On December 17, President Gurbanguly Berdimuhamedov has held video conference session of the Cabinet of Ministers. Drafts of some documents have been reviewed and important issues of the state life have been discussed at the session.
In the beginning of the session, Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on practical measures undertaken for stable economic growth and integration to the world economic system, strengthening of industrial and innovative base for support of comprehensive development of the branches and efficient organization of the partnership between the government and private sector.
The Vice-premier has also reported on results of work carried out in accordance with the instruction given by the Leader of the Nation at the session of the Government on November 5.
In particular, the information about development of the Strategy of Turkmenistan for control and reformation of the organization with the government participation for the coming five-year period and Action Plan of implementation of the Program by the Ministry of Finances and Economy together with the Union of Industrialists and Entrepreneurs has been presented.
The document provides specific measures aimed at increment of the share of private sector in innovative development of the Motherland, expansion of the range of market relations, activation of the partnership between the government and private sector, acceleration of the privatization of the government property and efficient management of its activity according to the objectives specified in the Program of the President of Turkmenistan on social and economic development of the country in 2019 2025.
In addition, the Draft Strategy specifies works for institutional reformation of the branches of the economy, introduction of digital system and IT-technologies, change of ownership relations and formation of various forms of property.
The Action Plan on realization of this program document provides review of legal acts on management and reformation of organizations with government share and adoption of new normative and legal acts as well as activation and improvement of organization of activity of the stock exchange among the main priorities.
In general, having approved the outcomes of work performed in this direction, the Leader of the Nation gave relative instructions on elaboration of the Draft Strategy of Turkmenistan on management and reformation of organization with the government participation for the coming five-year period and Action Plan of its implementation to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on the situation in various sections of fuel and energy complex and work carried out for further improvement of activity of facilities of oil and gas sphere.
It was informed about practical measures for increment of volumes of oil and gas production and processing, increment of geological survey works aimed at finding of new deposits of hydrocarbon resources, acceleration of rates of industrial development of oil and gas fields as well as on introduction of effective technologies and scientific and technical developments.
Summing up the report, the Head of the State has ordered the Vice-premier to continue work on improvement of efficiency of production and financial resources, expansion of variety of production made by oil and gas complex.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on preparation to spring field campaigns, which make a basis for future harvest as well as on the measures undertaken for provision of food abundance.
At present time, care of the winter crops, vegetation irrigation and mineral fertilization are carried out taking into strict account agricultural standards and weather conditions
In addition, preparation to spring sowing campaign is ongoing. Lands that would be allocated for the cotton and other crops are determined, cleaning of irrigation and drainage channels, report of agricultural equipment and vehicles are carried out.
The Vice-premier has also reported on work for development of livestock farming and increment of volumes of production of this branch.
Summing up the report, the President of Turkmenistan has given specific assignments to the Vice-premier on implementation of advanced technologies and scientific achievements, which support the increment of wheat, cotton and other agricultural crop production as well as rational use of water resources.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the situation in the spheres under his supervision, having emphasized the subjects of increment of supply of electricity to the Islamic Republic of Afghanistan.
At present, the work for increment of supply of electricity to Afghan side is carried out in Serhetabat Herat Turgundy and Rabatakshan Kalaynau directions.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted special importance of cooperation with neighboring countries, especially with Afghanistan, to which our country always renders comprehensive support and assistance of restoration of the economy.
The Head of Turkmenistan has stated that increment of supplies, construction of new power lines, which supply Turkmen electricity to different provinces of neighboring country, make favorable conditions for improvement of life level of Afghan people, opening of new facilities and hence, opening of new work places.
We would continue providing comprehensive help and support to friendly people of Afghanistan as well as to implement new joint projects, which would become our significant contribution to peaceful regulation of the situation in Afghanistan, strengthening of stability and security, stable social and economic development of entire region, President Gurbanguly Berdimuhamedov highlighted, having requested the Vice-premier to continue work in this direction.
Further, Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on work performed by the spheres under his supervision, improvement of equipment and facility base of transport and communication complex, measures for further digitization of the industry.
The Vice-premier has reported on the activity for steadfast integration to the world transport system and further expansion of the infrastructure on the main routes, connecting roads and hubs in the East West and North South directions.
Having listened to the information, the Head of the State pointed out the necessity of modernization of profile infrastructure and introduction of the latest technologies.
At the same time, the Leader of the Nation has focused on strict control of improvement of quality of service in the sphere of passenger and cargo transportation by all modes of transport as well as in provision of modern communication modes.
Development of transport complex would be among the priorities of our policy, the Head of Turkmenistan said and addressed the Vice-premier with instructions on timely commissioning of infrastructural facilities.
Continuing, the Leader of the Nation has highlighted that special attention is paid in the country to improvement of activity of the structures responsible for prevention of emergency situations.
Having signed the Resolution on approval of working plan of the State Turkmenistan Commission for Emergency Situations in 2021, the Head of the State sent it to the Vice-premier by electronic document management system and requested to hold fulfilment of the set objectives under control.
In his turn, Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the measures for staged reformation of production facilities of the Ministry of Trade and Foreign Economic Affairs into joint stock ventures.
The Vice-premier has informed that at present time the Ministry has 157 facilities, which activity is mainly oriented at wholesale trade and storing of goods reserves in warehouses, provision of retail trade services and catering, processing of agricultural production and other.
Analysis of list of the facilities, which are to be privatized, has been made following the instructions of the Head of the State given at the session of the Government.
At the first stage, it is planned to modernize and reform 20 facilities into joint stock ventures with shared participation of the facilities and the Union of Industrialists and Entrepreneurs of the country.
Having noted the importance of precise fulfilment of the utmost objectives in this direction, the President of the country has requested the Vice-premier to put all efforts for realization of plans.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on current activity of the cultural organizations and mass media under her supervision, improvement of their work in accordance with time requirements.
It was also informed that preparation to New Year celebration is ongoing these days.
Having listened to the report and highlighted the role of national culture and mass media in progressive and innovative policy of independent Turkmenistan, Leader of the Nation Gurbanguly Berdimuhamedov focused on further improvement of activity of these spheres taking into account modern technical achievements.
The President of the country has also highlighted the importance of further development of humanitarian contacts in support of friendly and trustful dialog with foreign countries, importance of organization of international cultural actions supporting the enrichment of national culture and art, wide exchange of practice and popularization of spiritual heritage of Turkmen nation in the world.
Speaking of the preparation of coming New Year celebration, the Head of the State has given instructions to the Vice-premier to hold all planned events in the capital and regions on high level.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the situation of the spheres under his supervision as well as on development of the Government Program in the sphere of the State Youth Policy of Turkmenistan in 2021 2025.
It was mentioned that the Law of Turkmenistan on the State Youth Policy adopted in 2013 has given strong motivation to the reforms implemented in the country in this sphere and to support given to the youth by the government.
The draft Government Program in the sphere of the state youth policy of Turkmenistan in 2021 0 2025 and the Action Plan for its implementation has been developed according to the assignments given by President Gurbanguly Berdimuhamedov at the VI session of Magtumguly Youth Organization as well as taking into account the proposals of relative ministries, department, administrations of the regions and Ashgabat, public organizations and political parties.
Having listened to the report, the President of Turkmenistan highlighted the importance of education of the growing generation, it is necessary to continue providing comprehensive support to young people, to provide opportunities for their education, realization of art and scientific potential and personal growth.
It is necessary to pay special attention to physical, spiritual and moral education of young generation, to provide comprehensive support to young families, the President of Turkmenistan highlighted, having addressed the Vice-premier with relative instructions.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on Turkmen American political consultations, which are held on systematic base.
At the same time, it was noted that this format of cooperation between foreign departments of Turkmenistan and United States of America has been initiated by President Gurbanguly Berdimuhamedov in 2009 for further development of interstate relations.
It was reported that regular stage of consultations between the foreign departments organized in video conference format has started on December 15. The agenda of the session included subjects of strengthening of beneficial bilateral cooperation in its priority directions including in political and diplomatic spheres.
In this context, constructive character of the established dialog under “Central Asia + USA” and Turkmenistan Afghanistan USA formats has been noted.
At the same time, cooperation in such current directions as provision of regional security, combating serious challenges and threats has been reviewed. Special focus was made on peaceful restoration of Afghanistan including realization of economic projects and provision of humanitarian aid to Afghan people, in which Turkmenistan invariably holds an initiative position.
Humanitarian component of Turkmen American relations has also been discussed at the consultations. Opportunities of expansion of cooperation in education and culture, including implementation of joint projects of protection of cultural heritage have also been reviewed. In particular, the Ministry of Culture of our country has prepared the project of archeological excavations in 2021 2025.
Special attention would also be paid to cooperation based on the Framework Agreement on Trade and Investments in Central Asia. In addition, it is planned to discuss the opportunities of bilateral cooperation in the sphere of environmental protection.
Continuing the report, the Vice-premier, Head of the Foreign Ministry has reported on the results of regular session of Turkmenistan USA Business Council on December 16. The main directions of trade and economic cooperation and perspectives of strengthening of productive business contacts have been discussed at the session.
Online meetings have been held between the officials of agricultural complex, economic, banking and financial block, fuel and energy sector of Turkmenistan and big American profile companies under the session. Representatives of the USA business circles have confirmed their interest in intensification of beneficial relations with our country on long-term basis.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan pays special attention to development of traditionally friendly and constructive relations with the United States of America, having stated the presence of considerable potential for intensification of beneficial bilateral cooperation in various spheres.
In this regard, the Leader of the Nation has noted the importance of regular consultations between the foreign departments, during which actual aspects of multidimensional interstate dialog are discussed.
Regarding trade and economic cooperation, strengthening of relations between entrepreneurship structures, important role in this case is given to Turkmenistan USA Business Council as to actual mechanism of expansion and diversification of bilateral partnership and development of its new effective forms.
Speaking of this, the Head of the State has given special instructions to the Vice-premier, Head of the Foreign Ministry to continue successful practice consultation between the foreign departments and optimum implementation of existing capabilities for further dynamic development of Turkmen American cooperation, which meets mutual interests.
Further, the floor was given to Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov who reported on the situation in military and law enforcement agencies, work for modernization of their equipment and facility base and strengthening of personnel potential.
Having focused on importance of further improvement of activity of security forces, President Gurbanguly Berdimuhamedov requested to take practical measures for implementation of advanced world practice in military sphere and modern technologies, training of professionals, responsible and honest specialists.
Military personnel have to strictly follow the principles, goals and objectives of defensive military Doctrine of independent neutral Turkmenistan, the Head of the State highlighted.Due to coming New Year celebration, the Leader of the Nation has ordered the Vice-premier, the Secretary of the State Security Council to hold the subjects of support of public order in the country under strict control.
Speaker of the Mejlis G. Mammedova has informed about legal activity of national Parliament, measures for strengthening and development of legal base of social and economic reforms in the country, support of international initiatives proposed by Head of the State Gurbanguly Berdimuhamedov.
It was noted that number of bills are developed and existing laws are modified in the Mejlis’s working groups with participation of specialists and representatives of profile departments.
National Parliament together with the Central Election and Referendum Commission of Turkmenistan, administrations of the regions and public organizations develop normative and legal acts related to the election of the members of the People’s Council of National Council of Turkmenistan.
In December, the deputies of the Mejlis have taken part in number of events organized by international structures including by the UN representatives.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted an exclusive importance of activation of work for modernization of national legal base taking into account modern realties of development of Turkmenistan. The Mejlis has to provide legal support to the work aimed at further improvement of people’s life, the Leader of the Nation noted.
Further, the President of the country highlighted the priority objectives of coming work.
Compliance with quality requirements and completion of construction of facilities planned to be opened on occasion of the 30th anniversary of independence of the Motherland have been outlined among priority objectives. At the same time, Head of Turkmen State Gurbanguly Berdimuhamedov has ordered to provide high level of events planned on this remarkable date.
Speaking of importance of integrated measures for support of economic growth of Turkmenistan, the Leader of the Nation has given specific assignments on improvement of the mechanisms stimulating the processes of diversification of the industries including petrochemical industry, increment of the variety of competitive local production and its export.
Having highlighted that special attention is paid to stable development of transport sphere in modern conditions, the Head of the State gave instructions to expand the opportunities of digitization and logistic system.
Having focused on importance of training of qualified specialists and scientists, the Head of Turkmenistan requested to activate the relations between science, education and production.
Number of other important subjects, on which relative decisions have been made, were reviewed at the session of the Cabinet of Ministers.
