President Gurbanguly Berdimuhamedov made a speech to the deputy corps of the first session of the Mejlis of the sixth convocation.Having congratulated new deputies of the Mejlis of Turkmenistan, the Head of the State expressed the confidence that in the next five years they would be actively participating in the realization of the state programmes aimed at further reformation and social and economic development of the country.
Turkmen leader noted that as the result of the work performed in the last years, the legal base has been created, new edition of the Constitution of Turkmenistan has been adopted and national economy that became an integral part of the world economy has been formed.
We are proud by rights of our successes hence we reached high indicators in all spheres, the Head of the State highlighted.Noting the achievements in the realization of foreign strategy of the State, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan pays great attention to equal neighbour relations with all countries of the world.
The relations with foreign states in political, economic, cultural, humanitarian and other spheres are built in the principles of transparency, the President said.President Gurbanguly Berdimuhamedov highlighted that the election of our independent state to various UN structures and the adoption of Resolution on the announcement of December 12 as the International Neutrality Day by the United Nations General Assembly are another indicators of high competence of Turkmenistan in the world arena.
However, the life is going on, the President continued, and hence, we aimed for new targets in the Programme of social and economic development of the country in 2018 2024 approved at the session of the Council of Elders, which we have to achieve in all spheres of the economy what would allow considerably increasing the life of our citizens.
Having stated the inviolability of socially oriented course of the state expressed in the slogan “The State for human being!”, President Gurbanguly Berdimuhamedov outlined the continuation of the work for creation of the legal base of the reforms in the country among the utmost objective of the deputies of the Mejlis of Turkmenistan.
It is necessary to make thorough analysis of existing legal and regulatory documents and adopt new laws aimed at further modernization of the legal framework, the President said.The work for improvement of the legislation in economic sphere has to be carried out based on systematic and substantial study of complicated economic and financial situation in the world.
it is necessary to pay great attention to complex processes in global economy taking into consideration the necessity of urgent legal measures for the reduction of unfavourable external effect on national economy, the Head of the State highlighted.
At the same time, it is necessary to pay special attention to the protection of high investment level for the provision of further dynamic development of the economy of the country.
These investments, besides the production and export of energy resources, reduction of the dependence of the economy from fuel and energy complex, are sent to the processing of raw materials and involvement of small private enterprises.
Noting the importance of the improvement of national legislation and use of legal mechanisms for the protection of the stability of national currency, the Head of the State pointed out the necessity of the expansion of bank services and improvement of the reliability of bank guarantees, improvement of payment settlement system and implementation scientific and technical innovations into it.
In this context, President of the country Gurbanguly Berdimuhamedov noted the importance of the adoption of number of bills aimed at wide implementation of the method of electronic payments and modernization of existing legal and regulatory documents.
It is necessary to pay special attention to the reduction of the monetary funds taken out of the country and to the increment of the volumes of foreign currency that is brought to the country, the President said, having set the objective to the parliamentarians to create legal stimulus of the work in this direction.
Addressing the deputies of new convocation, the Head of the State noted the necessity to take immediate measures on the improvement of legislation acts related to careful use of government funds, budgetary, tax, monetary, credit and investments subjects in accordance with universal standards of international law and positive experience.
We also have to elaborate the laws aimed at the attraction of additional tax and non-tax incomes by constant monitoring of existing tax legislation of the country.Continuing the subject, the Head of the State highlighted the importance of review of such issues as the creation of the system of simplified taxation for the entrepreneurs and establishment of the pricelist for certain works and patents issue and the opportunity for the expansion of such list.

Continuing the subject, the Head of the State highlighted the importance of legal support of entrepreneurship initiatives of the citizens, stimulation of private business and investment activity, development of financial and credit, budgetary and tax systems, protection and privatization of the property, expansion of sharing construction, permit system and licensing, production of hydrocarbons.
Necessary work has to be carried out for the provision of the settlements of the country with natural gas, support of goods manufacturers and improvement of insurance services.The issue of the expansion of entrepreneurship activity together with the provision of dynamic development of all branches of national economy has to be among the priorities, the Head of the State highlighted.
In this regard, the necessity of the creation of favourable conditions for substantial realization of entrepreneurship initiatives of the citizens and presenting of the opportunities for those who intend to open own business has been highlighted.
New legislation bills foreseeing the rules and standards meeting modern realities have to be adopted for legal regulation of further development of non-governmental sector of the economy in accordance with modern requirements, the President noted.
Speaking of the importance of the modernization of the legislation for the support of work of Turkmen entrepreneurs outside the country, President Gurbanguly Berdimuhamedov highlighted that he thinks it is reasonable if they would work creating joint ventures using their own means and by the foreign investments.
We have to encourage the opening of modern facilities of different forms of ownership with further direct investment provided with high technology equipment and to make favourable organization and legal conditions for the investors, the Head of the State emphasized.
After, the President of Turkmenistan oriented the deputies of the Mejlis on the support of work in transport and communication system of the country and realization of international projects in this sphere.
It was noted that Turkmenistan having huge energy and natural potential, wide transport and communication capabilities occupies important geopolitical location in the world while large-scale projects stipulate the protection of peace and sustainable development in entire Eurasian continent.
Comprehensive modernization and integrated development of transport and communication system of the country, big projects for creation of international transport and communication corridors have to be the main subject of the laws adopted by you, the President stated.
The speech of the Head of the State reflected the subject of legal support of tourism sphere.We announced “Turkmenistan is the Heart of the Great Silk Road” as a slogan of 2018.
We also adopted National Programme of support and development of tourism in Turkmenistan in 2011 2020 for the realization of important objectives for the state support of tourism industry and for improvement of the attractiveness of our country for foreign guests.
Inclusion of the monuments of Ancient Merv, Kunyaurgench and Nisa the UNESCO World Heritage List indicates the age of our historical, cultural and natural treasures and their world significance.
Our state reserves Kopetdag, Repetek, Badhyz, Syunt Hasardag, Hazar, Bereketly Garagum and other, raise keen interest of the tourists and the number of people wishing to visit historical and cultural facilities of our country and to take part in cultural events is growing.
Speaking of this, the President highlighted the necessity of the elaboration of legal acts on the development of cultural, educational and ecological tourism as well as the bills related to environment protection, participation of the sportsmen in sport tourism.
President Gurbanguly Berdimuhamedov outlined the protection of the rights and freedoms of the citizens as priority directions of law-making activity of new composition of the Parliament.The Head of the State that it is necessary to improve their activity on the principles of equal rights, self-administration, transparency and publicity under the works for the development of civil society and for the improvement of the role of non-governmental organization in the administration of the country.
Turkmen leader also noted special importance of law-making activity aimed at the consolidation of law and order.In this context, the President highlighted that modernization of the content of the Criminal Code of Turkmenistan and giving humanitarian direction to this Code are important objectives in this field.
After, the President of the country made special mention of the counteracting against the corruption.The Head of the State highlighted that strong and decisive fight against this evilness was declared to clear our society of all negative occurrences in Turkmenistan.
The State programme has been adopted and is successfully carried out for its elimination.The programme is aimed at the improvement of the people’s trust to the state bodies and government officials who have to have high moral and business merits.

The Head of the State raised another import subject related to further development of scientific and educational sphere.Addressing the deputies, the President reminded national wisdom that says that “the wealth is in the education”.
Fundamental reformation of science and education is among priority objectives of our independent neutral state, Gurbanguly Berdimuhamedov highlighted, having noted that these spheres are the main one for bringing of the country to new levels of progress, provision of the world-class education as well as brining up of growing generation.
At present, necessary works are carried out in Turkmenistan for realization of the concept of the development of digital education system.The main purpose of this concept that is realized in two steps in accordance with innovative development of the country is to provide all level of educations with quality electronic educational base.
It stipulates the improvement of the content and quality of knowledge received in educational institutes and the improvement of teaching methods.Continuing this subject, the Head of the State spoke for necessary work in this sphere for the improvement of existing legislation.
The development of science is one of the priority directions of the State policy.In this context, it is necessary to draft relative laws expanding and specifying the rights and responsibilities of scientific personnel for the modernization of the legislation in this sphere.
The projects have to foresee free scientific activity of the personnel and their social protection, Turkmen Leader stated.President Gurbanguly Berdimuhamedov draw the attention of the deputies on the importance of the work related to the upbringing of growing generation.
It is necessary to modernize the laws and carry out necessary work for the amendments of existing legislation on growing of new generation, the Head of the State noted.
Continuing the speech, the President noted that large-scale works for diversification of the economy and making developed state out of the country stipulate the creation of high technology productions and new work occupancies.
It will increase the requirements for qualified specialists, which in its turn will raise the necessity of the improvement of high and secondary professional education and opening of new departments and faculties.
In this regard, it is necessary to create the conditions for the attraction of youth to this work who receive the education in the specialities required in the country in prestigious foreign universities and professional schools.

Private investments have to be the main sources of new agricultural productions and new work occupancies.Government support of agricultural producers including the benefits and timely amendments of the legislation by the deputies of the Mejlis of Turkmenistan is very important.
Continuing the realization of integrated programmes in national agricultural complex, it is necessary to use efficiently its versatile capabilities and to turn the agriculture into profitable branch of the economy, the President highlighted.
We have to pay special attention to the projects stipulating the growth of the volumes of agricultural productions that are demanded in the world markets.It is necessary to improve legal bases of the stimulation of this work.
Protection and rational use of natural reserves and provision of ecological security by green technologies are among the priority objectives of new deputies.Our state strategy for natural protection is aimed at integrated solution of economic and social issues and based on the provision of sustainable development and achievement of ecological security by rational use of natural resources, President Gurbanguly Berdimuhamedov said, having highlighted the importance of further steadfast work for the adoption of new laws on environmental protection and on amendments and addendums of existing legislation.
Making of efficient legal base of the development of agricultural complex and natural protection activity would make positive effect on the improvement of the ecology of the country, rational use of natural resources and reforms in agricultural industry, Turkmen leader summed up.
Specific objectives were outlined by the Head of the State for the improvement of legal base of international relations.The President noted that our state pursue peace-loving foreign policy based on neutral legal status.
Legal relations appear during cooperation of Turkmenistan with other countries and international organizations including the United Nations and its structures, which requires further modernization of national legislation related to foreign policy and diplomatic efforts of our independent state.
In this context, the President of the country drew the attention of the deputies on making and improvement of legal methods providing peace-loving foreign course of our country.
Legal foundation of Turkmen neutrality and the opening of its legal status and popularization of the initiatives in the world political space are important objectives, President Gurbanguly Berdimuhamedov highlighted.
Speaking of the subject of inter-parliamentarian cooperation, the Head of the State gave high appraisal to the work of the Mejlis of Turkmenistan in this direction.Continuing the subject, the Head of the State noted that at present time, the Mejlis of Turkmenistan signed bilateral documents on the development of inter-parliamentarian relations and cooperation with number of states of the world.
In this regard, the President suggested the deputies of the Mejlis of Turkmenistan to continue the work in this direction.Bringing of national legal framework of our state in accordance with new requirements has to be based on the principles of justice, equal rights and humanity.
These are the principles that make the basis of our policy, the President said, having highlighted that all necessary works for the fulfilment of these standards is topical objective of the state importance.
In this regard, the necessity of joint coordinated activity of the Mejlis of Turkmenistan and the Cabinet of Ministers was mentioned.The Head of the State highlighted that it is necessary to make relative work in order that all adopted laws would not remain just on the paper.
Ministries and departments have to carry out necessary work and timely develop legal acts followed from the laws, namely various provisions, rules and other documents, as well as to be responsible for the elaboration and adoption of such documents.
The Mejlis of Turkmenistan and the Ministry of Justice have to control the performance of these works, the President said.President Gurbanguly Berdimuhamedov outlined the solution of the objectives related to the improvement of legal culture and broadening of the outlook of the population as the main directions of the Mejlis activity.
In this context, the importance of joint activity of legislation body of the country with scientists and journalists for comprehensive scientific studies of the explanation and use of new bills, first of all those that related to the rights and freedoms of the citizens, has been highlighted.
