President of Turkmenistan Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers dedicated to the outcomes of social and economic development of the country for eleven months of 2017.
Opening the session, the Head of the State reported on the decision to adopt the bill on granting of Turkmenistan to 1690 people on occasion of International Neutrality Day.
After, the president of the country gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov who reported on the work done for granting of Turkmenistan citizenship to stateless persons on occasion of International Neutrality Day and drafting of Relative Resolution.
It was highlighted that steadfast measures for the provision of rights, freedoms and interests of people including the individuals that by some reason and circumstances had to leave their countries were taken following existing national legislation and standards of international law and principles of humanity laid in the foundation of internal and foreign policy of our country.
The fact that 6455 stateless people living in our country received Turkmenistan citizenship in 2011 2016 is visual evidence to this.It was reported that the Ministry of Foreign Affairs and authorized state departments performed the work on granting of Turkmenistan citizenship to 1690 people living in our country by their personal request.
These are the representatives of 21 nationalities.Having signed the Resolution of Turkmenistan Citizenship, the Head of the State addressed the congratulations to new citizens of our country and wished them family prosperity as well as to make deserving contribution to the provision of further prosperity of independent neutral Motherland.
Continuing, the Vice-premier, Head of the MFA reported on the outcomes of the activity of his ministry for the last 11 months in the context of the Concept of foreign policy course of neutral Turkmenistan in 2017 2023. 550 different level foreign delegations has visited Turkmenistan for 11 months of the year.
At the same time, 574 Turkmen delegation went overseas. 201 events including conferences, seminars, meetings and other have been organized in our country and abroad. 219 documents have supplemented regulatory and legal base of Turkmenistan international cooperation.
President Gurbanguly Berdimuhamedov addressed the Head of the MFA with relative directions for the provision of high organizational level of the events timed to International Neutrality Day as well as to the establishment of the UN Regional Centre for Preventive Diplomacy for Central Asia.
Continuing the session, the President noted that following the principles of humanity and mercy of our ancestors, pardoning of the convicted persons who are repentant in their crimes and ready to start new honest life sincerely are regularly held on the threshold of big holidays in Turkmenistan.
Having signed the Resolution, according to which 697 citizens would be released from further imprisonment, President Gurbanguly Berdimuhamedov requested Secretary of the State Security Council, Defence Minister Ya.Berdiyev together with the leaders of law enforcement agencies to take proper measures for the pardoned to return to their families from the prisons as soon as possible.
After, addressing the participants of the meeting, the Head of the State informed about good news entering of Turkmen national singing and kushdepdy dance to the UNESCO Representative List of non-material human heritage.
This decision was unanimously adopted during the 12th session if Interstate Committee on protection of non-material cultural heritage in Cheju (the Republic of Korea) on December 7, 2017.
Having congratulated the participants and all Turkmenistan citizens on this event, the Head of the State highlighted the necessity of further work on wide popularization of national cultural heritage.
Continuing the session, the President of Turkmenistan gave floor for report to Deputy Chairman of the Cabinet of Ministers G.Myradov.Reporting on macroeconomic indicators for January November of the year, the Vice-premier informed that owing to the integrated measures aimed at the development of the economy of the country, stable growth in all branches of national economy complex has been provided and wellbeing of the population is steadily improved.
For the period under review, the GDP has grown and made 6.5 percent.It increased for 5.8 percent in industrial complex, 1.4 percent in construction, 10.9 percent in transport and communication sector, 9.6 percent in trade, 5.1 percent in agriculture and 8.9 percent in service sphere.
Comparing with the same period of the last year, the growth rate of production has reached 6.4 percent.Comparing with the relative period of 2016, the volume of retail trade increased for 18 percent by the outcomes of eleven months of the year.
Prices for consumer goods as well for the utilities to the population increased for 9.4 percent in comparison with December indicator of the last year. 78.9 percent of the Budget has been spent on the development of social period for the designated period.
Average monthly wages in large and medium enterprises of the country increased to 8.9 percent comparing with the same period of 2016.The Vice-premier also reported on the fulfilment of the activities outlined in new edition of National Programme of the President of Turkmenistan on transformation of social and living conditions of rural population until 2020.Minister of Finances and Economy B.
Bazarov reported to President Gurbanguly Berdimuhamedov on the execution of the State Budget as well as on the outcomes of the work in financial and budget system for eleven months of 2017.
The revenue of the main financial plan was executed on 100.6 percent level while the expenditure part made 88.4 percent by the outcomes of the reported period.
The execution of the revenue part made 10.84 billion manats and expenditure 9.98 billion manats.Salaries, pensions, state allowances and students’ scholarships have been paid completely and on time.

The Head of Turkmenistan made strict reprimand to Chairman of the Central Bank M.Annadurdiyev for improper fulfilment of his duties and shortcomings in his work.The President of the country has also given serious reprimand to Board Chairman of the State Bank for Foreign Economic Affairs R.

Deputy Chairman of the Cabinet of Ministers M.Babayev reported on the outcomes of work of the enterprises of fuel and energy complex for the last 11 months.
The information of the indicators in oil and gas condensate production as well as in the processing of hydrocarbon resources has been given.It was informed that the plan for production of gasoline is executed for 102.1 percent, diesel fuel for 101.1 percent, polypropylene for 104.3 percent, lubrication oil for 102.6 percent, liquefied gas for 107.8 percent.
Comparing with the same period of the last year, the growth rate of natural and associated gas production made 103.4 percent and the export of gas 103.7 percent.

The President demanded to activate the work of chemical industry including on the accumulation of the volumes of production of mineral fertilizers.The Head of the State highlighted that for this purpose it is necessary to build number of new facilities including another ore-mining complex for production of potassium fertilizers and carbamide and ammonia plants.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the results of activity in construction and energy complexes as well as in municipal services sphere for 11 months of the year.
Having listened to the report, the President of Turkmenistan requested the Vice-premier ton continue the control of the activity of structures under his supervision.Having made special mention of the necessity of uninterrupted supply of electricity to the population and the facilities of the country, the President gave specific instructions on this account to the Vice-premier.

Various events on occasion of celebrations, remarkable dates of national and internatonal calendar have been held during 11 months in the country.Turkmenistan Publishing Service fulfilled the plan for 133.7 percent and printed 399 items of book production for the reported period.
The information on the activity of the State Committee on Tourism has been given.International Tourism Exhibition and Conference have been held on high organizational level in Avaza National tourist zone on November 1 2.
Having listened to the report, Gurbanguly Berdimuhamedov highlighted that the culture is important humanitarian component of the Government policy and efficient tool of dynamic social and economic development of the country.
The Head of the State highlighted the necessity of making of interesting programmes on TV channels, broad coverage of current achievements of the country and popularization of historical and cultural heritage of Turkmen people around the world, having given specific instruction to the Vice-premier on activation of the works in this direction.
The President of Turkmenistan made special mention of the importance of study and protection of historical monuments, having requested to organize the works in correspondence with modern requirements.The Vice-premier received number of assignments of organization of foreign tours of music bands and talented singers.
Deputy Chairman of the Cabinet of Ministers S.Toyliyev reported on the outcomes of work held from the beginning of the year in education, health protection and sports spheres.
Turkmen school students took part in international intellectual contests and won 80 medals as well as 143 prizes at international Internet competitions from the beginning of the year.The university students won 28 medals of international subject Olympiads and 171 prizes of different Internet contests. 2017 has brought the success in sport sphere.
First of all, these are impressive victories of national athletes at the V Asian Indoor and Martial Arts Games.Giving instructions to S.Toyliyev, President Gurbanguly Berdimuhamedov again demanded the Vice-premier to increase the attention to preventive work of medical services due to winter period.

It is necessary to develop improved training programmes for personnel in high educational institutions, especially for the specialists in electronics, finances, agriculture, heavy industry and other branches including oil and gas sphere, the President of Turkmenistan said.
After, the floor was given to Chairperson of the Mejlis A.Nurberdiyeva who informed on the work carried out for 11 months of the year for the improvement of national legislation taking into account key objectives and goals f social and economic development of Turkmenistan in the epoch of the Might and Happiness as well as universal standards of international law.
Totally, 8 session of the Parliament where 194 documents including 11 Laws of Turkmenistan and 83 Mejlis Resolutions were adopted, have been held for the period under review.The Mejlis constantly develops the relations with large organizations and specialized agencies of the UN, actively consolidates inter-Parliamentarian relations with national legislative structures of foreign countries under international cooperation.
Chairman of the Supreme Control Chamber G.Gylyjov made report and informed on the result of the audit of construction works.Having listened to the report, the President of Turkmenistan focused the attention on the issues of efficient use of the facilities of the capital Olympic village.
This sport complex is under the jurisdiction of the Main Department of Ashgabat City Administration.The Head of the State highlighted the necessity of the organization of the trainings of the students of National Institute of Sport and Tourism at the Olympic facilities, having given number of directions for efficient use of existing capabilities.

Minister of Internal Affairs I.Mulikov made report on the work undertaken by the MIA and informed on the deficiencies in provision of the population of Turkmenistan with electricity and on other lapses detected during the inspections of the structures of the Ministry of Energy.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted the unacceptability of such situation in electrical supply of the country, having demanded relative leaders to take immediate measures to correct the situation.
During the session, the Head of the State gave floor to Director of the State Economic Crimes Service M.Chakiyev who reported on the inspections carried out in number of ministries and departments.
The cases of abuse of the authorities, bribery and corruption resulted in harm to the State have been detected during the inspections in the Ministry of Labour and Social Protection of the Population, Ministry of Agriculture and Water Management, Ministry of Railway Transport, State Concern Turkmenneft, Turkmenbashy Refinery Complex and the State Fishery Committee.
For serious omissions admitted in the work, President of Turkmenistan Gurbangul Berdimuhamedov released S.Akmammedov from the post of the Minister of Labour and Social Protection of the Population and the position of the Board Chairman of the Penson Fund.
Deputy Minister M.Sylapov was appointed as the acting Minister and Board Chairman of the Pension Fund.Addressing all leader, the President highlighted again that he would continue fighting the corruption and bribery and would hold his word given to his people on counteracting of this evilness and its total elimination.
In this context, the Head of the State addressed Chairperson of the Mejlis A.Nurberdiyeva with the assignment to review existing legislation, having increased the punishment for bribery and corruption.
Summing up the outcomes of the country’s development for the past 11 months, President Gurbanguly Berdimuhamedov dwelt on the key aspects of internal policy of the State as well as focused the attention on the priority objectives of the next year.
The President noted that high growth rates of national economy have not only been kept but also increased from the beginning of the year.The growth of the GDP was brought to 6.5 percent.
All branches of national economy reached planned volumes of production growth.In this context, the Head of the State highlighted the necessity of further production if new items taking into consideration existing huge capabilities and reserve funds of the country.
Having stated satisfactory results of the activities of the branches by the outcomes of 11 months, the President noted that it is necessary to continue working with the same stamina and to develop the economy of the country steadily.
The construction of new roads, living houses, schools and other facilities will be continued next year.Energy, oil and gas industry and entrepreneurship will receive further development.Outlining the increase of export volumes of domestic production as one of the priority objectives, the Head of the State focused the attention on continuation of the work for support of national entrepreneurship, creation of joint ventures and new productions provided with modern technologies.
In this regard, the Head of the State noted the necessity to carry out fruitful work for the reduction of the Government share in in the economy and for expansion of non-government sector.
Speaking of the objectives of production branches of the economy, President Gurbanguly Berdimuhamedov highlighted the consolidation of market institutes, the development of free competiveness and the support of individual initiatives as the main targets.
Having summed up all mentioned above, the President of Turkmenistan again noted that all leaders of ministries and departments would have number of accountable objectives in 2018.
