On October 16,2022, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers to discuss some issues of the state life.
Opening the meeting, the head of state noted that during its course the relevant work on preparation for the autumn-winter period and some other issues will be considered.
The first floor was given to the Deputy Chairman of the Cabinet of Ministers Ch.Purchekov, who reported on the measures taken to ensure the uninterrupted and safe operation of boiler houses, enterprises of energy, gas, water complexes and utilities during the winter heating season 2022-2023 in the velayats of the country and in Ashgabat city.
It was reported that control checks were carried out on the preparation of the ministries and sectoral departments of the country, the khyakimliks of the velayats and Ashgabat for the heating season, as well as the performance of work on the uninterrupted supply of electricity, natural gas, drinking water, and utilities to the population.
In order to ensure reliable and uninterrupted supply of electricity to the country's consumers, in accordance with the plan, repair work has been carried out on gas and steam turbines operating in the country, as well as overhead power transmission lines of various voltages, transformer substations of different capacities.
Then the Minister of Energy H.Rejepmyradov reported on the work carried out in preparation for the autumn-winter heating season.
Then the Minister of State, Chairman of the Türkmengaz State Concern B.Amanov reported on the ongoing preparations for the autumn-winter season and uninterrupted supply of domestic consumers with natural gas.
The Türkmengaz State Concern is taking appropriate steps to monitor the technical condition and compliance with the rules of operation of specialized and, in particular, heating equipment at the local level.
Minister of Agriculture and Environmental Protection A.Altyev reported on the ongoing work to prepare for the autumn-winter season in the industry.
It was reported that along with seasonal campaigns, work is being carried out on the development of animal husbandry, increasing the volume of cattle and the production of products of this industry, as well as improving the fodder base.
There was information about the measures taken to ensure a warm and well-fed wintering of livestock.
The khyakim of Ashgabat, R. Gandymov, reported on preparing the Turkmen capital for the winter season.
It was reported that the capital's khyakimlik, together with the relevant services, carried out the necessary measures for reliable and uninterrupted provision of electricity, natural gas, drinking water and heating to the population in the winter season 2022-2023.
The Public Utilities Administration of the Ashgabat city Khyakimlik is engaged in providing heat to buildings, residential buildings, kindergartens, secondary schools, healthcare institutions, as well as organizations and enterprises.
Khyakim of Akhal velayat Ya.Gurbanov reported on the preparatory activities for the autumn-winter season.
Information was presented on the measures taken to ensure the proper functioning of heating systems, energy and gas supply to educational institutions, residential buildings, healthcare institutions, as well as an analysis of compliance with safety standards.
On the territory of the velayat, schools, kindergartens, buildings and healthcare facilities are provided with heating and natural gas.
In addition, gas and power plants have been checked for serviceability, and the external coatings of tanks and water supply equipment have been repaired.
It was reported that the repair of heating systems and boilers, technical inspection were carried out, and appropriate measures were taken to ensure the uninterrupted and safe operation of steam boiler, energy, gas, water and utilities enterprises.
In turn, the khyakim of Balkan velayat T.Atakhallyev reported on the fulfillment of the instructions previously given by the head of state to ensure the uninterrupted operation of heating systems, gas and electricity supply in winter for schools, kindergartens, healthcare institutions, residential buildings, enterprises and organizations, as well as control over gas and electricity consumption.
Repairs have been carried out in boiler houses and heat supply networks, in the heating systems of enterprises, secondary schools, kindergartens, hospitals, health homes, residential buildings of the velayat, the corresponding facilities have been put in full readiness for the autumn-winter season and are currently functioning satisfactorily.
It was also reported on the proper provision of heat, natural gas, drinking water, electricity and daily monitoring.
Then, the khyakim of Dashoguz velayat N.Nazarmyradov, informing on uninterrupted supply of heating, electricity, natural gas and drinking water to the population, reported that the work in this direction was carried out according to the prepared plan.
In particular, repairs of electrical and gas systems, preventive maintenance at electrical substations, as well as inspection of gas and electrical equipment were carried out at the local level.
It was reported that control over the provision of heating in schools, kindergartens and other social facilities has been established, if necessary, as well as repair and restoration work is locally carried out.
As part of the preparatory measures in the velayat water supply system, proper work is being carried out at water treatment plants, in water basins, supply and distribution networks of water supply.
Currently, the heating system of the velayat is fully involved, the uninterrupted supply of heat, natural gas and electricity to the population, enterprises and institutions is under strict control.
Then the khyakim of Lebap velayat Sh.Amangeldiev reported upon the work carried out on the uninterrupted heat supply of healthcare institutions, residential buildings, schools and kindergartens, provision of drinking water, as well as energy and gas supply to the population of etraps, cities and towns of the velayat.
Repair works of boiler houses and heating systems have been carried out in the cities of etraps of the velayat, and they are fully ready for the season.
Electric and gas stations were monitored for the serviceability of heat supply equipment, water supply systems were repaired, and control over their functioning was established.
Currently, the heating system of residential buildings, schools, kindergartens, healthcare institutions, as well as the supply of natural gas, drinking water, and electricity to institutions and enterprises are in satisfactory condition and are kept under systematic control.
Further, the khyakim of Mary velayat D.Annaberdiev reported on the work carried out in preparation for the autumn-winter period 2022-2023.
In this regard, the full readiness of heat, gas, water, and energy supply systems in all etraps and cities of the region has been checked for the upcoming season, repairs have been carried out at the relevant facilities to ensure their proper functioning.
On a planned basis, measures were taken to maintain the proper level of work of the profile infrastructure of educational institutions, healthcare, residential buildings, enterprises and organizations located in the velayat.
All issues related to the preparation for the autumn-winter season are under constant control.
After hearing the reports, President Serdar Berdimuhamedov, addressing the meeting participants, stressed that with the onset of winter, it is necessary to organize the coordinated work of all relevant services to ensure uninterrupted heat, water, electricity and gas supply, as well as other public utilities of the population, social facilities, organizations and enterprises.
At the same time, special attention should be paid to schools, kindergartens and hospitals, the head of state underlined, pointing to timely preparations for the winter season.
Emphasizing that the heads of ministries and sectoral departments, especially the khyakims of the velayats and Ashgabat city, are responsible for solving these issues, the President of the country addressed a number of instructions to the relevant deputy prime ministers.
Addressing the Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov and the heads of subordinate structures, the head of state pointed out the importance of timely implementation of planned works to provide consumers with petroleum products and natural gas and gave appropriate instructions.
Deputy Chairman of the Cabinet of Ministers in charge of the agricultural complex A.Yazmyradov, heads of the agricultural sector and velayats were given the task to ensure uninterrupted water supply to settlements and branches of the national economy.
It was also assigned, together with the relevant services, to create verification commissions at the velayat level for systematic monitoring of the operation of heating systems at enterprises and organizations, in multi-storied residential buildings.
Speaking about seasonal agricultural work, President Serdar Berdimuhamedov focused the Deputy Prime Minister's attention on the need to accelerate the pace of wheat sowing and the collection of "white gold".
It is necessary to use agricultural machinery, reception points and cotton gins at full capacity in the harvesting campaign.Proper conditions must be created for the fruitful work of farmers.
Then the President of the country addressed instructions to the Deputy Chairman of the Cabinet of Ministers Ch.Purchekov and the heads of the complex for ensuring uninterrupted supply of electricity to consumers in the autumn-winter period, and in this regard pointed out the need to carry out seasonal repair work at power plants.
The safe use of electrical appliances by citizens should also be kept under strict control, the President of Turkmenistan highlighted.
Addressing Deputy Prime Minister M.Mammedova, head of state Serdar Berdimuhamedov emphasized the need to organize presentations by specialists on the proper use of electricity and natural gas, fire prevention in print media, radio and television. Together with the Türkmengaz State Concern, the Ministries of Energy and Internal Affairs were instructed to organize the screening of relevant videos.
Having commissioned Deputy Chairman of the Cabinet of Ministers N.Amannepesov to ensure proper operation of heating systems in the premises of ministries and branch departments, in educational and healthcare institutions, and especially in kindergartens, secondary and higher educational institutions, residential buildings, dormitories in the autumn-winter period, the head of state gave the Deputy Prime Minister relevant instructions.
President Serdar Berdimuhamedov instructed Secretary of the State Security Council B.Gundogdiyev and heads of military and law enforcement agencies to ensure control over the smooth operation of steam boilers, energy, gas, water and utilities, and to monitor them.
The head of state assigned employees of the traffic service to be vigilant and monitor the prevention of drivers exceeding the speed limit on urban, velayat and intercity highways.
The President of Turkmenistan, addressing the Minister of Finance and Economy M.Serdarov, ordered to urgently resolve financial issues related to social and household provision of ministries and branch departments, villages and cities.
Turning to the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed about the activities to strengthen the legal foundations of the state, the ongoing work on the implementation of socio-economic reforms in the country.
The head of the Mejlis of the Milli Gengesh congratulated President Serdar Berdimuhamedov on being awarded the first-class jubilee medal "30th anniversary of the Conference on Interaction and Confidence-building Measures in Asia", held on October 13 of this year at the 6th Summit of the Conference on Interaction and Confidence-building Measures in Asia in Astana (Republic of Kazakhstan), for outstanding achievements and valuable contribution of the President of Turkmenistan to the development of this process.

It was informed that for prevention of pollution by liquid fuel oil stored at open earth warehouses in relevant enterprises of Türkmennebit State Concern as well as prevention of pollution of the environment with oil vapour and emergence of oil fire, it is expedient to store fuel oil in steel reservoirs.
With this view, the international tender for purchase of upright steel tanks was held.
Having summed up the report, President Serdar Berdimuhamedov drew the attention to importance of modernization of the oil processing industry and active use of modern technologies in production of competitive, high quality and ecologically clean products.

The head of the state instructed the Deputy-Chairman of the Cabinet to keep under a strict control the issues connected with ensuring of well-coordinated work of relevant structures for maintenance of a high pace of cotton harvesting and wheat sowing campaigns.
The Deputy-Chairman of the Cabinet also reported on preparation for the events planned for the last Sunday of October in honour of the holiday of the Türkmen alabay.
It was noted that within the framework of events, there will be held the second and final stages of the international contest "Ýylyň türkmen edermen alabaýy" as well as the exhibition.

Deputy Chairman of the Cabinet B.Atdayev reported on the work carried out at the instruction of the head of the state for creation for the Turkmen-Uzbek border trade zone.
According to the Agreement between Governments of Turkmenistan and the Republic of Uzbekistan on creation and regulation of the work of the Turkmen Uzbek border trade zone-trade centre, relevant structures carry out due work to this end.
It is expected that border trade will be established taking into account modern international and regional wholesale and retail sale practice.

Deputy Chairwoman of the Cabinet M.Mammedova reported on organizational issues of the Turkmen Uzbek friendship festival to be held in Dashoguz.
As was pointed out, the festival is proposed to be held in the administration centre of Dashoguz region on November 1617, after having agreed its date with the Uzbek side.

Further, Deputy Chairman of the Cabinet N.Amannepesov reported on complex measures taken for organization of international Olympiads by videoconferencing in higher educational establishments of the country.
With a view of successful implementation of goals outlined in the "Concept of Development of the Digital Education System in Turkmenistan" and the Plan of actions for its realization approved by the Resolution of the head of the state of September 15, 2017, "State Program for the Comprehensive Development of Chemical Science and Technology in Turkmenistan for 20212025", approved by the relevant Resolution of the President of Turkmenistan of October 6, 2020, "Concept of improving the teaching of subjects in natural and exact sciences in Turkmenistan" and the Plan of actions for its implementation, approved by the Resolution for the head of the state of December 4, 2020, it is planned to hold: on November 1417 of the current year, the International Olympiad in chemistry in the Magtymguly Turkmen State University and on December 56 of the current year, II Open International Internet Olympiad in physics in Turkmen State Teachers Training Institute named after Seydi.
In the upcoming events, it is expected that students of higher educational institutions of our country, Russian Federation, United States of America, People's Republic of China, Republic of Italy, Romania, Republic of Turkey, India, Republic of Byelorussia, Uzbekistan, Kazakhstan and tens of other countries will participate. Winners of international Olympiads will be awarded diplomas of different degrees.

In the meeting, the head of Turkmenistan signed the Decree, in accordance with which the minister of education G.Atayeva was given a severe reprimand for improper fulfilment of her duties and shortcomings made in her work.
Deputy Chairman of the Cabinet, minister of foreign affairs R.Meredov reported on the work carried out to prepare for the official visit of the President of Uzbekistan to Türkmenistan planned for October 20-21.
One of the priority areas of the foreign policy of the independent neutral fatherland is the strengthening and expansion of fruitful relations with neighbouring countries. Among them is Uzbekistan with which Turkmenistan develops mutually beneficial cooperation in a wide range of areas.

In the given context, the head of Turkmenistan instructed the Deputy Chairman of the Cabinet, minister of foreign affairs to ensure a high organizational level of the upcoming official visit of the President of the Republic of Uzbekistan to our country and events planned within its framework, having noted importance of regular high level talks called to give a new impulse for further development of Turkmen-Uzbek cooperation, which bears a strategic character.
Director General of the Transport and Communications Agency of the Cabinet of Ministers M.Chakyev reported on the work carried out to improve further the work of the agency.
As was marked, the proper work is carried out to realize successfully large-scale national programs in the transport and communications sphere and to expand the existing entities and create new transport corridors, which will give a new impulse for the deepening of regional and international trade and economic relations as well as expansion of volumes of services provided in this sphere and improvement of their quality.
Having heard the report, President Serdar Berdimuhamedov underlined that under modern conditions partnership in the transport sector assumes a special significance as an inseparable factor of global sustainable development.
Taking a favourable geographical location and confidently strengthening its position as an important and transit link and logistics centre of regional and continental significance, our country strives to put its enormous potential in the given sphere at the service of global community.
In this connection, reconstruction of the role of the great Silk Road in the context of strengthening of cooperation between peoples of Europe and Asia on principles of mutual respect, equality and trust a great has a significance, the head of the state said.
Speaking of importance of large-scale work on ensuring a reliable transport transit, which is used successfully by tens of countries, the President of Turkmenistan gave the head of the agency instructions on further development of volume and expansion of geography of transport transit activities.
Other topical issues of the state life, on which relevant decisions were made, were also considered at the meeting.
