President Gurbanguly Berdimuhamedov held the session of the Cabinet of Ministers dedicated to the outcomes of social and economic growth of the country for eight months of 2017.Opening the session, the Head of the State gave floor for report on the outcomes of the development of the branches of national economy for eight month of the year to Deputy Chairman of the Cabinet of Ministers B.
Hojamammedov.The Vice Premier reported that macroeconomic indices for the designated period prove stable growth in all sections of national economy.Thus, the GDP increased to 6.4 percent including to 3.8 percent in industrial sector, 3.1 in construction, 10.9 in transport and communication, 9.2 in trade, 4.6 in agriculture and 10 per cent in service sphere.
According to the information of the ministries and branch departments, the growth rate of production in all spheres of the economy is 5.4 percent more comparing with the same period of the last year.
The volumes of retail sale increased to 17.6 percent in comparison with the same period of 2016.By the outcomes of eight months of 2017, the revenue of the State budget made 12.1 billion manats while the expenditure made 11.9 billion manats.
Wages, state allowances, pension and students scholarships were completely paid.Comparing with the same period of the last year, average monthly salary increased to 9 percent.According to the initial information, the construction of four social facilities, 415.7 engineering and 2304.4 km of communication systems, 763.1 thousands square meters of living was completed for January August throughout the country under new edition of the Programme of rural transformation.
Currently, the work is still continued on 64 social facilities, 30 water treatment plants and other infrastructural objects. 366,1 thousand square meters of living are also under construction.
The volume of drawn investments made 1 330.3 million manats.After, Deputy Head of the Government asked the President of Turkmenistan to release him from occupied position due to the health condition.
Having accepted the request of Vice Premier B.Hojamammedov, the Head of the State signed relative document.The President of Turkmenistan appointed Vice Premier O.Gurbannazarov as acting Deputy Chairman of the Cabinet of Ministers supervising the activity of financial and economic sector of national economy.
Deputy Chairman of the Cabinet of Ministers M.Babayev reported on the outcomes of work of the fuel and energy complex for January August.It was informed that the plan for production of oil and gas condensate is fulfilled for 100.6 percent, processing of hydrocarbon material for 100 percent, production of gasoline for 103.3 percent, diesel fuel for 102.7 percent, polypropylene for 104.7 percent, lubricating oils for 107.2 percent, liquefied gas for 113 percent.
Comparing with the same period of the last year, the growth rate of production of natural and associated gas was fulfilled for 107.5 percent and the export of gas made 107.3 percent.
The Vice Premier also reported on the course of construction of gas line Turkmenistan Afghanistan Pakistan India (TAPI).Having expressed discontent with the outcomes of work of fuel and energy complex, President Gurbanguly Berdimuhamedov requested the Vice Premier to analyse thoroughly the situation in the structures under his supervision and to elaborate the action plan for further improvement of the activity of oil and gas industry as soon as possible.
In his turn, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reporting on the outcomes of work of the branches under his supervision for eight months of the year noted that generally, the growth rate of production volumes, works and services made 101.2 percent in agricultural complex.
Having listened to the report, the President made several serious remarks regarding to the situation in agricultural complex of the country.Having requested to activate the reforms undertaken in the branch, the Head of the State addressed the Vice Premier with the assignments on formation of market relations, development of agricultural complex on scientific base, increase of export and reduction of import of agricultural production.
After, Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev reported on the outcomes of the branches under his supervision for January August of the current year.It was reported that production plan by the Ministry of Industry was fulfilled for 108.9 percent.
The Ministry of Textile Industry fulfilled 100.1 percent of production plan for the eight months of the year.The plan of total production volume by the State Association Turkmenhaly was executed for 100.1 percent.
The State Concern Turkmenhimiya fulfilled production plan for the past eight months for 101.3 percent.Production plan of the State Committee of Fishery for the period under review was fulfilled for 100.8 percent to the amount to of 5 880 000 manants.
Having listened to the report, Turkmen leader outlined the key directions of the improvement of the activity of facilities and enterprises of the industrial sector of national economy complex of the country and highlighted the necessity of implementation of efficient technologies and innovations to the production.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the works for urban development of Ashgabat and on the results of activities of the branches under his supervision for eight months of 2017.
From January to August, the volume of works performed by the structures of the capital administration made more than 283 259 000 manats and the plan was fulfilled to 101 percent.
Comparing with the same period of the last year, the growth rate made 137 percent.The Vice Premier also reported on the main issues of urban planning of Ashgabat and formation of developed urban infrastructure.
Having listened to the report, President Gurbanguly Berdimuhamedov has dwelt on the issues related to the preparation of V Asian Indoor and Martial Arts Games.The Head of the State highlighted that special attention is to be attached to the cleanness and greening in celebration decoration of the city.
Together with design, it is important to provide unstoppable functioning of all urban networks and services and to make the atmosphere of hospitality and cordiality, the President has said.
Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on the activity of the structures under his control for eight months of the year, organization of different events dedicated to national holidays and opening ceremonies of social and cultural facilities.
Having listened to the report, President Gurbanguly Berdimuhamedov stressed the attention on the necessity of creative realization of all transformations occurred in the country.Having highlighted the importance of humanitarian contacts and international events, the Head of the State ordered to provide high level of the events on occasion of V Asian Indoor and Martial Arts Games and other coming celebrations.
Deputy Chairman of the Cabinet of Ministers S.toyliyev reported on the outcomes of the work made in the spheres of education, science, health care and sports carried out for eight months of the year.
In the report, the Vice Premier informed on the measures undertaken for preparation to the Day of Knowledge and Student Youth annually observed in our country of Septemebr 1.
Opening of new Institute of Municipal Service of Turkmenistan, chemical faculty of Magtumguly Turkmen State University, International Centre of Endocrinology and Surgery as well as three secondary schools for 600 students and two schools for 720 students in Ashgabat and one school for 500 students in Serakhs etrap, Ahal Velayat is timed to this traditional celebration. 200 types of school books and learning guides, 143 of which were published, was prepared for the period under review.
Reporting on the indicators in health care sphere, the Vice Premier informed that growth rate of the volume of means received from the State voluntary medical insurance made 106 percent, the incomes of services and sold production 110 percent, production of medicine 102 percent. 160 local sports competitions and 90 sport public events too place in Turkmenistan from January to August.
Having highlighted that integrated development of the social branch sphere is one of the priority direction of the state policy of Turkmenistan, President Gurbanguly Berdimuhamedov requested to hold the situation in the above-mentioned spheres as well as further improvement of the systems of domestic education, science, health care and sports under permanent control the situation.
Deputy Chairman of the Cabinet of Ministers B.Annameredov reported to President Gurbanguly Berdimuhamedov on the outcomes of work of transport and communication sector for January August of the year.
In general, the plan of transport and communication complex was fulfilled for 102 percent, at the same time the growth rate made 103 percent.The index of the Ministry of Railroad Transport growth rate of cargo and passenger traffic is equal to 108 and 100.1 percent accordingly.
It was also informed on the technical and economic indicators achieved by the Ministry of Automobile Transport.It was mentioned that the growth rate of services rendered for eight months of 2017 in cargo traffic made 106 percent and in passenger traffic 102 percent.
The fulfilment of the plan of the Ministry of Communication made 103 percent.Certain success were achieved by Turkemnhowayollary Service.The growth rate of aviation services reached 128 percent for January August.
This index on cargo and passenger traffic made 126 and 101 percent respectively.For the past period, the State Service of Maritime and River Transport fulfilled the plan of works to 104 percent, the growth rate of passenger turnover reached 137 percent.
Having listened to the report, the Head of the State gave additional instructions for the development of domestic transport and communication sphere in accordance with time demands, consolidation of equipment and facilities base of transport branches, renewal and replenishment of the fleet.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov spoke with the report on the activity of the Ministry of Foreign Affairs for the past eight months under realization of the Foreign Policy Course Concept of the country for 2017 2030 and fulfilment of the assignments given by the Head of the State.
Totally, for January August 2017, Turkmenistan has been visited by 279 foreign delegations via the Ministry of Foreign Affairs. 157 conferences, meeting and other different level events were held in our country and abroad.
Bilateral consultations between the Ministry of Turkmenistan and foreign policy departments of other countries have regular character. 27 meetings were organized in this direction for the period under review.
At present, Turkmenistan has established diplomatic relations with 145 states of the world.For improvement of trade, economic, cultural and humanitarian cooperation with foreign partners, number of sessions of Intergovernmental Commission as well as bilateral business forums were held from the beginning of the year.
At the same time, the Vice Premier, the Head of Foreign Department reported on preparation of Ashgabat 2017 Games and important events timed to this occasion.In this regard, the Executive Committee for Preparation of V Asian Indoor and Martial Arts Games carry out relative integrated work.Having listened to the report and dwelt on the key issues of the Ministry of Foreign Affairs and diplomatic corps, President Gurbanguly Berdimuhamedov addressed the Vice Premier with number of specific assignments including those related to steadfast promotion and practical implementation of constructive initiatives of our country.
Chairperson of the Mejlis of Turkmenistan A.Nurberdiyeva informed on the activity of National Parliament for eight months of year and preparation to the session of the Council of the Elders.
Having listened to the information, the Head of the State highlighted that formation of modern legal base corresponding with universal standards of international law is aimed at legislative provision of social and economic reforms in the country.
Deputy Chairman of the Cabinet of Ministers O.Gurbannazarov reported on the indices of trade complex and on the main spheres of non-governmental sector of the economy for January August comparing with the same period of the last year.
Total trade turnover by the Ministry of Trade and Foreign Economic Relations made 3 016 900 000 manats including in retail 1 153 200 000 manats with the growth rate of 13.3 percent.
Total volume of production in monetary equivalent made 181 400 000 manats with growth rate of 2.6 percent.Commodity and Raw Material Exchange has held 162 trades where 10 657 contracts were have been registered.
Trade and Industrial Chamber provided the services to the amount of 12.7 million manats fot he period under review and the plan was fulfilled to 132.8 percent.
The Union of Industrialists and Entrepreneurs made industrial production to the amount of 525 million manats for the period under review and the growth made 35.8 percent, agricultural and food production to the amount f 730 million manats with growth rate of 34.9 percent.
Construction and installation works are fulfilled to the amount of 3 billion 963.5 million manats in monetary equivalent.Trade turnover made 7 billion 729 million manats; comparing with the last year the growth rate is equal to 8.1 percent.
The service sphere executed the works to the amount of 658.6 billion manats with growth rate of 11.4 percent.President Gurbanguly Berdimuhamedov requested the Vice Premier to improve the of the catering of the participants of Ashgabat 2017 Games and trade services at the facilities of the Olympic village, having highlighted that the success of Games depend on the professionalism of service system.
After, Board Chairman of the Trade and Industrial Chamber B.Gylyjov reported on the work performed by the structure under his supervision for modernization of the economy of the country and attraction of the investments.
Having mentioned that the activity of Trade and Industrial Chamber is carried out on improper level, the President focused the attention on the main objectives laid upon this establishment.
The Chamber was founded for promotion of national economy, its integration to the world economy system, formation of modern industrial, financial and trade infrastructure, - President Gurbanguly Berdimuhamedov said, having also outlined the creation of favourable opportunities for the development of all types of entrepreneurship among the key directions.
It is necessary to render support in formation of trade and economic, scientific and technical relations among local and foreign business circles, the Head of the State highlighted.Support of the development of export of Turkmen goods and services to foreign countries is one of the important aspects, the Head of the State continued, having noted the necessity of practical support of the organisations and individual entrepreneurs of the country in implementation of their activity in home and foreign markets and elaboration of new types of trade and economic, scientific and technical cooperation.
Addressing Vice Premier O.Gurbannazarov and Head of Trade and Industrial Chamber B.Gylyjov, the President requested to organize international exhibitions of domestic goods on regular base not only in our country but other states also.
In the regard, the Head of Turkmenistan pointed the attention on the importance of the exhibiting of domestic goods, especially those produced by Turkmen entrepreneurs, under the sessions of bilateral commissions for economic cooperation.
Such events will allow demonstrating economic potential of our country as well as will be a good opportunity for making contracts, President Gurbanguly Berdimuhamedov noted, having highlighted that this is the main objective of any exhibition.
It is necessary to hold the meetings with the delegations of business and public circles of foreign countries, authorized representatives of these organizations, the Head of the State continued, having also noted that it is necessary to take part in the work of different international structures.
The Head of the State ordered to elaborate the subject of establishment of regional and mixed organisations of the Trade and Industrial Chamber, joint ventures, trade houses, joint stock companies as well as other organizations.
Continuing the session, the President of Turkmenistan, having noted that the organization headed by B.Gylyjov is a non-governmental structure, pointed the importance to perform properly the exploitation of the building of the Chamber that was built by the State funds.
The President reprimanded the Chairman of the Board of the Trade and Industrial Chamber for unsatisfactory fulfilment of service duties and shortfalls in the work, The Head of the State ordered Vice Premier O.
Gurbannazarov to hold the meeting with the members of the Trade and Industrial Chamber and discuss the objectives of this establishment as well as the ways of their implementation as soon as possible.
