05.10.2019 | Number of laws and legal acts are adopted at the session of National Parliament

Regula sevenths session of the Mejlis of Turkmenistan of the sixth convocation, during which number of laws and regulatory legal acts has been adopted, took place.Representatives of relative ministries and departments as well as mass media were invited to participate in the session.

Draft Law of Turkmenistan on Union of Industrialists and Entrepreneurs of Turkmenistan (new edition) was brought out to parliamentarian for review according to the agenda.It was highlighted during discussion of the document that the Law reflects priorities of the government policy for strengthening of positions of national entrepreneurship, which is a drive power of the formation of marketing economy in the country.

It was mentioned that the Union of Industrialists and Entrepreneurs, which was established by the initiative and support of President Gurbanguly Berdimuhamedov, has proven its sustainability and potential by certain achievements.

Today, this non-governmental organization unites more than 23,000 representatives of private business, which are entrusted to fulfil major government projects in different spheres.Representative offices of the UIET have been opened in the People’s Republic of China, United Arab Emirates as well as in Austria; trade houses have been opened in Afghanistan and China.

Entrepreneurs make significant input to the success achieved in expansion of economic power of the country.The objectives, which have been given to representatives of non-governmental section of the economy and are successfully solved by them, includes the production of competitive import substitutive and export oriented commodities meeting international standards.

Today, representatives of private section successfully develop new lands, build hothouse farms, develop livestock and poultry farming and in general, make deserving contribution to food independence of the country.

The entrepreneurs expand international cooperation, carry our active work for opening of joint ventures, attraction of investments into realization of big projects.Tourism becomes a priority direction of the activity of the UIET members.

Representatives of the UIET are involved to work in new branches of the economy, they are entrusted with major projects, which implementation is to bring national entrepreneurship to new level of development.

Parliamentarians highlighted that new edition of the Law on Union of Industrialists and Entrepreneurs of Turkmenistan specifies legal, organization and economic base of the activity of the UIET.In particular, the authorities of this non-governmental organizations are expanded, its rights and responsibilities are specified, which would allow increasing the role of business community in steadfast development of the country significantly.

Reviewing the Draft Law, the deputies have focused on the growing role of private business and partnership between the government and private section in realization of the Programme of large-scale reforms of new stage of social and economic development of the country.

it was mentioned that while developing competitive environment, opening of additional work places and expanding consumer market, the entrepreneurship makes positive effect on structural change of the economy and in general, makes favourable conditions for its development.

The deputies have also discussed Draft Laws on Amendments and Addendums of the Civil Code of Turkmenistan, Laws on Amendments and Addendums of the Code of Turkmenistan on Administrative Violations, Laws on Amendments and Addendums of the of the Law of Turkmenistan on Legal Profession and Legal Practice in Turkmenistan, on Amendments and Addendums of the Law of Turkmenistan on Free Economic Zones, on Addendums of the Law of Turkmenistan on Ownership, on Amendments and Addendums of the Law of Turkmenistan on Trade Activity, on Amendments of the Law of Turkmenistan on Prevention of Harmful Impact of Alcohol, on Amendments of the Law of Turkmenistan on Physical Culture and Sports, on Amendments of the Law of Turkmenistan on Tourism, on Amendments of the Law of Turkmenistan on Culture, , on Amendments and Addendums of the Law of Turkmenistan on Land, , on Amendments and Addendums of the Law of Turkmenistan on Migration, , on Amendments and Addendums of the Law of Turkmenistan on Migration Service.

Draft laws on Amendments and Addendums of certain legal acts of Turkmenistan have also been discussed during the session.Draft Laws, which have been brought out to regular session of the Mejlis of the sixth convocation, were unanimously approved and adopted.

The importance and appropriateness of the initiative of President Gurbanguly Berdimuhamedov on establishment of two-chamber parliament, which was proposed at the regular session of the People’s council of Turkmenistan and received unanimous support of participants of national forum, has also been noted at the session.

The deputies highlighted that change of the structure of National parliament, turning of it into legislative representative body of our state and in this regard, change and improvement of certain provisions of the Constitution of Turkmenistan are an integral part of the process of democratic changes in the country and society.

Deputies of the Mejlis have also approved the outcomes of the first session of the Constitution Commission, provisions and conclusions of the speech of President Gurbanguly Berdimuhamedov based on fundamental political, economic and legal positions.

The willingness to take an active part in work for explanation of the importance of changes made to the Constitution and legislation of Turkmenistan, compilation of proposals and wishes voiced during nation-wide discussion has been expressed.
