilities of the industry.

Speaking of huge potential of national power industry, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan is one of the richest states in the world by energy resources and production of electricity is one of the most profitable production in the world.

Following this, the volumes of investments to this important industry always grows.In the result, Turkmen energy industry demonstrates stable high rates of development and is able to increase the export of electricity, which is on high demand in the world markets.

It was mentioned that great attention is paid in the country to the introduction of environmentally friendly technologies to power industry, which allows reducing fuel consumption and at the same time, increasing production volumes of energy.

Turkmenistan stands for the establishment of long-term equal cooperation, the Head of the State highlighted, especially with reliable and responsible partners, which have well- recommended themselves and have latest developments, huge scientific and production potential.

The President of Turkmenistan signed presented document, having requested to hold relative issues under unremitting control.After, the Vice-premier reported on working trip to Lebap Velayat where he inspected the location of construction of future settlements.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that any investment, construction projects has to be reviewed in the context of social and economic environment of the region and be implemented based on optimum use of the resources.

The Head of the State drew the attention of the Vice-premier on the necessity of comprehensive thoughtful approach to organization of construction works.After, Deputy chairman of the Cabinet of Ministers Ch.

Gylyjov reported about the work for development of fishing industry in the country to President Gurbanguly Berdimuhamedov.Ahalbalyk, Balkanbalyk, Daşoguzbalyk, Lebapbalyk and Marybalyk facilities have been privatized by the members of the Union of Industrialists and Entrepreneurs.

At the same time, the works for improvement of equipment and facilities base of these facilities are carried out.Ships of Balkanbalyk, which catch fish in Caspian Sea, have been repaired in several stages and it gave the opportunity to increase the volume of caught fish by three times. 16 million alevins have been released to the lakes and water pools of the velayat by Daşoguzbalyk facility for increment of fish reserves.

Marybalyk organization carries out repair and construction works in Murgab etrap.Ahalbalyk builds water pools with geotextile and geomembrane cover in Kaahka etrap.Hazarbalyk plans to receive the caviar for sale in local and foreign markets by 2020 from the sturgeons bred by industrial method.

In 2018, the volume of fish production imported to the country reduced by 43.5 percent and the export of canned fish was 73.3 tons.In January February 2019, the volume of fish production was 480 tons.

Construction of ten facilities of this sphere is continued under the implementation of the state programmes.Opening of these facilities in the future will give the opportunity to increase fish production up to 574 tons, provide local market and to arrange stable export.

Having listened to the report, the Head of the State noted that privatization is to support further improvement of competiveness of the economy, growth of industrial production, dynamic development of private sector.

Deputy Chairperson of the Cabinet of Ministers B.Abdiyeva reported on the work for study of national traditions and rites, cultural and spiritual values of Turkmen nations, which are carried out under the State Programme of collection, registration, study and protection of national intangible cultural heritage of Turkmenistan for 2015 2020.

It was mentioned that the Resolution on protection of national intangible cultural heritage was adopted in 2015.According to this document, the Provision on the Council of Commission for national intangible cultural heritage of Turkmenistan was developed and the composition of the structure was approved.

Catalogue of the facilities of national intangible cultural heritage was made.The groups, which do this work together with special appointed representatives, have been formed on sites for collection, registration, study, protection as well as passing from generation to generation and wide popularization of national intangible cultural heritage.

The commissions for detailed study of Turkmen traditions and rites, spiritual and cultural values have been established.The composition of the commissions includes scientists, specialists of cultural sphere.

During expeditions to the sites, they collected rich material and at present study and classify this material.Having listened to the report and noted that Turkmen nation has a unique spiritual heritage, President Gurbanguly Berdimuhamedov highlighted the necessity of activation of work for protection and further study of the heritage as well as for creation of the consitions for wide popularization in the world.

After, the floor for report was given to Deputy Chairman of the Cabinet of Ministers P.Agamyradov who presented the draft Resolution on Approval of the Provisions of the state pre-school facilities and the state comprehensive schools to the President of Turkmenistan for review.

It was mentioned that the documents, which were improved in accordance with time requirements, reflected the best world developments and new objectives based in scientific achievements and innovations as well as outlined their practical implementation.

In particular, the amendments have been introduced to the Provision on comprehensive schools, according to which the State guarantees the right of every citizen to receive general secondary education.

Necessary conditions are made to receive secondary education for people with limited capabilities and for those who was not able to receive general secondary education.Also, according to the changes in regulatory acts, educational process in the country is organized with the involvement of the best national traditions of Turkmen nation based on the achievements of modern world educational science and methods.

Taking into account growing capabilities for detection, development and stimulation of talents of children, the conditions for mastering of the programme of general secondary education in short time are made.

Having listened to the report and approved presented proposals dictated by the objectives of education reform, President Gurbanguly Berdimuhamedov signed the document on approval of new Provisions, which was sent to the Vice-premier by the electronic document management system.

In this context, the Head of the State ordered to provide systematic control for accurate fulfilment of the requirements of the Provisions on activity of pre-school and school children facilities in their daily practice.

Continuing the session, the Head of the State called Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov.The Vice-premier, the Head of Foreign Ministry reported on the preparation of special meeting of the Ministers of Foreign Affairs of Turkmenistan, the Republic of Azerbaijan, Georgia and Romania on the project of formation of Caspian Black Sea transport corridor in Bucharest on March 4.

The agenda of special meeting of the heads of foreign departments of Turkmenistan, Azerbaijan, Georgia and Romania will include number of relative subjects related to the increment of cargo transportation via Turkmenbashy, Baku, Poti, Batumi and Constanta ports, stimulation of cooperation with all interested sides including the European Union, creation for four-side working committee for the implementation of this project and other subjects.

Discussion of the capabilities of using of digital technologies and arrangement of informational exchange is planned for improvement of quality of transport services.Final document the Bucharest declaration, is planned to be adopted by the outcomes of the meeting.

Having highlighted the role and importance of transport sector as one of the key vectors of the world progress in long-term perspective, President Gurbanguly Berdimuhamedov noted that presence of modern, integrated, balanced and high technology infrastructure in this sphere is an actual necessity in the context of achievement of the Sustainable Development Goals in regional, continental and global scale.

From its side, Turkmenistan makes specific proposals aimed at the formation of combined transit and transport and logistic systems, the President said.This is about the creation of ramified multimodal infrastructures covering Caspian basin, continental Eurasia with entry to marine terminals of Black and Baltic Sea regions, South and South-eastern Asia, Middle East and Asian Pacific.

Afghanistan Turkmenistan Azerbaijan Georgia Turkey Lapis Lazuli transport corridor, which has great perspectives to turn into trade, economic and cultural bridge between Asia and Europe, is among important projects that has been initiated.

Continuing the subject and having focused on the importance of the project of Caspian Black Sea international transport corridor, the President gave specific assignments on proper preparation to the participation in coming meeting of foreign ministers in Bucharest.

Summing up the session of the Cabinet of Ministers, the President noted that it is necessary to activate the work for digitization of all branches of the economy, implementation advanced information technologies for creation of the conditions for rapid development and breaking projects under the implementation of the Programme of social and economic development of the country in 2019 2025 and demanded the Vice-premiers to hold the solution of these objectives under control.
