President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where fulfilment of the programmes of social and economic development of the country as well as topical objectives of home and foreign policy have been discussed.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G.Myradov to report on the situation in the sector under his supervision.
The Vice-premier informed about the drafting of the programme of social and economic development of the country in 2019 2025.It was informed that this document provides taking of efficient measures aimed at the attraction of foreign investments and their efficient use, full involvement of all capabilities for further dynamic growth, transition to electronic documentation and digital economy.
It is planned to take the complex of measures on increment of the export of national products and import substitutive goods, on formation of electronic industry, privatization of the state property and development of private sector of the economy.
Having listened to the report, the President highlighted that this Programme has to be the action plan and include the projects in industry, energy, foreign trade, education, health protection, agriculture and tourism.
Formation of innovative, high technology, competitive digital economy, efficient electronic industry, growth of industrialization indicator and development of market relations will allow improving the level of wellbeing of the population.
All these matters have to be included to the Programme, President Gurbanguly Berdimuhamedov pointed out, having requested the Vice-premier to elaborate the programme according to given proposals.Deputy Chairman of the Cabinet of Ministers M.
Meredov reported on the situation in various sectors of fuel and energy complex and on the measures taken for further improvement of the activity of the structures under his supervision.
Summing up the report, the Head of the State focused on key aspects of energy strategy of Turkmenistan aimed at efficient use of the richest hydrocarbon resources of the country.
President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of relative instructions for further modernization and diversification of oil and gas industry, improvement of export potential of the branch and active promotion of production of national fuel and energy complex in foreign market.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on seasonal field works in the country.Programme of the races and other celebration events, which would be held in International Ahateke Equestrian Complex as well as in equestrian complexes of Balkan, Dashoguz, Lebap and Mary Velayats on occasion of the 27th anniversary of independence, has been presented for review to the Head of Turkmenistan.
Having noted that equestrian competitions in the country support further development of equestrian traditions of Turkmen nation, the President ordered to organize the events dedicated to the Independence Day of Turkmenistan on high level.
Deputy Chairman of the Cabinet of Ministers K.Durdymyradov reported on preparation to the opening ceremony of Garabogazcarbamid Plant, which was built in Garabogaz, Balkan Velayat.New petrochemical complex provided with advanced technologies and equipment from the world manufacturers is designed for production of 1,155,000 tons of carbamide fertilizers per year.
At present, the production of the main material- the first batches of liquefied ammonia has been started.Technology processes are automated and operated from centralized control centre.After commissioning of this industrial facility, which has no analogues in Central Asia, Turkmenistan will enter the rank of leading suppliers of large volumes of mineral production to the world market.
Course to the industrialization providing the formation of modern industrial infrastructure, opening of big innovative processing facilities is an important direction of economic strategy of Turkmenistan, President Gurbanguly Berdimuhamedov highlighted.
For this purpose, the Government invests in construction of new facilities oriented to production of the most demanded and competitive goods in the world market, which meets all standards of international certification.
Construction of big facility for production of carbamide fertilizers is successful project in this direction.The Head of the State ordered to hold the opening ceremony of new industrial facility on high organizational level.
Deputy Chairman of the cabinet of Ministers D.Amangeldiyev reported on the situation in construction, energy and municipal service spheres as well as on the measures for urban planning and modernization of Ashgabat.
Having listened to the report, Turkmen leader noted that use of advanced saving, environmentally friendly technologies, efficient and reliable equipment is one of the main objectives of national energy personnel during realization of profile projects.
Having highlighted the celebration of the Independence Day, the Head of the State ordered the Vice-premier to keep the fulfilment of the plan of construction of social and living facilities, provision of coordinated work of municipal services under control.
Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the situation in the sphere under his supervision, measures for activation of investment activity of small and medium entrepreneurship.
It was informed that more than 1,015 companies of the Union of Industrialists and Entrepreneurs work in agricultural complex.The companies make wide variety of agricultural and food production covering the requirements of the markets in the country. 597 companies for production of construction materials, textile and carpets, chemicals, metal constructions, furniture, ceramics, glass products as well as polyethylene and plastic goods are involved in the industry.
The growth of export of goods is 68.7 percent comparing with the same period of 2017.In addition, the Vice-premier informed on the situation on construction sites, which are planned to be opened on occasion of the Independence Day of the country.
It includes the facility for bovine hides processing with annual output capacity of 3,600 tons built in Beherden etrap, Ahal Velayat, which is provided with modern equipment for production of high quality leather.
Parahat’ Private Entiry together with Tetra Pak’ Company has completed the project of construction of the facility for production of packed dairy products with output capacity of 16.5 million litres per year in Byuzmeyin etrap of Ashgabat.
Having listened to the report, President Gurbanguly Berdimuhamedov noted growing role of private sector of national economy in improvement of production of high quality import substitutive and export oriented goods.
Construction and opening of the facilities provided by modern equipment and high technologies create wide opportunities for provision of Turkmenistan citizens with consumer goods as well for abundance at the food market of the country.
Deputy Chairman of the Cabinet of Ministers M.Chakiyev supervising transport and communication sphere reported on the work carried out at Balkan Shipyard.It was informed that according to the programme, the repair of three ships- two cargo ships Turkmenistan and Magtumguly and one oil tanker Bitarap, is carried out at the facility.
It is planned to start building various class and type ships at the shipyard in near future.It includes RO-RO ferries for transportation of wheeled machines (vehicles, trucks, trailers and railway carriers).
This type of maritime transportation of railway carriers without interim re-loading of cargo in port is the most productive and its implementation allows saving time for cargo operations.
The Draft Resolution on procurement of Boeing 737 MAX 7 aircrafts has been presented for review to the Head of the State.Having noted that Balkan Shipyard has to be the basis for development of national shipbuilding, the Head of the State pointed out the importance of training of relative personnel in our country and overseas.
Focusing on the construction of RO-RO ships, Turkmen leader noted the requirement in such crafts for long distance transportation.Expansion of maritime fleet of the country, arrangement of various shipbuilding would support the growth of cargo turnover by sea, the President said.
Having noted the importance of improvement of cooperation with Boeing, the Head of the State said that several aircrafts of this Company would be procured.Having signed presented document, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of assignments on this account.
Deputy Chairman of the Cabinet of Ministers B.Abdiyeva reported on preparation of events timed to the 27th anniversary of the independence.Concerts, theatre performances, scientific and practical conferences, cultural meetings, exhibitions of visual, decorative and applied art items and museum values, book and printing products as well as sport competitions are planned in the capital and velayats during the holiday.
Having listened to the report, the Head of Turkmenistan ordered to provide high organizational level of all planned events.Deputy Chairman of the Cabinet of Ministers P.Agamyradov reported on the preparation to XXI Conference of Humanitarian Association of Turkmens of the World in Ashgabat on September 19.
Outcomes of work of the Association and subjects related to further improvement and development of its activity will be discussed at the forum.The participants of the conference will also be honoured guests of the events dedicated to the 27th anniversary of Turkmenistan Independence.
Humanitarian Association of Turkmens of the World, which branches work at present in different states, makes big work for propaganda of constructive and peace-loving policy of our neutral country in the world, introduction of richest historical and cultural heritage of our people and modern achievements to other nations of the planet, President Gurbanguly Berdimuhamedov noted.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov informed that four books published by Turkmen State Publishing Service in 2017 received prestigious awards of the 15th International Contest of the CIS countries “The Art of Book”.
Book of President Gurbanguly Berdimuhamedov “Turkmenistan the Heart of the Great Silk Road” was awarded with I Class Diploma in “Dialog of Culture” nomination.Having congratulated the Head of the State, the Vice-premier, the Foreign Minister handed over the I Class Diploma for book “Turkmenistan the Heart of the Great Silk Road” to the Leader of the Nation.
After, the Vice-premier reported on the preparation to the working visit of the Government delegation of our country headed by President Gurbanguly Berdimuhamedov to New York on September 29 October 2 for participation in work of the 73rd session of the United Nations General Assembly.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan attaches special importance to strategic partnership with the United Nations and takes active part in common efforts for development of coordinated solutions of key issues of the present.
Having noted that our country makes significant contribution to consolidation of peace, stability and security, achievements of the sustainable development goals in regional and global scale, Turkmen leader signed the document, having pointed out the necessity to provide high level of preparation to the participation of the Government delegation in work of the 73rd session of the UN General Assembly.
The Head of the State also requested to organize the meeting of Turkmen American business council under the visit, which has an important role in development of beneficial cooperation between Turkmenistan and large business structures of USA.
Continuing the report, the Foreign Minister informed on the measures for practical realization of the initiatives of President Gurbanguly Berdimuhamedov proposed on the V Summit of the Heads of Caspian States in Aktau, the Republic of Kazakhstan on August 12.
The President highlighted that our country takes steadfast measures for consolidation of joint efforts in solution of Caspian issues trying to support the expansion of interstate trade and economic relations, optimum realization of significant versatile potential of strategic Caspian region.
It is confirmed by constructive proposals of Turkmenistan in different aspects of the partnership in Caspian Sea, which are aimed at bringing of five-party cooperation in new level meeting modern realities.
Having noted that our country would chair the Commonwealth of Independence State next year, Turkmen leader confirmed invariable commitment of Turkmenistan to friendly, fruitful cooperation in the CIS format.
Speaking of this, President Gurbanguly Berdimuhamedov ordered Deputy Chairman of the Cabinet of Ministers P.Agamyradov to chair the Government delegation, which would take part in the session of the Council of the Heads of the CIS countries in Dushanbe on September 28.
Speaker of the Mejlis G.Mammedov informed about the activity of national parliament for the formation of legislation framework as well as about the preparation to the first session of the People’s Council.
Speaking of organizational issues of national forum, the Head of the State noted the necessity to take integrated measures for its conduct on high level.It is important to study coming proposals and to prepare properly all draft documents, which are to be reviewed at the session of the People’s Council, the President said.
The heads of military and law enforcement agencies reported on the situation in their structures.The Head of the State received report on the preparation of military parade timed to the 27th anniversary of independence.
Having focused on priority objectives of security forces, the Head of State ordered to hold under permanent control the subjects of provision of military and law enforcement divisions with advanced specialized equipment and improvement of personnel potential.
Having highlighted the preparation of activities on occasion of the Independence Day, the President highlighted that coming events have to demonstrate the success achieved in all spheres.Having focused on the provision of high organizational level of military parade, the Supreme Commander of the Armed Forces of the country addressed relative heads with number of specific assignments.
Other subjects of the state life, on which relevant decisions were made, have been reviewed at the session.
