President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where the course of fulfilment of the President’s programme of social and economic development of the country and other priority subjects of the state life have been reviewed.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov who reported on the preparation of working visit of Turkmenistan delegation to the Islamic Republic of Iran on May 12 13.
In this regard, it was informed that at present time, the Ministry works on practical implementation of bilateral agreements achieved on high level during the official visit of the President of the Islamic Republic of Iran to our country in March of this year.
During the visit of Turkmenistan delegation to Iran, it is planned to have number of meetings with profile ministries and to discuss topical issues of Turkmen Iranian cooperation in key directions.
Summing up the report, President Gurbanguly Berdimuhamedov stated with delight invariably friendly constructive character of interstate relations with neighbouring country.The President noted that cooperation between our countries has considerable potential in different spheres, which realization meet not only mutual interests but also the goals of wealth and prosperity of the region.
Successfully developing versatile partnership on bilateral level.Turkmenistan and Iran also actively cooperate under competent international organizations.Speaking of the necessity of efficient implementation of existing capabilities for the achievement of the agreements and further improvement of fruitful Turkmen Iranian relations in trade and economic, cultural and humanitarian spheres, the Head of the State gave number of specific assignments to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers G.Myradov reported on the practical measures taken for improvement of the bills regulating the provision of stable growth of national economy.
It was informed that according to the Laws of Turkmenistan on Legal Protection of Inventions and on Legal Protection of Industrial Samples, the List of actions, which are subject to be charged, as well as their amount and payment period are regulated by the Cabinet of Ministers.
Expansion of foreign economic activity of the country, development of industrial branches of national economy complex and improvement of innovation activity in all spheres require solving the matters related to the legal protection of intellectual property taking into account the time realities and world practice.
The Vice-premier informed that number of documents on regulation of the relations in this sphere have been drafted based on the monitoring of legal acts in Turkmenistan.The Head of the State highlighted that improvement of legal framework and implementation of international standards, new methods of management to the activity of financial structures are the main criteria for successful realization of economic strategy.
The presence of efficient legal protection of intellectual property is to provide innovative development of all spheres as well as further expansion of business contacts with foreign partners, the President noted, having assigned the Vice-premier to agree presented documents with relative structures.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the situation in the spheres under his supervision and on the measures for successful realization of the Programme of development of oil and gas industry of the country until 2030.
Having noted the significance of the objectives of fuel and energy complex, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific orders for further improvement of production potential of fuel and energy complex, construction of petrochemical facilities and expansion of international cooperation in this sphere.
The President highlighted that the partnership of the state concerns of Turkmenistan with leading foreign companies in realization of large energy projects has to support the implementation of new methods and technologies to oil and gas production and processing and to production of goods required in the world markets.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on seasonal agricultural works in the regions.At present time, the first and second inter-row cultivation, thinning and weeding of the springs is carried out according to agrotechnical standards.
Necessary measures for unstoppable work of all agricultural equipment and technical service facilities of etraps and farmers associations have been taken.Groups of scientists and specialists are sent to the velayats regularly for the consultations of the farmers.
Having listened to the report, the President of Turkmenistan focused on the measures for further improvement of agricultural culture that improves the efficiency of agricultural works and ordered to prepare to the wheat harvest.
The state agrarian policy would be aimed at the improvement of potential of the branch, constant improvement of economic mechanisms in this sphere, at the encouragement of the work of farmers and creation of favourable conditions for rural residents, the President said.
The Head of the State gave number of specific assignments to the Vice-premier related to further increment of production of grain and cotton, fruits, vegetables and livestock products.
Deputy Chairman of the Cabinet of Ministers K.Durdymyradov reported in the situation in industrial sphere and on fulfilment of the assignments given by the President for the formation of innovative production infrastructure, increment of production volumes.
Summing up the report, Turkmen leader highlighted the importance of the improvement of the rates of realization of social and economic strategy that combines the main instruments of industrialization import substitution and export orientation of national economy.
Having noted the scale of objectives of development of chemical industry, President Gurbanguly Berdimuhamedov pointed out the necessity of wider implementation of local material resources.Focusing on such aspects as improvement of profitability and export capabilities of the facilities of this sphere, the Head of the State requested the Vice-premier to hold under permanent control the subjects of timely and quality realization of the projects that are important for diversification of the branch and improvement of national economy in general.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the development of the State Programme of national budget regulatory framework and improvement of pricing system in construction in 2018 2020 and on its Action Plan.
For this purpose, Interdepartmental commission was established.It made number of documents stipulating the development of the register of construction materials, order of monitoring of pricing in construction, other documentation by the relative institutions, ministries, departments and high educational facilities, based on which the state register of standards and prices would be made.
President Gurbanguly Berdimuhamedov highlighted that national construction industry is aimed at the realization of large-scale state programmes for industrialization, creation of modern transport infrastructure, production of import substitutive goods and increment of volume of export products, living construction and transformation of the regions.
Modernization and reconstruction of existing facilities are carried out under these programmes and new industrial and social facilities are built.At the same time, such important objectives as improvement of competiveness of the branch, production, scientific and technical potential, expansion of the variety of construction material made of local resources, implementation of efficient management standards are solved, the Head of the State said.
It is necessary to pursue well-thought price policy for the materials that would allow optimum using of existing capabilities and increasing the profitability of branch facilities for the support of high rates of development of construction complex and provision of its efficient work, the Head of the State noted.
In this regard, the President of Turkmenistan requested the Vice-premier to approach with full responsibility the solution of all issues.Having focused on the importance to hold under permanent control the realization of large-scale urban construction programme in the country, the Head of the State demanded to increase the rates of works carried out in all directions including the modernization of road and transport infrastructure, planning of living estates and other.
Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov presented the proposal of the construction of new cottage complexes for 118 families in Avaza National tourist zone for the review by the Head of the State.
Each complex will have swimming pools for adults and children, sport and children grounds, car parking, administration buildings and other infrastructural facilities.Tourism industry is one of the most perspective branches in re-orientation of Turkmen economy to multifunctional and competitive system, President Gurbanguly Berdimuhamedov said.
Resort zone of international class is actively developed for creation of favourable conditions of the recreation in seaside region, the Head of the State continued, having noted the input of local entrepreneurs in this work.
In this regard, the creation of versatile tourism infrastructure is our main objective, Turkmen leader highlighted, having given specific instructions to the Vice-premier.Deputy Chairman of the Cabinet of Ministers M.
Chakiyev reported on the measures for the improvement of transport and communication complex according to the time demands, implementation of advanced international practice and modern methods of work as well as on the activation of international cooperation in this direction.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the important role of these branches in consolidation of national economy, comprehensive dynamic development of the country.Having noted that the work in this direction has to meet international standards, the Head of the State pointed out the significance of the improvement of qualification of the specialists of the above-mentioned branches.
Having focused on the necessity of actual measures for improvement of the status of Turkmenistan as international transport and logistic centre, the President gave specific assignments to the Vice-premier.
Minister of Railway Transport A.Atamyradov who was invited to the session reported on the situation in the sphere under his supervision.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that recently International Seaport was opened in Caspian Sea, which operation undoubtedly would lead to strategic changes of logistic infrastructure of continental communications.
Turkmen transit hubs will be important components of this system.Great attention is paid to the involvement of the potential of railway system in harmonic development of national economy and multimodal transport and communication system of Turkmenistan.
Therefore, special attention is paid to consolidation and improvement of its infrastructure.New railway stations have been built, new roads meeting international standards have been laid and existing railways have been modernized, the Head of the State said.
Having also noted the importance of efficient implementation of modern environmentally friendly technologies, the President of Turkmenistan highlighted the appropriateness of the electrification of the railways.Having highlighted integrated development of railway system, Turkmen leader demanded to sue all existing capabilities and addressed the Vice-premier with number of specific assignments.
During the session, the Head of the State approved the composition of Interstate Turkmen Kazakh Committee for economic, scientific, technical and cultural cooperation from Turkmen side and signed relative document.
Deputy Chairperson of the Cabinet of Ministers B.Abdiyeva reported on the realization of the Plan of events and cultural activities held under slogan “Turkmenistan is the Heart of the Great Silk Road”.
It includes theatre literature and musical compositions and stage plays based on rich historical information and national legends, which are narrated in the book of the Leader of the nation dedicated to the phenomenon of this ancient caravan route and the importance of its revival in modern time.
Having listened to the report, the Head of the State noted the necessity of activation of the activity in cultural sphere including in theatre art that has big potential.
Art personnel are to make deserving contribution to the popularization of unique historical and cultural heritage and primordial spiritual values of the nation, implementation of creative targets of modern age as well as to patriotic, moral and aesthetic education of young generation, President Gurbanguly Berdimuhamedov said.
Having focused on the events held under slogan “Turkmenistan is the Heart of the Great Silk Road”, the Head of the State highlighted that they have to reflect important role of Turkmen nation in development and operation of this legendary route.
Our country takes initiative part in revival of the Silk Road, which many year ago served not only as the connection between the East and the West, Asia and Europe but also as original information and cultural bridge between them.
The President requested to provide high level of the festival that is also important from the stimulation of artistic initiative point of view.Deputy Chairman of the Cabinet of Ministers P.
Agamyradov reported on the preparation to summer holidays in children recreation centres of the country.For this purpose, the subjects of organization of cultural and entertainment events and various sport competitions are solved.
The commission composed of the representatives of the Ministry of education and other departments made inspection of children recreation centres in Gyokdere.All conditions for opening of summer season and the first arrival of children were made in 14 centres of Gyokdere, 8 centres of Avaza and 5 new and three existing velayat centres.
President Gurbanguly Berdimuhamedov highlighted that care of the wealth and happiness of growing generation is one of the priorities of the state policy of Turkmenistan.Having noted that necessity to oversee everything for good rest of the children during summer holidays, the Head of the State gave relative instructions to the Vice-premier.
The Head of the State also requested to hold under permanent control the preparation to international rally Amul Hazar 2018 and to provide high organizational level of coming competitions.
Chairperson of the Mejlis G.Mammedva informed on the current activity of National Parliament on modernization of the legislation of the country as well as on preparation to scientific and practical conference “The Constitution of Turkmenistan: New Historical Age and National Practice of Development” timed to coming national holiday dedicated to the Main Law and the State Flag, which will be held in the Centre of Non-Governmental Organizations of the capital.
It was noted that working committees work in close collaboration with representatives of ministries and departments on the improvement of legal frameworks of the development of economy and agriculture, regulation of social and working relations, activity in natural protection, scientific sphere, etc.
The deputies will take part in all celebration events together with personnel of the government institutions and departments, representatives of education and science spheres, non-governmental organizations on occasion of remarkable date that is widely observed on May 18.
At present time, organization of the above-mentioned forum on May 16is carried out.The main purpose of the forum is to highlight historical reforms carried out in the country under the leadership of the President of Turkmenistan, national basis of building of the legal state as well as to exchange the practice.

Speaking of the necessity of explanation of the laws and other bills to the population, popularization of positive experience of the state construction, the Head of the State highlighted that the Constitution is a solid legal platform of our dynamically developing country.
The Main Law of Turkmenistan states that the human is the highest value of the society and the state.The President of Turkmenistan noted that the State Flag reflects centuries old dream of our nation of free and independent country, its humanistic ideals and primordial traditions of peace-loving and goodwill.
