President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers where heads of the region and Ashgabat have been invited
Outcomes of work of the branches of national economy for the past ten months have been summed and other current issues of home and foreign policy, which solution is aimed at provision of wealth of the nation, have been reviewed at the session.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev.
The Vice-premier has started his report from the good news about successful fulfilment of contractual obligations on cotton production by the cotton growers. Sowing of wheat, for cultivation of which 690,000 hectares have been sown, has been successfully accomplished.
Reporting to Leader of the Nation Gurbanguly Berdimuhamedov on activity of the structures under his supervision for ten months of the year, Deputy Chairman of the Cabinet of Ministers has noted that the growth rate of production, works and services in agricultural complex was 104.2 percent comparing with the same period of the last year.
At the same time, the indicator of the Ministry of Agriculture and Natural Protection has reached 104 percent, the State Water Management Committee 105.9 percent, the State Association Türkmen atlary - 103.5 percent. The plan of investment development has been executed by 137 percent.
Information about preparation to national tree planting campaign, which would be held in Nowruz ýaýlasy valley, Ak Bugday district, Ahal Region, as well as to the events on occasion of the Harvest Holiday, which is traditionally held on the second Sunday of November, has been presented.
Having cordially congratulated the cotton producers and all personnel of agrarian sector on fulfilment of contractual obligations for production of cotton, President Gurbanguly Berdimuhamedov wished them strong health, family wealth and further success in creative work for strengthening of food security of the country and provision of food abundance.
Having informed on decision to award the best personnel of the sphere who achieved high results, the leader of the Nation signed relative Order and sent it to the Vice-premier by electronic document management system.
Further, addressing Deputy Chairman of the Cabinet of Ministers, the Head of the State focused on ecological issues, which are priority directions of home and foreign policy of Turkmenistan. Working with international organizations in this sphere, our country proposes specific initiatives on regular basis.
In this context, the President of Turkmenistan has ordered to conduct national wide tree planting campaign on November 7.
Outlining the utmost objectives, the Head of the State noted that it is necessary to carry out all agricultural and technical activities on timely and qualitative basis in order to receive good production of crops.
President Gurbanguly Berdimuhamedov has requested to pay special attention to issues of water use, to accelerate implementation of ecological projects in Karakum Desert. The Leader of the Nation has pointed out that the population has to be provided with vegetable and cucurbitaceous products in full volume. It is also necessary to review the capability to build new hothouses.
Having highlighted that events on occasion of the Harvest Holiday have to be organized on high level, the Head of Turkmenistan has requested the Vice-premier to hold award ceremony of distinguished agricultural personnel with the state awards in the conference hall of Agricultural University.
Further, Deputy Chairman of the Cabinet of Ministers has reported on the outcomes of development of the branches of national economy, having presented macroeconomic indicators for ten months of the year to the President of Turkmenistan.
The growth rate of the GDP for the period under review has grown by 5.8 percent. The volume of production in January - October has increased by 4.1 percent comparing with the same period of 2019.
The volume of retail trade has increased by 18.9 percent for the period under comparing with the same period of the last year.
In January October, the revenue of the State budget has been fulfilled by 109.2 percent while the expenditure by 87.4 percent.
Salary wages in big and medium facilities have been increased by 10.3 percent by the outcomes of ten months of the year comparing with the same period of 2019.
The volume of developed investments from all sources of financing has reached 25 billion manats.
The report on fulfilment of works outlined in National Program of the President of Turkmenistan for Improvement of social and living conditions of rural population until 2020 has also been presented.
Summing up the report, President Gurbanguly Berdimuhamedov has noted the importance of organization of activity of the sphere under supervision of the Vice-premier according to time requirements.
The Head of the State has also noted the necessity of detailed analysis of implementation the adopted programs. It is necessary to use all available capabilities for fulfilment of the plans as soon as possible, the Leader of the Nation pointed out.
The Head of Turkmenistan has called preparation of the Program of economic development of the country for 2021 together with all Vice-premiers, which has to be based on reliable investments. In this context, it was requested to complete the development of the document as soon as possible.
President Gurbanguly Berdimuhamedov has also requested to present the Strategy of management and transformation of the state-owned facilities in 2020 2025 for approval within one months and to bring legal acts regulating privatizations aspects into compliance with modern realities.
Further, Deputy chairman of the Cabinet of Ministers M. Meredov has reported on results of work carried out for ten months in the spheres under his supervision under implementation of the Program of development of oil and gas industry until 2030.
It was reported that for the period under review, the plan of oil and gas condensate production has been fulfilled by 101 percent, oil refinery 102.4 percent, gasoline production 107.5 percent, diesel fuel 106.4 percent, natural and associated gas 100.1 percent, export of gas 100.2 percent and investment development by 106.2 percent.
The growth rate of production of liquefied gas was 123.6 percent for the same period of the last year.
Having listened to the report and addressing the Vice-premier, the President of the country noted the necessity of further modernization of activity of fuel and energy complex.Leader of the Nation Gurbanguly Berdimuhamedov has highlighted that it is necessary to increase the export of production of fuel and energy complex and natural gas, having used production capacities of the plants.
Relative instructions have been given for acceleration of construction of international Turkmenistan Afghanistan Pakistan India gas line and facilities for processing of hydrocarbon materials. The Head of the State has also requested to analyse the situation in fuel and energy complex in details.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on the outcomes of activities of the ministers and departments of transport and communication sphere in January October this year. The production plan of the ministries and departments has been executed by 118.4 percent.
The growth rate of Türkmenawtoulaglary Agency was 101.8 percent, Türkmendemirýollary Agency 112.6 percent, Türkmendeňizderýaýollary Agency 112.9 percent. Relative work has been carried out by Türkmenhowaýollary Agency for the period under review.
The plan of cargo and passenger transportation by motor, railroad, air and maritime transport has been fulfilled by 111.6 and 100.6 percent respectively.The growth rate of Türkmenaragatnaşyk Agency is equal to 108.5 percent.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that transport sector is one of important branches of national economy and all our achievements are connected with activity of this sphere.
Having outlined transit to digital platform as one of the main vectors of the State policy, the Head of the State outlined the formation of efficient management system, which is able to satisfy the requirements of the economy and modern society as the main objective.
Having focused on importance of improvement of works in this direction and further modernization of the branches, the President of the country instructed the Vice-premier to activate implementation of the projects of digitization, having paid special attention to improvement of relative infrastructure.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on outcomes of work of the branches under his supervision for ten months of the year.
The production and work plan on construction industrial complex has been executed by 116.2 percent with the growth rate of 122.1 percent.
The plan of works made from the beginning of the year by the Ministry of Construction and Architecture has been fulfilled by 109.8 percent with the growth rate of 108.2 percent.
The plan of production and works of the Ministry of Industry and Construction Production has been executed by 104 percent with the growth rate of 107.8 percent for the period under review.
The plan of production, works and services of the Ministry of Energy has been reached by 132.6 percent in January October this year. The plan has been executed by 118.7 percent.
The plan of electricity production has been fulfilled by 106.1 percent with the growth rate of 118.8 percent for the period under review.
The plan of production and services of the State Concern Türkmenhimiýa has been executed by 131.3 percent with the growth rate of 156.5 percent for ten months of the year.
The plan of works and services of the municipality of Ashgabat has been executed by 114 percent in January October this year.
Having listened to the report, President Gurbanguly Berdimuhamedov has pointed out to the Vice-premier that it is necessary to make reforms in construction complex, to arrange training of required specialists, to accelerate analysis of activity of profile structures. It is also necessary to develop and present the proposals on modernization and on privatization of facilities.
The Head of the State has also focused on importance of opening of new work places, transit to digital system and increment of production of construction materials.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the outcomes of work of trade and textile spheres as well as entrepreneurship sector for ten months of the year.
The growth of trade of the Ministry of Trade is equal to 108.6 percent, the growth rate of production 107 percent comparing with the same period of the last year.
The growth of production volume made by the Ministry of Textile Industry including cotton yarn and fabric is equal to 104 and 101.2 percent respectively, sewing and knitted articles 117.4 percent, leather production 103.2 percent.
The production plan of the State Association Türkmenhaly is equal to 111.8 percent.
The State Commodity and Raw Material Exchange has held 231 trade sessions and entered into 23,062 contracts in January October.
The growth rate of works of the Trade and Industrial Chamber was equal to 107.1 percent. 5 exhibitions and 25 video conference sessions have been held for the period under review.
The growth rate of industrial production was equal to 133 percent, agricultural and food production 110.2 percent in January October.
Summing up the report, President Gurbanguly Berdimuhamedov has addressed the Vice-premier with specific instructions for further intensification of increment of consumer good production.
The Leader of the Nation has ordered to develop measures of the government support to private sector of the economy for stimulation of entrepreneurship.
Winter season is coming and in this regard, it is necessary to hold the provision of markets and shops with various goods and products, especially in celebration days, under strict control, the Head of the State said, having given relative instructions to the Vice-premier.
The President of Turkmenistan has requested to accelerate the rates of works carried out by members of the Union of Industrialists and Entrepreneurs, having highlighted that proper support would be provided to them.
In this context, the Leader of the Nation has noted that it is necessary to activate work of private firms specialized in agricultural complex and engaged in agricultural production.
It is necessary to increase volume of export oriented goods. Big technological companies and firms provided with the latest high-productive equipment and innovative technologies, which are self-financing and able to solve the issues of development of certain branches have to be opened, Head of the State Gurbanguly Berdimuhamedov highlighted, having addressed the Vice-premier with specific assignments.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on activity of the structures under her supervision from the beginning of the year, which is held under slogan “Turkmenistan Home of Neutrality”.
It was mentioned that various events have been organized in the period under review, measures for strengthening of the contacts in cultural sphere with the countries of the world have been taken. International cultural actions have been held in video conference format. In addition, draft documents on bilateral cooperation have been developed using diplomatic channels.
Works for implementation of digital technologies to activity of cultural sphere establishments including the museums, for making virtual tours around their expositions have been continued. For the period under review, Turkmen State Publishing Service has executed the production plan by 106.9 percent.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of systematic improvement of activity of cultural organizations and mass media based on active introduction of advanced digital technologies and training of qualified personnel.
Having focused on activity of national television, the Head of the State mentioned the necessity of provision of TV channels with the latest samples of informational journalism, improvement of quality of broadcasting and making of educational programs and talks-shows on actual subjects, which are able to interest the audience.
The Head of the State has also pointed out the necessity of activation of measures for popularization of spiritual values, glorious history and modern achievements of Turkmen people in the world.
In this regard, the Leader of the Nation has ordered to pay special attention to preparation and conduct of events on occasion of the 25th neutrality of Turkmenistan, making of interesting programs explaining everlasting importance of international legal status of the Motherland in global scale, narrating about capabilities opening for dynamic development of the economy of our country.
It is necessary to make new plays and musical staging singing abut and glorifying independent neutral Motherland in theatres.
It is necessary to prepare to coming events on occasion of the glorious date and New Year on high organizational level, to hold celebration events and concert in all regional centres, cities and villages, the Leader of the Nation said, having addressed the Vice-premier with relative instructions.
During the session, President Gurbanguly Berdimuhamedov has signed the Resolution on Procurement of modern equipment for the State Committee for Television, Radio Broadcasting and Cinematography, having sent it to the Vice-premier by electronic document management system and given assignments for fulfilment of objectives followed from this document.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the results of works of the spheres of education, health protection, science and sports for the past ten months.
According to the Concepts developed under the leadership the Head of the State, works for transit to 12-year school education, development of the system of digital education and improvement of foreign language education have been continued in the country. 133 study books and guides have been published.
School and university students have successfully competed in international internet contests in January - October, having won various medals and diplomas.
The Academy of Sciences of Turkmenistan controlled fulfilment of objectives given by President Gurbanguly Berdimuhamedov to scientists of the country and works on priority directions of science and technologies for the period under review. 891 works, from which 869 have been approved, 5 received patents, 4innovative technologies have been put into production, have been reviewed.
The Program of transit of science to digital sphere in Turkmenistan in 2020 2025 and the State Program of Integrated Development of Science and Technologies in Turkmenistan in 2021 2025 have been adopted.
International Scientific Conference “Science, Equipment and Innovative Technologies in the Age of Might and Happiness” has been held in online format in honour of the Day of Science.
Reporting on work carried out in health protection sphere, the Vice-premier has noted that National Program of healthy food for the population of Turkmenistan in 2020 2025 has been adopted.
Turkmen sportsmen continue training aimed at coming international tournaments. National team has held training in 7 sports in the Olympic village for preparation to the XXXII Summer Olympic Games.
National motor sports championships have been held in honour of the 25th anniversary of the Motherland’s neutrality. 65 local competitions and 58 mass sport events have been held for the period under review.
Summing up the report, President Gurbanguly Berdimuhamedov has pointed out the necessity to enforce work for further improvement of equipment and facility, scientific and practical base of educational, scientific, health protection and sport systems according to approved programs.
Having noted that these spheres have many objectives, which require immediate solution, the Head of the State ordered the Vice-premier to control the course of construction of facilities and modernization of profile infrastructure.
The Leader of the Nation has pointed out that it is necessary to activate measures for transit of scientific establishments to digital system, to pay special attention to improvement of educational process in secondary and high education facilities of the country.
Major reforms started in national economy these days like digitization industrialization, development of electronic industry, entrepreneurship activity according to international standards require university students to have comprehensive education, President Gurbanguly Berdimuhamedov noted, having demanded to intensify work in this important direction.
Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on outcomes of work of the Ministry in January October in the context of implementation of foreign course of neutral Turkmenistan.
Relative work has been carried out for fulfilment of assignments and goals given by the Leader of the Nation for the period under review.In this regard, it was noted that the President of Turkmenistan has visited the Republic of Azerbaijan on March 11 and the Prime Minister of the Republic of Kazakhstan has paid working visit to our country on September 17.
The Head of the State has also participated in number of high-level meetings in online format, made a speech at the 75th session of the United Nations General Assembly and at International Forum of Northern Economic Cooperation.
Leader of the Nation Gurbanguly Berdimuhamedov has had telephone conversations with the UN Secretary General and heads of number of states, during which current issues of bilateral and multilateral cooperation have been discussed.
40 foreign delegations have visited Turkmenistan for the period under review under the Foreign Ministry. At the same time, 86 delegations of our country have been sent abroad.
816 various level meetings have been held in video conference format. 92 international documents have been signed within the year for strengthening of legal base of international relations of Turkmenistan.
Contacts between foreign departments have regular character. Work for intensification of trade and economic partnership is carried out on systematic base. Number of sessions of relative structures have been held in January October.
Having listened to the report, the Head of the State instructed the Vice-premier, foreign Ministers to provide thorough preparation to international conferences and other events timed to the 25th anniversary of permanent neutrality of Turkmenistan.
Taking into account current complicated situation in the world, it is necessary to develop the plan of events, visits, forums and meetings for the next year, President Gurbanguly Berdimuhamedov requested, having noted that all these matters would be reviewed at the end of the year.
Speaker of the Mejlis G. Mammedova has informed about outcomes of activity of the Parliament of the country for further modernization of legislation for ten months of the year.
The deputy corps steadily implements the activity for development of new and improvement of existing legal acts for legal provision of priority directions of social and economic development of the state, democratization of society, protection rights and interests of the citizens.
57 laws of Turkmenistan and 38 Resolutions of the Mejlis have been adopted at four sessions of National Parliament for the period under review.
These documents are aimed at improvement of political system and constitutional foundations of the state, regulation of social relations in different directions, in particular in such directions as implementation of social and economic policy, introduction of digital technologies, strengthening of legal foundations in physical culture and sport, environment protection and other spheres.
Development of drafts of new legal acts is carried out in working groups according to the plan of legal activity of the Mejlis in 2020.
In addition, analysis of existing laws is made, relative activity for development of normative and legal acts following from the laws for provision of fulfilment of adopted documents is carried out on systematic basis.
Together with big public organizations, the deputies carry out propaganda activity in their electoral pools as well as in farming associations, establishments, educational facilities and organizations explaining the meaning and importance of home and foreign policy of the Leader of the Nation, decisions of the People’s Council, their role in further democratization of Turkmen society and in life of the country in general, protection of rich national heritage.
President Gurbanguly Berdimuhamedov has noted exclusive importance of the work performed by the Mejlis for strengthening of normative and legal base of the country taking into account implementation of the decisions of the People’s Council, utmost objectives of social and economic development of the state.
Having focused on the fact that some legal acts require improvement, the Leader of the Nation brought up the Law of Turkmenistan on Privatization as an example.Noting the importance of activation of measures in this sphere, determination of the mechanisms of transfer of big and medium state-owned facilities to private ownership, the President of the country highlighted the necessity of provision of legal support of these and other direction of implementation of social and economic reforms.
The Head of the State has also pointed out the importance of efficient realization of their authorities by the deputies and their active participation in preparation and conduct of events dedicated to the 25th anniversary of Turkmenistan’s neutrality, in work for harmonic education of younger generation, popularization of healthy life style.
It is necessary to continue meeting with public at sites, to make citizens aware of importance of major changes expanded in the country, Leader of the Nation Gurbanguly Berdimuhamedov said.
Further, the floor was given to the head of administrations of the capital and regions of the country, who reported to the Leader of the nation about preparation to events on occasion of the 25th anniversary of neutrality of Turkmenistan, opening of new facilities timed to the anniversary date as well as on the program of celebration events of the Harvest Holiday.
Having listened to the reports and highlighted the importance of provision of high level of organization of the events in honour of the anniversary, President Gurbanguly Berdimuhamedov focused on timely completion of works at the facilities planned to be opened.
The Leader of the Nation has also requested to prepare to celebration events dedicated to field personnel, who make significant contribution to the prosperity of the country and strengthening of food abundance, on proper level.
Further, summing up the outcomes of ten months of the year, the Head of Turkmenistan has stated that the outcomes indicate that home and foreign policy of the country is pursued on the principles of neutrality, peace-loving, good neighbourliness and beneficial cooperation.
Same as before, high development rates are remained in national economy. Volumes of production has been increased almost in all branches of national economy under certain objectives, salary wage, pensions and state allowances have been increased. Numerous production and social facilities have been put into operation, Leader of the Nation Gurbanguly Berdimuhamedov noted.
The Head of the state said that current situation requires us to take immediate measures for economic development and despite the changes in the world economy, to provide the fulfilment of set objectives. Our goal is to achieve the protection of reached growth rates and their increment in the next year.
Continuing the subject and addressing the participants of the session, the Leader of the Nation has noted that little more than one and half months is left until the end of the year and many issues have to solved for this period in order to welcome 2021 with good indicators.
