President of Turkmenistan held extended session of the Cabinet of Minsiters where outcomes of social and economic development of the country for the last year have been discussed as well as personnel issues have been reviewed.
Members of the State Security Council, Leaders of the Mejlis, ministries and departments, administrations of cities, velayats and etraps, universities, mass media and other have been invited to the session.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G.Myradov.Reporting on the outcomes of development of national economy in 2018, the Vice-premier informed that high results have been achieved in all branches.
By the outcomes of the year, the growth rates of production is 5 percent higher than in 2017.Information on the outcomes achieved by the ministries and departments of the country for the period under review has been presented in the report.
Dynamic construction of industrial and infrastructural facilities has been carried out in all regions of the country for the period under review.The volume of drawn investments from all sources of financing in 2018 was 40.3 billion manats where 63.7 percent has been allocated for construction of industrial and 36.3 percent for construction of social and cultural facilities.
Further, Chairman of the Central Bank M.Annadurdiyev reported on the works of the structures under his supervision in 21018 as well as on practical measures for improvement of activity of the organizations.
It was informed that comparing with 2017, total volume of credits granted by the banks of the country for expansion of joint ventures for production of import substitutive and export oriented goods has grown by 10.2 percent and has increased by 20.4 percent in non-governmental sector.
Summing up the reports, the President of the country highlighted that the indicators are satisfactory in the country in general.However, the Head of the State continued, there are many issues, for solution of which it is necessary to use all opportunities.
In this context, special attention was focused on the necessity of further improvement of the activity of financial and economic institutes supervised by the Vice-premier.The Head of the State outlined the enforcement of control for the fulfilment of the State budget and implementation of adopted government programmes as well as activation of work of banking system among current objectives.
Having signed the Resoultion on approval of the Programme of social and economic development of the country in 2019 2025, the President focused the attention of the participants of the session on coming utmost objectives.
As is known, the Head of the State continued, the draft off this document has been approved by the People’s Council and has been reviewed at different levels.
The Programme was supplemented taking into consideration the condition of the world economy and new approaches in this field.The model of development of national economy in 2019 2025 proposed by the Government of the country includes number of strategic directions, President Gurbanguly Berdimuhamedov noted, having spoken in details in each point.
First, structural reformation of industrial sectors and service sphere is planned.Paying special attention to support of high technology production, it is necessary to start the production of goods with high added value from making of industrial production with low added value and scientific and technical level.
Second, this is activation of works for reduction of the state owned facilities by privatization and changing into joint stock ventures.The third is structural changes of the facilities.
For this purposes, it is planned to apply the world advanced scientific and technological achievements in management and production spheres, according to which entire management system will be renewed.
Change of work of the facilities by implementation of digital system will be the base for making of new model of the economy.Forth, the Programme includes the correction of marketing strategy.
Globalization and integration at international level open big markets for the facilities, allow them using the dividends from the implementation of own investment projects in full volume.In this regard, President Gurbanguly Berdimuhamedov continued, diversifying commodity and export markets, it is planned to limit the dependence of the production from several markets.
At the same time, support to the development of local market especially in rural areas will be rendered.In general, it is planned to reduce the government expenses and to increase the capabilities for attraction of the capitals of private sector and foreign companies.
Development of new types of investments, in particular the establishment of the partnership between the State and private sector, is one of perspective vectors.Electrical energy, production and procession of oil and gas, electronic production, industry, agriculture, transport and communication, tourism sphere are outlined as the main branches as drive engines of the economy.
Digital economy, medicine and education are also strategic goals, the Head of Turkmenistan highlighted, having highlighted that works for transit of the state to digital system has already started.
In the result of implementation of this Programme, our country would turn into industrially developed state, the wealth of the nation would be improved, which is our main objectives, the President said.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the outcomes of work of the facilities of fuel and energy complex in 2018 and on the implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030.
Information about the indicators achieved in production of oil and gas condensate as well as in processing of hydrocarbon materials, production of gasoline, diesel fuel, polypropylene, lubricants, liquefied gas and export of gas has been presented.
In particular, the plan of oil processing was fulfilled by 102.1 percent, production of gasoline by 100.2 percent, diesel fuel by 103.9 percent, lubricants by 100.7 percent.
It was mentioned that comparing with 2017, the growth rate of natural and associated gas production was 100.5 percent and growth rate of drawn investment was 102.1 percent.
Having listened to the report, the President of Turkmenistan addressed the Vice-premier and heads of oil and gas complex with number of specific assignments.The Head of the State noted that it is necessary to continue the work for implementation of the projects, which are to bring national fuel and energy complex to modern level including in the sphere of exploration and development of new oil and gas deposits as well as processing of hydrocarbon materials and making of production, which is on high demands in the world markets.
Special attention has to be paid to the subjects of provision of energy security by diversification of export of Turkmen energy resources, construction of new pipelines, the head of the State said.
The President of the country has ordered to activate the work for the implementation of the project of construction of Turkmenistan Afghanistan Pakistan India gas line, which has strategic importance for entire region as well as for the increment of production and export volumes of liquefied gas.
President Gurbanguly Berdimuhamedov reprimanded Deputy Chairman of the Cabinet of Ministers M.Meredov for improper fulfilment of his duties, failure to fulfil the objectives in the complex under his supervision.
Further, Deputy Chairman of the Cabinet of Ministers M.Chakiyev made report on the outcomes of activity of the structures under his supervision for 2018.In general, the ministries and departments of industrial and communication complexes fulfilled the plan of production and services by 108.7 percent with the growth rate of 117.7 percent for the period under review.
Production growth rate of cotton yarn of the Ministry of Textile Industry was on 115.9 percent level, cotton fabrics on 118.8 percent level, raw silk on 123.1 percent level, sewing and knitted items on 138.9 level.
Planned objectives for production of carpets and carpet articles was fulfilled by 134.5 percent with the growth rate of 119.3 percent for January December of the last year.
Construction works at textile complexes in Kaahka and Babadayhan etraps, Ahal Velayat are ongoing.Production growth rate of mineral fertilizers by the facilities of the State Concern Türkmenhimiýa was provided on 108.5 percent level.
Execution of the plan of iodine and technical carbon has reached 112.1 and 101.3 percent accordingly.In industrial sector, the production growth rate of Ferro metal constructions was equal to 101.8 percent, extended clay to 100.1 percent, glass production plan was fulfilled by 122.5 percent.
The growth rate in cargo and passenger transportation by motor, railway, air and maritime was 103.5 and 101.7 percent accordingly. 199 thousand telephone outlets have been installed for satisfaction of the population’s demand on communication services for January December.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that according to the Constitution of the country, we have to transfer the economy from the state administration to marketing relations.
As is known, reforms has been held in industrial, transport and communication branches for these purposes.Therefore, the Ministry of Industry and Communication, which would define the state policy on pricing and tariffs, organization of transport flows, has been established.
It would also represent the country in different international organizations, the head of the State summed up.In this regard, the ownership of all facilities of this complex will be changed.
They will be privatized and transformed to joint stock ventures.During the session, the Head of the State ordered M.Chakiyev to supervise the activity of industrial and communication complex.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the outcomes of activity in construction and energy complex and municipality service for the last year as well as on investment programme of opening of buildings and facilities in 2019.
The plan of works and services by the Hyakimlik of Ashgabat for January December was fulfilled by 101 percent, the growth rate was 107.3 percent.The Ministry of Construction and Architecture fulfilled the plan for works and services by 100.2 percent with the growth rate of 108.9 percent for the period under review.
The Ministry of Energy achieved the growth rate on 121.9 percent level.Summing up the report, the President of Turkmenistan noted that comprehensive programme of construction and opening of the facilities in this year has been reviewed.
In this context, the Head of the State pointed out the importance of enforcement of control of construction of industrial and social facilities, having addressed the Vice-premier with instructions to provide high quality of works especially at new construction sites of Ashgabat.
After, Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the outcomes of the branches under his supervision in 2018.Total volume growth of trade turnover for the period under review by the Ministry of Trade and Foreign Economic Relations was 10.1 percent.
The State Commodity and Raw Material Exchange held 249 trade session and made 26,374 contracts for this period.Total volume of income increased by 23.4 percent.
Service growth rate by the Trade and Industrial Chamber was 48.7 percent, profit growth rate 54.2 percent and growth of total income was 107.3 percent. 24 exhibitions and 26 conferences were held in 2018.
Volume of industrial production made by the Union of Industrialists and Entrepreneurs of Turkmenistan has grown by 20.7 percent, agricultural and food production by 21.7 percent.In the result of support rendered by the state to development of entrepreneurship in the country, total volume of export food production by individual enterprises increased by 63.8 percent, non-food and industrial good by 57.1 percent comparing with 2017.
Addressing the Vice-premier, heads of trade complex and the UIET, President Gurbanguly Berdimuhamedov highlighted the importance of active development of modern infrastructure of trade sphere.Reporting on the outcomes of activity of the branches under his supervision in 2018, Deputy Chairman of the Cabinet of Ministers P.
Agamyradov noted that educational plan has been improved due to the transit to 12-year school programme.According to the Concept of development of digital education, the works have been carried out and seminars on electronic management, programme software, foundation of fund of electronic educational information have been organized.
At present time, the connection of the universities to unified educational network has been started. 200 types learning manuals and guides has been issued in 2018.School students of the country participated in international thematic and project contests where they have won 25 gold, 16 silver and 58 bronze medals.
University students have won 49 medals including 9 gold, 18 silver and 22 bronze medals as well as 17 different certificates at international intellectual contests.Researches for study of historical and cultural monuments located on the territory of Turkmenistan along the Silk Road have been continued according to the State Programme of scientific and research works and archaeological excavations in 2018 2021.
Programme work for implementation of advance world innovative treatment and diagnostic methods, provision of the population with high quality medical services, implementation of digital technologies to the system of medical service including electronic document management and telemedicine has been performed.
The growth rates of income received from the State voluntary medical insurance was 140 percent, from production and health protection services 119 percent, sanatorium services 122 percent.Big work for development of Turkmen sports has also been carried out.
Our sportsmen participated in 111 international competitions namely in 22 World championships (44 medals), 31 Asian championships and Asian Paralympic Games (74 medals) 58 various tournaments (142 medals).Totally, they have won 260 medals including 85 gold, 69 silver and 106 bronze medals.
President Gurbanguly Berdimuhamedov ordered the vice-premier to take measures for acceleration of the reforms in educational.Health protection and scientific systems.Deputy Chairman of the Cabinet of Ministers B.

Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the activity of the Ministry of Foreign Affairs in the last year.It was highlighted that our country successfully develops the relations of friendship and constructive cooperation both in bilateral and multilateral formats.
This is indicated by the outcomes of foreign visits of President Gurbanguly Berdimuhamedov and visits of the heads of number of foreign states to Turkmenistan for the period under review as well as by efficient partnership with competent international organizations.
In general, 769 delegations of different level have visited our country via the Foreign Ministry last year.At the same time, 608 Turkmen delegations went to foreign countries.
Various events like conferences, meetings, etc.have been organized in Turkmenistan and abroad.Legal and regulatory base of cooperation with foreign partners has been supplemented by number of signed documents.
At present, our country has established diplomatic relations with 146 states of the world.For the period under review, Turkmenistan joined 5 international conventions, having become the participant of 150 similar multilateral documents.
Consultations between Turkmen Foreign Ministry and foreign departments of other countries have regular character.Number of sessions of bilateral Intergovernmental Commissions, which activity is aimed at the improvement and expansion of beneficial trade and economic relations and fruitful humanitarian and cultural contacts with different states, has been held.
Having highlighted that creative foreign course of Turkmenistan provided high international authority to our country, President Gurbanguly Berdimuhamedov focused on the necessity to involve all existing potential for further intensification of versatile partnership, which meets common interests.
In this regard, the Head of the State ordered the Vice-premier, the Head of Foreign Ministry to continue targeted work for promotion and practical implementation of constructive initiatives of our country proposed from the podium of the UN and other competent organizations, having focused on such important spheres as energy security, formation of transit and transport corridors and water diplomacy.
Taking an active part in the development of balanced solutions of current subjects of regional and global agenda, Turkmenistan would continue making contribution to international efforts for provision of universal peace, security and sustainable development, the President highlighted.
Speaker of the Mejlis G.Mammedova informed about the activity of National Parliament in 2018.Five sessions of National Parliament, during which 61 laws and 66 Resolutions of the Mejlis have been adopted, was held in the last year.
Turkmen parliamentarians took part in international events and seminars, went to working trips to foreign country for study of advanced practice in law making activity, development and improvement of inter-parliamentarian relations and fruitful cooperation. 58 meetings with representatives of foreign states and international organizations, 33 of inter-parliamentarian sessions as well as 83 training seminars have been held in 2017.
The Mejlis cooperates with the divisions of the United Nations in Ashgabat on regular basis.President Gurbanguly Berdimuhamedov noted the necessity of activation of work of the Mejlis for steadfast improvement of national legislation.

The President of the country made instructions to enforce the control of fulfilment of legal and regulatory acts of Turkmenistan on financial and economic activity, use and control of the state property and material resources for provision of economic stability, competiveness and efficient operation of national economy.
Further, Head of the State Gurbanguly Berdimuhamedov gave floor to Prosecutor General of Turkmenistan B.Atdayev who reported on the filflemtn of the programme of prosecutive control in 2018 by the order of the President of the country.
It was informed in the report that number of offences has been revealed in the result of the inspection in some branches.At the same time, the outcomes of work for prevention of negative activity of certain government officials have been presented.

After, Hyakim of Lebap Velayat T.Atahalliyev reported on the work in the region last year, on fulfilment of the plans outlined in National rural programme.The President of Turkmenistan requested to approach the issues of improvement of social and living level of the population with full responsibility.
Next, Hyakim of Mary Velayat D.Annaberdiyev reported on the work in his region in 2018 as well as on the fulfilment of the programme developed for social and economic development.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev who reported on the outcomes of work of the structures under his supervision in 2018 and othe course of agricultural campaigns in the regions of the country.
In general, the production and service growth rates by agricultural complex was 108.4 percent.Yearly plan for drawing of the investment is fulfilled by 109.5 percent.
At present, care of winter crops including vegetation irrigation, mineral fertilization, ploughing and levelling of the fields, preparation of the equipment and machines to spring sowing are carried out in the velayats.
Summing up the report, the President of Turkmenistan noted that changes in the management system of agricultural complex have been held for wide implementation of marketing relations to the economy.
The State Committee of Water Management, which would deal with the provision of water to the population and agricultural sphere, has been founded for further improvement of activity in water provision and rational water use.
