Сonsul General of Turkmenistan in Kazan calls on Turkmen students not to wait for money transfer restrictions to be lifted

On 18 and 26 March, 2021 General Consul of Turkmenistan in Kazan Atadurdy Bairamov held meetings with Turkmen students studying in Naberezhnye Chelny and Kazan, the news outlet Turkmen News with reference to “UlPress” and public affairs office of Naberezhnye Chelny Teacher Training University reports.

It is reported that Bairamov planned to talk about various cultural and sports events but students started complaining to the Consul about financial constraints, closed borders and being unable to extend international travel passports through the Turkmen Consulate.

The Turkmen diplomat said that students should not wait for money transfer restrictions to be lifted or eased. According to a source at Turkmen News, Bairam was quoted as saying: “Please understand that the current situation in Turkmenistan is very difficult”.

It should be emphasized that at the moment parents are authorized to transfer only $50 twice a month to their study-abroad children.

As regarding returning home, according to the Consul General, borders will not be open until 2023. University graduates will be transported home in repatriation flights. Bairamov said that young men need to do military service.

When asked by students how to extend their international travel passports when they are unable to return to Turkmenistan, the diplomat said that students can obtain temporary certificates which are valid for six months.

This document can be used to return to the home country.It is unclear how this can help when borders will be closed until 2023.In addition, according to “Turkmen News“, students pointed out the Migration Department of Russia’s Interior Ministry refuse to stamp a visa in these certificates.

The Consul ignored this comment.

The news outlet “UlPress” reported that at the meeting with the Chancellor of Ulyanovsk Teacher Training University Igor Petrishchev the Turkmen diplomat thanked him for assistance rendered to Turkmen students who were unable to travel to Turkmenistan after graduation or for holidays because of the pandemic.
