Myradov who reported on activity of the establishments under his supervision.The Vice Premier has also informed on general population and housing census of Turkmenistan planned in 2022.
This activity is to be organized under implementation of the Resolution “2020 World Programme for Population and Housing Census” adopted on June 10, 2015 by the UN Economic and Social Council.

Gurbannazarov reported on satiation in the spheres under his supervision as well as on work for expansion of non-governmental sector of the economy, improvement of its potential and contribution to the solution of important objectives of national development carried out by relative departments together with the Union of Industrialists and Entrepreneurs.
President Gurbanguly Berdimuhamedov gave instructions to the Vice Premier on improvement of trade and entrepreneurship activity, making of the conditions for activation of business and encouragement of private initiative in formation of competitive industrial complex of the country and implementation of advanced practice in this sphere.
Deputy Chairman of the Cabinet of Ministers M.Babayev reported on preparation to XXII International Conference and Exhibition 2017 Oil and Gas of Turkmenistan that is planned to be held in Ashgabat on November 2 4.
It is expected that specialists from number of the world’s countries including representative of oil and gas companies, branch ministries and departments, international organizations and mass media will take part in economic review.
The agenda of the forum will include wide spectrum of issues related to the development of world, regional and national fuel and energy complex, international cooperation in this sphere, attraction of foreign investments to the branch and implementation of technology innovations.
Special attention is to be paid to diversification of the supplies of Turkmen gas to the world’s markets and to the project of construction of Turkmenistan Afghanistan Pakistan India gas line Having listened to the report, President Gurbanguly Berdimuhamedov ordered to intensify the control of implementation of the projects stipulated by the Programme for social and economic development of the country.
Exhibitions and conferences, which are to be held in Ashgabat in the beginning of November, are to demonstrate comprehensively the resource and industrial potential of national fuel and energy complex, to support activation of beneficial partnership of Turkmenistan with leading foreign companies that have advanced technologies, the Head of the State noted.
After, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on seasonal agricultural works in the velayats.As for today, 735 785 hectares of lands are sown with winter crops.
At the same time, the care of the springs including vegetation irrigation and weed control are carried out in compliance with all agro technical standards.More than 1 million tons of cotton have been harvested by this moment.
All gathered cotton is delivered to reception and cotton ginning facilities; all payments for delivered harvest are being settled on time.Having congratulated the cotton grower on their success, President Gurbanguly Berdimuhamedov wished them strong health, happy and prosperous life and new work achievements.
It is necessary to continue work on the fields with the same rate to gather all cotton.Special attention is to be paid to storage of the harvest, the President said, having addressed the Vice Premier with number of specific instructions.
The Head of Turkmenistan also requested to allocate the volumes of cotton necessary for textile industry needs and to sell the excess via the State Commodity and Raw Material Exchange.
Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev reported on situation in the sphere under his supervision and on the measures for improvement of production potential of chemical and textile complex of the country.
The Vice premier also reported on the outcomes of working trip to the city of Karabogaz, Blakan Velayat for inspection of the construction of the plant for production of 1 155 000 tins of carbamide per year.
At present moment, construction, installation and commissioning works are carried out under increased rates.Information on reconstruction and modernization of Bektas seaport in the city of Karabogaz carried out according to the project has been given.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that implementation of the projects for development of industry is to support the solution of objectives of integrated industrialization of the regions, diversification of national economy, establishment of joint import substitutive and export oriented enterprises in this sphere.
The President noted strategic importance of the opening of carbamide plant for dynamic development of gas and chemical industry of the country.Having focused on the necessity of implementation of modern technologies and advanced developments during construction of production and port facilities, compliance with all requirements of ecological safety, the Head of the State requested the Vice Premier to hold under permanent control the course of constructions of the plant and reconstruction of the seaport in Karabogaz.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reporting on the situation in the spheres under his supervision informed on preparation to the opening ceremonies of social and cultural facilities built under the 15th phase of urban construction of Ashgabat and elaboration of on relative programme.
Different ministries and departments of the country, capital city administration, the Union of Industrialists and Entrepreneurs are the clients of new constructions.At the moment, all works at the facilities have been accomplished and preparation to the opening is carried out.
After, Deputy Chairman of the Cabinet of Ministers B.Annameredov reported on the situation in transport and communication sphere.Information of the opening ceremony of Bereket Locomotive Depot has also been given.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that while located on the intersection of transcontinental routes, Turkmenistan looks forward to implement its colossal transit potential for establishment of constructive beneficial cooperation that meet the interests of prosperity and sustainable development of the region and the whole world.
Making large investments to formation of modern transport infrastructure, our country make solid foundation for further development of national economy and improvement of its attraction for foreign partners, the Head of the State noted.
The Vice-premier also reported on the preparation of project for construction of modern automobile transport enterprise and training centre.It was informed that the specialists f the Ministry of Automobile Transport and Ashgabat city administration have completed relative works by the moment.
The project and layout of the facilities planned for construction have been presented to Turkmen leader.Modernization of the infrastructure, renewal and supplementation of the fleet, training of professional personnel for provision of the safety of cargo traffic are among utmost objectives of the development of automobile transport, the Head of Turkmenistan emphasized.
It is necessary to hold under control all issues including the quality of works and materials, adherence to the schedule, requisition of transport vehicles and equipment for service and maintenance, provision of social important services by automobile transport during facility construction, President Gurbanguly Berdimuhamedov noted.
Information on the project “Programmes of the Main Directions of the Development of Railroad Transport of Turkmenistan in 2019 2021” elaborated in accordance with the Programme of the President of Turkmenistan for Social and Economic Development of the Country in 2018 2024 has been also given.
Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on the programme of Days of Turkmenistan Culture in Japan on November 10 12.Exhibition of decorative and applied art items and museum values, performances of famous singers, bakhshys, folk and dance ensemble Galkynysh, joint concert of the artists of two friendly countries are to be organized within art event.
The Days of Turkmen Culture in the Country of the Rising Sun are planned in accordance with the agreements achieved during the meeting of President Gurbanguly Berdimuhamedov with Prime Minister of Japan Shinzo Abe in Ashgabat in October 2015.
The Vice-premier also informed on preparation to celebration of the 26th anniversary of the Independence of Turkmenistan.Having listened to the report, the Head of the State requested to provide high organizational level of coming celebrations and gave instructions for cultural action in Japan to present Turkmen art, traditions of people and its rich cultural heritage and modern achievements brightly and expressively.
Deputy Chairman of the Cabinet of Ministers S.Toyliyev reported on the outcomes of the I Turkmen Chinese Scientific and Innovative Forum “Innovations, New Technologies and Their Implementation to Production” in the Technology Centre on October 11 12.
Innovative developments in different directions of science and technology have been reviewed during the conference; round table discussions on topical themes were also held.It included the issues of the development of seismology, chemistry, livestock farming and veterinary, solar energy, biology, agricultural technologies and other.
The participants outline the steps for further efficient cooperation in solution of actual scientific issues.Particularly, proposals on expansion of contractual and legal bases of long-term scientific partnership and establishment of interstate commission for cooperation in science and innovative technologies have been made.
It was proposed to hold similar forum in the People’s Republic of China in 2018 and to organize working training of Turkmen specialists in scientific institutions of the PRC and joint information project, the website dedicated to bilateral relations in this sphere.
For establishment of practical contacts, exchange of the experience and useful practice, the scientists from our country have been invited to work on the zoning of districts in active seismic regions of China while Chinese specialists to joint development of the technologies for production of rare chemical elements (lithium, rubidium, caesium, boron and other) from industrial associated waters at oil and gas fields of Turkmenistan.
Collaboration of the specialists of two countries in the projects at Garlyk Ore Dressing Plant and in livestock farming sphere has been defined among perspective directions.Summing up the report, President Gurbanguly Berdimuhamedov noted that advanced technologies are the basis for prosperity of the state and support the improvement of people’s life, open new opportunities for development of the industry and agriculture and form competitive economy.
It is necessary to continue Turkmen - Chinese dialog started in this sphere and to form relative legal and organizational platform for it, having provided the Government support and attracting business structures to invest joint projects and to making of high technology productions, the Head of the State said, having requested the Vice Premier to analyse in detail presented proposals and take the measures for realization of the most perspective ideas of cooperation.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on work carried out by the MFA and on coming the 7th Conference of Regional Economic Cooperation for Afghanistan (RECCA VII) on November 14 15.
It was highlighted that development of friendship and fruitful cooperation with neighbouring countries including the Islamic Republic of Afghanistan is one of priority vectors of foreign course of neutral Turkmenistan.
Our country provides systematic comprehensive support in peaceful revival and restoration of social and economic infrastructure of Afghanistan including by the involvement to realization of large-scale projects, which are to promote the integration of fraternal state to modern system of the world’s economy.
At present time, foreign ministry of both neighbouring states carry out joint work for preparation to the above-mentioned conference.The MFA of our country established special coordination commission for successful solution of organizational and other issues.
It is expected that representatives of number of foreign countries and international organizations including the UN specialized agencies will, participate in the forum.The draft of the agenda of the conference has been elaborated.
It is proposed to define the development of relations and expansion of economic relations as the main subject of the conference.Discussion and exchange of the opinions on the matters related with such directions as realization of energy, transport and communication projects with participation of Afghanistan, trade, development of private sector and establishment of business cooperation will be held during two-day meeting.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that the relations between Turkmen and Afghan people go far to the history and rest upon rich experience of good neighbourliness and centuries-old historical and cultural similarity.
Having emphasized that our country would continue rendering comprehensive support and assistance to Afghanistan promoting further activation of international efforts in this direction, President Gurbanguly Berdimuhamedov requested the Vice Premier, Head of the MFA to provide high organizational level of coming RECCA VII Conference and timely solution of all relative issues.
Chairperson of the Mejlis A.Nurberdiyeva informed on the outcomes of the working visit of the delegation of Turkmen parliamentarians to Sankt-Petersburg for participation in the 137th Assembly of Inter-Parliamentarian Union on October 14 16 of this year.
The Head of National Parliament informed that during the forum, the Mejlis of Turkmenistan has received the membership of Inter-Parliamentarian Union, which is the oldest international parliamentary structure that unites the representatives of 173 countries and 11 Inter-Parliamentarian organizations.
The members of the delegation took part in the Assembly by the invitation of Inter-Parliamentarian Union and the Federation Council of the Federal Assembly of Russian Federation.Adoption of the Resolution “20 years of Universal Declaration on Democracy: Community of our Diversity” was an important outcome of its work.
It was also informed on the outcomes of the meeting with the Chairperson of the Federation Council of the Federal Assembly of Russian Federation.Having listened to the information, president Gurbanguly Berdimuhamedov noted that consolidation and expansion of inter-parliamentarian relations support activation of political and diplomatic activity of our country in international strucutres.
The main objective of the parliamentarians in foreign policy is the promotion of the initiatives proposed by our neutral state for solution of global issues.Entering of Turkmenistan to the composition of Inter-Parliamentarian Union is important and responsible achievement that would give new impulse to activation of positive dialog with parliamentarians of the countries of the world and male new opportunities for study of the best practices in law making sphere, the Head of the State highlighted.
Some other issues of the state life, on which relative decisions were taken, have been reviewed at the session of the Cabinet of Ministers.
