President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where priority issues of the state policy were discussed.First, the floor was given to Deputy Chairman of the Cabinet of Ministers G.
Myradov who reported on the situation in the structures under his supervision.The Vive Premier has informed on the outcomes of work carried out for improvement of registration of labour activity in the country.
Project of relative Resolution has been drafted based on amendments and addendums of the Labour Code of Turkmenistan in August of this year.According to the provisions of presented document, regulation of the issues related to labour relation is assigned to the Ministry of Labour and Social Protection of the Population.
Summing up the report, the Head of the State noted that bringing of existing legal and regulatory acts to universal international standards is among the key aspects of fundamental transformations.
Deputy Chairman of the Cabinet of Ministers O.Gurbannazarov reported on the situation in the structures under his supervision, measures for increase of the export potential of the country and organization of trade activity related to this subject on international level, improvement of work of the State Commodity and Raw Material Exchange.
In this context, related proposals stipulating improvement of the activity of the SCRME were presented for review to the Head of the State.Having approved the proposals, Turkmen leader noted that it would support activation of trade and entrepreneur activity and requested Vice Premier O.
Gurbannazarov to increase control for organization of work of the SCRME.Deputy Chairman of the Cabinet of Ministers M.Babayev reported on preparation to the 5th session of Interstate Turkmen Saudi Commission for trade and economic cooperation planned in Riyadh, the capital of Saudi Arabia on November 8 9, 2017.
It is planned to discuss priority directions of the development of business partnership under realization of bilateral agreements reached during official visit of the President of Turkmenistan to the Kingdom of Saudi Arabia last year.
The Vice Premier also reported on the measures for improvement of the activity of oil and gas complex undertaken by the order of the Head of the State.It was also reported on work for completion of the construction of the Entertainment Centre and Aquapark in Avaza National tourist zone.
Summing up the report, President Gurbanguly Berdimuhamedov addressed the Vice Premier with number of assignments on further modernization of production infrastructure of oil and gas industry, diversification of domestic fuel and energy complex, targeted measures for increase of the export of Turkmen energy carriers and refined petrochemical production to the world markets.
Speaking of the session of Interstate Turkmen Saudi Commission for trade and economic cooperation, the Head of the State stated the presence of considerabe potential for activation and expansion of the spectrum of beneficial business contacts, having requested to provide high organizational level of preparation to planned meeting.
The Head of the State requested the Vice Premier to hold under permanent control the construction of facilities built by the order of fuel and energy cmplex in Avaza National tourist zone.
After, Deputy Chairman of the Cabinet of Minister E.Orazgeldiyev reported on the cpurse of seasonal agricultural works in the velayats of the country.It was informed that the rates of cotton harvesting have been increased.
All picked cotton is delivered to reception facilities and settlement of the payments with producers for delivered products are timely performed.Having listened to the report, President Gurbanguly Berdimuhamedov pointed attention at the necessity of intensification of certain direction of the realization of programmes of agricultural complex development aimed at increase of volumes of various agricultural products, support of food abundance in the country and increase of export potential of agrarian sector.
Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev gave report on the situation in the branches of industrial sphere under his supervision.Information on the measures undertaken by the State Concern Turkmenhimiya for provision of farmers with mineral, particularly phosphorus fertilizers, necessary for rich wheat harvests in 2018 was given within the report.
The Government pays special attention to the development of chemical industry as one of strategic sectors on national economy what is reflected in the Programme of social and economic development of the country in 2018 2024 adopted at the session of the Council of the Elders, President Gurbanguly Berdimuhamedov noted.
Having emphasized the importance to increase the rates of production of domestic mineral fertilizers, which is related with high demand of local market in this product and improvement of the efficiency of national agricultural complex, the Head of the State gave specific instructions to the Vice Premier.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the measures for urban planning of Ashgabat and provision of healthy and safe environment.Information on work for organization of non-stop drinking water supply to the population of the capital and velayats was given in the report.
Giving the orders for systematic solution of the issues related to further development of Ashgabat and other cities of the country, the President of Turkmenistan noted that urban planning and provision of the citizens with necessary resources is the most important objective of the state.
The Head of the State has also ordered Deputy Chairman of the Cabinet of Ministers D.Amangeldieyv and other vice premiers responsible for the regions to commence construction of Ak Oyi buildings in Balkanabat, Dashoguz and Turkmenabat.
The President requested to start the construction on January 1, 2018, having noted that all conditions for social, political, cultural and public events have to be made in Ak Oyi buildings.
Deputy Chairman of the Cabinet of Ministers B.Annameredov reported on the situation in the spheres under his supervision as well as on practical measures for improvement of work of transport and communication enterprises.
Summarizing the report, Head of the State Gurbanguly Berdimuhamedov noted that it is necessary to improve management system, to renew equipment and facilities base, to operate technical means wisely and provide high level of services and working conditions of personnel for unstoppable work of transport and communication sector’s enterprises.
Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on preparation to the Days of Uzbekistan Culture in Turkmenistan on November 13 15 as well as on coming International tourism Exhibition and conference “Tourism and Travel” in Avaza on November 1 2.
Uzbek culture will be represented in our country by artistic delegation including popular artisits and dance ensembles.Together with the concerts, demonstrations of the movies, photo exhibition and meetings are planned.
Joint cultural actions will take place in Ashgabat and Dashoguz.Having listened to the report, President Gurbanguly Berdimuhamedov noted that the same like in all other branches, it is necessary to stipulate the conditions for the development if international cooperation in cultural sphere.
The Head of the State reprimanded Vice Premier A.Garajayev and signed relative document with regards to unsatisfactory fulfilment of duties and lack of control for high organizational level of the concert during the session of the Council of the Elders.
Deputy Chairman of the Cabinet of Ministers S.Toyliyev reported on the situation in the spheres under his supervision and informed on the course of construction of Avaza sanatorium in National tourist zone on the Caspian Coast.
Information on work for development of international cooperation in education, science and technologies was also presented.In this relation, the Vice Premier has informed on the measures for realization of the provisions of the Resolution of the Head of the State on the issues of Oguzkhan Engineering and Technology University, which stipulate the initiation of foreign specialists for teaching in this university.
It was noted that lecturers from Tsukuba University are currently working at present moment in the above-mentioned University under established cooperation with Japanese partners.Number of professors and lecturers from the leading university of Japan are planned to be invited next educational year for training of the specialists in new directions for our country.
The draft of relative bilateral long-term Contract aimed at consolidation and expansion of fruitful cooperation between two universities has been elaborated.Having listened to the report and highlighted the subject of rich recreational potential of the country, Head of the State Gurbanguly Berdimuhamedov gave number of specific instructions to the Vice Premier on provision of high quality of construction Avaza sanatorium, provision of it with advanced equipment and timely completion of all works at this facility.
Having highlighted that further improvement of educational and science systems, implementation of advance world practices and newest methods to these spheres are among key priorities of the state policy, the President noted that great attention is paid to cooperation with Japan as one of the leading and reliable partners of our country.
President Gurbanguly Berdimuhamedov generally approved the draft of the Contract, having instructed the Vice Premier to hold under control its fulfilment.Deputy Chairman of the Cabinet of Minister, Foreign Minister R.
Meredov made report on the activity of the MFA and measures for implementation of the initiatives proposed by the President of Turkmenistan at the session of the Heads of the CIS countries in Sochi (Russian Federation).
In this regards, it was highlighted that resting on its neutral status, our countryactively participates in the activity of the Commonwealth of Independent States demonstrating at the same time an initiative approach to consolidation of fruitful cooperation in priority directions.
It was mentioned that speaking at regular Summit of the CIS, President Gurbanguly Berdimuhamedov gave utterance to specific proposals for further development of constructive partnership under the Commonwealth.The MFA of Turkmenistan started relative work for their practical implementation.
In this context, it was highlighted that the initiative of the Head of the State on improvement of political and diplomatic cooperation in the Commonwealth and on elaboration of middle-term Programme aimed at activation of the partnership in this sphere received entire support of the CIS members.
As is known, the decision on co-chairmanship of Turkmenistan in the Commonwealth of Independent States in 2018 was taken during the Summit in Sochi.The MFA stipulates the development of the project of special concept for successful fulfilment of this objective.
It was also mentioned that regular session of foreign ministers of the CIS took place in Sochi on October 10, where according to the adopted document, Turkmenistan has been appointed as Deputy Director of Organization Department of the Executive Committee of the Commonwealth of Independent States. 2018 2020 Action Plan for implementation of the Programme of support and development of national sports in the CIS until 2020 has been also adopted at the session.
Following this, it is planned to hold international competitions in Turkmen national wrestling, to take the measures for establishment of national federation of this sport in the CIS countries, to train the sportsmen and coaches and to organize the trainings and meeting with participation of the Commonwealth members for sharing of the experience and improvement of qualification.
Based on the initiatives of President Gurbanguly Berdimuhamedov on intensification of trade and economic cooperation under the CIS, it is planned together with financial and economic complex of our country to prepare specific proposals for the agenda of the Economic Council of the Commonwealth of Independent States, its structural departments dealing with energy, transport and trade.
Cooperation in social, cultural and humanitarian spheres is one of the key directions of the CIS activity.By the outcomes of the Summit in Sochi, the Declaration of the Heads of the States on support of family institute and traditional family values was adopted.
In this context, the Ministry of Education, Women Association, Magtumguly Youth Organization and other government and public establishments of Turkmenistan are proposed to elaborate the Action Plan for 2018 2019 including conduct of different events for introduction of the experience of our country in this sphere to the members of the CIS.
The importance of the initiative of President Gurbanguly Berdimuhamedov on the declaration of 2021 as the Year of Architecture and Urban Construction that received comprehensive support of all the Heads of the Commonwealth participating in the Summit in Sochi has been mentioned.
For its realization, the MFA of Turkmenistan will develop the drafts of relative documents, which are to be sent to the Executive Committee of the Commonwealth of Independent States.
Summing up the report, the Head of the State highlighted that Turkmenistan is committed to close and efficient partnership with competent regional and international organization and structures including with the CIS.
In this context, President Gurbanguly Berdimuhamedov gave number of relative assignments including for practical realization of the initiatives of our country proposed at the CIS Sumit in Sochi as well as solution of organizational issues related to co-chairmanship of Turkmenistan in the Commonwealth of Independent States in 2018 to the Vice Premier.
Chairperson of the Mejlis A.Nurdberdiyeva informed on work of the Parliament for further improvement of national legislation, legal support of social, economic and democratic reforms.It was highlighted that elaboration of new bills is carried out in the context of the main priorities of the state policy taking into account utmost objectives of the deputy corps of the country.
Special attention is paid to such important aspect as bringing of adopted laws to the correspondence with the provisions of new edition of the Constitution of Turkmenistan and international standards.
The Head of the Mejlis informed on coming visit of the delegation of Turkmen parliamentarians to Russian Federation for participation in the 137th Assembly of Inter-Parliamentarian Association as well as for discussion of organizational issues of one of the session of Inter-Parliamentarian Assembly of the CIS in Turkmenistan.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that systematic improvement of legislative base is an integral factor of steadfast progress of the country at the modern stage.
Having emphasized the importance of international cooperation in legislation sphere including Inter-Parliamentarian cooperation, the Head of the State made special mention that this direction is an important component of interstate dialog.
Some other important subjects of the state life, on which relative decisions were taken, have been reviewed at the session of the Cabinet of Ministers.
