14.03.2020 | The Mejlis of Turkmenistan adopts number of new laws

Ninth session of the Mejlis of the sixth convocation, at which number of new laws and regulatory and legal acts have been adopted, took place.Heads of some ministries and departments, representatives of mass media have been invited to participate in the session.

According to the agenda, Draft Law of Turkmenistan on Electronic documents, electronic document management system and digital services has been brought up for review by parliamentarians.The participants mentioned that the Concept of development of digital economy, which is aimed at improvement of efficiency of the branches of national economy and social sphere by wide use of information technologies, is steadily implemented in the country.

Speaking at the meeting with the deputies of the Mejlis in February this year, President Gurbanguly Berdimuhamedov pointed out importance of work in this field, which covers wide spectrum of directions including in establishment of reliable legal base for digitization and improvement of information and communication services.

The Head of the State highlighted that modernization of activity of the government administration authorities, introduction of the system of electronic Government will support successful realization of the Programme of social and economic development of the country in 2019 2025 and other programmes providing further development of our state.

The participants also noted that according to the Resolution of the President of Turkmenistan, electronic document management systems and websites would be created in all ministries, profile departments, hyakimlyks of velayats and Ashgabat, establishments, facilities and organizations.

Private entrepreneurs will also have to carry out similar work.In this regard, new Law, which specifies legal provision of electronic documents, electronic document management system and digital services, the main requirement for them, has special importance and is aimed at regulation of relations in this sphere.

Electronic document management system is a combination of automated processes of development, sending, transmitting, receiving, storage, use, protection, update, search, collection, distribution, blocking and deletion of electronic documents using information technologies and systems of telecommunication.

Electronic document may be used for entering into contracts, settlement of payments, official and unofficial correspondence and transfer of other information.Further, the Draft Law of Turkmenistan on Ecological Information has been presented for discussion.

The deputies have focused on the key objectives in environment protection sphere, the main of which is to protect the resources and beauty of the Motherland, to increase and bring this priceless heritage to future generations.

It was highlighted that our country pays close attention to the ecology as to important aspect of prosperous people’s life.Strategy of green development’ was laid out by the Head of Turkmenistan as one of the mechanisms of stable economic and social progress, which is based on advanced practice, innovative technologies and old national traditions.

Objectives solved in this sphere are closely connected to the Sustainable development goals set out in 2030 Global Agenda, which was adopted by state members of the United Nations.

Today, eco-friendly advanced technologies are introduced in oil and gas sector, power energy, chemical industry, transport and other spheres and branches.Targeted measures are taken for rational use of water, land and biological resources, protection of biodiversity and natural landscapes, combating desertification.

Wide forest bands have been made around cities and settlements.Ecological education of the population, especially the youth, is an important aspect of this work.Having ratified fundamental natural protection agreements of the UN on access to information, participation of public of process of making decisions on issues related to environment, our country strictly follows undertaken obligations.

The above-mentioned Draft Law of Turkmenistan, which specifies legal, organizational, economic and social bases of provision of access to ecological information and is aimed at provision of rights of individual and legal entities on receiving full and trustful information about environment conditions and natural resources, is another evidence to this.

In addition, Draft Law of Turkmenistan on Institution of Anniversary Medal of Turkmenistan “Türkmenistanyň Bitaraplygynyň 25 ýyllygyna” has been reviewed.This medal will be awarded to the citizens who made big personal contribution to political, social, economic, cultural and spiritual development of Turkmen state on occasion of remarkable date the 25th anniversary of legal status of permanent neutrality.

The deputies have also discussed Draft Laws on Amendment and Addendums of the Law of Turkmenistan on Court, Amendment and Addendums of the Law of Turkmenistan on Adalat Authorities of Turkmenistan, Amendment and Addendums of the Law of Turkmenistan on Legal Acts, on Amendment and Addendums of the Law of Turkmenistan on Enforcement Proceedings and Status of Judicial Officers, on Amendment and Addendums of the Law of Turkmenistan on Fight against Legalization of Illegal Income and Financing of Terrorism, on Amendment and Addendums of the certain Legal Acts of Turkmenistan, on Amendment and Addendums of the Customs Code of Turkmenistan, on Amendment and Addendums of the Law of Turkmenistan on Standardization, on Amendment and Addendums of the Law of Turkmenistan on Establishments, on Amendment and Addendums of the Law of Turkmenistan on Hydrocarbon Resources, on Amendment and Addendums of the Law of Turkmenistan on Currency Regulation and Currency Control in Foreign Economic Relations, on Amendment and Addendums of the Law of Turkmenistan on Guarantee of Work for Youth, on Amendment and Addendums of the Law of Turkmenistan on Livestock Breeding.

In addition, Draft Resolution of the Mejlis on Ratification of the Agreement between the Government of Turkmenistan and the Government of the Republic of Singapore on Avoidance of Double Taxation on Incomes and Prevention of Tax Evasion has been reviewed at the session.

The plan of law-making activity of the Mejlis of Turkmenistan in 2020 and number of other subjects have also been discussed.Draft legal acts, which have been brought out for review at regular session, of the Mejlis of the sixth convocation, have been unanimously approved and adopted.
