President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where outcomes of work of the branches of national economy for five months of the year have been summed up as well as other issues of the state life and some draft documents have been reviewed.
Having announced the agenda, the Head of the State said that according to the tradition in our country, the pardoning of repentant convicts who are willing to start new life will take place in honour of the sacred Gadyr Gijesi (Night of Power).
In this regard, the President gave flor to Secretary of the State Security Council, Defence Minister, Chairman of the Commission on Citizenship and Pardoning under the President of Turkmenistan Ya.
Berdiyev who reported on the Draft Resolution of the Commission on this subject.Having listened to the report, the Head of the State signed the Resolution, according to which 611 citizens would be released from further sentence in honour of the Night of Power.
President Gurbanguly Berdimuhamedov ordered hyakims of the velayats, etraps and cities as well as other leaders to take care of the employment of pardoned citizens, whom he wished to work hard and make input to large-scale activity expanded in Turkmenistan.
Having congratulated the members of the Cabinet of Ministers and all compatriots on the Day of Science widely observed in our country on June 12, the Head of the State noted consolidating importance of this holiday inspiring for new successes.
The Head of the State expressed the confidence that coming events would improve the pride for successes and achievements of Turkmenistan and international scientific conference timed to this date would give impulse to further improvement of the sphere, introduction of advanced methods and developments, best practice and expansion of multilateral partnership.
Turning to the review of the points of the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G.Myradov who reported on the results of the development of national economy for January May of this year.
The Vice-premier informed that macroeconomic indices of the period under review indicate stable dynamics in all branches of national economy.The growth rate of the GDP is provided on 6.2 percent level.
In general, production rates of all ministries and departments were 4.3 percent higher comparing with the same period of the last year.High production indicators were reached almost in all branches.
Volume of retail trade turnover for five month of the year increased by 19.4 percent comparing with the same period of 2017.The revenue of the State budget for January May was fulfilled to the level of 7.2 billion manats while the revenue made 7.1 billion manats.
Comparing with the same period of 2017, average salary wages in big and medium facilities is 9 percent higher.Reporting on the fulfilment of works set put in new edition of National Programme of the President of Turkmenistan on transformation of social and living conditions of the population of villages, settlements and etrap centres until 2020, the Vice-premier informed that 731.2 billion manats of investments have been drawn for the period under review.
Having listened to the report, President Gurbanguly Berdimuhamedov brought the attention of the Vice-premier on current objectives on provision of further steadfast development of national economy.It is necessary to analyse the activity of financial and banking system in details, the Head of the State noted.
Speaking of the importance of timely completion of the activities outlined in the state programmes, Turkmen leader demanded to hold under control the subjects related with the implementation of the projects of establishment of import substitutive production and increment of volumes of export-oriented goods.
Privatization of the facilities of the state property and opening joint ventures are the most topical subjects of today, the President of the country noted.Having focused on the main directions of the activity of structures supervised by the Vice-premier, the Head of Turkmenistan ordered to take actual measures for the provision of stability of prices in internal market, compliance with the legislation and financial discipline of all economic entities as well as to hold under control the appropriateness and efficiency of their operations.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the results of work of fuel and energy complex facilities for five months of the year.It was informed that the plan of oil and gas condensate production was fulfilled by 103.1 percent, oil processing by 102.2 percent, gasoline production by 100.7 percent, diesel fuel by 101.5 percent, lubricating oils by 128.3 percent.
Comparing with the same period of the last year, the growth rate of polypropylene production made 107.7 percent and developed investment 115.1 percent.The Vice-premier also reported on the realization of the project of construction of Turkmenistan Afghanistan Pakistan India gas pipeline, which is carried out according with the schedule.
Having listened to the report, President Gurbanguly Berdimuhamedov demanded to accelerate the work on modernization of oil and gas complex.Deputy Chairman of the Cabinet of Ministers E.
Orazgeldiyev reported on the outcomes of the activity of the structures under his supervision for January May.In general, the growth rate of production volumes of agricultural complex made 103.8 percent including 103.7 percent by the Ministry of Agriculture and Water Management, 106.2 percent by the State Committee for Natural Protection and Land Resources, 105.4 percent by the State Association Türkmenatlary.
Information about the wheat harvest campaign started in Ahal, Lebap and Mary Velayat was presented.Meeting with the participation of honoured elders, farmers and other specialists were held in the regions on occasion of the start of the sowing.
Relative measures were taken for the provision of uninterrupted work of the harvesters and motor transport and delivery of the wheat to reception facilities.The President of Turkmenistan requested to hold under permanent control the course of the harvest and to gather the grain without any loss as well as to provide proper fulfilment of agrotechnical activities for care of the cotton crops.
After, Deputy Chairman of the Cabinet of Ministers K.Durdymyradov spoke with the report on the outcomes of work in industrial sphere for five months of the year.
The Ministry of Industry fulfilled the plan for all types of productions by 122.1 percent; comparing with the same period of the last year, the growth rate was 109.9 percent.
The Ministry of Textile Industry for the period under review was fulfilled by 124 percent.Fir the past years, carpet making facilities of the branch fulfilled the plan by 128.3 percent with the growth rate of 109.9 percent.
Facilities of the State Concern Turkmenhimiya fulfilled the production plan by 104.2 percent with the growth rate of 112.9 percent for the reported period.Total production volume by the State Fishery Committee made 100.1 percent.
The growth rate reached 134.7 percent comparing with the same period of the last year.President Gurbanguly Berdimuhamedov noted that successful solution of strategic objectives for import substitution and increment of export potential of such leading branches as chemical and textile industry, production of construction materials would allow bringing national economy to new levels, will allow the country taking deserving positions among highly developed countries of the world, providing the people with happy and wealthy life, Turkmen leader highlighted.
In this context, the Head of the State gave instructions to the Vice-premier to take all necessary measures for acceleration of the growth rates of industrial branches, implementation of advanced technologies and equipment at the facilities, development of modern marketing strategies and methods in order to achieve significant results in production of quality national goods.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the results of activity in construction and energy complexes and in the sphere of municipal services for the past five months.
The work plan of the Ashgabat Hyakimlik for January May made 122.2 percent with the growth rate of 105.9 percent.Production plan of the Ministry of Construction and Architecture for the period under review was fulfilled by 100.3 percent with the growth rate of 103.9 percent.
The growth rate of total volumes of production, works and services by the Ministry of Energy was 119.8 percent.The plan of works and services by the Ministry of Municipal Services was performed by 106.3 percent with the growth rate of 110.4 percent.
The State Concern Türkmenawtoýollary for designated period performed the plan by 102.1 percent with the growth rate of 100.1 percent.Having listened to the report, President Gurbanguly Berdimuhamedov focused on the importance to hold under permanent control the realization of large-scale urban construction programmes in Turkmenistan.
In addition, it is necessary to continue the works for further beautification of Ashgabat and development of urban infrastructure.The President also addressed the Vice-premier with the number of assignments on provision of high rates of reforms in construction complex.
Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the results of work made by profile departments of trade complex as well as by the enterprises of the Union of Industrialists and Entrepreneurs for January May 2018.
Therefore, the volume of trade turnover of the Ministry of Trade and Foreign Economic Relations increased by 7.7 percent comparing with the same period of 2017.The State Commodity and Raw Material Exchange conducted 104 trade sessions and registered 10,180 contracts including the export.
Comparing with the same period of 2017, the growth rate was 9.1 percent.Total volume of income was 23.5 percent higher than in the last year.
The volume of services made by the Trade and Industrial Chamber increased by 2.2 percent. 8 exhibitions and 4 conferences were held.By the Union of Industrialists and Entrepreneurs, the volume of industrial goods production increased by 20.6 percent, agricultural and food products by 64.6 percent.
The growth rate of trade turnover made 3.3 percent.The growth rate in service sphere is equal to 1.9 percent.President Gurbanguly Berdimuhamedov focused on the utmost objectives of the increment of trade turnover.
It is necessary to take necessary measures for further development of trade sphere, the Head of the State said, having given certain instructions on this account to the Vice-premier.
Deputy Chairperson of the Cabinet of Ministers B.Abdiyeve reported on the work of the spheres under his supervision for January May of this year.Different cultural events including meetings, scientific and practical conferences, exhibitions, contests, musical events, theatre performances, performances of national and foreign circus collectives dedicated to celebration dates as well as the Days of Culture if friendly states were held in the period under review.
Production plan of Turkmen State Publishing Service for January May was executed by 123.6 percent.Summing up the report, President Gurbanguly Berdimuhamedov focused on the activity in tourism sphere.
The Head of the State highlighted that tourism is one of the most important income of many countries and our country, rich with unique historical and cultural monuments, has all capabilities for attraction of tourists.
The Head of Turkmenistan ordered the Vice-premier to analyse again in details the work in this direction and take necessary measures for the development of the industry, having focused on the training of specialists in tourism sphere as well as expansion of cooperation based on cooperation with foreign tourist companies.
Reporting on the results of the activity of the branches under his supervision for five month of the year, Deputy Chairman of the Cabinet of Ministers P.Agamyradov noted that 76 types of books and manuals were published and 200 are planned to be issued.
Measures on creation of electronic database, development of programme software and organization of the training course in this sphere were taken according to the Concept of development of the system of distant education in Turkmenistan.
Set of documents for the system of electronic operation has been prepared.In the system of health protection, the growth rate of income received from the State voluntary insurance made 140 percent, 109 percent from products and services and 113 percent from sanatorium services.
Work for provision of the population with electronic medical cards is carried out in medical facilities of the country in the context of the development of electronic documentation. 88 national competitions and 40 sport mass events were held in the country in January May.
Our sportsmen took part in 42 international competitions.President Gurbanguly Berdimuhamedov demanded to provide high organizational level of entry exams and to start thorough preparation to coming academic year including renovation of secondary schools and universities.

Chakiyev made report on the outcomes of the activity of transport and communication spheres for January May.The Vice-premier reported that in general, the plan of transport and communication complex is executed by 107.4 percent with the growth rate of 111 percent.
The growth rate of works by the Ministry of Railroad Transport reached 106 percent.The same indicators of passenger and cargo transportation was 100.1 and 100.6 percent accordingly.
It was reported that active modernization of local railroads and technical fleet of the branc is carried out.By the Ministry of Motor Transport, the growth rate of services for five month is equal to 102.4 percent 100.2 percent in cargo and 101.3 percent in passenger traffic.
The growth rate of works by the Ministry of Communication for January May was 110 percent and the plan is executed by 136 percent.For the period under review, the growth rate of aviation services rendered by Türkmenhowaýollary Service reached 129 percent.
This indicator is 120 and 110 percent by passenger and cargo traffic respectively.The growth rate of passenger traffic by the State Service of Maritime and River Transport was 165 percent.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that our initiatives on restoration of the Silk Road, development of regional and transcontinental routes require the formation of equipment and facilities base of transport sphere, having made special mention of motor and railway transport.
Having highlighted that development of international economic relations and foreign trade of Turkmenistan stipulate the growth of volumes of cargo traffic, where the role of existing and new rapidly built big transportation hubs systematically grows, the President of the country mentioned the importance of work of Turkmenbashy International Seaport in full capacity.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the activity of the MFA for January May this year.It was mentioned that number of foreign visits of President Gurbanguly Berdimuhamedov as well as the visits of the head of foreign states to our country were made for the period under review.
High-level meetings and talks resulted in important agreements aimed at the improvement and expansion of fruitful partnership meeting general interests.Consultations between foreign departments are held on regular basis.
Regular sessions of bilateral Interstate committees and working groups, which activity is to support the expansion of efficient trade and economic partnership, stimulation of fruitful humanitarian and cultural contacts, were held for the period under review.
Number of joint business forums including with the participation of representatives of business circles of different countries were also held for designated period.Summing up the report, President Gurbanguly Berdimuhamedov requested the Vice-premier, the Head of the MFA to provide high organizational level of preparation to coming international events including the conferences and visit of the Government delegations.
Speaker of the Mejlis G.Mammedova informed President Gurbanguly Berdimuhamedov about the activity of the Parliament of the country for five months of the year.Deputy corps carries out steadfast work for the modernization of national legislative framework in accordance with the objectives and goals of social and economic development of the state taking into account the standards of international law.
Two sessions of the Parliament were held from the beginning of the year, where 5 Laws of Turkmenistan and 34 Resolutions of the Mejlis have been adopted.At present, the Mejlis prepares for the next session on June 9.
Established international relations are developed, the work for study of the world practice in law-making sphere is carried out.For this purpose, the deputies of the Mejlis took part in 30 international events and training seminars, visited number of foreign countries. 24 meetings with the representatives of competent organizations and foreign countries were also held.
Having listened to the information, the President of Turkmenistan noted the necessity of activation of the work of the Mejlis on improvement of national legislation for the interests of dynamic promotion of social and economic reforms as wellas development of regulatory and legal acts and consolidation of the legal base of international relations.
