The Istanbul court overrules a decision to deport the Turkmen activist

The Turkmen Helsinki Foundation for Human Rights reports that on 15 June the Istanbul court overruled a decision to deport 34 year old Turkmen national Bayram Allaliyev.

The activist was detained in October 2022 in the Turkish migration office in Istanbul to which he had been summoned to file for a renewal of his residence permit.

It turned out that he was on the Interpol list at behest of the Turkmen authorities because charges of fraud had been initiated against him in Turkmenistan.Allaliyev was sent to the police department and then to the deportation facility.

Over 33 international non-governmental organizations signed a petition to support the Turkmen activists.Human rights activists called on the Turkish authorities to release the Turkmen nationals from the deportation facilities and allow them to continue with their steps to regularize their status in Turkey, as well to investigate cases of assaults on and threats against Turkmen activists inside the country.

In November 2021 Allalyiev was released but his deportation procedure was still being reviewed. Then he got into a car accident. The person responsible for the road traffic accident fled the scene but the police know his name. Allalyiev was admitted to hospital and underwent a course of treatment for a few months.

Bayram Allaliyev had been active in Turkmen dissident online chat groups and had been involved in criticizing certain policies of the government of Turkmenistan, including the refusal to renew passports through consular services abroad, suppression of free speech and restrictions of freedom of movement, the government’s refusal to acknowledge the presence of Covid-19 infections in Turkmenistan.

The activist was also engaged in the activities of the Association of Oghuz Culture, Cooperation and Education in Istanbul.His name was included in the list of 25 Turkmen activists wanted by the Turkish police at the request of Ashgabat.

Another official document signed by Turkmenistan’s Consul General M.Seitmamedov, sent to the Turkish authorities, listed 13 activists, with Allaliyev’s passport details being on the list under registration number 12.
