the Governor of Balkan province, Satlykov, Satlyk Bayjanovich;
the Governor of Dashoguz province, Bayramgulyyev, Mammet Guldurdyyevich;
the Governor of Lebap province, Atahallyyev, Tanryguly Rejepgulyyevich;
