Arkadag City Joins SPECA Smart Cities Declaration

Arkadag city has joined a declaration of intent on establishing a Smart Cities Climate Forum under the United Nations Special Programme for the Economies of Central Asia, or SPECA, adopted on the sidelines of COP29.

The document was signed by Arkadag Mayor Gulshat Mammedova on Jan. 23, 2026, in Ashgabat during the SPECA Economic Forum, according to the Embassy of Azerbaijan in Turkmenistan.

The SPECA Smart Cities Climate Forum aims to promote smart city development in Central Asia and support regional climate goals.

The 29th U.N. Climate Change Conference, known as COP29, was held in Baku from Nov. 11 to Nov. 22, 2024, under Azerbaijan’s chairmanship.
